Mrs Gell reported on the excellent reception the Committee on the Visitors
Centre received at all the municipalities, and also from Mr Bruce
McCaffrey, Minister of Citizenship and Culture, who had followed up their
visit with a letter of commitment

The staff presented an Operating Plan for Black Creek pioneer Village The
Board, in reviewing the plan, noted that the Minister of Citizenship and
Culture had given favourable consideration to the proposed Visitors Centre
and that the Visitors Centre forms an important component of the Operating
Plan

THE BOARD RECOMMENDS THAT the Black Creek Pioneer Village Operating Plan be
received:
AND FURTHER THAT
a) effective the 1983 operating season a full time employee be assigned
to the Black Creek Pioneer Village to work with the Information and
Education Division in the development and management of a Village
marketing plan:
b) the restored buildings requiring staff which are presently unstaffed
be provided with staff as soon as possible but no later than the
following
1983 Sawyers House 1 interpreter
1983 Tinsmith 1 artisan
1983 Manse 1 interpreter
1984 Cooperage 1 artisan
1985 Sawmill 1 artisan
1 interpreter
1986 Dominion Carriage Works 3 artisans:
c) effective 1984, the Village be open for public use 12 months of the
year, on a 5-day per week basis (Wednesday-Sunday) except for the
months of July and August when it will be open 7 days per week, and
on all public holidays:
d) a weekly program of special events be prepared for the Village:
e) a program of scheduled maintenance be developed for the Vill~ge and
that a fund based on $10,000 /year be established

THE BOARD RECOMMENDS THAT the staff look into the merits of having the
Education program as it relates to the Village being operated as part of
the Black Creek Pioneer Village program

HONORARY REEVE - 1982-84
IT WAS AGREED THAT the staff should proceed with the necessary arrangements
for the appointment of an Honorary Reeve for the years 1982-84, these
arrangements to be finalized prior to June 6, 1982
CO-OPERATIVE ADVERTISING ACTIVITIES WITH CANADA'S WONDERLAND
Mrs L Jackson gave a report on her meeting with Michael Bartlett and Gary
Jones of Canada's Wonderland, who assured her that they shared our concern
regarding the drop in attendance at Black Creek Pioneer Village last year,
and were willing to co-operate in any way that would be acceptable to the
Authority
Messrs Bartlett and Jones put forth the following suggestions ~r the
Authority's consideration
a) Brochures on Black Creek Pioneer Village be handed out at the gate at
Wonderland
b) A space provided at Wonderland for a member of our staff to demonstrate a
skill and hand out brochures
c) A ticket for Black Creek Pioneer Village be placed in the Wonderland book
with the possibility of the provision of a shuttle bus service
d) Consider the provision of entertainment (e g town band) relevant to the
time period of the Village
Arrangements have already been made for a half-price coupon for Black Creek
Pioneer Village to be included in a coupon book being distributed by
F-3
Messrs Bartlett and Jones have asked to meet for lunch at Black Creek
Pioneer Village with members of staff and this Advisory Board, and a meeting
was so arranged for May 11th
The Chairman thanked Mrs Jackson for her excellent report.

all Advisory Boards to consider their Terms of Reference and to recommend
any changes which they consider appropriate for the effective functioning of

Education of the City of North informing him that the Authority is solicitinq
greater participation by schools in its educational programme at the Black Creek
pioneer Village, and requesting the Board's consideration As a citizen of North
York and an Authority member, Mrs Sutherland would be pleased to present the
Authority's request.

administration of the Black Creek Pioneer Village, Albion House, historical markers and other historical
buildings coming under the jurisdiction of the Authority

1982 ACHIEVEMENTS
Operated all buildings at Black Creek Pioneer Village with interpretive staff and maintained grounds with
own force and volunteer labour
Maintained and improved provision of special events and programs
Produced a comprehensive staff handbook
Reviewed results of vi~itor survey and developed recommendations to improve communications and visitor
services
Commenced a program of local community youth involvement through the assistance of the Federal government.
Prepared an Operating Plan for Black Creek Pioneer Village for 1983-86
1983 PRIORITIES
To continue to operate all buildings at Black Creek Pioneer Village with interpretive staff and maintain
grounds in a cost-effective manner
To increase public awareness of Black Creek Pioneer Village by increased communications with special
groups and local community

To continue to develop staff skills in interpretation and conservation techniques
To respond to visitor needs for improved food services, gift shop accommodation, s~udent assembly and

DIVISION Historical Sites
PROG RAM Heritage - Ocerations and Maintenance - Blac~ Creek Pioneer Village
PURPOSE
To provide a living portrayal of a crossroads village in pre-Confederation Ontario.
1983 OBJECTIVES
- To cont~nue to provide an educational, recreational experience for visitors to this heritage conservation project
- To increase attendance by 15,000 over 1982
- To provide a staff person to implement the recommendations of the 1982 marketing plan specific to the Village, particularly
through increasing communications to tourists, conventions and special groups
- To continue to operate the Village in a cost-effective manner through reliance on existing staff, volunteer forces and
increased local involvement; to maintain visitor spending; to review food services
- To develop and implement special events and programs to attract visitation
- To provide staff development ~nd training; maintain collection; review conservation techniques
- To open and staff the Taylor Cooperage
- To establish a contingency fund for major maintenance
FUNDI~G
50% of the funding comes from admission receipts, sales outlets and other Village operations
The remainder comes from municipal levy (22%) and 13% grant from the Ontario Ministry of Tourism and Recreation

PROGRAM Heritage - Capital Development
PURPOSE
To carry out restoration and development work at the Black Creek Pioneer Village in accordance with approved plans.
1983 OBJECTIVES
- To complete restoration of the Richmond Hill Manse, Sawyers House and Nesbitt Sawmill.
- To dismantle the Tinsmith's Shop and reconstruct at the Village
- To commence construc~ion of the Visitors' Centre
FUNDING
Funding sources for the capital development are expected to be the The Metropolitan Toronto and Region Conservation
Foundation, tHntario, and special municipal contributions for the Visitors' Centre

'!be JlUJSeum display space should be flexible so that it can be used in varying
degrees for exhibits fran the perrranent collection and fran travelling exhibits
originating outside of Black Creek Pioneer Village. Exhibits fran the permanent
oollection would include the Percy Band Toy Collection, the glass collection
from Miss Alice >>::Nair, Miss Edna ttNair and Dr Russell Birrell and various
other collections held in the Village storage areas Travelling exhibits would
0CIIe fnIl\ the National museuns, the R:Jyal Ontario Museum and various other
DIlSeuns, institutions and organizations in the Province It is anticipated that
the exhibits would enrich the visitors' understanding of social life in Ontario

The Black Creek Pioneer Vi llilge is situated in the 47 hectare Black Creek
Conservation Area which stretches along the valley of the Black Creek fro~ north of
Steeles Avenue in the Town of Vaughan, southerly to Finch Avenue in the City of North
York
In determilling the need for establ ishing the Visitors Centre, the Authority has under-
taken nUlllel-OUS and extensive plallning studies The milster plan prepared for the Village
in 1964 amI subsequent updates of the master plan have identi fied the need for a
visitor"s centre at the entrance to the village to provide service facilifies for
visitors (ticket taking. student assembly, \<Iashrooms, food $ervice, gift shop, exhibit
space. orientation facilities, visual aids and administrative dnd workshop facilities)

The funding of this project has been divided equally into three parts the member
municipalities have been requested to contribute to this project, the Metropolitan
Toronto and Region Conservation Foundation has pledged to raise $600,000 and the
Authority is hopeful of receiving $600,000 either through Wintario or lottario
