G-2 - 2 - REPORT OF CONSERVATION FIELD CENTRES' SURVEY Terry Carr, Supervisor of the Boyd Conservation Field Centre, presented the "Visiting Teacher Evaluation" carried out at the field centres during the period September to December, 1982 He indicated that 1983 marks the 20th anniversary of the conservation education program of the Information and Education Division, since Albion Hills opened in 1963 He also indicated that this was a survey of the Monday to Friday program period and other surveys are now being conducted for weekend program Teachers are asked to respond while they are still at the centre, and 100% return is obtained KORTRIGHT CENTRE FOR CONSERVATION -- Central Core Area Plan T Barber presented the Central Core Area Plan for the Kortright Centre for Conser- vation which addresses the main concerns of parking space, eating area, holding area and pathways around the Centre building Res 114 Moved by Mrs F Gell Seconded by C G Brown IT WAS AGREED AND THE BOARD RECOMMENDS THAT the Kortright Centre for Conservation Central Core Area Plan, as prepared by the Landplan Collaborative Ltd , dated Aprq. 28, 1983, be received; THAT the staff be directed to obtain proposals from architects for the design of the sheltered patio area; THAT the staff be asked to reconsider the plan for the parking lot, without removing the existing berms and incorporating Phase II of the plan, to obtain the necessary parking spaces; AND FURTHER THAT consideration be given to the location of the "stopping area" for service vehicles CARRIED; KORTRIGHT CENTRE FOR CONSERVATION -- Site Plan Update T Barber presented an update of the Kortright Centre Site Plan, which was reviewed and discussed Res #5 Moved by Dr T H Leith Seconded by Mrs L Hancey THAT the Kortright Centre for Conservation Site Plan, dated November 29, 1973, be received; THAT the Kortright Centre for Conservation Site Plan, as revised and updated on April 28, 1983, be approved; AND FURTHER THAT consideration be given in the Boyd Master Planning process of the Authority to future plans for this area CARRIED; ALBION HILLS CONSERVATION FIELD CENTRE -- Preliminary Plans Kitchen, Dining Room, Mudroom Res #6 Moved by Dr T H Leith Seconded by W J Dunlop IT WAS AGREED AND THE BOARD RECOMMENDS THAT the Preliminary Plans for the Albion Hills Conservation Field Centre's kitchen, dining room and mudroom, as prepared by D Ross King, Architect, dated February 10, 1983 and April 22, 1983, be received and approved CARRIED; PROGRESS REPORT AND RECOMMENDATIONS -- Marketing Plan for the Conservation Areas, Black Creek Pioneer Village and the Kortright Centre for Conservation T Barber and Peter Head briefly reviewed the progress report and recommendations presented with respect to the Authority's Marketing Plan. Printing will be completed by the en<'l of April - staff members are preparing a synopsis of the Environmentally Significant Areas. This publication will eventually be available to those interested in the Study. COMMUNTTY RELATIONS - INFORMA~TON - PLANNING/MARKETING Printing Highlights: - slight revisions werp made to the Alack Creek Pioneer Village brochure and 2~o,oon copies hav.e been printed. Distribution is underway. - the artwork for the new Conservation Area map was completen at the conclusion of lQR2. The design was develope~, in January, for side 2. Staff spent considerable time on the written material and in the selection of the photographs The map has been printed (75,000 copies) and distribution will commence in April. - the Black Creek Pioneer Village Walkaround Tabloid was updated and will be ready for printing in April - the posters promotinq Black Creek, Kortright and the Conservation Areas have proven to be very popular, as distribution continues throughout the watershed. Mr. Willis FHair, Chairman of the Liquor Licence Board of Ontario, recently approved a program to <'Iisplay the Black Creek poster in all the Metropolitan Toronto stores during the month of July, ann the Kortright poster during Septembe~. - Brochures Unlimited has been contracted to distribute the Black Creek, Kortriqht and Conservation Area brochures throughout the Metropolitan Toronto reqion, as well as throughout the Niagara Penninsula in the case of the Black Creek and Kortright brochures - preliminary work has been completed for an enclosure that will be sent out wi th the City of North York's water bills, commencing in May, for the nex t 26 weeks (200,000 copies) - a number of other municipalities have shown interest in participating in the same tyoe of program - staff prepared an~ distrihutec'l 12 news releases, 6 ohoto releases, 12 synopses ann l2 flyers, identifying ann promoting programs at the Village, Kortright ann the Conservation Areas - staff designe~ a Alack Creek Pioneer Village promotion that wi 11 be imprinted on Miracle Foo~ Mart grocery bags. Distribution will take place during the second ann th i rd weeks of May - the Authority subscribes to the MacLean Hunter Press Clippinq Service and, for the first three months of the year, received approximately 720 press cli ps, which is on 1 y a sample of the coverage the Authority receives. A survey was done on the Toronto Star clippings for 1982 and it was estimated that if the publicity given to this ~uthority had been paid