Flood Plain and Conservation Component, Rouge River Watershed
Geranium Homes (CFN 56129). Acquisition of property located on the
west side of Ninth Line and north of Bloomington Road, municipally
known as 13876 Ninth Line, in the Town of Whichurch-Stouffville,
Regional Municipality of York, under the "Greenlands Acquisition Project
for 2016-2020," Flood Plain and Conservation Component, Rouge River
watershed.

THE EXECUTIVE COMMITTEE RECOMMENDS THAT 4.28 hectares (10.56 acres), more or
less, of vacant land, located on the west side of Ninth Line and north of Bloomington
Road, municipally known as 13876 Ninth Line, said land being Part of Lot 11, Concession
8, designated as Blocks 16,17 and 18 on Registered Plan 65M-4522, in the Town of
Whichurch-Stouffvilie, Regional Municipality of York, be purchased from Geranium
Homes;
THAT the purchase price be $2.00;
THAT Toronto and Region Conservation Authority (TRCA) receive conveyance of the
land free from encumbrance, subject to existing service easements;
THAT the firm Gowling WLG, be instructed to complete the transaction at the earliest
possible date and all reasonable expenses incurred incidental to the closing for land
transfer tax, legal costs, and disbursements are to be paid by TRCA;
AND FURTHER THAT authorized TRCA officials be directed to take the necessary action
to finalize the transaction, including obtaining any necessary approvals and the signing
and execution of documents.

BACKGROUND
Resolution #A161/15 at Authority Meeting #8/15, held on September 25, 2015, approved the
Greenlands Acquisition Project for 2016-2020.
Negotiations have been conducted with Michael Harte, Project Manager, Land Development at
Geranium.
Access to the subject lands will be achieved through its frontage from Kingstree Court and
Castle Gate.
Attachment 1 is a sketch illustrating the location of the subject lands. Attachment 2 is an
orthophoto illustrating the location of the subject lands.
RATIONALE
The subject lands fall within TRCA's approved master plan for acquisition for the Rouge River
watershed as outlined in the approved Greenlands Acquisition Project for 2016-2020. Through
the review of the Plan of Subdivision 19T(W)-14.001 for residential development, TRCA staff
established the limits of the open space lands.
Relationship to Building the Living City, the TRCA 2013-2022 Strategic Plan
This report supports the following strategies set forth in the TRCA 2013-2022 Strategic Plan:
Strategy 3 — Rethink greenspace to maximize its value
Strategy 4 — Create complete communities that integrate nature and the built

This parcel of land will be turned over to the Town of Whichurch-Stouffville under the terms of
the existing management agreement.

RES.#B104/19 - REQUEST FOR TENDER FOR THE SUPPLY AND DELIVERY OF 5-7
TONNE STACKABLE ARMOURSTONE MATERIAL FOR PHASE II OF
THE BLUFFER'S PARK SOUTH HEADLAND AND BEACH MAJOR
MAINTENANCE PROJECT
Award of Request for Tender (RFT) No. 10021898 for the supply and
delivery of 12,500 tonnes of 5-7 tonne stackable armourstone material.

WHEREAS Toronto and Region Conservation Authority (TRCA) is engaged in Phase II of
the Bluffer's Park South Headland and Beach Major Maintenance Project that requires
12,500 tonnes of 5-7 tonne armourstone material;
AND WHEREAS TRCA solicited tenders through a publicly advertised process;
THEREFORE, THE EXECUTIVE COMMITTEE RECOMMENDS THAT Request for Tender
(RFT) No. 10021898 for 12,500 tonnes of 5-7 tonne armourstone be awarded to CDR
Young Aggregates Inc. at a total cost not to exceed $999,875, plus applicable taxes, plus
a contingency of 10% to be expended as authorized by TRCA staff;
AND FURTHER THAT authorized TRCA officials be directed to take whatever action may
be required to implement the contract, including the obtaining of necessary approvals
and the signing and execution of any documents.

