citizens at the adjacent McLain Park Apartments, such

concur in the approved resolution of Metropolitan Toronto
Counc~l. and that appropriate staff be directed to draw
such an agreement satisfactory to the Commissioner of
Recreation and Parks, Scarborough, and
BE IT FURTHER RESOLVED that Council agree to dispense with notice
as provided in Clause 40 of By-law lal3l to deal with

Occupation is executed by the City of Scarborough and The Mun~cipality of
Metropolitan Toronto.

, . OVERVIEW OF THE PLANNING PROCESS
The planning exercise tor Aquatic Park is to be undertaken in the
context ot a typical master plan which the Authority undertakes. The
proces& generally involves a review of background/site data, analyses ot
recreational demand, establishment of constraints, identification of
alternatives and selection ot the preferrred alternative. Figure 5
provides an' outline of the m~ster plan area and the larger planning
area.

The process will also provide opportunity tor a complete public
consultation process through publia meetings and/or open houses, as well
as contact with a broad range or interest groups ~nd liaison with the
Provincial government. l'

PHASE I - ZONE IDENTIFICATION .
Phase I o~ the Master Plan approach will provide an opportunity
to evaluate the site and establish planning zonas for a range
o~ uses which will reflect the integrity of the' resource and the
visitors experience.
Th.is. Phase w.ill include a review of all background information, a
biophysical inventory~ and review o~ Aquatic Park development schedule.
The product of this phase will be proposed general planning zones based
on an evaluation process and public comments and inpu.t. Confirmation o~
the- gene'r-al plann ing zone ( s) with the' Task Force~ Waterfront Advisory
Board (MTReA), government agencies and the public will provide a basis
f'or subsequent phases of' the master plan process..
PHASE II - ALTERNATIVE DEVELOPMENT COMPONENTS

Preferred components will be selected and evaluated based on criteria

PHASE III - CONCEPT PLAN DEVELOPMENT
Phase III of the process involves the development of alternative concept
plans for the site which incorporates the selected components and their
supportin~ facilities. These plans could, depending on th~ selected
components, provide locations for each component, particular management
principles., access (transit, cars, bicycles, pedestrians), and linkages
between components. These concept plans would be received with and
comment obtained from the Task Force, Waterfront Advisory Board,
government agencies and the public.
Th~ concept plans would then be evaluated based upon an agreed
evaluation system-costs, environmental impact, quality/type of public
us~ opportunities, effect on management and operations, market
feasibility and resource management. f
PHASE IV - MASTER PLA~
The Master Plan and Implementation program would be prepared to reflect
th~ preferred concept and proposed actions to integrate the proposed
uses within the site. The implementation program would address the
costing, phasing, operation, financing, visitor programs and site design
guidelines including the coordination with the ongoing landfill
development and dredgeate disposal program.

PHASE V - REPORT AND APPROVALS
Preparation of the entire study and alternatives will be undertaken to
docum~nt all actions, review, and decisions fo~ approval. This document
would be forwarded to the Task Force, Waterfront Advisory Board, MTRCA
Executive Committe~ and Full Authority for approval. Informal
government review would b~ undertaken prior to formal submission.

The final study document as adopted by the Authority will be forwarded
to the appropriate governmen~ agencies for review and approval.
Sub~equent to the government review, the Aquatic Park Master Plan study
would be presented to the MaE under a formal submission for approval
within the conditions of The Environmental Assessment Act.
3. CONSULTATION PROCESS .
The public consultation process is outlined on Figure 4 and includes the
following:

The 1984 Waterfront Development Program is well underway with major
activities planned at several waterfront sites The following is a
brief summary of the planning and development activities underway in
relation to various waterfront development and shoreline management
projects.
LAKE ONTARIO WATERFRONT DEV~LOPMEN7

- funding shortfalls in the Authority'S waterfront program
have necessitated deletion of this site from the program
and inclusion of several components of park improvements
within the capital program of the Metropolitan Toronto
Parks and Property Department

Ashbridge's Bay
- maintenance dredging of the approach channel to the
publi= launching ramps was completed on May 11, 1984
- possible improvements to the easterly beach are being
considered for implementation as part of th~ beach
improvement program of the Metropolitan Toronto Water
Pollution Committee.
Western Beaches
- construction of the hydraulic improvement at the mouth
of the Humber River was initiated by Authority forces
on May 14, 1984 and is expected to take at least
eight weeks.
Fishleig~ Filtration Plant
- comoletion of landscaping ,. lighting- and signag~ is.
b&ing. undertaken in prepara'ticn for- transfer to
Me-tropol1tan' Toronto Parks- and Proper-ty Department by
June 30, 1984-
Sluffers Park

SHORELINE MANAGEMENT
Toronto Hunt Club, Warden Avenue, C:-escentwood
Road , and Fallingbrook Road
- protection of the Warden Avenue outfall storm sewer will
be completed under contract to the City of Scarborough
~ maintenance of the shoreline of the Toronto Hunt Club
-
in accordance with the Authority's access agreement will
be undertaken as will maintenance of shoreline which was
installed. by MTRCA along Crescentwood Road in 1979
- property negotiations and detailed design considerations
wilL be undertaken with regard to the proposed construction
of Phase II of snoreline protection along Fallingbrook Road
Springbank/Lakehurst
- construction of the next phas~ of 'shoreline protection for
Springbank Avenue and Lakehurst Crescent will commence in
June Rubble material for use in construction is already
being directed to the site
South Marine Drive
- construction of the revetment running westerly from the
west side of the Guild Inn property commenced on May 1
Supply of fill material is expected to be the limiting
factor on this year's development Concern has been
expressed that construction will not proceed quickly
enough to reach the homes on South Marine Drive
Therefore staff will investigate some interim measures
to :-educe erosion during the interval before the final
shere protection can be installed It is doubtful that
any cost effective interim measure~ can be found

PROGRESS REPORT
A slide presentation was made by staff of progress as follows
Colonel Samuel Smith Waterfront Area landfilling is continuing on hardpoint
No 3 in preparation for final armouring this fall,
Humber Bay West tenders have been called for construct~on of phase 1 of the
pathway system Plans are being finalized for the Metro Police Marine Unit
Station Mimico Cruis~ng Club has completed its new club house, and Etob~coke
Yacht Club has its bu~lding under way,
Humber R~ver mouth final armouring of the diversion structure has been
completed, with final grading and restoration of the park under way,
Aquatic Park landfilling on Po~nt 'E I is continuing, while a final decision
on construction of a new entrance channel to Cell No 3 is under review by the
M~nistry of the Environment Preparation of the master plan is continuing,
Bluffers Park landscaping, pathways, and electrical services at the east end
of the park are nearing completion,

Ajax Waterfront construction of 1200 m. of paved pathway has been completed,
and two parking areas are nearing completion,
Lakehurst Crescent shoreline protection, comprising two armoured groynes, has
been completed,
South Marine Drive approximately 200 m of the revetment core have been built
in preparation for final armouring, which will commence in late September.

1982-1986 be received,
AND THE BOARD RECOMMENDS THAT the following action be taken
(a) The Minister of Natural Resources be requested to give early approval to an
extension of the Lake Ontar~o Waterfront Development Project 1982-1986 for
the year 1985, ~nvolving a Prov~ncial cash flow of $93S,OOO 00,
(b) The Ontario Municipal Board be requested to approve the project pursuant to
Section 24 of the Conservat~on Authorities Act,
(e) When approved, the appropriate Authority officials be author~zed to take
whatever act~on ~s required in connection with the project, including
execution of any documents
