Redelmeier Seconded by: N.J. Scott THE BOARD RECOMMENDS THAT: The Authority appoint additional technical staff for the administration of all phases of up-stream erosion control. CARRIED UNANIMOUSLY; UXBRIDGE CONSERVATION AREA Res. #6 Moved by: G. Gardhouse Seconded by: J.A. Bryson THE BOARD RECOMMENDS THAT: The Authority request the Ontario Department of Lands and Forests to enter into an agreement with the Authority for the management of the Uxbridge Conservation Area as part of the Agreement Forest. CARRIED UNANIMOUSLY; STOUFFVILLE CONSERVATION AREA Mr. Lemon enquired regarding the status of land acquisition for the proposed Stouffville Conservation Area. The Board was advised that in view of lack of funds, options had not been taken on the lands proposed for inclusion in this area. Res. 7 Moved by: E. Lemon Seconded by: H.G. Norry THE BOARD RECOMMENDS THAT: The Authority explore alternative means for controlling the use of lands for the proposed Stouffville Forest and Wildlife Conservation Area. CARRIED UNANIMOUSLY; MAPLE SYRUP OPERATION Considerable discussion took place on the advisability of the Authority establishing a further maple syrup operation for demon- stration and educational purposes. Jennings 3- E-3 THE BOARD .RECOMMENDS THAT: The Authority explore the establishment of a maple syrup operation on its lands which would be available to the general public and schools throughout the region, for demonstrat- ion and educational purposes. CARRIED UNANIMOUSLY; PROPOSED POND - HUMBER FOREST Mr. Van Tichelen enquired about the request of the Authority, as contained in Resolution #12/64, (May-1964) regarding the development of a pond. in the "Church Farm Block" of the Humber Forest, Caledon Township. Officials of the Department of Lands and Forests advised that the establishment of a pond in this Block of the Forest is still under consideration. ROADSIDE PLANTINGS AND WAYSIDE CONSERVATION Considerable discussion took place regarding the destruction of trees on roadsides in the region under the jurisdiction of the Authority and the need for roadside plantings on new rights-of-way. Many members of the Board indic~ted considerable concern over the growing losses of trees on roadsides. Res. #9 Moved by: L. Van Tichelen Seconded by: H.G. Norry THE BOARD RECOMMENDS THAT: WHEREAS the Reforestation and Land Use Advisory Board deplores the destroying of roadside trees throughout the region, THAT Local municipalities, Metropolitan Toronto, County Councils, County Road Commissions and the Department of Highways be requested to undertake roadside plantings; and further, THAT where there are existing healthy roadside trees, alternative methods of construction be investigated; and further, THAT where it is essential that trees be removed, the responsible agency be required to replace these trees; and further, THAT the Authority consider a Symposium on Roadside Plantings and Wayside Conservation. CARRIED UNANIMOUSLY; NEW BUSINESS The Chairman introduced the following items of business submitted to him by Mrs. Klinck, who left the Meeting early: a) Should the Terms of Reference of this Advisory Board extend to use of land for disposal of waste? h) Because of bare character of property at Pioneer Village, can this Advisory Board co-operate in planning tree and shrub plantings on the Pioneer Village property? CARRIED UNANIMOUSLY; E-4 4- Referring to the items involved, the Staff advised as follows: a) At the present time the consideration of waste disposal was not included in any of the Terms of Reference of any AdvisoryBoard. Currently the Authority is requesting the Flood Control and Water Conservation Advisory Board to consider the problem of waste disposal to review the Metropolitan Toronto Report on Waste Disposal and submit recommendations to the Authority. The Board felt, therefore, that it should not request an amendment to the Terms of Reference requiring the Reforestation and Land Use Advisory Board to study use of land for waste disposal; b) Plantings at the Black Creek Pioneer Village have been limited, as a result of lack of sufficient funds. The Garden Club of Toronto has undertaken the landscaping and gardens for the whole of the Black Creek Pioneer Village as a project and it is anticipated that through the efforts of the Garden Club and the supply of planting stock and financial support, there will be a considerable improvement in the area. Hi~~s Director of Operations) Chairman Acting Secretary SCHEDULE "A" E-5 To: Reforestation & Land Use Advisory Board Re: Nursery Programme INTRODUCTION The Authority established