advertising, the cost would have been in excess of $540,000. Special Proqrams: - a special exhibit of the works of Glen Loates was arranged at the Kortright Centre, between February 4th and March nth. This program was made possible with the cooper.ation of the Ministry of Natural Resources. Staff worked on publ iei ty, proqram ann a soecial Minister's reception which \..ook place on Thursnay, February 3rd. - arrangements were also made for an exhibit of the works of Frank de Matteis at Kortright. This wildlife art show was on display between March 11th and April 4th. A ;lUblic/media reception was held on Thursday, March 10th. G-6 - 3 - - numerous opportunities have come up this year, for the Authority to participate in special coupon discount-ing for admittance to Black Creek - Dominion Stores, Hol Ulay Inns, Travel Marl(eting Promotions, Federal Office of Tourism and the City of North York (also includes Kortright) - staff attends regular meetings of the Attractions Council of the Metrooolitan Toronto Convention and Visitors Association - staff worked with Harry McDougall of the Toronto Star, with respect to special articles feat-uring Kortright, Black Creek and Bruce's Mill - considerable work went into developing the Communications Strategy for the 198' Marketing Plan - all of the R~commennations for Immediate Action anc'l Short-term Action, as recommended in the woods Gordon Marketing Plan, have been carried out, ei ther completely or in part - initiated a telephone answering sales program on evenings, weekenns and holidays This is a staff ooerated telephone answering service that was implemented on March 19th, for a trial peri od of three months - Teleguine units have been in place at Black Creek Pioneer Village since October The units will be installed shortly at Kortright and Indian Line Tourist Campground The Authority has 15 paqes of information on the system an<'l t~ere are presently 290 units in the Metropolitan Toronto reqion - the Canada/Ontario Emplovment Devplopment Proqram will provide for SUPPlementary marketing activities, includina distribution of literature, staffing of exl,ihits an(1 information booths and monitoring visitor trends - the multilingual television station, Channel 47, will be running a l'-week promotion on the Authority's recreational facilities, beginning in early June - the \vord processing equipment is now ready for use in the Conservation Information Section Audio-Visual Hiqhlights - a new 60-second, colour, television spot announcement, on the artisans at Black Creek Pioneer VilJ age, is nearing completion This will be distributed to Ontario's television stations in June - winter ann spring television promotions were sent to all the Southern Ontario television stations, promoting Black Creek, Kortright and the Conservation Areas - arrangements were made an<'l exhibits 'Here set up at the Campi!'lg on l'1heels show an'" the Canadian National Sportsmen's Show A<'Ivertisinq and Promotion - a r r a nClpd for special publicity features with a) nntario Crafts Council - Ontario Craft Magazine b) Fer'eration of Ontario Naturalists - Seasons c) Canan a Century Bome d) Canada's Wonderlann - Around Canada's Wonderland e) Reaion of York - York Region Travel Guide f) Metropolitan Toronto Convention anr' Visitors !lssociation - Happenings, Guide Map, Discovery Guide CONSERVATION EDUCATION SECTION Kortright Centre for Conservation - attendance for the first quarter of 1983 was 23,700 visitors, up 2,000 from the same period in 1982 - during this quarter two well known wildlife artists (Glen Loates and Frank de Matteis) held very successful exhibitions of their works in the Centre - there was a wide variety of programs attractive to all ages and interests, including Winter Wildlife, Owl Prowls, Maple Syrup Demonstrations, Nature Photography, "Snow Snakes", Man and Wildlife Habitat, Ground Hog Day and Workshops for Building Bird Houses and for Making and Plying Kites 4 - 4 - - some of the specinl events tnkinq pl~ce at the Centre were several Professional Development Day proqrClms for teachers, an Ontario Prof.essional Forestry ^nsoclation dinner, a M N n luncheon, Inee tlngs 0 r the Boy Scouts Association, the Cancer Society, the Bindertwine ^ssociation, an ^PEO rabies seminar and a special evcnlng program for Kortright members - thanks to a variety of government sponsored labour-intensive programs and funds raised by the Foundation and from various Ministries, several develop- ment projects will be completed this year Forestry Trail, Land Theme Building, Fisheries Project, Water Theme Exhibit Area, plan and design for the exhibit and trail program, seating for the theatre - in addition, Kortright's participation in the C 0 8 0 program will provide labour and materials to complete the gatehouse, enlarge the bee space, carry out major repairs to the barn, cultivate and plant several fields in conjunction with the Land Theme program, and upgrade the Centre to the required maintenance level, as well as several other smaller projects - the Renewable Energy Theme is well underway, with the detailed plan of outdoor development expected to be completed in May and an official opening of the entire program scheduled on arrival of the windmill (currently being tested in Prince Edward Island); the