Advisory Board met at the City of Scarborough Muni~ipal Office, Civic Centre, lSO Borough Drive, Scarborough, commencing at 10 00 a.m PRESENT ~ Chairman Mrs N. Lawrie THAT the Minutes of Meeting #2/83 be approved CARRIED STAFF PROGRESS REPORTS 1 Erosion Control Due to funding constraints, the amount of work on the Highland Creek in 1984 will be less than planned Work will commence at a site on the Malvern Branch, south of Highway #401 and north of Military Trail, as soon as weather permits. Some work will be done by the City of Scarborough at one site at Progress and Highway #48 which cannot be undertaken by the Authority in 1984 Major Maintenance will be carried out on the West Branch of the Highland Creek just south of Lawrence Avenue 2 Flood Control Work w~ll proceed in 1984 for the Ajax component of the Pickering/Ajax Flood Control project Pickering d~d not fund its component for 1984 The up-grading of the Goodwood Pumping Station will be completed in 1984 in conjunction with internal improvements in Goodwood by Uxbridge under an Ontario Neighbourhood Improvement Programme (0 NIP) grant, highway improvements by the Ministry of Transportation & Communications, and regJ.onal road ~mprovements by Durham 3 Waterfront~ w~~_~~~~"~ ~A~I~lnMmpn~ wil' oroceed in Aiax in 1984 in co-operat~on with the I-2 -2- 4 Shoreline Management Work proceeding at South Marine Drive H:!.gher fill volumes required to increase rate of work Members requested a tour of Waterfront proJects during summer season S Conservation Areas Attendance for early 1984 good as a result of good snow conditions Fishing has opened and has been well attended To offset poor water quality conditions experienced in 1983, it is oroposed to install a screen at Bruce's Mill in 1984, subject to funding being available Capital development in Conservation Areas will be very limited in 1984 due to lack of funding Certain improvements may be possible pending special employment programme approvals . Res #2 Moved by B G Harrison Seconded by 0 Jackson THAT the Authority request the Toronto Area Transit Operating Authority to consider weekend GO Serv~ce stops at Petticoat Creek Conservation Area CARRIED 6 Conservation Land Management Since 1980, requests for planning and conservation assistance on private and other public lands have increased In the R 0 H P C watersheds, 25,000 additional reforestation trees will be planted, largely in Uxbridge There is also a slight rise in requests for farm trae and shrub plantings, part~cularly in Markham Stream improvements for fisheries will be carried out on the Duffin Creek, mostly w~thin the properties owned by the Federal Government as part of the~r interim management measures Fireguard maintenance and improvements as well as patrolling to control unauthorized access, u~dertaken at major resource management tracts such as Glen Major and Goodwood 7 General Planning During 1984, staff will be pre~aring a Concept Plan for Recreation This will pull together all recreational components of the Watershed Plan react to recommendations of the M T R C A Review, and establish a framework to respond to community demands for publ~c use of Authority lands A staff Market~ng Committee has also been established to monitor and assess the marketing of Authority revenue-producing facilities This committee will encourage a co-ordination of marketing, cross-promotion of facilities, and provide an opportunity to pool ideas 8 Special Employment Programmes In 1983, the Author~ty was very successful in its applications under special employment programmes As a result, considerable improvements were possible in a number of facilities needing ma~ntenance, and capital development, valuable studies, and planning made possible Reduction in the fund~ng available, and the increased mumbers of applications may result in reduced participation by the Authority in 1984 At present, most of the maJor projects begun in 1983 have terminated with C 0 E.D extended to June 1984 to use up "slippage" weeks The major submission to date for 1984 ~s under the Canada Works Section 38 (U I rec~pients) component No approval has yet been received -3- I-3 The Province has approved and commenced an Authority Experience Project for student employment Res #3 Moved by R Dancey Seconded by B G.
