WELCOMING REMARKS
P. Goodwin, Chair, welcomed everyone to the first Don Watershed Regeneration Council meeting
of 2012. The floor was turned over to D. Love, Executive Director, The Living City Foundation.
PRESENTATIONS
David Love, Executive Director, The Living City Foundation
D. Love provided the DWRC with an update regarding The Living City Foundation and the 2012
Manulife Paddle the Don.
D. Love challenged the DWRC to recruit 10 new Corporate Canoe Challenge teams.
• D. Love to attend the January 26, 2012 Community Outreach Group meeting to discuss the
2012 Manulife Paddle the Don Corporate Canoe Challenge in further detail.
P. Goodwin enquired as to a lottery for individual challenge spots to help engage new participants.
• A. Freeman suggested holding a lottery for 10 spots to be drawn from names on the waiting
list.
• A. Thurston recommended holding the draw early in the process to help ensure that those
on the waiting list are still available to participate.
A. Thurston noted that funds raised from Manulife Paddle the Don have funded a number of
environmental projects and regeneration efforts, including a bus credit program for classes from
the Don attending a TRCA education facility. A complete list of projects which being funded by
Paddle the Don is available online at:

Members noted that funds raised in the future could go towards sending school groups to
programs that are located in or nearby to Don watershed.
Moranne McDonnell, Senior Manager, Restoration Servies
M. McDonnell provided the DWRC with an overview of the Mud Creek Reach 1 Restoration
Project. The presentation focused on the following topics:
• Historical context;
• Existing conditions;
• Scope of Work; and
• Overview of the proposed plans.
M. McDonnell noted that a project website will be developed. A. Wood to circulate the link to the
project website when it is available.
A. Freeman reminded members that Mud Creek was a concept site in Beyond Forty Steps.

ITEMS FOR DISCUSSION
UPDATE RE: HELP SHAPE THE FUTURE OF THE PORT LANDS
M. Buchinger provided the DWRC with an update of the Public Consultation Session for the Port
Lands Acceleration Initiative, held Monday, December 12, 2012 at the Toronto Reference Library.
The public meeting investigated three main areas with the participants:
• Clarification of the process currently being undertaken for the Port Lands Acceleration
Initiative.
• Top goals that citizens and stakeholders have for the redevelopment of these lands.
• Top ideas to explore accelerating development, and maximizing the value of the Port
Lands.
M. Buchinger noted she has submitted an application on behalf of the DWRC to sit on the Port
Lands Acceleration Initiative Stakeholder Advisory Committee (SAC). The first SAC meeting will
be held in early February 2012.

A. Thurston noted that TRCA has the capability of doing videography internally if the DWRC is

2012 DWRC EVENTS &ACTIVITIES CALENDAR
Further discussion of upcoming 2012 DWRC events was deferred to the Community Outreach
Group.
UPDATE RE: ECO REPORT

J. Hough suggested key messages from the report be used as talking points for the MPP Outreach
Strategy.
The Policy Advocacy Group to review the Annual ECO Report and revise the MPP Congratulations
letter to incorporate key messages from the report.
UPDATE RE: TORONTO OFFICIAL PLAN REVIEW
C. Longhurst provided a brief overview of the Joint Policy and Advocacy Watershed Working
Groups meeting, held Thursday, January 5, 2012 with City of Toronto staff to discuss the City of
Toronto Official Plan Review.
C. Longhurst noted that there will be further opportunities for public consultation as the Official Plan
Review moves into Phase II.
UPDATE RE: MPP OUTREACH STRATEGY
Further discussion regarding the MPP Outreach Strategy was deferred to the Policy and Advocacy
Working Group.
J. Hough to attend the January 25, 2012 Policy and Advocacy Working Group Meeting to discuss
key points from the Annual ECO Report.

EAST DON PARKLAND PARTNERS
P. Goodwin advised the DWRC that the 2012 Quest for Chowder will be held Saturday, February
25, from 2:30 —5:30 p.m.

NEW BUSINESS
GLYNWOOD POND
Councillor Burke advised the DWRC that Glynwood Pond, the only stormwater management pond
in Markham (Thornhill) will be rehabilitated in 2012.
A. Freeman suggested a possible meeting in the summer to visit Pomona Creek and discuss
Markham projects. Councillor Burke will assist with the meeting arrangements.

WELCOMING REMARKS
P. Goodwin, Chair, welcomed everyone to the second Don Watershed Regeneration Council
meeting of 2012 and extended a thank you on behalf of the DWRC to the Toronto Botanical
Garden for hosting the meeting. The floor was turned over to P. Zammit, The Nancy Eaton Director
of Horticulture, Toronto Botanical Garden (TBG).
PRESENTATION
P. Zammit welcomed the DWRC to the TBG and provided an overview of the following topics:
• TBG Mission;
• The parking lot improvement project;
• Woodland walk & bird habitat project;
• Pollinator project; and
• Food initiatives & the teaching garden.
A tour of the TBG building was led by volunteer Master Gardeners, who discussed the
sustainability features of the building.
P. Zammit noted that Master Gardeners are an independent organization of certified horticultural
experts, who volunteer to provide sustainable gardening information to the general public. More

ITEMS FOR DISCUSSION
WATERCOURSE-CROSSING SIGNAGE
A. Thurston and A.Freeman met with Town of Markham Deputy Mayor Heath, Town of Richmond
Hill Mayor Barrow, and Regional and Local Councillor Di Biase on January 27, 2012 to discuss
implementing watercourse-crossing signage in the City of Vaughan and Town of Richmond Hill.
A. Thurston provided the DWRC with the following updates from the meeting:
• A recommendation will be submitted for consideration by Councillor Di Biase to the City of
Vaughan at a Special Council Meeting on February 13, 2012.
• We anticipate that the remainder of the Don watershed may be signed in 2012, followed by
the Humber watershed in Vaughan in 2013.
• The watercourse-crossing signage will be funded through a partnership agreement
between TRCA, Town of Markham (through the DWRC grant), and the City of Toronto.
T. Hopkins suggested speaking to the watercourse-signage project as part of the DWRC MPP
outreach program.
• A. Thurston to provide T. Hopkins with material for the meetings.
UPDATE: On Monday, February 13, 2012 at a City of Vaughan Special Council Meeting, the
following resolution of Regional Councillor Di Biase was approved:
It Is therefore recommended that the City of Vaughan participate in the Watercourse
Identification Signage program including confirming and developing the names of
watercourses for the Don and Humber Watershed located within its municipal boundary;
and,
That the City install the Don Watershed signage located within the City's right of ways in
2012; and

