THAT the presentation by Meg St. John, Project Manager, Great Lakes Remedial
Action Plan be received.

The Toronto and Region Remedial Action Plan was instituted in response to the designation of
the Toronto and Region as a Great Lakes Area of Concern (AOC) in 1987. The AOC
designation, one of 42 (later 43) made by the International Joint Commission, identified the
watersheds of the Etobicoke, Mimico, and Highland creeks, and the Humber, Don, and Rouge
rivers as the geographic extent of the AOC.
Under the Great Lakes Water Quality Agreement (GLWQA) and Canada - Ontario Agreement
(COA), Environment Canada (EC) and the Ontario Ministry of the Environment (MOE) share
responsibility for the ensuring progress in the Great Lakes AOCs. Since 2002, TRCA has led the
administration of the Toronto and Region RAP under agreements with EC and MOE.
Management of the Toronto and Region RAP is undertaken by representatives from EC, MOE,
the Ontario Ministry of Natural Resources, and TRCA.
The most recent report of the Remedial Action Plan, the 2007 Progress Report: Moving Forward
was released in compliance with reporting requirements under the aforementioned agreements.
Moving Forward is the second major progress report of the Toronto and Region RAP, and
updates the progress made since the release of the 2001 progress report Clean Waters, Healthy
Habitats. Copies of the 2007 RAP Progress Report are available on the Remedial Action Plan

AND FURTHER THAT the Etobicoke - Mimico Watersheds Coalition election for Chair and
Vice -Chair be held at meeting #2/13, September 19, 2013.

Committee Chair
The Coalition Chair will provide overall co- ordination and support to the Coalition, and will serve
as the central contact person to the Toronto and Region Conservation Authority. Duties will
include conducting regular Coalition meetings, facilitating discussion from all Coalition members,
preparation of letters addressing issues of concern for the Coalition, and assisting with co-
ordination of any sub - committee activities as required
Expression of Interest:
Each candidate should submit a biography of no longer than one paragraph with
information that you feel would be helpful in the selection process. This should include
what experience you bring and factors which influence you to serve in this capacity. This
Expression of Interest should be submitted to Cindy Barr (cbarr((Dtrca.on.ca) no later than
Friday, May 17, 2013.
Vice Chair Responsibilities:
The Vice Chair will assist the current Committee Chair in their duties whenever required.
If the Chair resigns before the end of their term, the Vice -Chair will assume the Chair's position
until the end of the term of the Coalition.

BACKGROUND
The goals of the Etobicoke - Mimico Watersheds Coalition are to protect and regenerate the
Etobicoke Creek and Mimico Creek watersheds and more specifically, to assist the Toronto and
Region Conservation Authority (TRCA), The Living City Foundation, TRCA partner agencies and
watershed municipalities to:
• Achieve The Living City vision of Healthy Rivers and Shorelines, Regional Biodiversity,
Sustainable Communities and Business Excellence within the Etobicoke and Mimico
Creek watersheds.
• Address priorities to meet targets identified in the documents titled, Etobicoke and Mimico
Creeks Watersheds Technical Update Report 2010, Turning Over a New Leaf..- The
Etobicoke and Mimico Creeks Watersheds Report Card 2006 and Greening Our
Watersheds: Revitalization Strategies for Etobicoke and Mimico Creeks.
• Implement the recommendations of the Toronto and Region Remedial Action Plan
contained in Clean Waters, Clear Choices: Recommendations for Action (1994) and
strategic directions contained in subsequent reports as they pertain to the Etobicoke and
Mimico Creek watersheds.
• Implement strategic plans such as the Wet Weather Flow Management Master Plan
(Toronto) and the City of Toronto and Region of Peel sustainability initiatives.
✓ Implement source water protection initiatives.
✓ Meet the challenges of climate change through mitigation and adaptation initiatives.
✓ Secure political support at all levels of government and foster corporate partnerships to
advance TRCA's vision for The Living City.

BACKGROUND
Community engagement and awareness through watershed events is an important goal of
Toronto and Region Conservation Authority's watershed groups. Signature events hosted in
other watersheds include Manulife Paddle the Don (Don Watershed), Sunny Days Dinner and
Auction (Duffins and Carruthers Watershed) and Rouge Days (Rouge Watershed).
The objective for the Etobicoke and Mimico Watersheds is to have an event that appeals to the
many people who work, play and /or live in the watersheds, who have different interests and
backgrounds. As part of any event, the goal is to increase TRCA's presence within the local
community and to raise much needed funds to support watershed stewardship programs and
restoration projects.
At Etobicoke - Mimico Watersheds Coalition meeting #3/12, fundraising options were presented to
the members with a dragon boat festival selected.
The organizing committee is made up of the following members of the Coalition: Dennis Bradley,
Chris McGlynn, Bob Noble, Rosemary Keenan, Doug McRonney, and Adam D'Souza as well as
TRCA staff. Through the Request for Proposal (RFP) process, staff and members of the
planning team recommended retaining the services of Great White North (GWN).
The event will take place at Heart Lake Conservation Area in Brampton on Saturday, September
14, 2013.