BACKGROUND
TRCA is undertaking major maintenance works on existing shoreline protection structures within
Bluffer's Park on the Lake Ontario waterfront. Bluffer's Park was built in the 1970s and opened
to the public as a waterfront park in 1981. Erosion control structures along the shoreline of the
park include a series of headlands, beaches, and revetments which provide protection to
various public amenities such as a shoreline trail network, picnic and barbeque areas,
washroom facilities, marinas, and a large public sand beach. These structures have been
monitored annually by TRCA's Erosion Risk Management Program (ERMP) since 2006.
The project area includes an armourstone headland and sand/rip rap beach located near the
southwest limits of the park. The ERMP has identified the headland as a failing structure since
2015. The beach has been listed as failing and recommended for maintenance since 2010. The
armourstone material requested to be procured in this report will be used to repair the failing
headland.
In April 2018, TRCA was notified of significant damage to the headland and adjacent beach
following a severe ice storm event which caused high wave conditions and damage to many
areas along the shoreline. The waves caused significant displacement of armourstones and rip
rap material, resulting in the complete collapse of the central portion of the headland. The
structures were re -inspected under the ERMP, and both the headland and beach were identified
as failed structures with the headland being recommended as the top priority for major
maintenance.
Following this re -inspection, TRCA retained Riggs Engineering Ltd. (Riggs) through a
competitive process to develop detailed designs for the repair of the headland and beach. The
Project is being undertaken in three phases:
• Phase I: Interim maintenance of the collapsed portion of the headland — Implementation
commenced in the fall of 2018 and was completed in January 2019.
• Phase It: Long-term maintenance of the headland — Implementation commenced in
June 2019 and is anticipated to be completed in April 2020
• Phase III: Long-term maintenance of the beach — Scheduled for 2020 to 2021, pending
receipt of funding.
Riggs has developed detailed designs for long-term maintenance of the headland, considering
existing coastal conditions and predicted future conditions, to address the main concerns of
wave overtopping and armourstone slope instability.
Long-term maintenance involves increasing the crest elevation height and the partial
reconstruction of the headland by filling material voids in the existing structure and then capping
with a supplemental layer of 5-7 tonne armourstone. Riggs and TRCA estimated that
approximately 14,000 tonnes of 5-7 tonne armourstone will be required to complete this work.
The contract to supply 14,000 tonnes of armourstone (RFT No. 10021243) was awarded to
Atlantis Marine Construction based on the motion at Board of Directors (BOD) Meeting #6/19
held on June 21, 2019. CDR Young Aggregates Inc. submitted the low bid on this contract but
was disqualified for not including a bid bond in their submission.
Atlantis Marine's contract was terminated as an unacceptable amount of armourstone they have
supplied has not met TRCA required material quality standards as confirmed by an on-site
professional engineer. Further, they have not been able to maintain the required rate of delivery
stipulated in the contract.
A new tender (RFT No. 10021898) was issued to cover the remaining 12,500 tonnes of
armourstone required to complete work on the headland as per the design.
RATIONALE
A RFT for general contractors for the supply and delivery of 5-7 tonne armourstone material
required for maintenance of the south headland was publicly advertised on the public
procurement website www.biddingo.com on August 16, 2019. The RFT closed on August 27,
2019.
No addendums were issued as no questions were received.
Submissions were received from the following Proponent(s):

The Procurement Opening Committee opened the Tenders on August 27, 2019 at 11:00am with
the following results:

Staff reviewed the bid received from CDR Young Aggregates Inc. against the results of the
previous tender and has determined that the bid is of reasonable value and meets the
requirements as outlined in the RFT documents. Therefore, it is recommended that contract No.
10021898 be awarded to CDR Young Aggregates Inc. at a total cost not to exceed $999,875,
plus 10% contingency, plus applicable taxes, it being the lowest bid meeting TRCA's
specifications.

RES.#6705/19 - REQUEST FOR TENDER FOR UNIT PAVING AND CONCRETE
WORKS AT DON MILLS ACCESS TRAIL
Award of Request for Tender (RFT) No. 10021850 for a contractor to
supply labour, equipment and materials necessary to install unit paving,
concrete foundations and a concrete sign for the Don Mills Access Trail in
the City of Toronto.

WHEREAS Toronto and Region Conservation Authority (TRCA) is engaged in a project
that requires the supply and installation of precast unit paving and concrete structures;
AND WHEREAS TRCA has partnered with the City of Toronto to implement this project;
AND WHEREAS TRCA solicited tenders through a publicly advertised process;
THEREFORE, LET IT BE RESOLVED THAT Request for Tender (RFT) No. 10021850 for
Don Mills Access Trail — Unit Paving and Concrete Works be awarded to CSL Group Ltd.
at a total cost not to exceed $257,180.00, plus applicable taxes, to be expended as
authorized by Toronto and Region Conservation Authority (TRCA) staff;
THAT TRCA staff be authorized to approve additional expenditures to a maximum of
$25,718.00 (approximately 10% of the project cost), plus applicable taxes, in excess of
the contract cost as a contingency allowance if deemed necessary;
THAT should TRCA staff be unable to negotiate a contract with the above-mentioned
proponent, staff be authorized to enter into and conclude contract negotiations with
other Proponents that submitted quotations, beginning with the next lowest bid meeting
TRCA specifications;
AND FURTHER THAT authorized TRCA officials be directed to take whatever action may
be required to implement the contract, including the obtaining of necessary approvals
and the signing and execution of any documents.

