1. Introduction
G. Ross Lord Dam is located on the northeast corner of Finch Avenue West and Dufferin Street
in the City of Toronto (Figure 1-1). The dam is owned by Toronto and Region Conservation
Authority (TRCA) and was built to control flooding along the West Don River south from Finch
Avenue to the East Don River at Don Mills Road.
This Emergency Preparedness Plan (EPP) is a guide to assist personnel at TRCA and external
emergency planners in developing response plans for a major flood and/or dam breach at the G
Ross Lord Dam.
The EPP includes specific information to allow timely response to flooding and breach events of
the G. Ross Lord Dam. The EPP specifically addresses conditions downstream of the dam,
generally how emergency responders will be notified of any emergency involving a large flood,
potential and/or imminent dam breach.
As part of an overall dam safety program that is being implemented by the TRCA, this EPP was
prepared in conformity with the requirements of the Canadian Dam Safety Guidelines (2007).
1.1 Purpose
The purpose of this EPP is to provide guidance to external stakeholders and response agencies
affected by flood and dam breach emergencies at G. Ross Lord Dam. Information included in
this document:
• Description of emergency conditions that lead to activation of this EPP
• Roles and responsibilities
• Contact information
• Flood inundation mapping depicting expected areas at risk
This document was developed in partnership with the City of Toronto’s Office of Emergency
Management (OEM) and other partner agencies.

1.2 G. Ross Lord Dam
1.2.1 Description
G. Ross Lord Dam was constructed in 1973 to provide flood control on the West Don River.
The dam protects several communities downstream from smaller frequent flood events. G.
Ross Lord Dam is an earthen embankment dam with concrete control structures constructed to
control flooding in the West Don River. The Don River upstream of G. Ross Lord Dam has a
drainage area of 67.3 km2. The reservoir has a storage of 550 000m3 corresponding to
permanent pond level elevation 172.3 MASL (metres above sea level). With a crest height of
19.8m, the active flood storage at dam crest (182.88 MASL) is 5 060 000 m3. Maximum
operating water level is 181.36 MASL.
Spillway and outlet works consist of two low level gates, two mud valves and two radial
emergency spillway gates. The two low level gates are used to control the water level above
elevation 172.3 MASL. The two mud valves, located downstream of the inlet weir, are used to
convey base flow through the dam while the low level gates are closed. This occurs at a
capacity of 0.7m3/s. The two radial gates are used to control higher flows.

1.2.2 Access

G. Ross Lord Dam is located on the north side of Finch Avenue West, just east of Dufferin
Street in Toronto, Ontario.
Main access to the dam is from the north side of Finch Avenue West, just west of Wilmington
Avenue.
A secondary access entrance is off the west side of Bathurst Street, just south of Kenton Drive
and travels along the Finch Corridor Recreational Trail. This access point should be considered

when heavy equipment too large to cross the crest bridge (maximum 25 tonnes) is required on
the north embankment. TRCA staff should be on site to direct access of heavy equipment.
1.3 Emergency Conditions
1.3.1 Dam Failure / Possible Dam Failure
This emergency condition is an extremely urgent situation. If the dam has failed, a large volume
of impounded water may have already been released downstream. The scale of the impact
downstream depends on the reservoir elevation and storage at the time of the failure.
A dam failure during sunny day conditions may be partially managed by rivers and channels
running at base flow conditions. However, in some instances a sunny day dam failure may have
higher risks as persons downstream will not be on heightened alert from flood/weather warnings
or actual flood conditions.
1.3.2 Flood with Operations
During a large rain event, to ensure the dam fulfils its function without overtopping (which
causes failure), it may be necessary to operate the dam (open the gates) if the reservoir water
level and rate of rise thresholds are reached. Opening the gates when downstream
watercourses are running full could cause flooding.
1.4 Downstream Flood Vulnerability
The Flood Inundation Maps in Appendix A depict flood vulnerable locations downstream of G.
Ross Lord Dam and include residential homes, commercial properties, bridges, roads and other
structures that could flood during a large storm event or dam failure scenario.
Table 1-2 is a compilation of select bridges that may have water above the bridge deck at the
depths indicated on the table during the unlikely event that the dam would fail with a full
reservoir at the same time as maximum flooding. Other bridges not listed here may also be
affected. It should be noted that any bridge that has water above the bridge deck should be
considered impassible.
Any bridges and roads within the inundation areas shown on the Flood Inundation Maps in
Appendix A may or may not be flooded during activation of this EPP. Caution should be
exercised by responding agencies during flood emergencies.

1.4.1 Hazard Potential
Failure of G. Ross Lord Dam under flood conditions has the potential to result in loss of life and
significant flood/property damages in the downstream reach. It is expected that during a Zone 3
emergency that there are 3000 persons at risk within the expected flooded area. See Section 3
for a description of the different zone emergencies.
1.4.2 Flood Vulnerable Locations
There are several flood vulnerable locations on the Don River which may be impacted by
flooding. A detailed description of each flood vulnerable community is given in the sections
below. A summary table of water level thresholds and travel times is provided in Table 1-3, and
Inundation Maps are available in Appendix A.
1.4.2.1 Don River Boulevard (Mapsheet 4)
Don River Boulevard is located north of Sheppard Avenue and east of Bathurst Street (see
Sheets 3 and 4 in Appendix A). Don River Boulevard off of Sheppard Avenue is the only access
road to this community.
It takes approximately 50 minutes for water released from G. Ross Lord Dam to reach this
location. There is no gauge to monitor water levels at this location.

