THAT the Minutes of Meeting #1/18, held on April 3rd, 2018 be approved. CARRIED Review of Previous Action Items #PPG A1/18 - Staff to dedicate time to renew membership. Staff to explore the potential for a 4 - month contract or other solution to increase membership which is currently at 30 members Status: PPG Staff dedicated time to renew membership and sent out reminders to renew membership. Individual calls were also made. This resulted in an additional 41 members joining or renewing their membership. #PPG A2/18 - Staff will develop a membership survey and distribute to current and past members to gamer insight into why and what members are looking for. Status: Three surveys were developed and sent to current (2018) and not yet renewed (2017) and past (2014-2016) – 158 surveys sent. After several attempts and reminders to members, response rates were low. EMC members suggested that the survey be available on an ]Pad and promoted at our November conference. #PPG A3/18 - Brad Chittick and Carrie Aloussis to meet with Sarah Margolius to discuss Interim Chair and Vice Chair of the Energy Performance Committee and report back to the EMC#2/18 Status: See Resolution Summary on page 2 #PPG A4/18 - Staff to explore efforts around eliminating plastics and micro plastics in water. Canada will try to use its presidency at the G7 to persuade members to adopt ambitious goals for plastics recycling and waste reduction as well as talking to other countries into banning microbeads — tiny pieces of plastic found in toothpaste and shower gels. Status: PPG Staff is organizing a waste forum on single use items and plastics for November 1. Plastics is of great interest to a number of PPG members and PPG staff will look at this issue more fully in 2019. The Federation of Canadian Municipalities (FCM) has called on the Government of Canada to develop a National Plastics Reduction Strategy that seeks to eliminate plastic pollution. #PPG A5/18 - Staff to undertake research on the existing electric vehicle infrastructure and identify what different municipalities are doing to support EV infrastructure in southern Ontario. Page 13 PARTNERS IN PROJECT GREEN EXECUTIVE MANAGEMENT COMMITTEE I MEETING MINUTES Status: PPG staff reached out to Plug'n Drive and arranged for the next meeting of the EMC to be at Plug'n Drive's EV Discovery Centre. A presentation by Cara Clairman, CEO of Plug'n Drive will be given and EMC members will be able to test drive EVs. Progress presented by Performance Area Chairs was well received. 2018 Highlights • 71 members recruited (of 120 target). New on-line membership renewal launched and our Material Exchange program is now limited to members only, which has accounted for increased memberships. • Registration for our 10 Anniversary Conference and Awards is now live. The Conference, "Powering the Clean Economy: Leveraging 10 years of Sustainability Leadership for a Prosperous Tomorrow" will be held on November 29 at the Toronto Convention Centre. PPG staff have developed a comprehensive leadership Opportunity package and is currently meeting with business leaders who have been with PPG from the beginning. PPG Staff will engage municipal leaders after the October 22 election. • The Energy Leaders Consortium is currently exploring its next Collective Project which may be on Low -GWP Refrigeration applications. This is in response to federal policy phasing out conventional refrigerants from starting in 2020. Refrigerant losses to the atmosphere result in 2-3% of global GHG emissions. Low -GWP replacements are market -ready, but need validation and case studies from real-world users to accelerate market adoption. • PPG and Ontario Climate Consortium (TRCA) are collaborating with Peel Region, Mississauga, Brampton and Caledon to conduct research on what other jurisdictions are doing to support an EV Strategy and to recommend key elements of an EV strategy. Report due at the end of the year. Page 14 PARTNERS IN PROJECT GREEN EXECUTIVE MANAGEMENT COMMITTEE I MEETING MINUTES • Region of Peel, City of Mississauga, City of Brampton, and Town of Caledon ran Recycling Collection Drive during Earth Week at 24 facilities across the Region of Peel and diverted 7.49 tonnes of a -waste and clothing. • To date, 41 facilities from 16 organizations have registered to participate in the 2018 Recycling Collection Drive. • Repositioned Material Exchange to focus on diverting waste to non-profit organizations