WELCOMING REMARKS A. Freeman, Director, Watershed Management, Toronto and Region Conservation Authority, introduced herself and welcomed members to the first meeting of the 2013 -2015 term of the Don Watershed Regeneration Council. A. Freeman noted that the election of the Chair and Vice -Chair will occur at a future meeting and that P. Heinz, the former Vice - Chair, will assume the position of Acting Chair during the first meeting. P. Heinz, Acting Chair, Don Watershed Regeneration Council (DWRC), welcomed everyone and thanked them for joining the DWRC and attending the first meeting of 2013. P. Heinz asked each member to introduce themselves to the Council. 2. INTRODUCTION OF MEMBERS Each member of the DWRC introduced themselves to the group and briefly talked about their relationship with the Don watershed. RES. #F1113 4. PRESENTATIONS 6.1 Peter Heinz, former Vice - Chair, Don Watershed Regeneration Council — Introduction to the Don Watershed Regeneration Council P. Heinz introduced himself to the DWRC prior to providing an overview of the history of the Don watershed. The presentation began with an introduction to watersheds in general and then moved on to the physical and human influences that have shaped the Don watershed through history to the present day. P. Heinz highlighted some of the major challenges as well as some of the recent regeneration projects contributing to improving the health of the Don watershed. P. Heinz concluded his presentation with an outline of some of the major contributions of the DWRC to advancing the health of the Don watershed as well as a request that members of the DWRC continue their important efforts. 6.2 Adele Freeman, Director, Watershed Management — Introduction to the Don River Watershed Plan and a review of the 2013 Don Watershed Report Card A. Freeman provided an introduction to the TRCA, including the vision, mission, and geographic boundaries of jurisdiction. A. Freeman then provided a brief introduction to watershed planning in the Don watershed, with reference to the Don Watershed Plan — Beyond Forty Steps. The recently published 2013 Don Watershed Report Card was introduced and DWRC members were encouraged to read the document. 7. ITEMS FOR DISCUSSION 7.1 Terms of Reference and Overview of Don Watershed Regeneration Council Operations Overview: A. Leeming provided the following update: • DWRC members should take the necessary time to read through relevant DWRC material, including the DWRC briefing book and Terms of Reference. April 18, 2013 DON WATERSHED REGENERATION COUNCIL #1/13 F5 • DWRC members are encouraged to ask questions at any point. TRCA staff is available and happy to address any questions. • TRCA staff is open to direction from DWRC members. The role of TRCA staff is to facilitate a self- directed DWRC. 7.2 Don Watershed Regeneration Council Briefing Book Overview: A. Leeming provided the following update: • A. Leeming acknowledged the help of Greg Johnston and Pragati Tuladhar in the creation of the DWRC 2013 — 2015 briefing book. • The briefing book is designed to be a useful resource for DWRC members, who are encouraged to read the document and ask staff any questions that may arise. 7.3 Introduction to Working Groups Overview: C. Longhurst and J. Hough provided the DWRC with the following update: • One of the two working groups of the previous DWRC was the Policy and Advocacy Group (PAG), the goal of which was to identify and respond to issues that impact the health of the Don watershed. • The PAG met once a month to discuss and plan responses to a range of issues. • Accomplishments of the PAG include, but are not limited to, comments, letters, and deputations on a wide range of issues, such as the Provincial Policy Statement, the Don Mouth Naturalization Environmental Assessment, Markham's Sustainability Plans, and oil and grit separators. • The other of the two working groups was the Community Outreach Group (COG). • The COG engaged with a diverse group of individuals and communities in their efforts to educate and inspire the public to learn about, care for, and regenerate the Don watershed. • J. Hough noted the importance of appealing to a wide audience that reflects the makeup of a changing city and region. 7.4 Administration Overview: A. Leeming provided the following update: F6 DON WATERSHED REGENERATION COUNCIL #1/13 April 18, 2013 • Contact information for members of the DWRC can be posted to Yammer if all members agree to it. • A. Leeming will send an email out to members to make sure that everyone confirms this is acceptable. 7.4.1 Volunteer Waivers Overview: A. Leeming provided the following update: There are waivers that must be signed for participation in specific events; however, there is no waiver for general participation on the DWRC. 7.4.2 Yammer Overview: C. Longhurst provided the following update: • Yammer is an online and private communication platform utilized in order to minimize a high volume of email communications. • Yammer offers a range of useful features including an update section, a private message function, and a central space for uploading, storing, and accessing digital files. 