That costs to produce and install the 164 Humber Watershed signage be brought forward in
the 2013 Budget deliberations; and,
That the Region of York be requested to produce, install and fund the Humber Watershed
signage located within its regional right of way
UPDATE RE: PADDLE THE DON 20TH ANNIVERSARY PLANNING
J. Palmer referred DWRC members to the Community Outreach Working Group minutes to
meeting #1/12 for full details.
The following key points were discussed:
• A subcommittee composed of W. Sainsbury, P. Goodwin, and J. Palmer, was formed to
investigate the possibility of implementing a participation fee for Paddle the Don to
complement the event's fundraising.
• DWRC members were encouraged to forward ideas to J. Palmer or W. Sainsbury by email.
• A full report will be brought back to the DWRC at a later date.
UPDATE RE: PADDLE THE DON CORPORATE CANOE CHALLENGE
P. Goodwin issued a challenge to all DWRC members to bring one Corporate Team on board.
C. Longhurst provided the DWRC with an overview of the approach used to encourage Summerhill
to participate as a Corporate Team at the 2011 Paddle the Don event.
A. MacLeod has arranged for a Paddle the Don table during a Saturday Farmer's Market at the
Evergreen Brick Works in March 2012.
• A. Thurston noted that the display will promote the Corporate Canoe Challenge.
M. Haney suggested having Paddle the Don information available at the East Don Parkland
Partner's Quest for Chowder being held on Sunday, February 26, 2012.
• A. Thurston to provide P. Goodwin with material.
P. Goodwin encouraged DWRC members who are not assisting with the event logistics to register
to paddle and fundraise.
• A. Freeman emphasized that paddling experience is strongly recommended and suggested
that DWRC members interested in paddling contact A. Thurston, who will coordinate
connecting less experienced paddlers with experienced paddlers.
UPDATE RE: PORTLAND ACCELERATION INIATIVE
M. Buchinger provided the DWRC with an update from the first Stakeholder Advisory Committee
(SAC) meeting, held on Wednesday, February 1, 2012. The SAC expressed the following
concerns:
• The Acceleration Initiative needs a very clear problem statement and clarity on how
acceleration will help solve the problem.
• The process that will be followed to make decisions regarding the future of the Port Lands
needs to be very clear. It was suggested that as the project unfolds it will be important to
share more detail regarding:
• The work that will be completed as part of the Acceleration Initiative;
• The timing of this work, and when each part of the work will be completed;

• What information decisions will be based on; and
• How advice from the SAC will be considered in decisions.
• It is important to recognize the technical work that went into arriving at the preferred option
for flood proofing the Port Lands and naturalizing the Don River Mouth (as included in the
Environmental Assessment).
• SAC members offered a few suggestions regarding funding of development in the Port
Lands:
• Not discounting the possibility that public funding mechanisms (e.g. bonds, TIFFs)
will be available to support implementation;
• The importance of acknowledging the impact of market absorption rates on
implementation;
• Recognizing that this is much different than greenfield development for a number of
reasons, including flood protection required and soil contamination; and
• Breaking the costs of development into different categories, including the costs
associated with providing:
• A basic level of infrastructure (roads and servicing) that developers already
contribute to;
• A second level of infrastructure (transit, major roads and bridges) that might
still reasonably attract a developer contribution, but probably not to the same
extent as the basic level; and
• A unique level of infrastructure (flood protection) which is necessary and is
not something that the private sector has traditionally taken on, either
financially or technically.

of 2012. The floor was turned over to M. Buchinger, Member, Don Watershed Regeneration
Council.
PRESENTATION
Port Lands Acceleration Initiative
M. Buchinger provided the DWRC with an overview of the Port Lands Acceleration Initiative, and
spoke to the following points:
• Current context;
• Current conditions;
• Planning work;
• Central Waterfront Secondary Plan; and
• Review of market soundings in support of the Port Lands Development Plan" Preliminary
Findings.
M. Buchinger facilitated a discussion of the following Stakeholder Advisory Committee (SAC)
feedback questions:
1. Does the information presented "ring true"? If not, why not?Are there any gaps?
2. The Port Lands Business and Implementation Plan will need to include both a short and

P. Goodwin, Chair, welcomed everyone to the fourth Don Watershed Regeneration Council
meeting of 2012. The floor was turned over to J. Hyland, Transportation Planner, City of Toronto,
to open a series of presentations on trail planning within the Don watershed.

City of Toronto Bikeway Trails Implementation Plan
J. Hyland provided an overview of the City of Toronto Bikeway Trails Implementation Plan, and
spoke to the following points:

The Role of TRCA in Trails
B. Reid, Landscape and Trail Designer, Conservation Lands, TRCA, provided the DWRC with the
following overview of TRCA's role in trails:
• Background information on TRCA's Conservation Lands Division and their role in trail

of the Port Lands Public Open House held on Saturday, March 31, and the Feedback Sessions
held on Tuesday, April 3, 2012 and Wednesday April 4, 2012.
M. Buchinger facilitated a discussion of the following feedback session discussion topics:
• Flood Protection, Naturalization, and Green Space;
• Economics, Marketing, and Finance;
• Development Planning and Phasing; and
• Other Feedback or Advice.
UPDATE: DWRC comments regarding the feedback session discussion topics were submitted on
Saturday, April 15, 2012 by M. Buchinger.
UPDATE RE: MPP OUTREACH ACTIVITIES
T. Hopkins provided the DWRC with the following update:
• Meetings have been held with 10 of the 19 MPP's within the Don watershed.
• The following topics were discussed during the meetings with MPP's:
• An introduction to the DWRC;
• Port Lands Initiative;
• Manulife Paddle the Don 2012;
• Support for the Oak Ridges Moraine Foundation (ORMF); and
• Watercourse crossing signage along the 400 series highways;
■ A number of MPP's indicated an interest in supporting this initiative. Project
staff will follow-up.