AND FURTHER THAT Project Team updates be brought back to the Etobicoke - Mimico
Watersheds Coalition.
6.1 Lower Etobicoke Team
• Sherway Trail Construction and Restoration Project — MTO easement
request has been reviewed and is now conducting environmental
monitoring on the site. It will then finalized the access agreement with the
City of Toronto.
• There is success with the garlic mustard pull.
6.2 Lower Mimico Team
• The next Mimico 20/20: A Revitalization Action Plan meeting is
coming up. Etobicoke - Mimico Coalition members are reminded to
attend these meetings if they are interested.
• Mimico Creek Trail — TRCA is working with the consultants to finalize
bridge design and trail alignment. Continuing to work with the City of
Toronto and the Ward Councillor to secure funding.
• The Heathercrest planting was a success.
6.3 Brampton Etobicoke Creek
• A short explanation of Phase 2 of the Heart Lake Road Ecology Monitoring
Project was given.
• There is now a zip line at Heart Lake Conservation Area.
• A vendor is in the process of installing tree top trekking at Heart Lake
Conservation Area. This is set to open summer 2013.
New Business
Greenbelt - Environmental Defense produced an advocacy report. David Laing noticed that
the reference to Etobicoke and Mimico Creeks as two significant urban water courses was
missing.
• The issue will be referred to the Planning and Policy Committee.
Susan Jorgenson - Peel- Credit River Parks Strategy — each location along the river is
important. There is an effort to engage the residents. The strategy also looks at urban
agriculture and forests.
3. Logistics of meetings — anyone who would like an agenda package mailed out, please let
Cindy Barr know. There was a request for power bars for people who use electronic devices
during meetings and this will be taken into consideration.

4. Evergreen has a $5,000 grant available. Submission date is May 31, 2013.

BACKGROUND
The Terms of Reference for the Etobicoke - Mimico Watersheds Coalition, dated November 2012
and adopted by the Authority at Meeting #9/12 held on November 30, 2012 by Resolution
#A223/12, includes the following provision:
Section 7.0 - Selection of Chair and Vice Chair. The Chair and Vice Chair will be elected
by the Watersheds Coalition from the membership. The Authority may appoint an interim
Chair until such time that an election can take place. The Chair and Vice Chair will also
be ex- officio members of all working committees.
At meeting #01/13 resolution # 2/13 a request for submissions of interest for the positions of
chair and vice -chair was put to the Etobicoke - Mimico Watersheds Coalition. Subsequently Eddie
Colacchio put forward his name for the position of chair and David Thomas put forward his name
for the position of vice - chair. Their biographies have been included for information for the
Coalition.
Election Process
Nominations for Chair and Vice -Chair will be accepted followed by a show of hands. A formal
election by ballot for Chair and Vice -Chair of the Etobicoke - Mimico Watersheds Coalition will be
held only if necessary.

THAT the Etobicoke - Mimico Watersheds Project/Program Evaluation Dashboard be
received for Coalition input.
And further that members of project teams look for opportunities to use the
Project/Program Evaluation Dashboard.

BACKGROUND
A dashboard is an evaluation tool that provides at- a- glance view of a program's relevance and
capacity to contribute to the targets and goals relevant to the objectives of Toronto and Region
Conservation Authority and Etobicoke - Mimico Watersheds Coalition. Putting a program or project
through a dashboard will help staff make predictions about how the project/program might meet the
stakeholders' needs.
The dashboard created for Etobicoke- Mimico projects /programs was created using KPIs from the
Etobicoke and Mimico Report Cards, Etobicoke and Mimico Watersheds Technical Update (2010),
Etobicoke - Mimico Business Plan and Building The Living City, 10 -Year Strategic Plan 2013 — 2022.
The design of the dashboard uses stop light colours, specifically the colours red, amber and green to
indicate whether a project/program should move forward (green), proceed with caution (amber) or not
proceed (red).
Financial details are also considered as part of the evaluation. Expenses include cost of supplies,
vehicles and staff time, however kind -in values like the value of volunteer time and donations are also
captured in the evaluation.
A separate dashboard was created for the Outreach and Education area to meet the specifications
stated in the Coalition's guiding documents Greening our Watersheds: Revitalization Strategies for
Etobicoke and Mimico Creeks and Turning Over a New Leaf.: The Etobicoke and Mimico Creeks
Watersheds Report Cards 2006.

