MINUTES Information & Education Advisory Boa~d Thur-Mar-2-1967 1/67 The Information and Education Advisory Board met in the Board Room, 17 Mill Street, on Thursday, March 2, 1967, commencing at 2:00 p.m. PRESENT WERE Chairman Mrs. F. Coats RESOLVED THAT: The Minutes of Meeting #3/66, as presented, be adopted as if read. CARRIED UNANIMOUSLY; REPORT OF PUBLIC RELATIONS CONSULTANT Mr. Grimshaw presented the report of the Public Relations Consult- ant for the period December~1966 to February-1967. STAFF PROGRESS REPORT Mr. Barber presented a Staff Progress Report, together with a statistical summary of 1966. Res. #2 Moved by: F.A. Wade Seconded by: C.R. Purcell RESOLVED THAT: The Progress Reports of the Public Relations Con- sultant and the, Staff be received; and further THAT the Statistical Summary, 1966, be appended as Schedule "A" of these Minutes. CARRIED UNANIMOUSLY; G-2 2- REPORT #1/67 - ALBION HILLS CONSERVATION SCHOOL MANAGEMENT ADVISORY COMMITTEE Report #1/67 of the Albion Hills Conservation School Management Advisory Committee was presented by the Chairman and reviewed in detail. Res. #3 Moved by: C.R. Purcell Seconded by: Mrs. B. Nealson RESOLVED THAT: Report #1/67 of the Albion Hills Conservation School Management Advisory Committee be received and appended as Schedule "B" of these Minutes; and further THE BOARD RECOMMENDS THAT: The recommendations contained in Report #1/67 of the Albion Hills Conservation School Management Advisory Committee be adopted. CARRIED UNANIMOUSLY; 1967 INFORMATION & EDUCATION PROGRAMME The 1967 Information and Education Programme was presented and con- sidered in detail. I Res. #4 Moved by: Dr. W.M. Tovell Seconded by: Mrs. J.D. Reid RESOLVED THAT: The proposed 1967 Information and Education Programme be received and approved and appended as Schedule "C" of these Minutes. CARRIED UNANIMOUSLY; 1967 DECENNIAL REPORT A communication was presented, advising that proposals and quotations have been invited for the Authority'S 1967 Decennial Report and suggesting that a sub-committee be established to review the Report and the Proposals and Quotations and make recommendations to the Executive Committee. Res. #5 Moved by: F . A. Wad e Seconded by: G. Henderson RESOLVED THAT: Mrs. F. Gell, Dr. W.M. Tovell and Mr. J.D. Coats be appointed as a sub-committee to review the Decennial Report and the proposals and quotations to be received, and make recommendations to the Executive Committee. BLACK CREEK PIONEER VILLAGE OFFICIAL OPENING Res. #6 Moved by: Mrs. B. Nealson Seconded by: C.R. Purcell RESOLVED THAT: The following be a committee to finalize arrangements for the Official Opening of the Black Creek Pioneer Village, with power to act: Mrs. F. Gell, Mrs. J.D. Reid and two members to be appointed by the Historic Sites Advisory Board. CARRIED UNANIMOUSLY; GUIDE LINES RK ,COMMUNICATION A discussion took place regarding ways and means of improving internal and external communications of the Authority. Res. #7 Moved by: C.R. Purcell Seconded by: Mrs. B. Nealson 3- G-3 RESOLVED THAT: The following members be a sub-committee to work in conjunction with the Public Relations Consultant and Staff to prepare proposed guide lines for the Authority for communications, both external and internal: Mrs. F. Gell and F.A. Wade. CARRIED UNANIMOUSLY; CRAFT PROGRAMME - COMMENCEMENT It was agreed that Mrs. .J.D. Reid would give some thought to bring- ing in suggestions for the commencement of the Craft Programme. PROPOSED TOUR BY METROPOLITAN TORONTO AND OTHER MUNICIPAL COUNCILLORS & OFFICIALS It was agreed that the Chairman would follow up the matter of the proposed tour of Authority Projects by members of the Metropolitan Toronto Council and other Councils, with regard to finalizing the date and completing arrangements. Tovell RESOLVED THAT~ The Staff Progress Report be received; and that the Administrator be directed to produce the said Report and forward copies to all Members of the Board. CARRIED UNANIMOUSLY; ALBION HILLS CONSERVATION SCHOOL - REPORT Res. l2 Moved by: Dr. W.M. Tovell Seconded by: J.D. Coats WHEREAS divergent views exist with respect to the future of the Albion Hills Conservation School; and WHEREAS all members of the committees responsible for the operation of that School are not aware of all potentials with respect to the future use of the School and the future of outdoor conservation education; THEREFORE BE IT RESOLVED THAT: The Authority Staff be directed to prepare an outline of their ideas with respect to the future of the Albion Hills Conservation School; THE Staff outline to cover possible physical alterations and additions to the present building, and their opinions with regard to future academic programmes; THE Report to be presented at the next meeting of either the Information and Education Advisory