• The current MPP outreach activities are being temporarily paused. When the project
resumes, meetings will be held with 905 representatives.
UPDATE RE: CANADA WATER WEEK WALK
• C. Longhurst and A. MacLeod provided the following update:
• The DWRC Canada Water Week Walk was held on Saturday, March 24, 2012
during the weekly farmer's market at Evergreen Brick Works, and was co-led by C.
Longhurst and A. MacLeod. Approximately 10-15 people participated.
• The walk discussed the water features of the Evergreen Brick Works. J. Agg was
present and spoke to participants regarding the local flora and fauna.
UPDATE RE: MANULIFE PADDLE THE DON
A. Thurston provided the DWRC with the following update:
• 267 canoes are registered, including 11 corporate teams paddling 32 canoes.
• The wait list lottery was held for the Individual Paddle. 15 people were chosen through the
use of a random number generator.
• A number of media representatives will be paddling, including Outdoor Canada.
• Despite the dry weather, water levels at G. Ross Lord Dam are consistent with previous
years.
• 1-2 canoes have been held for DWRC members. Those interested in paddling were
encouraged to coordinate with A. Thurston.
P. Goodwin provided an overview of the Manulife Paddle the Don Corporate Canoe Challenge
booth at the Evergreen Brick Works, and suggested hosting a similar display in future years.
P. Heinz and A. Thurston suggested that funds raised through Paddle the Don be used to help
support the following initiatives that are of environmental benefit to the watershed, and the people
who live, work, and visit the Don.
1. Education — By providing the opportunity for Don students to participate in locally based
environmental education programming.
2. Conservation - Through support of the Toronto Botanical Garden's innovative efforts to
use and re-use water on-site and by demonstrating through interpretive signage how this is
accomplished and why it is important to the Don River.
3. Public Awareness —Through the continued support of the City of Toronto's Biodiversity
Booklet Series.

POLICY AND ADVOCACY WORKING GROUP
A. Freeman noted that additional Public Meetings will be held within the next 2-3 weeks regarding
the Port Lands Acceleration Initiative. DWRC members will be kept appraised as information
becomes available.
COMMUNITY OUTREACH WORKING GROUP
P. Goodwin noted that the Ad Hoc Paddle the Don Fundraising Working Group are developing a
proposal to charge a fee for participating in the Manulife Paddle the Don. The proposal will be
brought before the DWRC and TRCA's Authority for review and direction.
A. Thurston advised the DWRC that the Baker's Woods Garlic Mustard pull has been tentatively
scheduled for the evening of Wednesday, May 16, 2012. The local community gardening group
has been contacted and is interested in participating. Local residents will also be invited. Details
will be circulated to DWRC members once finalized.

Todmorden Mills Wildflower Preserve
M. McRae noted that the Todmorden Mills Wildflower Preserve is holding a Spring Clean-up event
on Saturday, April 14, 2012 from 10:00 a.m. to 12 p.m. at 67 Pottery Road.
East Don Parkland Partners
P. Goodwin invited the DWRC to participate in the East Don Parkland Partners Spring Wildflower
Walk being held on Saturday, April 28, 2012 at 9:30 a.m. (meet at the Second Cup on Steeles
Avenue East at Laurel Leaf), and the Spring Tree Planting event being held on Saturday, May 5,
2012 at 10:00 a.m. (enter the East Don Parkland at the Cummer Avenue bridge and follow the
signs).
Pomona Mills
The Pomona Mills Park Conservationists are hosting a clean-up event on Saturday, April 29, 2012
from 10 a.m. to noon.
NEW BUSINESS
TRCA's East Don Parklands Proposed Wetland Project
A. Thurston advised the DWRC that TRCA is proposing to create a wetland in the East Don
Parklands to enhance the terrestrial and aquatic wildlife habitat and treat contaminated stormwater
before it is discharged into the Don River. The wetland would be implemented in 2012 and would
be created by impounding water using an earthen berm.

P. Goodwin, Chair, welcomed everyone to the fifth Don Watershed Regeneration Council meeting
of 2012. The floor was turned over to M. Yake, President, Richmond Hill Naturalists, to provide an
update regarding the David Dunlap Observatory.
PRESENTATION
David Dunlap Observatory
M. Yake provided the DWRC with an update regarding the David Dunlap Observatory (DDO)
property.
A mediated settlement, which was ratified by the Town of Richmond Hill Council on Thursday, April
12, included the following provisions:
• Approximately 56% of the DDO property is to be preserved, which includes:
• 34.92 hectares of natural and cultural woodlots and associated buffers; and
• 2.67 hectares of woodlands and wetlands and associated buffers.
• Approximately 40% of the DDO property to be developed.
• Corsica Developments to provide $1.9 million to the Town of Richmond Hill to fund the
regeneration, reforestation, and enhancement of the wooded areas, including buffer
plantings adjacent to the residential properties along Hillview Drive.
• A 30m wildlife corridor linkage from the regulated area to the consolidated natural and
cultural heritage precinct is to be preserved and restored.
• Corsica Developments will retain ownership of the observatory dome, administration
building and historic Elms Lea homestead, Gatehouse, Donalda Trail, and Panhandle
Lands, although discussions continue with regards to transferring ownership.
• The preservation and enhancement of the existing wetland located in the southeastern
portion of the DDO property; and
• The dedication of a 0.3 hectare park for the future community.
M. Yake noted that the Richmond Hill Naturalists have concerns regarding the mediated
settlement.

