Sutherland ABSENT Member M.M Smith, QC A brief meeting of the Historical Sites Advisory Board was called by the Chairman at the Town of Vaughan Municipal Office, on Friday, March 2, 1984, following termination of Authority Meeting #2/84. The purpose of the meeting was to name technical consultants to the Board in accordance with Authority Resolution #38/84, which reads, in part, as follows " . THAT each Functional Advisory Board may name, to a maximum of five, technical consultants to 'assist the board as deemed necessary, persons so named having no voting privileges; AND FURTHER THAT per diem and expenses be paid to said consultants where appropriate " Res. #1 Moved by R.M. Scott After assembling at the office, the members of the Board were taken by wagon to visit the site of the Visitors Centre and the new pond east of the Dalziel barn. The members reassembled at the office at 11.00 a.m. The Chairman introduced and welcomed all members of the Advisory Board and the Technical Consultants, all of whom were present. MINUTES Res .3 Moved by R.A.P. Moran Seconded by: Mrs. L.D. Jackson THAT the Minutes of Meeting ~2/93 be approved. Note was made that the first date in the first paragraph on page 2 under "Visitor Centre" heading should read "August 17, 1983". CARRIED Res. H Moved by: R.A.P. Moran Seconded by: Mrs. B. Sutherland THAT the Minutes of Meeting #1/84 be approved. CARRIED BUSINESS ARISING FROM THE MINUTES It was unanimously agreed that the next meeting of the Historical Sites Advisory Board will be held on Tuesday, September 11, 1984" at 9.30 a.m. F-4 - 2 - PROGRESS REPORT Res. ~5 Moved by: Mrs. L.D. Jackson Seconded by: E'.R Perkins THAT the Progress Report be received. CARRIED The possibility was discussed of obtaining corporate sponsors for buildings in the Village so that all buildings may remain open, and it was decided that the Advisory Board will take this matter under advisement, and discuss it again at some future date. On the next Progress Report, staff is requested to provide the Board with projected figures and percentages so that the financial status may be seen more clearly. STATISTICAL UPDATE Res. lt6 Moved by: Ronald Dancey Seconded by R.A.P. Moran THAT the Statistical Report be received. CARRIED SPECIAL PROGRAMS AND MARKETING FOR 1984 Neil Beaudry of the Historical Sites Division reported on special programs and marketing for 1984. The Historical Sites Division has a Marketing Plan and the implementation schedule is being followed and is on target. A large part of the 15% increase in attendance is attributed to the special programs being provided under this plan. Graphic design is being standardized and the logo for the Village is being used on all literature produced for promotion of the Village. The Bicentennial Commission has given a grant of $ll,OOO for a Young People's Birthday Party for Ontario, which will take place June 30 to July 3. There will be a professional story- teller, a dance program, games and a carousel. Staff is hoping that Robin Hood Multifoods-will operate a baking centre. The program whereby radio personalities are giving out passes to the Village on their programs has been very successful, and staff look for a large attendance on July 1st from the presence of Bill McNeil and Cy Strange, the new Honorary Reeve and Deputy Reeve. The matter of giving discounts to large groups brought by bus companies is being investigated, and it is hoped that, when the Visitors Centre is opened, this program can be extended. Sutherland THAT the Research Policy be received~ AND THE BOARD RECOMMENDS THAT the Research Policy, as appended as Schedule ~A~ of these Minutes, be adopted. CARRIED I F-5 - 3 - PARSONS INDIAN VILLAGE SITE Dr J.W. Scott gave the followi~g opinion If the Authority decided to go ahead with an exploration of the above site, it would have to obtain funds and would also need the support of the University of roronto and the Royal Ontario Museum. We would have to take someone on staff for a period of a few years (on a term basis) and could then apply to the Federal Government under the National Parks program for a grant to pay the salary of the staff member so hired. The Authority would work with university archeologists to set up a student program, e.g. summer students work on the site to get a field credit. Planning would take 18 months to two years. The Authority would have to show a real interest in it by providing security, perhaps have public demonstrations, put in bleachers for students and plan how a village when uncovered could be reconstructed for a permanent display. CARRIED VISITORS CENTRE REPORT The Advisory Board requests that its members receive a copy of the report on Black Creek Pioneer Village administration being prepared by Metropolitan Toronto. NEW BUSINESS Display Cases for the Visitors Centre The Administrator reported that staff is looking for a sponsor to fund display cases for the Visitors Centre where collections could be displayed. The cost of these cases could be anywhere from $25,000 to $50,000 However, if we had such display facilities, we could accommodate collections such as Catherine Thuro's Kerosene Lamps which is t~e finest in North America and would generate much interest in the Village TERMINATION On motion, the meeting terminated at 12.40 p.m., May 24, 1984. Cooper Chairman Actlng Secretary-Treasurer 1984.05.25 em Schedule "A" BLACK CREEK PIONEER VILLAGE TRAINING POLICY The goal of the Staff Training Policy for Black Creek Pioneer Village is to provide for qualified staff in order to ensure expertise and continuity in the museum's operation and to implement sound museumological practices in accordance with the site's approved Statement of Purpose. 1. Board (a) All new members of the Historical Sites Advisory Board shall be provided with appropriate material and information in order that they may become familiar with Black Creek Pioneer village's operation, aims and objectives. (b) The Board shall ensure that, within each years budget proposals, there shall be funds specifically allocated for tuition and staff development. 