BACKGROUND
The objective of the proposed Don Mills Access Trail project is to provide the Flemingdon Park
and Thorncliffe Park communities within the City of Toronto with a formalized access trail
connected to the Lower Don Trail system through upgrading and improving an existing, well
used informal path. An approximately 300 m asphalt trail will be implemented along the location
of the existing informal trail with seating areas and custom art work.
The project will greatly improve public safety, trail user experience and help protect the ravine
and valley system. The key objectives are to improve accessibility to the Lower Don Trail
network for persons with disabilities, improve the aesthetics of the property, and to create a
formal cycling route into the ravine and valley system.
RATIONALE
A Request for Pre -Qualification (RFPQ) for general contractors was publicly advertised on the
public procurement website www.biddingo.com on August 13, 2019 and closed on August 21,
2019. General contractors interested in pre -qualifying were advised that in order to receive a
tender package they would be evaluated on a pass/fail basis in consideration of the following
criteria;
• Completeness of submission
• Previous experience with precast concrete unit paving, cast in place concrete, precast
concrete, custom concrete forming, creating and reviewing shop drawings and creating
custom signs
• Value of completed works and experience dealing with construction budgets of
$200,000.00 to $300,000.00
• Ability to meet construction schedule milestones
• Ability to coordinate work, scheduling and construction management
• Adherence to Health and Safety policies and requirements
• Resumes of key personnel
• Feedback received from references provided by the contractor on their CCDC 11 — 2016
Form as well as internal TRCA references, where applicable.
A total of eighteen (18) firms downloaded the documents and three (3) pre -qualification
submissions were received from the following Proponent(s):
CSL Group Ltd.
Dufferin Construction Company
Forest Ridge Landscaping Inc.
An Evaluation Committee comprised of staff from Resource Management Projects reviewed the
pre -qualification documents based on the criteria above. Based on the evaluation results,
Request for Tender documents were issued on August 26, 2010 to the following two (2)
Proponent(s):
• CSL Group Ltd.
• Dufferin Construction Company
A mandatory meeting and site tour was held on August 29, 2019. The RFT closed on
September 13, 2019.
Three (3) addendums were issued to respond to questions received.
The Procurement Opening Committee opened the Tenders on September 13, 2019 at 12:15 PM

IT IS RECOMMENDED THAT the 2019 Six Month Financial Report ending June 30, be

BACKGROUND
As part of TRCA's financial governance procedures, staff are presenting the 2019 Six Month
Financial Report, which covers the period January 1, 2019 through to June 30, 2019. This report
provides information on the spend rate of expenditures for the first six months of 2019.
RATIONALE
TRCA believes in transparency and accountability for its spending, revenue recognition and
performance of service delivery objectives against approved budgets, for both the organization
and for each project and program as an individual endeavor. This is further supported by
TRCA's core values of integrity, collaboration, accountability, respect and excellence. TRCA
recognizes that all projects and programs offered have cost implications and that all costs
incurred are reasonable and practical in support of services. Transparency throughout the
budget management process is achieved in part through the analysis and reporting on year to
date revenues/expenses as compared to the
current fiscal year budget. In order to improve the accuracy in reporting anticipated issues in
expenditures, TRCA established a seasonal forecasting baseline using historical data from the
past three years to estimate the seasonal variances within each program area.

FINANCIAL DETAILS
The operating and capital report by Service Area and underlying Program Areas are provided in
Attachments 1, 2 and 3 respectively. The attachments provide a summary analysis of
expenditures and revenues to date and the variance explanations by Program Area which have
a variance threshold of +/- 10% and $500,000 from anticipated quarterly spend rates. Variances
within these thresholds are deemed to be within the expected range. The operating report
shows no reportable variance for the six-month period, whereas the capital report contains six
Program Areas that have reportable variances. Attachment 3 provides explanations for these
variances.

A
The Q2 variance in Erosion Management is related to a number of major capital works projects being delayed in Q1 resulting in the under
expenditure including: Gibraltar Point which was delayed due to inclement spring weather; East Don Trail which is related to the timing of
invoices; and Ashbridges Bay which is still awaiting agreement execution prior to mobilization; Upper Highland Creek trail at Ellesmere which is
continuing through the approvals phase; DMAF infrastructure projects which are in negotiations with private land owners and anticipated to be
initiated once the agreements are executed in Q3 -Q4 of 2019; and a number of other major works which are temporarily delayed as a result of
agreement execution and negotiations. Once these are taken into account the variance is ($1,166) which is within the acceptable threshold
(5%).
B
The under expenditure is as a result of delays in the approvals from the National Disaster Mitigation Program for the Pickering and Ajax Flood
Control Dyke Restoration Environmental Assessment. Now that approvals are secured, the project is forecasted to be on track as of Q4 with an
anticipated completion in Q1 2020. Once this is taken into account, the variance is ($499), which is within the acceptable threshold.
C
The under expenditure is as a result of Seaton Development monitoring field work which is planned to take place in Q4. Once this Seaton field
work is taken into account, the variance is ($496) which is within the acceptable threshold.
D
The Meadoway revitalization project is underspent as a result of a shift in the timing of priority projects. Additionally, the Menno-Reesor
Restoration and Renovation project will continue to be underspent in 2019 as a result of a reduction in the scope of work following the transfer
of Toronto Wildlife Center to Parks Canada. Once these facts are taken into account, the variance is ($212) which is within the acceptable
threshold.
E
The under expenditure in the trails program area is as a result of delays related to City of Toronto fee-for-service work. Contributing to the
delays were the Lake Ontario high water levels in the spring, and that additional trail projects will be initiated in Q3 following the execution of
agreements in Q2. Once these explanations are taken into account, the variance is ($241) which is within the acceptable threshold.
F
The under expenditure is related to the Head Office Construction Project which is due to the delay in obtaining site plan approval due to
negotiations with Tennis Canada . Once this delay is taken into consideration, the variance is ($369) which is within the acceptable threshold.