7.5 Overview of Upcoming Projects 7.5.1 Paddle the Don Overview: A. Leeming provided the following update: • Paddle the Don has become an iconic event that has grown to include a significant fundraising initiative, a Walk the Don event, an exhibit, a live video feed to be displayed at Evergreen Brick Works, and more. • Volunteers are needed on the day of the event. DWRC members are encouraged to participate. • The Premier of Ontario, The Honourable Kathleen Wynne, MPP, will not paddle this year; however, she will be in attendance and will open the event. Discussion: A. Freeman noted that this is also a celebration of the anniversary of the original Don watershed plan. S. Thorson asked whether pictures of the event will be taken, including the participation of the Premier. o A. Leeming responded that media issues are being coordinated with the Premier's office and that indeed, photos will be taken. April 18, 2013 DON WATERSHED REGENERATION COUNCIL #1/13 F7 o A. Leeming then asked if any member was interested in volunteering as a photographer. 7.5.2 Mill Pond Splash Overview: M. Charendoff provided the following update: • Mill Pond Splash is a popular and free annual eco- festival celebrating the headwaters of the Don watershed. • Mill Pond Splash 2013 will be held on June 2 "d at Mill Pond Park in Richmond Hill. • In the past, DWRC members have sat on the organizing committee of the event. DWRC members are encouraged to consider volunteering on the day of the event as well as on the planning committee. 7.5.3 Garlic Mustard Pull at Baker's Woods Overview: S. Sigrist provided the following update: • The 2nd Annual Garlic Mustard Pull at Baker's Woods will be held on Wednesday, May 22, 2013. • There will be two pulls on the same day, the first from 3:30 — 5:30 PM and the second later in the afternoon. • Volunteers are needed and volunteer hours will be provided to high school students. 7.6 Update on the East Don Trail Environmental Assessment Overview: J. Routh provided the following update: • The East Don Trail Environmental Assessment (EDT EA) looks at building trails that would form linkages through the East Don sub - watershed. • Proposed trail routes would include trails through ravines, which pose significant challenges. • The preferred route would require construction of up to fifteen bridges and two tunnels. • Another challenge is access to Flemington Park golf course, which is private land. • As a member of the Community Liaison Committee (CLC) for the EDT EA, J. Routh will be reporting back to the DWRC throughout the EA process. F8 DON WATERSHED REGENERATION COUNCIL #1/13 April 18, 2013 7.7 Update on the Lower Don Trail Master Plan Overview: J. Routh provided the following update: • The Lower Don Trail Master Plan will help address challenges including connectivity of trails from the Pan Am games site adjacent to the Don River Park, connectivity amongst trails in the Lower Don, and wayfinding. 7.8 Update on West Don Lands Parks Naming — "Don River Park" Overview: A. Wickens provided the following update: • A new park, currently referred to by some as the "Don River Park ", will be opened this summer. • Waterfront Toronto and The Grid are running a contest to establish a name for the new park. • Individuals on the DWRC, or the DWRC, may wish to put forward a suggestion for the competition. 7.9 Update on Parks Plan 2013 - 2017 Overview: J. Routh provided the following update: • The City of Toronto is creating a 5 -year plan that will look at every type of park in the city with a focus on promoting sustainable uses of the park and enhancing and protecting the natural environment. • The plan is available on the City of Toronto website. 7.10 Don Watershed Regeneration Council Bus Tour Overview: A. Leeming provided the following update: • A bus tour will be organized that will provide DWRC members with the opportunity to visit some of the interesting and important sites in the Don watershed. • The date of the bus tour and other relevant information will follow shortly. • DWRC members are encouraged to provide suggestions of sites they would like to visit in the Don watershed. April 18, 2013 DON WATERSHED REGENERATION COUNCIL #1/13 F9 7.11 Schedule of Meetings 2013 — 2015 Overview: A. Leeming provided the following update: • A preliminary schedule of DWRC meetings will follow on Yammer. 7.12 Question and Answer Period Discussion: A. Leeming asked members whether they had any comments or questions. • L. Helferty stated that he has a particular interest in German Mills Creek and asked whether any other members were interested in forming a working group that would look specifically at issues pertaining to the aforementioned area. • G. Sigal, on behalf of the Toronto Field Naturalists (TFN), noted that TFN is having their 901" anniversary on October 4, 2013 at Todmorden Mills. • N. Ahsan noted that Pomona Mills Park Conservationists is hosting a planting event on Mother's Day. • T. Hayward noted that the provincial government is proposing changes to the Endangered Species Act and that Ontario Nature opposes the proposed changes and is encouraging citizens to notify the Premier of their opposition. • A. Freeman noted that any member is free to bring any issue to the table for discussion, but