Board or the Management Committee of the Albion Hills Conservation School, whichever meeting should occur first. CARRIED UNANIMOUSLY; ALBION HILLS CONSERVATION SCHOOL - SALARIES Res. 13 Moved by: F.A. Wade Seconded by: Mrs. J.D. Reid THE BOARD RECOMMENDS THAT: The Personnel Sub-Committee of the Executive Committee be requested to review the salaries of all personnel employed at the Albion Hills Conservation School; and further, THAT the Management Advisory Committee of the Albion Hills Conservation School be so advised. Davis RESOLVED THAT: Report #3/67 of the Albion Hills Conservation School Management Advisory Committee be received and appended as Schedule B" of these Minutes; and further, THE BOARD RECOMMENDS THAT: Recommendation No.1 of the said Report, which reads: THAT the 1968 group charges for attendance at the Albion Hills Conservation School, Monday through Friday, be $30.00 per student, and that a rate of $7.00 per day be charged per person for periods of less than five days." be adopted. Introduction: The Conservation Authority from its establishment in 1957 has recognized the many benefits of offering a programme where youth and adults become familiar with the renewable natural resources of the region and the importance of these resources. A policy has "been developed to offer a wide range of educational programmes to provide groups, especially school children, first-hand experiences in the Conservation Areas. Details of the educational programmes being offered by the Authority are outlined in the educational folder attached. The Authority has acquired nearly 18,000 acres of land in the past ten years for conservation purposes. While the acquisition of land is justified for conservation purposes, it soon became evident that many of these lands were ideally suited for use by people. Recreational use was initiated and to date twelve Conservation Areas have been opened to provide outdoor recreation in the region. The enthusiasm and response to the recreation programme grew rapidly, so that now more than 1,000,000 persons visit the Conservation Areas annually. It has been amply demonstrated that the lands, while serving their primary function for conservation and their secondary function for recreation, can serve yet another function - that of an outdoor classroom providing both children and adults an opportunity to study the conservation at the basic renewable natural resarces of water, soils, forests, fish and ~ldlife. The Authority lands have all the natural features necessary for outdoor studies. G-20 2 - It is anticipated that nearly 100,000 people will participate in the educational programmes in 1967. Of thes~ only 13,000 will participate in the natural history and conservation interpretive programmes on a daily basis. There are a number of limitations in these programmes which must be removed to provide an acceptable and satisfactory service: 1. Participation is limited due to Authority budget limitations. 2. Participation is seasonal September, October, May, June) due to a lack of suitable physical fac- lities in the Conservation Areas. 3. Difficulty in obtaining capable and experienced staff on a part t~e basis. 4. Arrangements are made with individual teachers. Commitments are frequently cancelled for a variety of reasons. S. Demand is considerably higher than those accepted. The demand for the outdoor classroom has only begun, and it is increasing at an accelerating rate. It is estimated in this region that there are nearly half a million children attending school in grades from K to XIII. Field trips can be incorporated into the programme in almost every grade and are being encouraged. There are sufficient acreages for Field Study Centres in Conservation Areas to satisfy present and future demand provided that careful planning is done by the Authority in terms of policy, site selection and operation in relation to other developments. It is emphasized that the educational programmes in a Conservation Area, in most cases, are and can be compatible with the conservation and recreation objective. l. The educational use is largely Monday to Friday, from September to June, when there is little or no recreational use in any Area. 2. Lands used for resource study are generally outside the portion of the Area intensively developed and used by the public. 3. Roads and services required for the recreational development are also required for the educational programmes. 4. The use of areas by tens of thousands of students will encourage the further use of all the Conservation Areas, especially in those Area.s where programmes are offered. In a given Area where the conservation, recreational and educational objectives are compatible, the requirements for a continuing and effective field study programme are -- 1. Planning of educational uses at the time of an overall plan of an Area development. 