audio visual component of the energy program has also been acquired and is in place, and the indoor exhibit component is well underwa1 - the Landplan Collaborative Ltd is making the final adjustments to its plan of the central core area, with implementation expected to be started in the first half of this year - includes an extension to the present indoor eating facilities, an enclosed patio eating area, additional parking space and an activity/playground/holding area in conjunction with the student group programs Day Programs - in addition to resource management programs at Cold Creek, a resource planning project-type program is almost ready for marketing to school groups, along with rifle/trap/archery range programs which are being updated and reorganized - all in-depth programs for intermediate and senior students - at Black Creek Pioneer Village, the Pioneer Life Program continues to be just as much in demand as ever; the Tour Programs are getting underway for the spring season; plans are well along for a "summer discovery" program in cooperation with York University, during weekday afternoons in July - the Maple Syrup Program at Bruce's Mill was again fully looked this year, with students largely from the primary and junior grade level; the staff is studying the possibility of relocating the trail and some of the demonstrations, with the assistance of the C.O E 0 program Residential Programs - despite decreasing enrolment and less demand for weekend use on the part of the schools, the Centres are still maintaining their 90% occupancy due to other types of groups making use of the facilities - among the special groups using the Centres were a multi-cultural group of Etobicoke senior students, a variety of church and youth groups, the Bruce Trail Association, Peel Regional Police Leadership Forum, several groups of ~uides and brownies, a number of private school and college groups and groups from the Metro Toronto Schools for the retarded - several in-house and Authority related committee meetings and staff seminars were held at the various Centres - Faculty of Education, UniverSity of Toronto continues to participate in the programs for practice teaching purposes - the c.o E D program will provide labour and materials for renovation of the dormitory, partial renovation of the kitchen and the addition of a mud room, plus several other smaller projects, at the ^lbion Hills Conservation Field Centre; and for barn renovations, pedestrian walkways and landscaping, kitchen expansion, construction of decks on the dormitories, dock and beach centre, and several other projects at the Lake St. George Conservation Field Centre ..s... G-8 5 - - T.cClse-ACJrecmcnL IJcl;wccn The Etobicoke Board of Education and The Metropolitan Toronto and Region Conservation Authority - a "signing ceremony" was held at Black Creek Pioneer Village on Wednesday, March 23, 19R3, to formally announce the Lease-Agreement between The Board of Education for the Borough of Etobicoke and The Metropolitan Toronto and Region Conservation Authority, to construct a res~dential centre for the Board, in conjunction with the Authority's Albion Hills Conservation Field Centre The new centre (Etobicoke Environmental Education Centre) will accommodate about 70 students and accompanying staff, and will be used primarily by the Board's Grade 6 students on a year-round basis Construction is to begin almost immediately, with completion scheduled for the end of 1983 FINANCIAL COMMENTS All expenditures and revenues appear to be on target While it is not reported on the attached financial summary, the 1983 budget for the Renewable Energy Program at Kortright is $183,493, of which $33,173 has been spent to-date (18%) and $150,320 is available to the end of the current agreement between the Authority and the Ministry of Natural Resources (March of 1984) TEB/mrp 1983 04 26 - ~ , G-9 the metropolitan toronto and region conservation authority minutes INFORMATION AND EDUCATION ADVISORY BOARD 1983.09 16 #2/83 . The Information and Education Advisory Board met at the Kortright Centre for Conservation, Pine Valley Drive, south of Major MacKenzie Drive, near Kleinburg, on Friday, September 16, 1983 - commencing at 9:30 a.m. PRESENT: Chairman Ms. S. E Nelligan PRESENTATION OF THE BOYD MASTER PLAN P. B Flood and J. H. Cosburn presented the Boyd Master Plan and reviewed in detail the proposed Preferred Concept Plan, its components and the long term financial implications in the development of the overall plan After the presentation, the Information and Education Advisory Board convened on the exhibit level for the meeting. Hancey THAT the Board support the principle of coordinated plclnning of the Boyd Area and the broad outlines of the proposed plan as presented~ AND THE BOARD RECOMMENDS THAT the Boyd Master Plan be approved in principle~ AND FURTHER THAT more detailed expressions of the components within the Plan, such as the specifics of farm demonstration and camping areas be presented to relevant Advisory Boards for consideration, before the. CARRIED G-10 - 2 - BUSINESS ARISING FROM THE MINUTES T E Barber reviewed the Minutes of Meeting #1/83 and updated the Board on progress to-date regarding the Central Core Area Plan for the Kortright Centre for Conservation. He also indicated that Humber Bay West, Phase II, would be officially opened in the Spring of 1984. With respect to the proposed official openings at Black Creek Pioneer Village, T. E. Barber indicated that a visit to the Sawyer's House was arranged on the occasion of the Garden Party. He also informed the members of the Board that- there will be an official opening of the Bolton Flood Control Channel following the Authority Meeting on Friday, October 14, 1983. The Minister of Natural Resources will tour the area by helicopter before lunch and, after lunch, he will participate in the opening. Authority members will be receiving a formal "'.