clarified that this, in and of itself, does not constitute an official DWRC position. • A. Freeman noted that there is a need to elect a Chair and Vice -Chair for the 2013 — 2015 term of the DWRC. TERMINATION On motion, the meeting terminated at 9:10 p.m., April 18, 2013. PRESENTATIONS 5.1 Sonya Meek, Manager, TRCA and Graham Seaman, Senior Manager, Sustainability, City of Markham • Funding allocation opportunities in the city of Markham - Bayview Glen SNAP (Sustainable Neighbourhood Retrofit Action Plan) S. Meek introduced the DWRC to the Bayview Glen SNAP Project Manager, Andrew Marshall, and provided an overview of SNAP programs generally, and the Bayview Glen SNAP specifically. SNAPs serve to accelerate the implementation of sustainable technologies and practices at the neighbourhood scale. The Bayview Glen SNAP is located in the south -west of the City of Markham, an area characterized by number of sustainability challenges. Phase 1 of the Bayview Glen SNAP is currently coming to a close and included a community characterization, an identification of retrofit options, and a number of themes that will form the framework for further action plans and phases. S. Meek requested that the DWRC help advocate for and support the Bayview Glen SNAP and further that DWRC members identify contacts and local champions within the Bayview Glen neighbourhood. G. Seaman introduced the Greenprint, the City of Markham's 100 -year Sustainability Plan, which was endorsed by Markham Council in June of 2011. G. Seaman stated that the Bayview Glen SNAP aligns closely with the priorities of the Greenprint. G. Seaman stated that the City of Markham set aside funds for projects in the Don watershed over the past several years and that there is currently an outstanding balance of $48,000 that could be put towards the Bayview Glen SNAP. G. Seaman requested that the DWRC provide consent to put the $48,000 towards the Bayview Glen SNAP. Members of the DWRC had the following questions regarding S. Meek's and G. Seaman's presentations: Q: What is going to be done with the money? A: There are five emerging retrofit themes. For each theme, further data analysis is needed to inform actions and implementation. Funds will be used to undertake further research, community engagement, technical analysis and demonstration projects. Q: Will the Bayview Glen SNAP serve as a pilot for the retrofit of other older neighbourhoods in the region? A: Yes, lessons learned will be applied in the retrofitting of other areas. Q: Can you provide the DWRC with progress results? A: Yes, once targets are set, audits are performed, and data is gathered, the SNAP team can report back to the DWRC on progress results. Q: Is there an opportunity for more involvement by the DWRC in the project? A: A number of DWRC members are interested in the Bayview Glen SNAP and some live close to the neighbourhood. Coordination of DWRC involvement in the Bayview Glen SNAP may be through a DWRC working group. May 30, 2013 DON WATERSHED REGENERATION COUNCIL #2/13 F15 • Motion: The DWRC supports the reallocation of $48,000 from the Don Council fund to the Bayview Glen SNAP and further that the DWRC requests that the City of Markham reports on a regular basis to DWRC. Moved by: Margaret Casey Seconded by: Shishir Handa 6. ITEMS FOR DISCUSSION 6.1 Don Watershed Regeneration Council Working Groups Overview: • A. Leeming facilitated an exercise in which DWRC members provided their ideas on the types of working groups they might want to form. • M. Charendoff recorded the ideas of DWRC members on Prezi. The Prezi will be made available to DWRC members so that they can continue to add their ideas after the meeting. 6.2 Don Watershed Regeneration Council Chair and Vice -Chair Selection Overview: A. Freeman provided the following update: • At DWRC meeting #3/13 in June, a Chair and Vice -Chair shall be elected. In advance of this meeting, DWRC members can nominate those they think might be most appropriate. 6.3 Paddle the Don Debrief Overview: A. Leeming provided the following update: • Paddle the Don 2013 was a tremendous success with over $100,000 raised. The money will go to a speaker's series and student grants. • DWRC members then provided their feedback on how they felt the event unfolded. A discussion topic will be started on Yammer so that DWRC members can continue to provide their input on how to make Paddle the Don an even greater success. • A. Leeming thanked all volunteers for their significant contribution toward making Paddle the Don a success. 6.4 Garlic Mustard Pull Debrief F16 DON WATERSHED REGENERATION COUNCIL #2/13 May 30, 2013 Overview: S. Sigrist provided the following update: • Two Garlic Mustard Pulls were held on May 22 at Baker's Woods. The first pull included high school students and the second pull involved adults. This was the second annual pull as part of a five year commitment. 6.5 Mill Pond Splash Overview: M. Charendoff provided the following update: • DWRC members were presented with the final plans and event schedule for the day of the event, the list of dignitaries that would be in attendance, and new funding sources. An invitation to attend the festivities was extended to all DWRC members as well as a call -out for volunteers. 