STAFF PROGRESS REPORTS A comprehensive map and slides were presented delineating flood and erosion control structures on the Humber River: (a) Bolton Channel Work commenced in September of 1982; final grading and restoration are commencing for completion of the first phase (diversion channel and Humber Lea Road bridge) in early May. Tender documents are in preparation for the second phase, to include a detour, a Bailey bridge, demolition of the King Street bridge and construction of a new one, channel improvements upstream to the old mill dam to Highway #50, berm on south side and associated channel work. The work will be tendered in May, and contract award is expected in June. Work on the project should be complete by the end of 1983. (b) Erosion Control programme Slides of the following sites were shown Denison Road, Weston; Kirby Sideroad, Town of Vaughan; Albert Street, Bolton (oxbow); Palgrave Dam, Highway #50; Lower Humber channel north of the Mill Street bridge where a section of wall has collapsed and is to be replaced by a gabion structure (c) Humber Bay Waterfront Area Humber Bay West (Phase I) apart from additional landscaping, major work to be carried out will be re-location of the boat launching ramps - on which work commenced last year and will be completed in 1983; extension of the parking lot. K-2 -2- Three boat clubs use the basin area, and they have been charged with installing their own land and water facilities, including docks, services, parking lots, landscaping, and club house. In addition, they will be charged rent for both land and water areas' uses. List of members in the Humber Bay Boating Federation to be supplied to members. A staff report will be prepared for the next meeting showing the drawing area of members of the Humber Bay boating facility. (d) Staff reported that the winter of 1982-1983 attracted only 31% of the attendance for the previous year; however, the reduction in revenue has been offset by the corresponding reduction in operation expenses Black Creek pioneer village fared slightly better because of its different type of facilities, but attendance was still lower than for the previous season. The 31% reduction in attendance is consistent throughout the watersheds, and overall revenues will be down unless there is an increase in summer activities. A number of 'make work' programmes will make possible the carrying out of maintenance work for which there was otherwise no funding. (e) A consultant was retained in the autumn of 1982 to undertake a Master Plan Study for the Boyd Conservation Area. An inventory of the area has been completed, and a biophysical constraint map prepared and is keyed as follows HIGH High significance vegetation and/or core wildlife habitat and/or high quality aquatic habitat and/or slopes over 25% MEDIUM Medium significance vegetation and/or buffer wildlife habitat and/or medium quality aquatic habitat LOW un-rated vegetation and/or low quality wildlife habitat and/or low quality aquatic habitat A long list of activities has been developed in keeping with the constraints, and these are presently being evaluated. It is expected that the study will be complete in late October Mr Kolb requested and it waS agreed that the Boyd Master Plan will clearly identify all types of activities proposed for the area by the Authority. Martin Seconded by: D Currie THAT the Staff Progress Reports be received CARRIED NEW BUSINESS Mr Barber informed the Board that there are vacancies on the Marketing Plan Sub-Committee for interested members. Mr. Luciano Martin volunteered his services Mrs Gell requested that before the next meeting of the Board, the members note any sites of historical significance felt worthy of recognition. Messrs. Flood and Bryson cited the example of "Carrying Place", where bronze markers explaining the old Indian trail system are being placed by the Township of King, the Town of Vaughan, and the Kortright Centre for Conservation. Mrs. Deans advised the Board that a Master Plan for the Development of the Black Creek from Finch Avenue to Shoreham Drive will be presented to the Executive Committee on May 4 by the Metropolitan Toronto Parks Department. The area has only recently been included in the Authority's Management Agreement with The Municipality of Metropolitan Toronto. TERMINATION On motion, the meeting terminated at 11:30 a.m., April 29.