a nursery in 1958 because many of the shrub species suitable for erosion control, wildlife habitat and stream bank improvement were not available from commercial nurseries. Those species that were available were too expensive to buy in the required quantities. The site chosen for the location of the nursery was at the south end of the Boyd Conservation Area. This site was the most centrally located and also had suitable soil conditions Fox sandy-loam) and an ample wat er supply Humber River) close by. Four acres were put under cultivation and an irrigation system installed. OPERATION The majority of the stock produced has been grown from seed or cuttings. Small quantities of lining-out stock of suitable species were purchased from commercial nurseries and the Dept. of Lands and Forests during the first year of operation. This was done in order to provide some field plantings at as early a date as possible. The cuttings are obtained from specimens kept for this purpose in the nursery. Most of the seed has been purchased to date. However, we are able now to collect considerable quantities locally as the early plantings are beginning to bear fruit. The bulk of the planting, both seeding and lining-out, is done in the spring. Some species found to germinate better are seeded in the fall. Some lining-out also takes place in the fall. Stock ready for field planting is root pruned in the late summer and is lifted after the growing season and heeled-in, ready for spring planting. Some fall field planting is also done in order to lighten the spring load. Generally, the shrubs take 2 years from seed to field planting size. In order to raise the trees to approx. 5 ft. requires anywhere from two to five years, depending on the species. OPERATING COSTS The following statistics show the annual operating costs for the past two years. The addition of the Farm Tree Replacement Program was partly re- sponsible for this increase. This increased acreage was, however, not one complete unit, but con- sisted of 3 small sites, in addition to the main site, scattered over the south end of the Boyd Area. Because of this, irrigation was not possible and general maintenance was made more difficult. As a result, it was decided to consolidate the nursery operation. As no one suitable site was available, the original nursery will continue to be used along with a new site located behind the Central Workshop on the Thomson property. The other sites will be planted with stock to be grown to a larger size for Conservation Area landscaping. The new site was cultivated in 1965 with the first planting being done in 1966. Approx. 5 acres are now planted, with an additional 3 acres available for further expansion. FARM TREE PROGRAM The Farm Tree Replacement Assistance Program was first made avail- able in 1963 and met with instant success. This was entirely unexpected and for this reason the supply of trees has been far below the demand. The Authority's own need for more larger trees in the Areas has also added to the shortage of trees. This year the supply has very nearly equalled the demand and we should achieve this in 1968 without difficulty. Originally five species, white ash, silver maple, red oak, basswood and Carolina poplar were offered under the program. This has now been increased to 9 with the addition of white birch, black walnut, black cherry and mountain ash. It is expected that at least 12 species will be available by 1970 when our supply of sugar, black ana red maple reach planting size. Other species are also being tried to increase the range of species even further. Agnew Technical Assistant 10.5.67 Conservation Services Division SCHEDULE "B" E-7 To: Reforestation & Land Use Advisory Board Re: Authority Assistance Programs INTRODUCTION At present the Authority offers assistance to private landowners under 7 programs, either in the form of subsidies or services provided at a nominal charge. There are two forestry and five land use programs. FORESTRY 1 ) Reforestation Assistance: The Authority will plant trees obtained from the De~t. of Lands & Forests at a nominal charge lO/M by machine & 20/M by hand), or will pay a subsidy ($lO/M) to a landowner planting his own trees. A total of 3,317,890 trees have been planted and eleven subsidies paid during the ten year period 1957-66. 2) Farm Tree Replacement: The Authority will provide and plant 5 ft. deciduous trees at a nominal charge($l/tree). 