BACKGROUND
The City of Toronto manages a recreational trail network of approximately 400 km of paved and
granular major multi-use trails. In addition to the formal trails, there is an extensive network of
informal natural-surface trails and pathways within ravines and natural area parkland. The informal
trails are well-used by hikers, dog-walkers, and mountain bikers, and are highly valued as an
important part of the recreational trail network. Growing demand for recreational trails and
specialized cycling facilities is leading to unsustainable trail use, unauthorized trail creation and
damage to natural areas.
Between 2008 and 2010, Natural Environment & Community Programs (NECP)of the City of
Toronto Parks, Forestry, and Recreation have mapped approximately 300 km of informal, natural-
surface trails throughout the City of Toronto. Significant areas of environmental degradation,
erosion, and a significant number of unauthorized man-made structures and trail features were
documented.
This mapping exercise was the first major attempt to identify and evaluate the extent of the
informal natural-surface trail system in Toronto. Observations by City of Toronto staff suggest that
the extent of the informal natural environment trail system requires a significant trail management
strategy, specific trail planning and natural area management activities. The City of Toronto Natural
Environment Trail Management Strategy will be a high level planning document that will assist
future trail management initiatives. The document will be a product of extensive data collection that
will outline the opportunities and constraints for recreational opportunities in natural areas and will
include a significant amount of public input from trail users, local residents and relevant
stakeholders.
The first step in the public consultation process will be to establish a Watershed Sounding Board
(WSB) for each watershed. The purpose of the WSB is to:
1. Enable the trail management team to have focused conversations with a small group of
stakeholders;
2. Assist the team in understanding the local issues, challenges, and opportunities for trail
management;
3. Share watershed focused information and/or perspectives of the trail users; and
4. Assist the trail management team in public engagement.
The first WSB meeting for the Don watershed is scheduled for Tuesday, June 5th from 6 p.m. to 8
p.m. at the Brick Works.
PADDLE THE DON REVIEW
A. Wood provided the following update regarding the 2012 Paddle the Don, which was held on
Sunday, May 6:
• 535 participants in 236 boats, including 8 dignitaries and 20 teams from 13 corporations,
paddled the Don River from E.T. Seton Park to Lake Ontario;
• A total of$73,000 was raised;
• Terrepex won the team challenge; and
• The event drew media coverage from:
• The blog urbanpaddler.ca;
• Articles in the Globe and Mail and the Toronto Star;
• Radio coverage on 680 News and CFRB NewsTalk 1010 Radio; and

• TV segments on Rogers Daytime.
DWRC members provided the following feedback regarding the event:
• Ensure paddlers are aware of any concurrent events (i.e., Toronto Marathon) which may
influence travel times and provided alternative routes.
• Long pauses between boat launches were noted. It was suggested that paddlers be
provided with a half-hour launch window instead of the current one-hour launch window.
• Ensure paddlers are aware of river conditions, and reinforce the need for paddling
experience.
• Have experts on hand at each portage to speak to paddlers about the conditions they will
encounter on the next leg.
• Host a seminar in advance of the event to provide information to paddlers regarding the
course and what to expect while paddling.

Pomona Mills Park Conservationists
Councillor Burke noted that 38 bags of litter were removed as part of the Annual Pomona Mills
Spring Clean-up, held Sunday, April 29, 2012.

A garlic mustard pull is being hosted in the Pomona Mills Meadow on Sunday, May 27, 2012 from
10 a.m. to 12 noon.
NEW BUSINESS
Legal Hunt of Snapping Turtle
J. Hough noted that snapping turtles, a species designated as Special Concern under Ontario's
Endangered Species Act, can be legally hunted with an Ontario hunting licence.
As snapping turtles are experiencing increasing pressure due to habitat loss/degradation, road
mortality, nest predation, and illegal harvesting/collection, J. Hough recommended that the DWRC
draft a letter to the Minister of Natural Resources requesting that the snapping turtle be removed
as a game reptile under the Fish and Wildlife Conservation Act.
J. Hough to draft a letter opposed to the legal hunt of snapping turtles.
Budget Implementation Bill
M. Casey and T. Hayward advised the DWRC that the Federal and Provincial governments have
incorporated a number of proposals to ease environmental legislation within the respective federal
and provincial budgets.
The issue was deferred to the Policy and Advocacy Working Group for further discussion.
Training Invitation: Erosion Sediment Control on Construction Sites
The Etobicoke-Mimico Watersheds Coalition invited the DWRC to participate in the upcoming
training session scheduled for Thursday, May 24, 2012 from 7:30 —9 p.m. at Black Creek Pioneer
Village. The training session will focus on Erosion Sediment Control on Construction Sites,
including an overview of the common measures used on construction sites, legislation and
impacts, sediment topography, as well as construction activities and initiatives TRCA is involved
with.
Atlantic Salmon in the Don
A. Freeman advised the DWRC that a juvenile Atlantic salmon was found in the Don River by
TRCA staff during an electrofishing survey. A story will be featured in the summer edition of On the
Don.

55; however, many elements of the bill have been removed in response to opposition from the
other parties.
CITY OF TORONTO NATURAL ENVIRONMENT TRAIL STRATEGY WATERSHED SOUNDING
BOARD
M. McRae provided the DWRC with the following update from the meeting held on June 5, 2012:
• An online survey has been developed to receive input on the natural environment/dirt trails.
DWRC members are encouraged to complete the survey online at:
www.toronto.ca/parks/engagement/trails
• Two topics were discussed: main issues impacting trails and opportunities to improve the
trail system.
• Main issues discussed include off leash dogs and shortcuts.
• Opportunities discussed include directional trails and looping of trails.
• A public meeting will be held in the fall of 2012. DWRC will be kept appraised of details.
MILL POND SPLASH 2012
S. Cockle, Mill Pond Splash Planning Committee, provided the DWRC with an overview of Mill
Pond Splash, held on Sunday, June 3, 2012.
• Despite the rainy weather, approximately 500-600 people attended the event.
• 36 volunteers assisted throughout the day, including 32 youth and 4adults.
• 20 bags of garlic mustard were removed and 100 native trees and shrubs were planted,
restoring an area of 270 m2 in Mill Pond Park.
• 45 Tern Habitats were built and will be installed at Tommy Thompson Park and
Frenchmen's Bay.
• 160 Toad Abodes, which provide habitat for toads, snails, salamanders, and other wildlife,
were assembled - providing an opportunity for participants to explore the natural
environment after the event has ended.
S. Sigrist advised that there was an issue with street parking along the local side streets and
suggested having a volunteer available in these areas to encourage participants to park at the York
Central Hospital.