2 . Staff (a) All curatorial and administrative positions shall be filled by personnel who meet the "knowledge" requirements as they are established in the approved job descriptions in the MTRCA Personnel Manual. (b) All training programs for Historical Sites Division staff shall be approved by the Administrator of the Historical Sites Division, subject to funding and personnel being available. (c) Full-time employees shall be eligible to apply for funding for training as set out in Personnel polic C-2, "Educational Assistance", in the MTRCA Personnel Manual. (d) The Curator of BCPV shall be responsible for establishing training programs as required for all staff who function in curatorial and interpretive areas. These programs shall include such subjects as: ( i) the general operation of BCPV; ( i i ) public relations; (iii) interpretive techniques; (i v) social history, as it pertains to BCPV; (v) care of the collection, including inventory and documentation; (vi) basic skills in crafts that pertain to BCPV. Such training shall be provided by a variety of programs, methods and techniques, including: . . . /2 - 2 - ( i ) initial training for new staff; (ii) annual orientation programs for all staff; (iii) continuing enrichment programs for all staff; (iv) audio-visual presentations; (v) visiting specialists; (vi) access to reference materials. (e) All BCPV staff are included in Personnel Policy A-9, "Health and Safety", in the MTRCA Personnel Manual which provides for training and promotion of health and safety of all employees. In addition to BCPV staff shall be included in first aid courses offered by the MTRCA. ( f) All BCPV staff shall be encouraged to take membership in related professional organizations, such as the Ontario Museum Association, the Canadian Museums Association, Interpretation Canada. (g) Upon receiving written approval from the Administrator, Historical Sites Division and in accordance with MTRCA policy, staff may receive pay for time spent at museum/job related conferences, seminars and workshops. 3. Review of Policy This policy shall be reviewed on a regular basis by staff and, where necessary, revisions shall be recommended for approval by the Board. 1984.05.23. Schedule "B" BLACK CREEK PIONEER VILLAGE RESEARCH POLICY In accordance with the Statement of Purpose for Black Creek Pioneer Village, research is an ongoing component of the operation of the museum. The Statement of Purpose specifies that the scope of research should encompass those factors which assist in "an authentic portrayal through 'living history' of life in south-central Ontario from 1793-1867" Such factors shall include: (a) Social history as it relates to Black Creek's purpose; (b) Artifacts as they relate to Black Creek's collections, programs and special events; (c) Museological practices, as they relate to the sound operation of Black Creek. 1. Research by Staff (a) Research topics, their purpose and use shall be designated by the Curator and approved by the Administrator. (b) Research shall be conducted by appropriate staff under the direction and supervision of the Curator. (c) Adequate time shall be allotted to each staff member as designated in order to fulfill required research projects. (d) working space, materials and resources shall be provided for researchers and, within budget limitations, funding shall be allotted for incurred research expenses and for extending research resources. (e) Research undertaken by staff as designated in 1 (a) becomes the property of BCPV and any proposed use of such research material, including publication and/or circulation, must first be authorized by the Administrator. 2. Research by the Public (a) Black Creek's collection, resources and facilities shall be available to outside researchers at the discretion, and with the permission of the Administrator or Curator. (b) Satisfactory credentials must be furnished by the researcher. The amount of credential material shall be determined by the Administrator or Curator and shall be based on the degree of use to which the museum's resources are to be put in order to best safeguard the collection. . . .. /2 - 2 - (c) Access to all research resources shall be available only by appointment and only under the supervision of a designated staff member. Such access may be limited in order to protect the personal privacy of contibuters of BCPV. (d) Photographs and/or copies of material requested by the researcher shall be produced only with the permission of the Administrator or Curator, and by designated staff. Costs thus incurred shall be covered by the researcher. (e) Black Creek reserves the right to require acknowledgement of its services and resources in a manner that is acceptable to the Administrator and/or Curator. 3. Research for the Public (a) Black Creek will respond to all reasonable requests for research information so far as is possible within the limitations of: (i) staff availablity as determined by the Administrator or Curator; (ii) museum resources; (iii) guidelines within Statement of Purpose. (b) Research expenses, as determined by the Administrator or Curator, may be charged, but the inquirer shall be informed of such charges and agree to them before they are incurred. 4. That the Black Creek logo be used on as many gift items and souvenirs as good taste will allow. 2. That on a trial basis the Ontario Craft Council Shop and the Black Creek Gift Shop sell each others gift s items. 3. That a calatogue of gift items be prepared which could be mailed to interested parties. This would be an extension of the present catalogue which now lists books, pamphlets, prints and drawings, broadsides and maps. It was also noted that because of the high cost of products, there are very few items produced by Village staff which can be advertised in the catalogue. 4. That the priority for purchasing gift and souvenir items be the Metro Toronto area, Ontario, Canada and outside Canada. 5 . That local artisans be encouraged to supply items which can be sold exclusively at Black Creek Pioneer Village. 6. That Village produced items, such as brooms, flour, rag rugs, blacksmith forged utensils and power horns be marketed as much as possible. 7 . That Village produced items be prominently displayed in the new gift shop. 8. That the new gift shop feature a large selection of books dealing with Canadiana and Ontario social history. 9. That the new gtft shop sell limited edition prints, collector plates, and pewter. 10.