to support local community groups. Also made it a requirement that the organization requesting an exchange to be a PPG members. This has led to several new members signing up to PPG. • Implementation Support Projects update (10 IWT projects in development): BMO, Brunswick Bierworks, Irving Tissue, Longo's, Morrisson Lamothe, Nadedge Patisserie, Pure Foods Meat Solutions, Ryerson University, St. Michael's Hospital, Wings Food Products. Status 2018 Target • Municipal Eco -Cluster / Water Auditing update: (Peel) 6 water audits - 16.5 M litres offset, (Toronto)12 water audits - 35.5 M litres offset, (York) 3 water audits - 60.2 M litres offset. Discussion: Waste On the topic of waste, plastics and food waste were discussed by EMC members Oceans Plastics Charter: Plastic waste in our oceans is a growing and topical issue with many Partners in Project Green stakeholders taking action to reduce plastic generation and pollution. For example, Canadian organizations (including EMC members Unilever and Coca-Cola) and Canadian Ministers agreed that "reducing plastic pollution in our oceans requires urgent action by government and business. Major multinational businesses made important commitments to reduce plastic pollution against this backdrop. Unilever announced that it was launching a new non-profit entity to reduce consumer and business waste and would support the Ocean Plastics Charter announced at the Charlevoix G7 Summit. Loblaws, Walmart, Nestle Canada, IKEA, Dow Chemicals, The Coca-Cola Company, BASF Canada and A&W Canada also stepped up to support the Ocean Plastics Charter. Food Waste: EMC members discussed emerging opportunities and ideas around organics and food waste. Funding from the Walmart Foundation is focused on waste reduction and a recent presentation was made at a Mississauga Council meeting that proposed that cities in Ontario could look at current food waste solutions in other jurisdictions to curb food waste from our landfills and increase donation rates of excess food to shelters through regulation. Actions PPG staff to develop a short description of the Oceans Plastics Charter and include in minutes. PPG staff to circulate the presentation made to Council on proposed food waste regulation. Page 15 PARTNERS IN PROJECT GREEN EXECUTIVE MANAGEMENT COMMITTEE I MEETING MINUTES For Information Major Funding Opportunities Background Committee Members were presented with a number of key funding opportunities that could help Partners in Project Green better position itself to expand programming: SME Consortium - IESO for $250 over 2 years. SME Consortium - Federal Climate Action Fund - $116k over 2 years (shared) PPG model: FCM - Transition 2050 - $200k for 2 years in partnership with TRCA's SNAP and OCC programs (shared) Other fee -for service and grant opportunities underway: Fee-for-service with member companies • MBOT/CVC/TRCA stormwater management business cluster with FCM • Great Lakes Foundation: Low Impact Development implementation framework for flood mitigation and runoff control • Support Region of Peel - Goods Movement Strategic Plan • FCM quantifying and increasing capacity of ICI recycling programs For Information Background Funding Progress Committee Members were provided with an update in funding or 2018. PPG have successfully secured 93% of its 2018 budget. It is expected that PPG will be fully funded in Q4 and is well positioned to enter 2019 given the grants and fee for service work under proposal. For Information 10 -year Anniversary Strategy Background PPG is well underway in delivering on its 10 -year Anniversary Strategy with the following events already complete: • Executive Leadership Networking Breakfast for business and municipal members on February 21; 62 attendees • Spring Networking Event on April 3 at the Living Arts Centre; 150 anticipated, 127 attended • Tree Planting for businesses, employees and their families on May 12; 150 anticipated, more than 200 attended • Calstone & Toronto Zoo Bus Tour - July 11, 25; attendees anticipated • Tommy Thompson Park paddling tour - August 17; 12 attendees anticipated, 27 attended (cancelled due to severe weather and flooding) • Partner events - CANECT May 8-9 (400), CIPEC May 30-31 (450), World Water Tech Oct 24-25, Water Tap Water Innovation Week Oct 22-26 Page 1 6 PARTNERS IN PROJECT GREEN EXECUTIVE MANAGEMENT COMMITTEE I MEETING MINUTES Preparation for our Conference and Awards. Details included: • Event