6.6 Update on the East Don Trail Environmental Assessment Overview: A. Wickens provided the following update: An initial meeting of the Community Liaison Committee (CLC) for the East Don Trail EA was held in April to introduce the project and receive initial feedback. A site walk was scheduled for May 29 but was cancelled due to rain. The walk was rescheduled for May 30. The next meeting will be held on June 4. A. Wickens will continue to keep the DWRC apprised of progress on the project. 6.7 Update on the Don Mouth Naturalization Project and Port Lands Acceleration Initiative Overview: M. Buchinger provided the following update: • Amendments and revisions to the DMNP EA are currently ongoing. A public meeting will be held later in 2013 and will represent an opportunity for DWRC members to get involved in the process. 6.8 Yammer Tutorial May 30, 2013 DON WATERSHED REGENERATION COUNCIL #2/13 F17 Overview: A. Leeming provided the following update: • A webinar will be held in June for anyone interested in learning more about how to use Yammer. A Doodle poll will go out to determine the best date to conduct the webinar. 6.9 Don Watershed Regeneration Council Tour and Schedule of Meetings for 2013 Overview: A. Leeming provided the following update: • Proposed dates for a northern and southern Don watershed tour will be shared shortly. • The schedule of meetings for 2013 will be released in advance of DWRC meeting #3/13. 6.10 Reviewing and commenting on Bill 36, Local Food Act, 2013 Overview: A. Leeming provided the following update: • A meeting will be held on June 11 at TRCA's Downsview office with the Humber Watershed Alliance and the Etobicoke - Mimico Watersheds Coalition to collaboratively craft comments on Bill 36. 7. NEW BUSINESS A. Leeming shared photos of the flooding on the Don Valley Parkway. • M. Buchinger informed members of the DWRC that Waterfront Toronto and the City of Toronto have resumed the Gardiner Expressway / Lake Shore Boulevard Reconfiguration Environmental Assessment and Integrated Urban Design Study. PRESENTATIONS 6.1 Laurie Nelson, Senior Manager, Development, Planning and Policy and David Burnett, Manager, Provincial and Regional Policy, Toronto and Region Conservation Authority. • The Living City Policies L. Nelson introduced the DWRC to TRCA's draft Living City Policies. L. Nelson stated that the Valley and Stream Corridor Management Program currently guides Planning and Development processes at TRCA. The Living City Policies (LCPs) build off the Valley and Stream Corridor Management Program and include and reflect contemporary best management practices, provincial legislative developments, and technical and scientific studies. The draft Living City Policies are currently in consultation phase. Prior to turning the presentation over to D. Burnett, L. Nelson stated that the LCPs will guide review of planning applications, will provide the basis for approving applications, and will inform TRCA's advocacy role. D. Burnett introduced the DWRC to the advocacy, environmental planning, and regulation policies in the document and emphasized that these policies reflect current best management practices which are grounded in scientific research and are consistent with provincial legislation and plans. A review of the process and timelines for the LCPs was then presented. Comments will continue to be received from a range of stakeholders, after which a report will be delivered to the Authority, a public open house will be held, and a final review opportunity will be provided. Routh provided the following update: • The East Don Trail Environmental Assessment is progressing. Two meetings of, and one walking tour for, the Community Liaison Committee (CLC) have occurred to date. • An analysis of existing conditions has highlighted two challenges: 1) the CN railway that runs through the preferred route; 2) the Flemingdon Park golf course, which is privately -owned land, is situated within the route of the preferred trail. • A public meeting is likely to occur this fall. 3 Yammer Tutorial Overview: A. Leeming delivered a tutorial on Yammer, taking members of the DWRC through the main functions of the online network. A. Leeming addressed questions and concerns as they arose and encouraged members of the DWRC to reach out to M. Charendoff or A. Leeming if they have any further questions or concerns. 7.4 Paddle the Don Movie Overview: Due to time constraints, the showing of the Paddle the Don movie was delayed until after the conclusion of DWRC meeting #3/13. A number of DWRC members remained to watch the movie after the close of DWRC meeting #3/13. The Paddle the Don movie will be made available to members of the DWRC. 5 Mill Pond Splash Debrief Overview: M. Charendoff provided the following update: • M. Charendoff thanked members of the DWRC who volunteered to make Mill Pond Splash 2013 a great success. M. Charendoff also acknowledged the help of the fifty volunteers that were critical to the success of the event. • M. Charendoff described the events of the 15`h annual Mill Pond Splash accompanied by a slideshow of pictures of the day's festivities. • It has been estimated that 1500 — 2000 visitors participated in Mill Pond Splash 2013. 