6.1 Communications and Engagement Team
• Dennis Bradley provided a passionate recap of the Dragon Boat Festival
and encouraged all Coalition members to participate next year.
• David Laing shared the vision for the proposed environmental Bike
passport event.
6.2 Lower Etobicoke Team
• Sherway Trail Construction and Restoration Project — MTO easement
request has been reviewed and is now conducting environmental
monitoring on the site. It will then finalized the access agreement with the
City of Toronto.
6.3 Lower Mimico Team
• Mimico Creek Trail — TRCA is working with the consultants to finalize
bridge design and trail alignment. Continuing to work with the City of
Toronto and the Ward Councillor to secure funding.
• The Heathercrest planting was a success.
• There was an update on the Lower Mimico Trail progress.
6.4 Brampton Etobicoke Creek
• An update of the Heart Lake Road Ecology Monitoring Project was given.
• The summer was very successful in the care of the Medicine Wheel and
Pollinator Gardens.

Greenbelt Trail: Etobicoke Creek Connection — Shelley Petrie, Program Director, Friends of the
Green Belt Foundation.
Friends of the Greenbelt Foundation and the Waterfront Regeneration Trust are planning to
create a cycling route through the Greenbelt area around the GTA. The route will be 600
kilometres and will follow pre- existing roads through mostly rural areas. It is expected to open in
2015.

AND FURTHER THAT previously selected members of the Etobicoke Mimico Watersheds
Coalition continue to assist TRCA Staff and provide input and direction towards the
implementation of the Peel Region Channel Remediation Strategy.

BACKGROUND
Many sections of watercourses within the Region of Peel have been channelized with concrete
lining or other hard bed and bank treatments. While this past approach was intended to improve
the conveyance capacity of streams, current knowledge indicates this treatment is detrimental to
the overall health of the aquatic system. The end of the design life of many of these channels is
approaching with some major failures already experienced. In time, failing channels can lead to
uncontrolled and extreme erosion that may place property and infrastructure at risk as well as
contribute to local flooding. In anticipation of weather systems increasing in intensity within
southern Ontario, the rate of deterioration may accelerate; sections of concrete that were integral
in 2012 were severely damaged during the July 8, 2013 storm event.

THAT the Sustainable Neighbourhood Retrofit Action Plan (SNAP) update be received for
information;
AND THAT Coalition members residing in the cities of Mississauga and Brampton
promote the program activities through their networks and participate as appropriate in
the implementation of SNAP program within the Etobicoke and Mimico watersheds;
AND FURTHER THAT a copy of this report be forwarded to the Brampton Etobicoke Creek
Project Team for information.

BACKGROUND
The SNAP projects represent an innovative model for sustainable urban renewal. SNAPs are
plans for measurable environmental improvement and community transformation that align with
local community interests and implementation challenges. The plans address the multiple
objectives of municipalities, TRCA and other partners. With this in mind, municipal departments
and a wide range of community partners are involved in the planning process through a variety of
forums.
The pilot SNAP was initiated in 2009 in Brampton and a new SNAP was launched in 2012 in the
City of Mississauga.

BACKGROUND
Partners in Project Green: A Pearson Eco- Business Zone was developed by the Greater Toronto
Airports Authority (GTAA), the Region of Peel, City of Toronto, City of Brampton, City of
Mississauga and Toronto and Region Conservation Authority (TRCA) to transform the lands
surrounding Toronto Pearson into an internationally recognized community of eco- friendly
businesses. The Partners in Project Green Steering Committee was first established in 2008 in
response to a recommendation in the approved Partners in Project Green: A Pearson Eco -
Business Zone Strategy, 2008. Since then, the Steering Committee has completed two very
successful terms during which members have provided exceptional support and service to the
Pearson Eco- Business Zone.

THAT a brief overview on the City of Toronto Water financing be received for information;
AND FURTHER THAT the Planning and Policy Team collaborate with other TRCA
watershed groups to provide input to the City of Toronto on the next round of public
consultation on stormwater financing.
BACKGROUND
Every day, Toronto Water provides safe drinking water for 3.4 million residents and businesses
in Toronto and portions of York; safely treats wastewater from 2.8 million residents and
businesses in Toronto and a portion of Peel; and provides stormwater management to protect
private property and the environment. In addition to these services, Toronto Water also
manages several capital projects related to wet weather flow management including addressing
issues related to combined sewer overflow.

Ecology Monitoring Project;
AND FURTHER THAT Coalition members nominate candidates from the Coalition and
Project Teams who have significantly contributed to the mandate of the Etobicoke - Mimico
Coalition.
BACKGROUND
TRCA has a Service Recognition Award Program that recognizes annually Authority members,
CFGT members, members of TRCA's watershed councils, TRCA staff and volunteers, based on
years of service.
The Watershed Champion Recognition has been instituted by the Etobicoke - Mimico staff to laud
the efforts of Coalition members on a regular basis.

7.1 Brampton Etobicoke Creek
David Laing is seeking support from the Coalition to approach the City of
Brampton to change the classification of Heart Lake Road. There will be a
meeting in February with the City to address this. A request came from
the Coalition that staff report back after the next BPAC meeting. The
Planning and Policy Team will be asked to write a letter on behalf of the
Coalition to support the change in designation.