2. A heated building with the necessary furnishings and field equipment. J - 3. Full time staff to carry out the educational programmes. 4. A guarantee by groups, especially school boards, of a) continuous use and b) reimbursement to the Authority of the operating costs of such programmes. Programme: It is recommended that, as an extension to the Authority's interpretive programme, two field study centres be established to serve the region. A field study centre is a building located in a Conservation Area with is primary function being to provide a physical base from which to carry out a field exercise on a daily basis. It is an essential facility to offer a year-round programme. The staff has investigated a number of sites and recommends that Field Study Centres be established in the Claremont and Cold Creek Conservation Areas. The attached preliminary floor plan provides detailed information on the specific requirements of the Field Study Centr.e buildings which would include a classroom, office, kitchen, storage area and staff and student washrooms. The appended information provides details regarding the Claremont and Cold Creek Field Study Centres. No attempt ~ll be made to offer a standard programme or programmes. The programme ~ll be similar to the policy established at the Albion Hills Conservation School where the teacher or group leader ~ll arrange a suitable out- door programme acceptable to both the Authority and the visiting group through a pre-planning visit ~th the staff assigned to the field centre. The program continues to show excellent use by the news media of the publicity material prepared and distributed by the Bureau. During the period Sept. 1 - Dec. 7 inclusive, the Bureau prepared and distributed a total of 29 news releases to the more than 100 news media in the region and beyond. It also arranged for 8 radio and television interviews, prepared 8 cap- tions for photographs, and assisted in the preparation and de- velopment of other publicity materials and events. Newspaper publicity during the Sept. - Dec. period amounted to 3,673 column inches of space derived from 313 news- paper clippings plus 8 pages. I am pleased to submit herewith 15 books of newspaper clippings which represent press cover- age during that period. In summary, the year 1967 was a very successful one in terms of Authority publicity - most of it being favorable. Centennial year celebrations also helped to focus additional attention upon the Authority activities, particularly those at Black Creek Pioneer Village. During the year, the Bureau prepared and distributed a total of 128 news releases plus 32 captions and arranged 38 radio and TV interviews. Press coverage amounted to 28,087 column inches from 2,147 newspaper clippings plus 22 full pages. This compares favorably with the 1966 coverage of 15,000 inches, emanating from 87 news releases. Barber The following matters were discussed: l. Extension, Albion Hills Conservation School 2. Albion Hills Conservation School Crest 3. Evaluation 4. 1968 summer programme 5. 1968 schedule of classes - 5-day week-end IT WAS AGREED AND THE SUB-COMMITTEE RECOMMENDS THAT: 1. Extension. Albion Hills Conservation School The Authority adopt in principle a policy to extend the Albion Hills Conservation School when financially practical. Consideration be given to accommodation of 100 students, in- cluding 20 student teachers and a detailed report be prepared after consultations with the Department of Energy and Resources Management and the Department of Education to include cost estimates, financing anq general operations. 2. Albion Hills Conservation School Crest A crest design competition be held for students to design an Albion Hills Conservation School crest for use on souvenir items to be sold from the School tuck shop and a prize of $35.00 be provided to the student submitting the winning design. 3. Eval uat ion An evaluation of the Albion Hills Conservation School programme be carried out and a team be selected to spend a period of time at the School and report their findings to the Management Com- mittee, and in this connection the following action be taken - a) The following people be contacted in this regard and the first named be invited to coordinate the evaluation - Mrs. E. Grossberg (Toronto Board), Sister Frederica etropolitan Separate School Board), alternate Mr. Ron Ripley (U.T.S.), Mr. D. Farwell, alternate Mr. G. Penrose Toronto Teachers' College),and Mr. A.D. Latornell; b) Their expenses be paid. 4. 1968 Summer Programme The 1968 summer programme as appended be approved and the charge to the Department of Education for the elementary science course as outlined in Mr. Massey's letter of November 1, 1967, be $50.00 per person.