> invitation in the mail Other special events for the fall are the official opening of the windmill and the Renewable Energy Theme project at Kortright on September 27, 1983; the ceremony for the laying of the foundation stone for the Masonic Lodge on October 1st, 1983; the special function for the Visitors Centre at Black Creek Pioneer Village, later in the fall. -- --. - - - -- -- ---- ---- --- PROGRESS REPORTS Progress Reports for the periods January 1 to June 30, 1983 and July 1 to September 10, 1983 were presented. T. E. Barber briefly reviewed the c.o E.D. Program and highlighted some of the projects being carried out under this program at the residential Field Centres and at Kortright He also indicated that a visitor survey program is underway at all the public use facilities, to provide a basis for future marketing plan recommendations. Mr. Barber also mentioned that the Albion Hills Conservation Field Centre was undergoing extensive washroom renovations and fire and safety standards update Marketing Plan - Summary of Recommendations The fifteen recommendations contained in the 1983 Marketing Plan were reviewed and discussed. ' - Provided, through market analysis, a camtunications program for the Authority's public use facilities, canpleted a Bunner Visitors' survey report; implanented the 1983 Marketing plan for the Conserv~tion Areas, Black Creek pioneer Village and the Kortright Centre for Conservation - provided information on the Authority's resource managanent programs; tours of the various watersheds. - Developed the 1984 Marketing plan. 1984 Priori ties i - To provide in 1984 a satisfactory level of service in the Conservation Information Program. - To review and revise the camtunications program for the Authority's public use facilities, as required by the results of the 1983 Visitors' Survey; implanent the 1984 Marketing plan. - To increase the level of information, through sanina1=s and technical bulletins, on the Authority's resource managanent programs. ())NSERVATION EDOCATION 1983 Achievanents - Maintained the number of residential opportunities at the four residential field centres and day-use opportunities at Cold Creek Conservation Field Centre, Black Creek Pioneer Village and Bruce's Hill. - Increased visitation to Kortright Centre for Conservation to 90,000. - Co-operated with York and Glelph universities and the Canada Centre for Inland Waters in envirol1llental research at Lake St. George. - provided opportunities for special groups at the residential field centres (March of Dimes, york university, Archaeology Program). - Further developed thane programs for the Kortright Centre in Fish & Wildlife, Forestry and Water; canpleted the first phase of the Renewable Energy '!bane Program. - Merle substantial progress on the major maintenance at the Albion Hills, Claremont and Cold. Creek Field Centre and at the Kortright Centre for Conservation as well as at Lake St. George (as a result of the C.O.E.D. Program). 1984 Priorities - To maintain the number of residential and day-use opportuni ties - To accanodate 10,000 additional visitors at the Kortright Centre for Conservation. - To continue the developnent of audio-visuals, exhibits and danonstrations at the Kortright Centre for Conservation. - To maintain the present level of volunteer staff at Black Creek pioneer village, to reduce staff costs and increase funds available for operations and maintenance . - To continue to provide General Interpretive Programs at program cost - To continue major maintenance at Albion Hills, Cold Creek, Claranont Field Centres and the Kortright Centre for Conservation; to establish a major maintenance fund. - To canplete construction and cqmnence operations at the Etobicoke Environnental Centre, in co-operation with the Etobicoke Board of Diucation. 1983.09.13 . FUNDING Program revenues and the general levy on all participating municipalities. A surplus or deficit on the operations of the Boyd and Lake St George Conservation Field Centres will\ by agreement, be charged or credited to the participating Boards of Education. The cost of supervisory staff at Albion Hills, Boyd, Lake St. George and ClaremQnt is funded by a 55% grant from the Province of Ontarlo, 45% being funded from the general levy on all participating municipalities. FUNDING Direct program costs are funded from fees, revenues for services, food and sale of merchandise. Basic operations are funded by a Ministry of Natural Resources grant of 55% on the Supervisor's salary, an M.T.R.C.F. grant of $7,000 from the Growth Endowment Fund, with the remainder from the general levy on all participating municipalities.