50 bird boxes were built, 100 toad abodes were decorated, garlic mustard was removed from 328.5 square meters of forest floor, and 100 trees and shrubs were planted by community members and volunteers. • Members of the DWRC were invited to participate in the planning of Mill Pond Splash 2014. Buchinger provided the following update: • The Joint Planning and Policy Subcomittee met to discuss crafting and submitting a comment on the Local Food Act. The draft response, which argues for a more comprehensive strategy and implementation plan, has been prepared. The draft response incorporates comments and perspectives already submitted by other stakeholders. • M. Buchinger encouraged members of the DWRC to provide her with their suggestions and comments by June 30, 2013. 9. UPDATES FROM COMMUNITY WATERSHED GROUPS • C. Longhurst noted that Evergreen has partnered with Royal Bank's Blue Water Project to develop the Evergreen Watershed Champions program. PRESENTATIONS 5.1 Sinem Kilic, Manager, Marketing Services, TRCA • How to create and execute a marketing plan. S. Kilic provided members of the DW RC with key elements to consider when crafting a marketing plan. The first point to consider is the value proposition, an articulation of the value that is delivered to the end user. Communicating the value proposition involves providing a given audience with resources to know who you are and why they should interact with you as well as a promise of value to be delivered. The value proposition is a clear and concise summary which explains how a product or service delivers value to the user. S. Kilic emphasized that success of a marketing campaign should be able to be measured. Answering the following questions help to identify a value proposition: • Who is your target audience? • What does your audience want? • What is your product? • What is it that you offer that is different? • What are the two or three benefits you offer? Once an attention - grabbing value proposition has been articulated, unpack the campaign further, include the use of images, define the delivery vehicle, define measuring criteria, and understand that a marketing plan is to be a living document which constantly evolves. A marketing plan further includes defining the following: F30 DON WATERSHED REGENERATION COUNCIL #4/13 June 20, 2013 • Business objective — the outcome you want to achieve; • Communication objective — what you want the audience to know and how you want them to feel and act; • The audience — the specific group of people you are tailoring your marketing towards; • Key messages — the specific points you want your audience to remember about you and the qualities of your product or service that differentiates you; • Visual identity— how you are represented, what your brand and logo actually look like; • Costs — the dollar amount of a given marketing approach; • Timelines — defining small measurable and accomplishable steps that help to build momentum. S. Kilic also provided an introduction to the ways in which social media has changed / is changing the marketing landscape and introduced the following concepts for consideration: • It is critical to listen carefully to your audience, meet them where they are, interact with them, and build relationships. • Give up control. If the goal is to have your message shared widely, you need to let go. • Be honest and authentic and let your genuine personality come through. • Think long term and pursue quality over quantity. • Have fun. 5.2 Arlen Leeming, Project Manager, Watershed Planning, TRCA • Introduction to Google Plus and application for the DWRC. A. Leeming introduced the DWRC to Google Plus — an online platform that can better serve the internal and external communication requirements of the DWRC. Google Plus features include private email, a calendar, private photo albums, and Google Drive. Google plus further allows for the upload of documents, a tagging structure, maps, directions, sub -pages for DWRC teams, and a meeting platform called Google Hangouts. Google Plus will therefore usurp Yammer as the primary communication tool of the DWRC. Agendas and Minutes will no longer be sent via email, they will be uploaded to Google Drive for download. All previously uploaded documents on Yammer will be uploaded to Google Drive. New email accounts will be created for everyone. Email addresses can be structured along the following lines: first initial, followed by last name, followed by .dwrc(a)discoverthedon.com. A. Leeming will send out Google Plus instructions shortly. Time can be allocated at DWRC meetings to discuss any questions pertaining to Google Plus functionality. 6. ITEMS FOR DISCUSSION 6.1 Names of the DWRC Working Groups Overview: N. Ahsan provided the following update on behalf of the Engagement and Education Team: • The names of the three teams of the DWRC have been shortened as follows: • Engagement and Education Team; • Ecology and Restoration Team; • Policy and Advocacy Team. September 19, 2013 DON WATERSHED REGENERATION COUNCIL #4/13 F31 Discussion: A. Leeming noted that the Engagement and Education team is working on building the brand of the DWRC, with the goal of taking the energy and effort of the DWRC, and effectively conveying that to external parties. The branding of the DWRC teams is important as it is the teams that undertake specific projects. 