Moved by: Dipika Damerla Seconded by: Jack Heath THE EXECUTIVE COMMITTEE RECOMMENDS THAT Contract 2018-096T be awarded to Earth Boring Co. Limited for the supply of all labour, equipment and materials necessary to install new water and wastewater services to Bolton Camp, in the Town of Caledon, at a total cost not to exceed $3,847,082, plus HST, as they are the lowest bidder that meets Toronto and Region Conservation Authority (TRCA) specifications; THAT TRCA staff be authorized to approve additional expenditures to a maximum of 20% of the contract cost as a contingency allowance, if deemed necessary; THAT should staff be unable to execute an acceptable contract with the awarded contractor, staff be authorized to enter into and conclude contract negotiations with the other contractor that submitted a tender; AND FURTHER THAT authorized TRCA officials be directed to take any action necessary to implement the agreement including obtaining any required approvals and the signing and execution of documents. CARRIED BACKGROUND Since the purchase of the Bolton Camp property, TRCA staff has been consulting with municipal partners and community groups on redevelopment of the property and what it should ultimately be used for. Through this process, staff has developed a concept plan for re -purposing Bolton Camp from its previous use as an overnight summer camp for youth and families of Toronto to an outdoor centre for participants of all ages. Proposed programming at the renewed Bolton Camp may include adventure, sports and fitness activities, community art and culture programs, outdoor education and training, leadership development and social entrepreneurship opportunities. Phase one of the redevelopment commenced in 2017 with planned completion in 2020 and will focus on transforming the lower camp area into a multi -functional space with a specific focus on involving and servicing a variety of community needs. This phase one work includes operational requirements such as site servicing (water, sewer, hydro), a new entrance and internal roadways, parking lots, bridge replacement, and retrofitting the former recreation hall building and outdoor pool into an inclusive community recreation complex. During this re -launch period, TRCA is also developing partnerships with like-minded community groups and organizations such as the Canadian Tire Jumpstart Charities, Jays Care Foundation, YMCA, Caledon Challenger Baseball, Caledon Community Services, local schools, Rotary Clubs and others to develop and implement compelling recreational, health and wellness activities, arts and culture programs and education -based initiatives that will serve a variety of interests and meet community needs. Most recently, the accessible baseball diamond was completed in June 2018 in partnership with the Caledon Challenger Baseball Program, Jays Care Foundation and the Town of Caledon and is the first major development to be realized at Bolton Camp. Currently, the new high voltage hydro service is being installed with completion scheduled for early Spring 2019. The Bolton Camp property was previously serviced by well and septic systems; the introduction of water and wastewater is imperative to the future programming and site amenities as well as in obtaining full site plan approval. At Executive Meeting #1/18, held on March 2, 2018, Resolution #B6/18 was approved, in part, as follows: The Regional Municipality of Peel -Water and Wastewater Infrastructure Consulting Services Agreement. Approval to enter into an agreement with The Regional Municipality of Peel for consulting services in support of water and wastewater infrastructure improvements at Bolton Camp, Town of Ca/edon, in the Regional Municipality of Peel. As part of the Town of Caledon's Site Plan Approval for the redevelopment of Bolton Camp, the municipal infrastructure design is a critical component to provide domestic and fire protection water supply as well as sewage/wastewater disposal for the future operations and programming. TRCA staff engaged the Region of Peel's Public Works staff to provide their knowledge and expertise based on their extensive experience in implementing infrastructure projects of a similar nature. The Region of Peel's Public Works staff worked with TRCA to facilitate the detailed design and procurement for the proposed services. The design consists of approximately 1.2km of water and sanitary force mains including an on-site pumping station. The water main will supply both domestic water demands and fire flow requirements to satisfy Ontario Building Code requirements for occupancy and on-site fire suppression. The sanitary force main will allow for future connections to washroom facilities being proposed for planned retrofits to the existing buildings. The alignment of the site servicing and location of the pumping station has been designed to mitigate disturbance to the sensitive areas within Bolton Camp and the construction methodology will include erosion control measures to protect the surrounding environment. RATIONALE Tender 2018-096T was publicly advertised on the electronic procurement website Bid&Tenders (http://www.bidandtenders.ca/) on December 21, 2018 with a mandatory site information meeting held on January 7, 2019. Approximately 50 contractors attended the site meeting varying from general contractors, material suppliers and specialized construction trades. The Region of Peel's Purchasing department and TRCA staff opened the Tenders on February 8, 2019 with the following results: Tender #2018-096T Construction of Sewage Pump Station, Sanitary Sewer and Watermain at Bolton Camp, Town of Caledon BIDDERS TOTAL (plus HST) Earth Boring Co. Limited $7,713,012 Sona Constructor Inc. $7,897,000 TRCA staff reviewed the bid received