Redesigning the Beltline Trail
A. MacLeod noted that a public meeting will be held in September. A. Wood to keep DWRC
members informed as information becomes available.
German Mills Creek Cleanup
J. Agg advised the DWRC that the weekly cleanup of German Mills Creek continues. DWRC
members were invited to join the 14 youth volunteers in the cleanup efforts.
New Park in the area of Yonge &Wellesley
W. Sainsbury advised that DWRC that City of Toronto council voted to approach the provincial
government for funds to purchase land from the developer for the creation of a new park. W.
Sainsbury to keep the DWRC informed as information becomes available.

P. Goodwin, Chair, welcomed everyone to the eighth Don Watershed Regeneration Council
meeting of 2012. Michael Charendoff was introduced to the DWRC as the new Coordinator,
Watershed Projects, Don and Highland Watersheds commencing September 17, 2012. The floor
was turned over to R. Portiss, Manager, Environmental Monitoring Projects, Restoration Services,
TRCA, to speak to the DWRC regarding the Eco-Tagging project being conducted at the mouth of
the Don.
PRESENTATION
Eco-Tagging
R. Portiss provided the DWRC with an overview of the eco-tagging project at the mouth of the Don
that utilizes acoustic telemetry to retrieve information on fish population and habitat use. The
presentation noted that fish are spending more time adjacent to areas that have undergone
restoration.

Cleaning up our Waterways: The Don River and Central Waterfront Project
Overview:
T. Hopkins provided the following update:
• An end-of-pipe solution plan was passed by the City of Toronto.
Action:
• T. Hopkins and M. Buchinger will draft comments.
• Comments on the plan are due by September 24, 2012.
Review of Toronto Water's Capital Program and Funding Sources
Overview:
T. Hopkins provided the following update:
• Water use has decreased in the City of Toronto in the last couple years.
• Water rate revenues, therefore, have decreased.
• The following methods have been proposed to raise revenues:
1) Cut, or delay, capital projects;
2) Introduce debentures;
3) Raise water rates beyond 2015;
4) Introduce a Stormwater Utility Charge based on amount of hard surfaces and
property size. Such a charge could be decreased by installing low-impact
development infrastructure.
Discussion:
• A. Wickens noted that the City of Mississauga is undertaking a study on option 4 right now.
• A. Freeman also suggested encouraging the City of Mississauga, the Region of Peel, and
the City of Toronto to collaborate, undertake one study, and identify potential efficiencies.
• T. Hopkins was encouraged to call Mike D'Andrea to inquire about the public consultation
plan.
Action:
• T. Hopkins will explore option 4 and draft a DWRC response prior to the September 24th
deadline.
• A. Leeming will help T. Hopkins research Capital Funding Reserves in the City of Toronto
archives.

• T. Hopkins completed a deputation to the Executive Committee on September 10, 2012.

WELCOMING REMARKS
P. Goodwin, Chair, welcomed everyone to the ninth Don Watershed Regeneration Council meeting
of 2012. The floor was turned over to J. Horner, Executive Director of the Greater Toronto Area
Agriculture Action Committee (GTA AAC), to speak to the DWRC regarding their Food and
Farming Action Plan. The floor was then turned over to S. Malach, intern with Participation,
Acknowledgement, Commitment, and Transformation's (PACT's) Grow to Learn Garden Program,
and Director of Outreach and Development with Shoresh.
1. PRESENTATIONS
1.1 Greater Toronto Area Agriculture Action Committee (GTA AAC) - Food & Farming: An
Action Plan 2021
J. Horner provided the DWRC with an overview of the GTA AAC and their Food and Farming
Action Plan. The presentation noted that the GTA AAC Action Plan has been endorsed by
numerous local and regional governments and will be implemented over the next ten years. J.
Horner then highlighted a number of practical and effective urban agriculture methods that may be
appropriate within the Don Watershed. More information about the GTA AAC can be found here:

1.2 Participation, Acknowledgement, Commitment, and Transformation's (PACT's) Grow
to Learn Garden Program and the Shoresh Kavanah Garden
S. Malach provided the DWRC with an overview of PACT's Grow to Learn Garden Program which
has produced thousands of pounds of vegetables and fruits that have been donated to food banks
by local youth. S. Malach also provided an overview of PACT's pollinator garden program which
serves to increase levels of biodiversity in the Don Watershed. Finally, S. Malach provided an
overview of Shoresh and their Kavanah garden program which provides youth with an opportunity
to make connections between a healthy watershed and successful food production.

6. ITEMS FOR DISCUSSION
6.1 Review of Toronto Water's Capital Program and Funding Sources
Overview:
T. Hopkins provided the following update:
• A review of the letter that was submitted on behalf of the DWRC. The letter recommended
the following:
• A continued commitment, on behalf of Toronto Water, to the Don River and Central
Waterfront Project (DRCWP);
• That Toronto Water introduce short-term rate increases beyond 2015 to ensure the
continuation of important capital projects, including the DRCWP;
• A storm water utility charge.
• With regards to establishing an effective storm water utility charge, the letter
advocates for the following:
• Learning from other Canadian jurisdictions that have successfully adopted
separate storm water utility charges in order to establish an appropriate
model for the Toronto context;
• Seeking approval from City Council to conduct a cost/benefit analysis of a
storm water utility charge;
• That Toronto Water contact other regional municipalities with the aim of
sharing information.
• At Executive Committee on October 9, 2012,Toronto Water recommended a combination of
financing options including the following: water rate increase, debenture financing, a fixed
charge for wet weather flow control projects, increasing development charge recoveries,
and opportunities for funding from Federal and Provincial governments for Lake Ontario
water quality improvement.
• In January, Toronto Water will be returning to City Council Executive Committee with their
finalized strategy of how they will be funded for the next 25 years.
• T. Hopkins recommended that the DWRC be prepared to respond to the January proposal.
Action:
• T. Hopkins will continue to monitor this item.
6.2 Great Lakes Guardian Community Fund: DWRC Oil Grit Separator (OGS) Grant
Submission
Overview:
T. Hopkins provided the following update:
• There is no data to show that OGS are not being cleaned out on a regular basis.
• TRCA has agreed to work towards building a database to fill this gap in data collection.