1.4.2.2 Yonge and York Mills (Mapsheet 6, 7 and 8)
Yonge and York Mills (also known as Hogg’s Hollow) is the most flood vulnerable community
along the West Don River. Within this area, the first structures to flood are located at the eastern
end of Knightswood Road. Donino Avenue off of Mill Street and Ivor Road from Yonge Street
are the only access roads to this community (see Sheets 7 and 8 in Appendix A). The
Knightswood stream gauge located by the east end of Knightswood Road provides water level
readings in real time. The Rosedale Golf Club is located immediately downstream of
Knightswood Road.
1.4.2.3 Bayview and Lawrence (Mapsheet 9)
York University’s Glendon Campus, located south of Lawrence Avenue and east of Bayview
Avenue, is located within the flood plain (see Sheet 9 in Appendix A). The flood plain map and
hydraulic model indicate that some of the buildings on the York University Glendon Campus are
in the 10 year flood plain.
1.4.2.4 Parklands (Mapsheet 10, 11)
There are several parks located along the West Don River between Bayview Ave. and Eglinton Ave. These parks include Sunnybrook, Serena Gundy and Seaton Park. Trails, roads and parking lots in these areas would all be expected to be flooded.
1.4.2.5 Lower Don River (Mapsheet 12)
The Lower Don River contains several flood vulnerable locations including Bayview Avenue, rail
tracks, the Don Valley Parkway, Don Valley Brickworks and, under extremely severe floods, a
large swath of the Port Lands and communities south of Eastern Avenue.
Flooding starts at the Richmond Hill Go Line rail tracks with flows in excess of 70 m3/s. Flooding
of Bayview Avenue starts with flows in excess of 88 m3/s. The travel time of flows released from
G Ross Lord Dam to this location is 4.5 hours. Water levels at this location here are monitored
using the TRCA’s Don River at Todmorden Mills gauge. There is a water level gauge and visual
monitoring through video cameras at this location.
Mapsheet 12 does not include zones. Inundation areas on Mapsheet 12 are based on the 10
year flow which provides a reasonable approximation of areas at risk from a dam emergency.

1.5 Flood Wave Travel Time
The flood wave travel time refers to the amount of time it takes for water released from a dam
gate opening or dam failure, to travel from the dam to a particular area downstream. The 2012
G. Ross Lord Dam Safety Review determined flood wave travel times to several locations on
the West Don River as seen in Table 1-3. Note that flood wave travel times may vary
depending on watercourse conditions.

2. TRCA Contacts
The primary contact for flood emergencies for G. Ross Lord Dam is the on-call Flood Duty
Officer (FDO). The FDO can be reached 24/7 at:
416-319-9538
Alternatively, non-emergency inquires can be made at 416-661-6514 and will be directed
immediately to voicemail. Voicemails are checked on a regular basis, but in the case of an
emergency please use the number 416-319-9538 as directed above.
If both landline and mobile telephone communications are unavailable, TRCA can be
contacted through the Metronet Radio System, using the call sign ‘Conservation
Authority’.
2.1 TRCA Roles and Responsibilities During a Flood and/or Dam Failure Emergency Figure 2.1 below illustrates the Incident Management System (IMS) structure that TRCA will
implement should its internal Emergency Operations Centre (EOC) be activated. The EOC could be active for a major flood event due to a significant storm or dam failure. The on-call Chief Flood Duty Officer (CFDO) with input from the on-call FDO will make the decision to
activate the EOC. The IMS structure illustrated on Figure 2-1, shows the relevant positions for the EOC activation relating to a dam emergency. All positions would be filled during a significant flood event. However, the EOC may be activated and populated with designated TRCA staff who could be responsible for more than one IMS position. The responsibilities for each of the necessary roles during a potential or imminent dam failure are provided in the sections below.
In the case of an emergency, TRCA’s primary role is to alert first responders to address the safety of residents in potentially affected areas. As such the first external point of contact is 9-1-1 to alert emergency services.
2.1.1 Command Section The Command Section will be responsible for carrying out the corporate objectives, strategies and tactics during a major flooding event through continued communications with municipalities,
emergency responders and internal staff.