6.2 Spelling of Taylor Massey Creek Overview: P. Heinz, provided the following update: At one time, Taylor was different than Massey Creek. This distinction was effaced with amalgamation and naming of this creek has been inconsistent. Spelling variations have included: • Taylor / Massey Creek; • Taylor- Massey Creek; and • Taylor Massey Creek. • P. Heinz requested that the DWRC and TRCA refer to the creek as "Taylor Massey Creek ". CARRIED 6.3 Update on the East Don Trail Environmental Assessment Overview: J. Routh provided the following update: • An Environmental Assessment is currently underway to ascertain the implications of building a trail through the East Don. • Possible trail routes have been identified, the evaluation criteria has been established, and each route has been assessed with regards to the evaluation criteria. • A community meeting was held last Thursday, September 12, 2013 where the Alternatives and evaluation criteria were presented. • Comments from the public are still being received and a Preferred Alternative will be determined following public input. F32 DON WATERSHED REGENERATION COUNCIL #4/13 June 20, 2013 • J. Routh conveyed his concern that the evaluation criteria is not weighted, and therefore, does not accord a higher priority to natural environment conditions over social or economic considerations. 6.4 Love the Ravines - www.lovetheravines.com Overview: A. Leeming provided the following update: • A new campaign called "Love the Ravines' has been launched by a number of groups, including Environmental Defence, Friends of the Greenbelt Foundation, and Toronto Environmental Alliance. • The online mapping tool can be a powerful platform to convey important information about the health and beauty of the ravines of the Don watershed. There are, therefore, potential partnership opportunities. This campaign, however, seems to be linked to a push for the adoption of the Urban River Valley Designation. It therefore remains unclear how the DWRC and TRCA can collaborate on this project. Discussion: • M. Buchinger expressed concern about the objective to include ravines as part of the Green Belt plan as the legal infrastructure is already in place to protect the ravines of the Don watershed. The DWRC has already taken a position on this issue. M. Buchinger urged support of aspects of this campaign, and caution regarding the component of the campaign pertaining to the Urban River Valley designation. • M. Casey noted that the campaign features an appealing video; however, it does not necessarily promote responsible use of the ravines. M. Casey expressed that this campaign has both potential benefits as well as drawbacks. • L. Helferty further expressed reticence at potentially collaborating on this campaign. • J. Three are complete, three are undergoing verification, and another guide requires more extensive work • The goal is to launch these guides in October alongside a hands -on experience; for example, a hike, tree planting, invasive species pull, and / or park clean up. • The Engagement and Education team is also working on rolling out the Discover the Don Tumblr blog. 7.2 Ecology and Restoration Team S. Ternier was announced as Chair of the Ecology and Restoration team. S. Handa was introduced the Vice - Chair. Overview: S. Handa provided the following update: • Two meetings of the Ecology and Restoration team have been convened thus far. There is lots of excitement on this team. There is ample potential for collaboration with a number of organizations and events, including Evergreen, Paddle the Don, and Mill Pond Splash. • The team is considering developing toolkits that can serve to educate watershed residents on a number of issues that have direct bearing on the health of the Don watershed, for example, invasive species, flooding, and climate change. These toolkits will provide readers with resources to take action to improve the health of the Don watershed. • The team is also planning to take a leading role in coordinating restoration activities at Paddle the Don and Mill Pond Splash. • M. Charendoff provided a brief overview of some of the biodiversity / restoration activities that will be pursued as part of Mill Pond Splash, including, a garlic mustard pull, tree planting, plant and animal identification, and emerald ash borer education. PRESENTATIONS 4.1 Presentation of Funding to Toronto Botanical Garden • Presentation of cheque for $25,000 to Toronto Botanical Garden Executive Director, Harry Jongerden for stormwater management and educational initiatives. H. Jongerden provided members of the DWRC with a presentation about how TBG's implementation of low- impact development (LID) technologies and delivery of environmental education initiatives is supported by funding from the DWRC. TBG shares a parking lot with Edwards Gardens. The parking lot at Edwards Gardens was redesigned to include bioswales and permeable paving. The planted bioswales, however, were not receiving enough water. Funding