6.3 The Natural Heritage Network Study- Phase 1
Overview:
A. Leeming provided the following update:
• The City of Vaughan is working with North/South Environmental to undertake a Natural
Heritage Network Study.
• Members of the public were keenly interested in the information presented, and the City of
Vaughan is working on methods to digitize the information and share it in a more accessible
manner.
6.4 The Kay Gardner Beltline Study
Overview:
A. Wickens shared a summary of the public meeting:
• A summary of the public meeting has been made available to the public.
• The next public meeting is November 8, 2012.
• J. Hough and other Council members have been helping with revised mapping of the trail.
6.5 Duncan Creek Master Plan Municipal Class Environmental Assessment
Overview:
J. Hough provided the following update:
• The major recommendation is to reinstate the original meander in the creek.
• The plan has been available for review by the local community in libraries. The cut-off date
for comments was September 30, 2012. Many community members made comments and
some submitted letters of concern.
• The plan will likely be finalized by the end of the year, before proceeding to the MOE.
• Other than work to repair damage due to recent flooding, there will likely be a work delay in
the near future as all comments must be assessed by the MOE.
Discussion:
• A. Freeman noted that there has been some discussion about a bridge for bicycles over
German Mills Creek and asked the DWRC if there was any objection to this request.
• There were no objections to this request; however, J. Hough noted that there is not much
land there and is concerned about the wildlife.

6.6 Don Watershed Report Card
Overview:
A. Leeming provided the following update:
• The first draft of the report card is complete.
• Currently, organizations that are referred to in the text are being approached for their
approval. The draft document will then go out for further review.
• March 2013 is the estimated release date.
6.7 Paddle the Don
Overview:
A. Leeming provided the following update:
• A. Leeming met with Bill and Joan King to talk about a new registration model.
• A. Leeming, David Love (The Living City Foundation), and Joanna Parsons (TRCA) met
with Sylvie Mainville, Manulife's new contact for Paddle the Don. The meeting went well. A
package outlining the core components of the 2013 event will be put together and
presented to Sylvie during the next meeting with Manulife.
6.8 Provincial Policy Statement Draft Policies for Public Consultation
Overview:
A. Leeming provided the following update:
• The five-year review of the PPS is currently underway.
• The draft policies are available for comment and the deadline for submissions is November
23, 2012.
• Public workshops will be conducted in numerous locations across the province.
Action:
• M. Buchinger, who has commented previously, will review the PPS on behalf of the DWRC.
6.9 DWRC Terms of Reference
Overview:
A. Leeming introduced this item for discussion and then A. Freeman provided the following
comments:
• The Terms of Reference will be updated to reflect changes that have occurred with
watershed groups in the Don.
• Recruitment of new Council members is an important process. A. Freeman requested the
help of current Council members with the recruitment process. Ideally, Council will be

6.10 Approval of Wayfinding Strategy by City Council
Overview:
J. Hough provided the following update:
• City Council has approved Phase 1 of the Wayfinding Strategy.
• The pilot implementation sites will focus on locations around Pan Am Games venues, with a
city-wide roll out scheduled for 2016.
• A team is attempting to find funding partners for implementation of the strategy.
Action:
J. Hough will keep the DWRC informed of developments.
6.11 David Dunlap Observatory—OMB Hearings
Overview:
Joe Agg provided the following update:
• The University of Toronto occupied the David Dunlap Observatory area for astronomy
purposes. Now, it appears that the University will sell the land for development.
Incorporated in the development will be the construction of a few hundred homes built in a
cluster towards Bayview Avenue.
• Some of the land might be protected as parkland (Approximately two-thirds)
• The Richmond Hill naturalists are waiting for a final decision from the OMB.
7. DWRC WORKING GROUP UPDATES
A. Leeming provided the following update:
• The Policy and Advocacy and Community Outreach Working Group Meetings were
postponed for the month of September. The items for these postponed meetings were
deferred to October's Council meeting. Items not addressed at October's Council meeting
will be addressed at October's Working Group meetings.

• Lost Rivers has asked the DWRC for a letter of support for a project they are proposing

teaching about the importance of natural space and ecosystems.
• A letter of support has been drafted and will be sent out.

• As November 8, 2012 is the evening of the Charles Sauriol dinner, A. Leeming noted a
change to DWRC's November meeting from November 8, to November 15, 2012. The

WELCOMING REMARKS
P. Heinz, Vice-Chair, welcomed everyone to the tenth Don Watershed Regeneration Council
meeting of 2012. The floor was turned over to D. Sawicki, Principal Engineer with SPL Consultants
Limited, to speak about aerobic landfill technology at the Donlands Landfill. The floor was then
turned over to John Wilson, Evergreen Consultant and Former Chair, Task Force to Bring Back the
Don, to speak about the Don Valley Greenway Project.
1. PRESENTATIONS
1.1 David Sawicki, Principal Engineer, SPL Consultants Limited —Aerobic Landfill
Technology at the Donlands Landfill
D. Sawicki provided the DWRC with an overview of aerobic landfill technology and the application
of this technology in the case of the Donlands Landfill. The presentation outlined the basic
differences between conventional and aerobic landfills with a focus on the respective
environmental impacts of each approach. D. Sawicki then provided an overview of the history and
geography of the Donlands Landfill, noting that the aerobic system has been operating for the past
eighteen years. Since installation of the aerobic system, methane levels in neighbouring areas
have decreased. In addition, as decomposition rates have increased, the Donlands Landfill has
decreased in size.
1.2 John Wilson, Evergreen Consultant and Former Chair, Task Force to Bring Back the
Don — Don Valley Greenway Project
J. Wilson provided the DWRC with an overview of the Don Valley Greenway Project—an initiative
led by Evergreen and delivered in partnership with a variety of stakeholders, including the TRCA
and the City of Toronto. J. Wilson expressed that the Lower Don Greenway project is
conceptualized as a city-building opportunity—a chance to revitalize a changing and growing area.
The vision for the project is multifaceted and includes the following:
• Improved and increased access opportunities;
• Trail improvements;
• Way-finding and interpretive signage;
• Ecological restoration; and an
• Art trail component.
Through January and March 2013, Evergreen will be hosting innovation talks on public art.
Planning will continue with public workshops and dialogue through June 2013. Project
implementation will begin in 2015.

