CARRIED STAFF PROGRESS REPORTS (a) Keating Channel Staff presented histor~cal information on the Keating Channel, located at the mouth of the Don River at the north-east corner of the Inner Harbour The channel was constructed in the 1920's by the Toronto Harbour Commissioners Sediment accumulated and was dredged annually until 1974 by the Harbour Commissioners The dredgeate was dumped in deep water south of the Toronto Islands until the 1960's, and from then to 1974, it was placed in front of the advancing fill face of the Leslie Street Spit. When it was announced that no further disposal of dredged materials would take place in open waters, the Harbour Commissioners, in consultation with the City of Toronto and the Authority, sought alternate disposal areas Silt accumulated during this period In 1979, the Commissioners made a proposal for an endikement, creating "cells" as disposal facilities The Authority, the Toronto Harbour Commissioners, and Public Works Canada entered into a cost-sharing agreement When submitted by the Authority to the Province of Ontario, it was determined that the project should be subject to environmental assessment The process investigated different alternatives, but concluded that as long as there was continued need for large, lake-going vessels, there was no alternative to dredging Sediment quality will improve over time, and it may, in time, be possible to dispose of it in the deep water of the lake Much of the work done is theoretical, and Environment Canada and the Ministry of the Environment have not been able to identify any significant hazard either from the dreding or the dredgeate. The recommended solution is to dredge and to transport the silt into the cells, commencing as soon as possible - J-2 2- STAFF PROGRESS REPORTS (Contd ) Slides were shown depicting the following (b) Erosion Control Programme .Sulkara Court on the East Don River, City of North York, just below Lawrence Avenue major slope failure affecting two homes, Wynford Heights Crescent on the East Don River just above Eglinton Avenue and east of the Don Valley Parkway two apartment buildings affected, Maintenance work Taylor Creek Park on the Massey Creek (c) Flood Damage Centres German Mills Creek in the Town of Richmond Hill, bounded by Carrville and Duncan Roads MacLaren's Engineering retained to carry out a preliminary engineering study to better define the extent of flooding and proposed remedial work Draft report has been received and forwarded to the Ministry of Natural Resources Basic recommendations are for channelization, berming, and enlargement of the culvert capa- city under both roads Bayview Extension from Bloor Street to Millwood Road subject to seasonal flooding of Go Train tracks and the Don Valley Brick Yard property Terms of Reference have been drafted and approved by the Authority and the Ministry of Natural Resources, but, due to financial constraints, preliminary engineering study cannot proceed at this time Res #2 Moved by J Sewell Seconded by Dr W M. Tovell THE BOARD RECOMMENDS THAT the Ministry of Natural Resources be requested to re- assess approval of funding in 1983 for a preliminary engineering study of the Bayview Extension Damage Centre. CARRIED UNANIMOUSLY Res #3 Moved by F R Perkins Seconded by Dr W M. Tovell THAT the Staff Progress Reports be received CARRIED WATERSHED TOUR QUESTIONNAIRE On the basis of response to the above questionnaire, it was agreed that an all-day tour of the Don valley will be held in Mayor June, The tour may be joined or left at a predetermined point by those members who cannot attend for the full day The following outline was suggested 1 An all-day tour with a fixed point where people may join or leave 2 To cover the Don valley watershed, and any other matters which can be included 3 Invitations to include ratepayers' groups within the watershed 4 Transportation according to numbers expected 5 Date telephone poll to be taken -3- J-3 NEW BUSINESS Dr Tovell requested that members of the Board list any localities of historical significance which may be accorded recognition by the erection of bronze plaques TERMINATION On motion, the meeting terminated at 3 05 p m , April 29 Mrs Lois Hancey W A McLean, Acting General Manager Chairman Acting Secretary-Treasyrer KC I I