date: Thursday November 29 • Event venue: International Centre • Budget: $45,000 • Theme: Powering the Clean Economy: Leveraging 10 years of Sustainability Leadership for a Prosperous Tomorrow PPG Leadership Opportunities are being pursued. These include: • Visibility, signage and tickets for the conference and awards program and via social media • Post conference communications strategy • Book and Legacy Leaders Campaign — designed to commemorate the outstanding work that has been done in the last 10 years and to set the stage for the future. For Information Program and Governance Strategic Enhancement Partners in Project Green's five-year strategy, established in 2013, is being refreshed. Below is a summary of our approach and highlights of the Strategic Refresh. APPROACH PPG staff pursued the following actions: • interviewed current Executive Management Committee and four Performance Area Committee members • developed membership surveys of current and past PPG members • participated in the review of TRCA's 5 -year update to Building Living City, the TRCA 2013-2022 Strategic Plan • conducted market assessment of similar collaborations (e.g. Green Economy Canada) • conducted an assessment of PPG governance committees and proposed revised terms of reference • conducted a staff visioning offsite to assess the above actions and to identify a path forward HIGHLIGHTS OF STRATEGIC REFRESH 2019-2023 Building off our successes and with the evolving nature of our members and their sustainability goals, we have made moderate, yet important changes to this strategy. Highlights of the Strategic Refresh include: Page 17 PARTNERS IN PROJECT GREEN EXECUTIVE MANAGEMENT COMMITTEE I MEETING MINUTES • Slight change to vision: Updated to reflect current language, evolution of memberships and the identification of TRCA jurisdiction (e.g. Greater Toronto Area) • Closer alignment with strategies and desired outcomes of TRCA's 5 -year update to Building Living City, the TRCA 2013-2022 Strategic Plan • Increased value proposition for members: Deeper level of engagement, expanded consortium and working group models, reduce both staff administration and fee-for- service opportunities • Accelerating innovation through collaboration: Increase collaboration efforts and business models (e.g. ENGOs, businesses, Boards of Trade, Green Economy Canada, national/intemational), conduct research and be open to policy changes and reactive to emerging "hot topics" • Focus on sustainability impact and performance: Move to target setting and reporting by members • Facilitation of a region -wide approach to sustainability • Maintain performance areas yet improve flexibility in programming and consideration of a "systems" approach to problem solving (e.g. energy -water -nexus, waste -water nexus, buildings -transportation), expand programing (transportation systems, net zero buildings) to respond to changing policy, economic development and growth and collective implementation opportunities. • Consideration of United Nations Sustainable Development Goals • Fiscal Sustainability: diversify funding sources BACKGROUND RESEARCH: To inform the development of PPG's Strategic Refresh 2019-2023, we conducted a series of surveys, assessments and interviews with our members and stakeholders including: • Interviews with Executive Management Committee and four Performance Area Committee members • Membership surveys of current and past PPG members • Participation in the review of TRCA's 5 -year update to Building Living City, the TRCA 2013-2022 Strategic Plan • Market assessment of similar collaborations (e.g. Green Economy Canada) • Assessment of PPG governance committees and proposed revised terms of reference • Organization of a staff visioning offsite to assess the above actions and to identify a path forward NEXT STEPS FOR REFRESH: Next steps to complete the strategic refresh include: • Draft PPG Strategic Refresh and circulate to EMC for comment — December 2018 • Revise EMC terms of reference — November 2018 • Canvass new Councillor and business representatives for EMC — November 2018 • EMC co-chairs to present to TRCA Board in Q1 2019 • Upload new PPG Strategic Refresh with website enhancements — Q1 2019 • Communicate new PPG Strategic Refresh to PPG Members — ongoing in 2019 Page 18 PARTNERS IN PROJECT GREEN EXECUTIVE MANAGEMENT COMMITTEE I MEETING MINUTES TERMINATION ON MOTION, the meeting terminated at 5:00 p.m., on April 31, 2018.