6.1 Proposal to Provide a Portion of Paddle the Don Funds to Toronto Botanical
Garden
Overview:
• J. Routh informed the DWRC that the Toronto Botanical Garden (TBG) has
installed a new, permeable parking lot on their property.
• J. Routh advised that TBG revenue was negatively impacted during the
construction phase of this project.
• Because TBG is a partner and the permeable parking lot benefits the health
of the Don, J. Routh requested that the DWRC make a donation, from
Paddle the Don funds, to TBG.
Discussion:
• P. Heinz provided further context, stating that he, along with M. Buchinger,
have met with representatives from TBG and have supported a DWRC
contribution to TBG with details yet to be determined.
• J. Routh and J. Palmer responded that they would like the DWRC to make a
further contribution.
Motion:
That the DWRC recommend to the Living City Foundation that ten thousand dollars
be donated to TBG from the Paddle the Don funds for an appropriate activity that
supports the implementation of Beyond Forty Steps.

6.2 Provincial Policy Statement Review
Overview:
M. Buchinger provided the following update:
• The DWRC is collaborating with the Etobicoke-Mimico Creek Watersheds
Coalition for a joint submission.
• If DWRC members have comments they would like to contribute, they should
provide them to M. Buchinger by Monday, November 19th.
6.3 Update on Kay Gardiner Beltline Study
Overview:
J. Hough provided the DWRC with the following update:
• Two public meetings will be held on the 4th and 5th of December. At these
meetings, consultants will provide the public with an overview of their
findings to date, including the comments they have received.
• There are a number of proposed trail changes to accommodate as many
users as possible. Proposed changes include, but are not limited to, the
following:
• Raising the level of some trails that are susceptible to flooding;
• Installing more appropriate road crossing opportunities;
• Implementing a standard trail width;
• Installing lights in some areas of the trail; and
• Installing way-finding signage.
6.4 Update on Walk the Don Trail Guides
Overview:
A. Leeming provided the following update:
• All trail guides are going to be updated to reflect the most recent changes
and conditions of the trails.
• The trail guides that are currently online (Wilket Creek, Lower Don, Bartley
Smith Greenway, Burke Brook, and Forks of the Don) will be the first to be
updated.
• The online guides have been sent to the respective authors for review and
revision with a Due date set for December 5th

second phase.

6.5 Review of, and Update on, the Charles Sauriol Dinner
Overview:
• A. Freeman noted that the Living City Award for Healthy Rivers and
Shorelines was given to the City of Toronto for the Earl Bales Storm Water
management facility which treats 550 hectares of drainage.
6.6 Update on Paddle the Don
Overview:
A. Leeming provided the following update:
• The Paddle the Don Organizing Team are currently in talks with Evergreen
to include the Brick Works in the 2013 event.
o With Evergreen involvement, the event may incorporate an activity at the
Brick Works site that celebrates the 20th Anniversary of Paddle the Don.
• At the take-out site, we are thinking of incorporating local food producers to
cover the meals
• An event inventory is currently being compiled that will then be reviewed by
the Internal Planning Team at TRCA. Once an event plan is complete it will
be provided to the DWRC for reference.
• Corporate sponsors and corporate paddling teams are being actively
recruited.
6.7 Paddle the Don Bus Grant Program
Overview:
A. Leeming provided the following update:
• Fifteen thousand dollars of Paddle the Don funds will be used to provide
sixty bus trips to school groups located in the Don watershed.
• Students will go to Kortright Centre, Earth Rangers, and Tommy Thompson
Park and learn about environmental issues pertinent to the Don.
• Grants are limited to one per school, and the school must be located in the
Don Watershed to be eligible.
6.8 Update on Mill Pond Splash 2013

Overview:
J. Agg provided the following update:
• The date for Mill Pond Splash (MPS) 2013 has been finalized and is set for
June 2, 2013.
• M. Charendoff is working to secure funding and in-kind contributions.
• Several new elements are being considered for this year's MPS, including a
cultural heritage walk and an invasive species pull.
• DWRC members are encouraged to volunteer on the day of the event.
• The MPS planning committee comprised of representatives from TRCA, the
Richmond Hill Naturalists, the Town of Richmond Hill and Evergreen will
have monthly planning meetings.
Discussion:
• S. Sigrist proposed holding a raffle with prizes, for example a push lawn-
mower. It was suggested that prizes be secured as in-kind donations.
6.9 Update on Final DWRC Meeting
Overview:
• A. Freeman noted that the final meeting for this term of the DWRC will be
held at the North York Civic Centre.
• The formal meeting will begin at 7:00 p.m. with dinner commencing at 6:30
p.m.
6.10 Update on 2013-2015 DWRC Recruitment
Overview:
A. Leeming provided the following update:
• A webinar will be held on January 30, 2013. This webinar will provide an
opportunity for interested applicants to ask questions and receive answers
about the different watershed groups and the application process.
• The application will be a fill-able PDF that applicants can submit
electronically.
• The application deadline is February 7, 2013.
• TRCA would like to profile members of the DWRC in order to demonstrate
the types of candidates that have been well-suited to the role. A. Leeming
requested that DWRC members notify him if they are willing to provide a
profile of themselves.
• Social media will be utilized as one avenue through which to advertise the
opportunity to join the DWRC.