2.1.2 Control Group The EOC Control Group will consist of TRCA’s Chief Executive Officer and applicable Senior
and Associate Directors to provide strategic direction, if necessary.
2.1.3 Emergency Operations Centre Director The on-call CFDO will be the EOC Director and provide functional decision making for TRCA’s
response to a flood emergency and consider the TRCA objectives, strategies, and tactics of managing the flood emergency.
2.1.4 Public Relations & Liaison Officer TRCA’s Senior Engineer of Flood Risk & Communications or designated alternate will be the Public Relations & Liaison Officer, and will assist in disseminating information to the public and external agencies
2.1.5 Risk Management Officer TRCA’s Associate Director of Property and Risk Management would be the Risk Management Officer.
2.1.6 Operations Section The Operations Section will be responsible for ensuring all equipment for flood forecasting and warning and infrastructure for flood protection are operational before and during a flood event.
Some of the flood protection infrastructure includes G. Ross Lord and Claireville dams. The operations section also manages and maintains the flood forecasting and warning tools such as rain and stream gauges.
2.1.7 Operations Chief TRCA’s Manager - Flood Infrastructure will hold the role of Operations Chief.
2.1.8 Dam Operator TRCA Dam Operators and designated back up Dam Operators will maintain their roles during a potential and imminent dam failure and during flood events.
2.1.9 Planning Section The Planning Section will be responsible for collecting, evaluating, analyzing, and disseminating incident information. This includes the gathering of situational information that will be used for current and future planning activities. The on-call FDO would be the Planning
Section Chief.

2.1.10 Logistics Section The Logistics Section coordinates the provision of all resources. Major activities of this section
include; obtaining, maintaining and accounting for essential personnel, equipment and supplies beyond those immediately accessible to Operations.
2.1.11 Finance and Administration Section The Finance and Administration Section provides financial and cost analysis support to an incident. Major activities of this section include; monitoring of sources of funding, tracking and reporting financial usage, tracking timesheets for incident personnel and equipment.
3. Inundation Maps and Zone Classification
Inundation maps of the area downstream of the G. Ross Lord Dam can be found in Appendix A.
These maps have three “Zones” which correspond to different size releases of water from G.
Ross Lord Dam. Each zone delineates the expected area of flooding.
NOTES:
Zone Description
TRCA will indicate which Zone can expect flooding during activation of this Emergency
Preparedness Plan. Responding agencies should focus response on the Zone indicated
by TRCA to maximize response effectiveness.
Map Limitations
The maps in Appendix A are based on hydraulic simulations using the best available
technologies. Actual conditions may differ from conditions depicted on the maps.
Areas of inundation may change due to debris blockages or other unpredictable flow
conditions. All agencies must exercise caution when working within flood inundated
areas as conditions can change rapidly.

The Flood Inundated Zones 1, 2 and 3 depicted on the maps in Appendix A are valid on
the West Don River until Serena Gundy Park at Leslie St. and Eglinton Ave. Depending
on the type of emergency, areas downstream of Serena Gundy may be at risk of
flooding. Mapsheet 12 depicts areas at risk downstream of Serena Gundy to Lake
Ontario. Most areas are parkland with trails and recreational facilities. TRCA will direct
responding agencies if the flood emergency will impact areas in Mapsheet 12.

Inundation Maps Description
Zone 1 Red This area is adjacent to the river and the most likely to flood. During
large flood flows this will be the first area to be inundated and
represents the most likely inundation scenario. Zone 1 corresponds with
a flow of approximately 215m3/s.
Zone 2 Orange Zone 2 corresponds with dam operations resulting in flows between
215m3/s and 550m3/s.
Zone 3 Yellow This is the area at risk from a dam breach at G. Ross Lord Dam. This
represents the worst case scenario.
NOTE: To determine inundation extents downstream of Serena Gundy Park, refer to Mapsheet 12.
4. Communications Equipment
All mobile phones, direct phone lines and radios must be kept in proper working condition and
available for use during an emergency.
Mobile phones should be used as the primary means of communications during an emergency.
Contact information is available in Table 1-1.
Should cell phone communications fail during an emergency, TRCA will use the Metronet radio
system for external communications with partners and stakeholders. The Metronet radio is
located in TRCA’s Emergency Operations Centre and is monitored continuously while the EOC
is activated.
5. Public and Inter-Agency Notification
Public notification of a dam failure or dam operations exacerbating flooding would occur via
TRCA’s current flood messaging protocol and, when applicable, through Ontario’s Office of the
Fire Marshall and Emergency Management’s (OFMEM) Alert Ready system. The public
notification process is as follows:
• TRCA will post a flood warning message to its website, RSS feed, and Twitter accounts.
At the same time, TRCA would issue, via e-mail and e-mail-to-SMS service, a flood
warning message to municipal partners, school boards and the media, who in turn relay
the message to the public and/or relevant individuals within their organizations.
• If the dam failure threat is immediate and poses a severe risk to life, TRCA would
contact the Provincial Emergency Operations Centre (PEOC) to trigger the issuance of a

pre-defined warning message via the Alert Ready system, which interrupts radio and
television broadcasts with emergency messaging.
• Notification of an evacuation order or potential evacuation order will be undertaken by
the City of Toronto as described in the Toronto Emergency Response Plan and
Evacuation Emergency Support Function under which Toronto Police Services is the
lead.
Inter-agency notification will follow the protocol identified in Figures 1-1 or 1-2. TRCA would call
first responders, then contact the Toronto OEM, who would in turn use Rapid Notify or an
alternate call-out system to alert the affected members of the City of Toronto Emergency
Management Working Group (EMWG).