from Earth Boring Co. Limited against the cost estimate and has determined that the bid is of reasonable value and also meets the requirements as outlined in the contract documents. Further assessment by TRCA staff of Earth Boring Co. Limited's experience and ability to undertake similar projects was conducted through reference checks which resulted in positive feedback that Earth Boring Co. Limited is capable of undertaking the scope of work. Based on the bids received, staff recommends that Earth Boring Co. Limited be awarded Contract #2018-096T for the supply of all labour, equipment and materials necessary to install new water and wastewater services to Bolton Camp, in the Town of Caledon, at a total cost not to exceed $3,847,082, plus HST, as they are the lowest bidder that meets TRCA specifications. The project is scheduled to be substantially completed by October 31, 2019. The property is not currently open to the public, however, summer programs including the use of the baseball diamond will continue. Appropriate construction fencing and signage will be erected around the construction areas and was included in the tender pricing. Moved by: Mike Mattos Seconded by: Dipika Damerla WHEREAS Toronto and Region Conservation Authority (TRCA) is engaged in a project that requires technical consulting services; AND WHEREAS TRCA solicited proposals through a publicly advertised process and evaluated the proposals based on pre -established criteria; THEREFORE, LET IT BE RESOLVED THAT Request for Proposal (RFP) No. 10009831 for Migration from IBM Notes to Outlook Online be awarded to TELUS Communications Inc. at a total cost not to exceed $125,975 plus applicable taxes, to be expended as authorized by TRCA staff; THAT should TRCA staff be unable to negotiate a contract with the above-mentioned proponent, staff be authorized to enter into and conclude contract negotiations with other Proponents that submitted proposals, beginning with the next highest ranked Proponent meeting TRCA specifications; AND FURTHER THAT authorized TRCA officials be directed to take whatever action may be required to implement the contract, including the obtaining of necessary approvals and the signing and execution of any documents. CARRIED BACKGROUND TRCA is undergoing a major transformation in how it utilizes information technology (IT) across the organization. One of the priority initiatives is to replace the Lotus Notes email system, migrating all email and calendar services to Microsoft Outlook using the cloud -based Office 365 solution. This decision is aligned with the new Digital Transformation Strategy direction to move all TRCA technology operations to a cloud computing environment. Migrating to a cloud -based IT environment will eliminate the need for a formal data centre in TRCA's new headquarters as well as allow for better staff access to applications from any location over the Internet with improved reliability and business continuity. At the Friday July 20, 2018 Authority Meeting #6/18 the report titled "Information Technology Consulting Services, Award of Preferred Source Contract" was approved regarding consulting services to support the migration from Lotus Notes to Outlook online. Information Technology had planned to use this consultant to complete the migration to Outlook in the fall of 2018. The migration did not take place as planned due to other operational priorities introduced by the newly hired Chief Information Officer and other business priorities including the introduction and launch of a Human Resources Information System in January 2019. The consultants hired in 2018 had completed minimal work towards the migration and the engagement and associated procurement of services was terminated as per section 1.9 of the agreement of professional information technology consulting services. In January 2019, a request for proposal was issued to solicit proposals to perform the migration of email and calendar from Lotus Notes to Outlook online. Three complete proposals were received and evaluated with TELUS Communications Inc. being recommended as the successful proponent. RATIONALE RFP documentation was emailed to vendors from the Province of Ontario's Vendor of Record list for Technology Consulting Services on Thursday, January 3, 2019 and closed on Thursday, January 24, 2019. 2 addendums were issued to respond to questions received. A total of 5 firms received the documents and 3 proposals were received from the following Proponent(s): TELUS Communications Inc. DXC Technology Long View Systems Corporation An Evaluation Committee comprised of staff from Information Technology Management reviewed the proposals. The criteria used to evaluate and select the recommended Proponent included the following: Criteria Weight Proponent's Information and Profile • Proponent has provided all requested information in a clear manner. 5 Key Personnel • Demonstrated experience in similar migrations projects. • Expert knowledge of IBM Notes environments, configurations and application functionality. • Demonstrated experience with Microsoft's Office 365 environment, 10 specifically; Outlook Online, its functionality, configurations and how it relates to migrations such that being proposed. Experience and Methodology • Proponent will have demonstrated experience in similar migration projects under similar timelines as required by the Scope of Work • Proposed methodologies have been used in previous projects of similar 25 scale and scope. The methodologies are well tested with clear processes and procedures detailed in the proposal. Scope of Work Capabilities • The proponent can demonstrate their ability to meet or exceed the project 15 items as detailed in the Scope of Work. Proposed Work Plan and Timeframe • The proposed Work Plan is clearly outlined in a manner which details all 15 work activities, who is responsible for each activity, along with the timing associated with each activity. • The Work Plan details the time required from initiation of the Project until completion, including any contingencies required for unforeseen issues such as technical problems or resource allocations. Sub -Total (minimum score of 50 required) 70 Pricing (minimum score of 20 required) 30 Total Points (minimum score of 70 required) 100 TELUS Communications Inc. demonstrated the most experience managing similar migrations. They provided the most efficient timeline and workplan for this project. Therefore, it is recommended that contract No. 10009831 be awarded to TELUS Communications Inc. at a total cost not to exceed $125,975, plus applicable taxes, it being the highest ranked Proponent meeting TRCA specifications. Proponent's scores and staff analysis of the evaluation results can be provided in an in -camera presentation, upon request. Timeline Once a contract is executed between TRCA and TELUS Communications Inc. the project will commence. Based on the proposal timeline the project is estimated to be completed within 8 to 10 weeks from commencement. It is anticipated that the migration will be completed in late May 2019. Moved by: Linda Jackson Seconded by: Mike Mattos WHEREAS TRCA was approached by Rick Davis Promotions Inc. with a proposal to host an expo at Boyd Conservation Area geared towards education around the safe and responsible consumption of beer and cannabis products; AND WHEREAS TRCA staff reviewed this request in accordance with the Strategic Business Planning Policy and Procedures and in consultation with City of Vaughan representatives; THEREFORE, IT IS RECOMMENDED THAT the provided report outlining details of the Journey Cannabis and Beer Expo event to be held by Rick Davis Promotions Inc. at Boyd Conservation Area between August 23rd- 25th, 2019 be received. CARRIED BACKGROUND In accordance with Toronto and Region Conservation Authority's (TRCA) Strategic Business Planning Policy and Procedure (SBPPP), all potential new projects/programs or proposed modifications to existing initiatives must proceed through the SBPPP work flow, including reporting to the Board of Directors for informational purposes. In 2018 TRCA was approached by Rick Davis Promotions Inc. with a preliminary proposal to host the Journey Cannabis and Beer Expo at Boyd Conservation Area. Upon receipt of a detailed operations plan for the event, TRCA staff completed a Statement of Interest form as per TRCA's Strategic Business Planning Policy and Procedure, which requires review and approval from Senior Leadership Team (SLT). This SLT approval was received on January 3, 2019 with an added requirement to consult with City of Vaughan staff and Board of Director representatives to determine any issues requiring further consideration. The Journey Cannabis and Beer Expo will feature live music, entertainment, food and beverage sales, as well as experiential marketing and education focused around craft beer and cannabis. The event is scheduled to take place at Boyd Conservation Area on August 23 — 25, 2019 from 11 am —11 pm nightly. The expo will showcase responsible consumption of beer and cannabis products, educate the public regarding the perils of addiction and abuse, with a percentage of the proceeds to go towards support of substance abuse organizations. With estimated event attendance of 10,000 people per day, the expo will require exclusive use of Boyd Conservation Area to ensure public safety and security. Rick Davis Promotions Inc. will be responsible for obtaining all permits and licensing, security, paid duty police officers, first aid, sales, traffic control, insurance, and general operations during the event. Cannabis will not be sold at the event. Staff have taken into account suggestions from City representatives into planning for the event preparing detailed contractual agreements. Relationship to Building the Living City, the TRCA 2013-2022 Strategic Plan This report supports the following strategy set forth in the TRCA 2013-2022 Strategic Plan: Strategy 7 — Build partnerships and new business models This program will attract new user markets to Boyd Conservation Area, contributing to further growth within the Tourism and Recreation Service Area. FINANCIAL DETAILS As a result of hosting this event, TRCA anticipates receiving approximately $75,000 in revenue from Rick Davis Promotions Inc. for hosting the Journey Cannabis and Beer Expo. The revenues generated from this event will support ongoing corporate -wide operations. DETAILS OF WORK TO BE DONE Prior to the execution of an agreement, a detailed assessment of the following criteria will be completed in consultation with TRCA Corporate Services staff and legal counsel to ensure appropriate mitigation measures will be included in the final Agreement, including but not limited to: • Risk; • Change to the anticipated audience attending the events; • Alignment with TRCA's professional standards and core values (both the event and the partner organization); Following discussions with senior staff at the City of Vaughan, no additional permits will be required as cannabis will not be sold during the event. TRCA will continue to work closely with senior City of Vaughan staff to ensure that all event messaging and details are aligned with both TRCA's and Vaughan's corporate communications standards. In order to measure and evaluate the success of the event, staff will conduct a review of the event to measure the performance based on the following metrics which will be included in TRCA's Business Intelligence Tool: • Revenues generated (gross and net); • Attendance.
