Tovell TIIAT the Minutes of Meeting 11/81 be approved CARRIED: PROGRESS REPORTS -Erosion Control Programme The staff made a slide presentation Showing some of the sites in Metropolitan Toronto and York Region at which remedial work w~s carried out in 1981 No work has been completed in 1982 because funding approval has not been received. KEATING CHANNEL ENVIRONMENTAL ASSESSMENT The staff provided the Board with historical background and current status of dredging of the Keating Channel. Certificates granted for interim emergency dredging expired 1982.03.31, but the Ministry of the Environment is prepared to renew the permits upon concurrence of the City of Toronto. A report on this matter will be submitted to Council by the Commissioners of Works and Planning. Res. f2 Moved by W.R. Herridge, Q C SecondeQ by: Dr. W. Gell CARRIED UNANIMOUSLY: J-2 -2- MTRCA FLOOD CONTROL POLICIES vs THE PROVINCIAL FLOOD PLAIN CRITERIA The Board was advised that the Flood Control Programme of the Watershed Plan, as adopted by the Authority in December, 1980, delineates the Authority's policies for flood plain management. With Cabinet endorsement, the Province of Ontario has also prepared objectives, policy principles, and flood plain management policies. The Ministries of Natural Resources and Municipal Affairs & Housing jointly administer the provincial Flood Plain Criteria, which are implemented through the municipal official plan process The Authority's Flood Control Policies were prepared under its flood control mandate and serve dS guide for the administration of Ontario Regulation 170/80 (Fill, Construction and Alteration to Waterways) Specifically, in the instance of the Woodbridge area, the provincial system is using Authority criteria for minimum level of protection within the Special Policy Area Res. i3 Moved by Gavin Henderson Seconded by: M M. THE BOARD RECOMMENDS THAT, in collaboration with the Information & Education Advisory Board, the staff be directed to develop a public information programme concerning Ontario Regulation 170/80 (Fill, Construction, and Alteration to Waterways) CARRIED UNANIMOUSLY; NEW BUSINESS ROLE OF THE DON VALLEY ADVISORY BOARD The Board discussed its role and the roles of other advisory Boards. A consensus was not r.eached, but informal suggestions were made .The I3oaro is a tool (or dispensing and receiving information from its members and channeling it to the Executive Committee, the full Authority, and the agencies to which members report; the Board also provides representation on the Executive Committee .When re-structuring of the committee system was proposed on the last occasion, two alternatives were suggested (1) eliminate the Watershed Advisory Boards, but appoint a watershed representative to the Executive; (2 ) disband the Flood Control and Water Conservation Advisory Board and transfer its functions to the Watershed boards The Watershed Boards deal with matters which will come before the Flood Control Board the Flood Control Board could be strengthened with more watershed representation; alternatively, the Watershed Boards could be strengthened and meet more frequently . Wait unti 1 the Committee makes recommendations which will presumably ask for comments from the Boards . serving on the Don Valley Advisory Board and meeting once a year is not enough to grasp exactly what is going on Perhaps there should be only one or two Watershed Boards, which would meet often Perhaps the Authority meetings should be all-day sessions and include more presentations. .The Committee might examine the feasibility of municipal representation - that is, members elected by Metro, York, Durham, and Peel .A requirement that an elected Member at Large represent each of Metro, York, Durham, and Peel on the Executive in addition to the present membership. .Division at Yonge Street, with equal representation east and west. .The Board meet again when the special Committee has prepared its draft report. .The Board is quite prepared to consider any recommendations prior to submission to the Authority, if time permits. -3- J-3 The Board feels strongly that time should be permi_ced for discussion, at the Advisory Board level, of any recommendations of the Special ommittee before final recommendations are made to the full Authority.