from the DWRC has enabled rainwater collected on TBG property to irrigate the bioswales. DWRC funding also supports interpretive signage which serves to educate visitors about the system. H. Jongerden thanked the DWRC for their support and expressed a desire to collaborate further. P. Heinz, on behalf of the DWRC, presented H. Jongerden with two cheques totalling $25,000 from funds raised through Paddle the Don. P. Heinz emphasized the mutual desire to continue collaboration between the DWRC and TBG. 4.2 Maggie Ballantyne • An overview of Stewardship at TRCA and how Stewardship relates to the work of the Don Watershed Regeneration Council. October 17, 2013 DON WATERSHED REGENERATION COUNCIL #5/13 F39 M. Ballantyne introduced herself as the new Supervisor of Community Stewardship at TRCA and then provided members of the DWRC with an introduction to Stewardship at TRCA. TRCA's Stewardship team coordinates a range of environmental education and engagement projects across the region — from tree planting, to home -owner workshops on LID, to clean ups, and more. M. ITEMS FOR DISCUSSION 5.1 Don Watershed Regeneration Council Membership Update Overview: P. Heinz provided the following update: • Dave Ireland has resigned from the DWRC. 5.2 Lower Don Trail Overview: M. Yu provided the following update: • In April of 2013 the City of Toronto facilitated a pubic consultation process to receive feedback on the Lower Don Trail Master Plan. The pillars of the project are 1) access, 2) environment, and 3) public art. The Master Plan is now completed, and is going to be reviewed by the Parks and Environment Committee at City of Toronto in December of 2013 or January of 2014. This review period represents an opportunity to support the Master Plan. The Master Plan will be released publicly in the following months. 5.3 Paddle the Don Funding Programs Overview: A. Learning provided the following update: • Three projects can be supported with funds raised from Paddle the Don: 1) A speaker series; Funds can be used to bring in the speaker and run the event. 2) A Don watershed research grant program; 3) An urban tree canopy project. This project could be led by the DWRC, the DWRC could collaborate with another group on delivery, or the DWRC could provide funds to another group that could lead the project. Buchinger provided the following update: • A public meeting was held on October 16 to present four alternatives for the Gardiner Expressway / Lake Shore Boulevard Reconfiguration EA. The four alternatives are as follows: 1) Maintain 2) Improve 3) Replace 4) Remove • The remove alternative was the most aesthetically and environmentally attractive option. Action: • M. Buchinger and V. Straka to work together to submit comments from the DWRC. • Members of the DWRC interested may provide their feedback to M. Buchinger by October 25, 2013 for inclusion in comments from the DWRC. Discussion: • V. Straka expressed disappointment at lack of communication on this project between Metrolinx, the City of Toronto, and the TTC. In addition, assumptions were made regarding the number of cars to be on the road in the future, without reference to a post- carbon economy. 5.4 Roadmap for the Future Overview: A. Leeming provided the following update: • The DWRC will be creating a strategic plan, which will include a marketing plan and rebranding campaign. The new strategic plan is to be created by spring, 2014. The process to create the plan will begin now. • A strategic plan team will be created, but to start, and to get input from all DWRC members, a discussion will ensue at the next DWRC meeting on this subject. The privacy settings have been set as strict as possible for now. DWRC members will get an email which contains their new DWRC gmail email address and a password. Currently, a gap exists in the East Don Corridor between the north end of Charles Sauriol Conservation Area, the Lower Don Trail System, and Gatineau Corridor Trail. The purpose of the East Don Trail EA Study is to determine a preferred trail route within this existing gap. The proposed trail will: • Create a key connection route linking major trail systems; • Provide a safe way for people to access the valley system; • Provide a viable transportation route for cyclists; and • Create outdoor recreational opportunities for a variety of users. V. Tkaczuk presented the Alternative trail alignments under evaluation as well as the evaluation ciretria for determining the Preferred Alternative. Wickens provided the following update: • There are two basic approaches for paying for stormwater infrastructure and services: adding a flat fee to the water bill, or developing a formula that would tie fees to relative impacts on infrastructure. • The Policy team is seeking to participate in consultation opportunities in the municipalities of the Don watershed on this subject. PRESENTATIONS 4.1 Discover the Don Blog Mel Yu, Member, DWRC M. Yu provided an overview of the Discover the Don Tumblr blog (http:/ /www.discoverthedon.com /), which serves as the brand, visual identity, and online presence of the DWRC. M. Yu provided a summary of the Discover the Don blog posts to date, then asked members of the DWRC to provide direction on the types of posts to be pursued; for example, posts F52 DON WATERSHED REGENERATION COUNCIL #7/13 December 12, 2013 pertaining to events, history, pictures, or opportunities for action in the Don River watershed. The aim is to make blog posts entertaining, educational, and newsworthy in order to build a community of people who care about the health of Don watershed. The blog will launch formally in the spring of 2014. In advance of the formal launch, the Chair and Vice - Chairs of the three DWRC teams will be trained on how to post information to the blog so that all members of the DWRC can contribute. 