• J. Routh inquired as to whether the DWRC will be comprised of a similar
collection of individuals.
o A. Leeming responded that yes, this would likely be the case;
however, more community groups will be invited to participate.
• J. Palmer stated that it is important to clearly state the expected level of
commitment from DWRC members.
• A discussion was held regarding the appropriate number of meetings for the
DWRC and its working groups.
• A. Freeman suggested six large Council meetings each year, in
addition to working group meetings.
• P. Heinz suggested that it would be preferable to state that new
Council members are expected to attend 12-15 meetings per year.
• M. Buchinger noted her concern that with fewer meetings, agendas
will get larger, leaving less time to address a greater number of
items.
• M. Haney requested that the Minutes of DWRC meetings state those that
provided their regrets.
• Action: M. Charendoff will include "Regrets"in future meeting
minutes.
• A discussion was then held on the subject of presentations at Council
meetings.
• J. Routh noted that it is important to be judicious with the number of
presenters at DWRC meetings, with two as the maximum. J. Routh
also stated that he does not feel it is necessary to have a presenter
at every meeting.
• P. Heinz stated that he feels it is important to have at least one
presenter at every meeting.
• J. Palmer stated that she would like TRCA to be more selective in
choosing presenters.
• M. Bream noted that the presentations give all Council members
access to important information and that she has derived a wealth of
information from these presentations.
• A discussion was then held on the subject of teleconferences.
• J. Hough asked for a clarification of the circumstances under which
teleconferences will be held.
• A. Freeman noted that for smaller groups teleconferences can work
well, but with larger, more dispersed groups, problems can arise.
• J. Routh suggested the option of hybrid meetings with a combination
of face-to-face dialogue and the use of speakerphones.

Going Forward
Overview:
A. Leeming provided the DW RC with the following update:
• There are several options for a logo for the 2013 Paddle the Don. A.
Learning asked Council members to vote on their preferred logo.
• A 201h anniversary of Paddle the Don exhibit will be installed at the
Brickworks and will run through the month of May and into June. The exhibit
will include a video stream of the paddle and will include stories of people
who have participated in the paddle over the years.
• The exhibit will also highlight and profile several groups that are working to
advance the health of the Don.
• Evergreen will help to secure the presence of local food vendors at the take-
out site and will also facilitate two educational walks along the canoe route.

• A. Leeming will share the plan for Paddle the Don 2013 on Yammer so that
Council members can provide their input.
• A planning meeting will be held in January and is open to Council members.
• A train ride will be held on October 6, 2013 and will go from Union Station to
Oriole.
Discussion:
• M. Bream asked if A. Leeming is still looking for corporate sponsors.
• A. Leeming confirmed that although there a few confirmed sponsors, that the
organizing committee is still looking for further sponsorship.
• P. Goodwin asked whether the admission fee structure has been finalized.
• A. Leeming stated that the cost will be $100 per boat. This cost will include
lunches and a gift and will result in an approximately $80 tax receipt.
• M. Casey suggested implementing a minimum age and maximum weight
requirement for passengers as well as a warning regarding the maximum
number of people in a boat.
• A. Leeming responded by stating that he will put a disclaimer on the website.
4.4 Proposed Expansion of the Greenbelt and Urban River Valley Designation
Overview:
M. Buchinger provided the following update:
• A meeting was convened on Tuesday, December 11, 2013 as part of the
Provincial consultation process for the proposed expansion of the Green Belt
and the proposed introduction of a new Urban River Valley designation.
• It is unclear what the major advantages would be of a new Urban River
Valley designation.
• T. Hayward added that the definition of an 'Urban River Valley' was not
included in the proposal and neither was policy language to support the
designation.
Discussion:
• M. Casey encouraged the Council to consider how the proposed Urban
River Valley designation might affect other jurisdictions and stated that any
letter of recommendations makes clear that the Council's recommendations
are solely from the perspective of the Don Watershed.
Action:
• M. Buchinger will draft a letter and T. Hayward will provide additional
comments.

4.5 Update on Walk the Don Trail Guides
Overview:
A. Leeming provided the following update:
• The following Walk the Don Trail Guides are completed:
• Forks of the Don;
• Wilket Creek;
o Burke Brook.
• Additional guides will be posted on Yammer as they are completed.
• The completed guides will be on the TRCA website in January.
Discussion:
• J. Routh asked whether the guides will be useable on a smart phone.
• A. Leeming responded that users will be able to read the guides on a smart
phone and tablet and that eventually there will be an interactive application.
4.6 Don Watershed Report Card
Overview:
A. Leeming provided the following update:
• The first draft of the text for the Don Watershed Report Card is almost
complete.
• This iteration of Watershed Report Cards will be significantly different than
previous editions.
• Council members were encouraged to let A. Leeming know if they were
interested in reviewing the draft and providing suggestions.

6. UPDATES FROM COMMUNITY WATERSHED GROUPS
• Councillor V. Burke updated the DWRC that restoration work in Pomona Creek is
complete, the bridge has been installed, and residents are pleased with the results.

• M. McRae shared with the DWRC that the Toronto Field Naturalists are celebrating their
90`h anniversary in 2013.
• J. Hough updated the DWRC that the Duncan Creek emergency repairs appear to be
completed.
• J. Agg noted that it appears that a large excavation is occurring on the David Dunlap
Observatory Lands.
• P. Goodwin updated the DWRC that the East Don Parklands will be supporting the
Bayview Rate Payers Association in their opposition to a proposed condominium
development at the corner of Leslie and Sheppard.
• J. Piskorowski noted that LEAF is planning to continue their EAB Ambassador Program.
LEAF will also be partnering with Park People to provide technical expertise to establish an
Adopt a Tree program in the Don Watershed.
7. NEW BUSINESS
• Councillor V. Burke noted that the City of Markham is revising their Official Plan and is
seeking comments on the natural environment section. The next meeting will be held in
January.
• Motion: M. Buchinger will carry on as the representative from the DWRC on the
Community Liaison Committee for the Don Mouth Naturalization Project.

efforts to protect, restore, and enhance the Don Watershed.
• A. Freeman thanked each member of the DWRC individually, providing
them with TRCA pins based on years of service.