11,356 Trees have been planted under this program since 1963. LAND USE 1) Farm Pond Assistance: The direct technical and financial assistance for the design and construction of ponds was discontinued in June 1964. The Authority continues to provide free management advice. A largemouth bass stocking program is also available at a nominal charge ($5/hr for transportation). 726 Ponds were designed with 204 subsidies being paid on completed ponds from 1957-1964. Over the past ten years 687 pond management calls have been made. In the same period 185 ponds have been stocked with largemouth bass and 32 with speckled or rainbow trout. 2) Tile Draina~e Assistance: A subsidy 20/M tiles) is avail- able from the Authority for the installation of a tile drainage system. 84 Subsidies have been paid between 1957-66. 3) Grass Waterway Assistance: A subsidy 1/2 the cost, up to 200) , is available from the Authority for the construction of a grass waterway. 7 Subsidies have been paid during the past 10 years. 4) Farm Plan Assistance: A subsidy 1/2 the cost, up to $100) is available from the Authority for the implementation of a farm plan as prepared by the Dept. of Agriculture. Only two subsidies have been paid under this program. 5) Stream Bank Erosion Control: This is a new program to be implemented this year. Under this program the Authority performs stream improvement on private land at a nominal charge min. 100, to a max. of $250). Priority will be given to severely eroded banks above reservoirs. No work has yet been performed under this program. Four pilot projects have been carried out on private land since 1964 with a total of 4 miles of stream banks being repaired. CARRIED UNANIMOUSLY; DEPARTMENT OF LANDS & FORESTS NEW ASSISTANCE PROGRAMME A communication was presented advising that the Department of Lands and Forests have announced two new Assistance Programmes: a) dealing with large nursery stocks and shrubs for Conservation Authorities and Municipalitiesj and b) advising that the Department o~ Lands and Forests are prepared to enter into agreements with the owners of lands adjoining streams, to provide access for fishing by the public. Scott Seconded by: G. Lowe RESOLVED THAT: The Staff investigate and report on any possible duplication of subsidies in the Authority Conservation Assistance Programme. CARRIED UNANIMOUSLY; PROPOSED LABELLING OF TREES IN CONSERVATION AREAS Mr. McLean presented a report regarding the Proposed Labelling of Specimen Trees in Conservation Areas. Res. #25 Moved by: F .A. Jennings THE BOARD RECOMMENDS THAT: An experimental programme of labelling specimen trees in Conservation Areas be adopted; and further THAT the sum of $300.00 be recommended, for consideration in the 1968 'Budget of the Authority, for this purpose. CARRIED UNANIMOUSLY; REPORT ON GRAVEL PITS Mr. McLean presented an interim report on the Study of Sand and Gravel Pits presently being undertaken by the Staff. Res. #26 Moved by: F.M. Scott RESOLVED THAT: The interim Staff Report on the Study of Sand and Gravel Pits in the Metropolitan Toronto and Region Conservation Authority area be received; and that the Staff be directed to continue its investigations; and further in this connection, THE BOARD RECOMMENDS THAT: A worked out site be selected in one of the Conservation Areas and that the sum of $3,000.00 be recommended for consideration in the 1968 Budget of the Authority to carry out a pilot restoration project. Duckworth, representing the Zone Forester of the Department of Lands and Forests, presented the Annual Report of The Metropolitan Toronto and Region Conservation Authority Forest for the period April 1, 1966 to March 31, 1967. Jackson RESOLVED THAT: The Annual Report of The Metropolitan Toronto and Region Conservation Authority Forest for the year - April 1, 1966 to March 31, 1967, be received and filed. CARRIED UNANIMOUSLY; PROPOSED LICENSING OF SNOWMOBILES A discussion took place regarding the ever increasing use of snow- mobiles and the damage that such vehicles can do to young reforestat- ion plantations. Res. #29 Moved by: N.J. Scott Seconded by: H.G. Norry WHEREAS In view of the increased use of conservation lands for snowmobile recreational purposes and, in order to enable the Authority to more directly control these activities on Authority lands, THE BOARD RECOMMENDS THAT: The Province of Ontario be requested to give consideration to the immediate licensing of snowmobiles or any other such type of vehicle, for identification purposes. CARRIED UNANIMOUSLY; PROPOSED FIELD TOUR OF AUTHORITY FOREST Res. #30 Moved by: R. Jennings Seconded by: A. Jackson RESOLVED THAT: The Staff be requested to arrange a Field Tour of the Authority Forest at a suitable time in 1968.