5. ITEMS FOR DISCUSSION 5.1 Strategic Plan Overview: A. Leeming provided the following update: • A strategic plan will articulate who the DWRC is and the direction the DWRC will move in. A facilitator will attend DWRC meeting #1/14 and work with the DWRC to establish the foundation of the strategic plan. • The strategic plan will feed into, and enable the development and implementation of, a marketing and engagement plan. 5.2 DWRC Wilket Creek Guided Walk Overview: S. Thorson provided the following update: • S. Thorson thanked P. Heinz for leading an educational and engaging walk on November 24, 2013. • Promotion of the walk through the Toronto Botanical Garden was effective and enabled new connections with watershed residents. Future marketing efforts should similarly leverage the connections and marketing channels of partner organizations. 5.3 Naturalization of Hydro Corridors in the Toronto Region Overview: A. Learning provided the following update: • The prospectus for the plan to revitalize 2700 hectares of hydro corridor land has now been completed. The plan includes opportunities for an array of land uses, including community gardens, butterfly gardens, and tree farms. • The DWRC will have an opportunity to help promote and market the plan in 2014. December 12, 2013 DON WATERSHED REGENERATION COUNCIL #7/13 F53 5.4 Port Lands Acceleration Initiative Overview: M. Buchinger provided the following update: • A well- attended public meeting was held on November 28, 2013. Another public meeting will be held in January 2014. • The Port Lands study area has now been expanded to include an area south of Eastern Avenue. • The amendments to the Draft EA are available for review and comment until February 7, 2014. 5.5 Stormwater Utility Charges Overview: A. Wickens provided the following update: • On November 26, 2013 the City of Markham approved implementation of a flat stormwater fee. • On December 11, 2013 the City of Mississauga approved implementation of a stormwater utility charge, to be introduced in 2016. 5.6 Taylor Massey Creek Restoration Master Plan Overview: J. Routh provided the following update: • The City of Toronto is developing a Master Plan for the restoration of Taylor Massey Creek and is following the Class EA process. A public meeting was held on November 30, 2013. • Challenges facing Taylor Massey Creek were presented and opportunities for restoration were identified. 5.7 Oak Ridges Moraine and Greenbelt Plan Review Overview: M. Buchinger provided the following update: • The DWRC will be notified once the Oak Ridges Moraine Conservation Plan and the Greenbelt Plan come up for review in 2015. • It will be important for the DW RC to have a firm understating of the components of the plan that have been successful and those elements which have been less so. Discussion: • S. Handa suggested that one indicator of success of the plans is the health of populations of endangered species in the area. Thorson provided the following update: • The Walk the Don Trail Guides will be formally launched in 2014. • The Engagement team is looking to recruit walk leaders and is considering developing a student innovation grant to fund university students interested in leading guided and educational walks in the Don watershed. Discussion: • C. Mitchell provided an overview of her experience at the Latornell Conservation Symposium, at which she represented the DWRC, noting that she learned a great deal and made many connections. C. Mitchell thanked the DWRC once again for the support in her successful grant application. 6.2 Ecology and Biodiversity Team Overview: S. Handa provided the following update: • A site meeting for Mill Pond Splash 2014 occurred on November 26, 2013. A number of educational programming opportunities were identified and will be pursued, including a dog strangling vine invasive species removal station. • The Ecology team will collaborate with Evergreen in a Walk the Don activity which will coincide with Paddle the Don. As participants walk from the Brickworks to the take -out site, they will learn about the Lower Don and pick up litter / pull invasive species. • The Ecology team will also collaborate with Evergreen for a tree planting activity in the Lower Don in the fall of 2014. • The Ecology team is considering developing a citizen science program. 6.3 Policy and Advocacy Team Overview: M. Buchinger provided the following update: • The Policy team will be concentrating in 2014 on determining the extent to which the Don Watershed Plan is being implemented by the municipalities of the Don watershed.
