Gell Spe ci a 1 Ad viser F L I,unn ABSP.N'l' Members M J Breen F.J M~Kechnie Mr Macpherson welcomed the members to the first meeting of the Etobicoke-Mimico Advisory f30a rrl [or 1982, thanking them for the excellent turn-out The ChairmLln introduced Mayor lIazel McCallion of the City of Mississauga Mrs McCallion was very happy to bring greetings on behalf of the City and particularly to the Etobicoke-r1imico Advisory Board She extended a very warm welcome and thanked the Boa['d for meeting in the City of Mississauga She advised the Board that she felt that both the Metropolitan Toronto and Region and the Credit Valley Conservation Authorities had performed miraculously in protecting life and property and providing amenities, and that the work may not be fully appreciated for another fifty years Mrs McCallion asked the members to keep up the good work and stated that the Authorities have her support She was very pleased to advise that the City of Mississauga had received an award from the Canadian Federation of Natura]j s ts for the environmental controls that the City had included within its Official Plun Dr Reynolds responded on behalf of the members of the Authori ty, and thanked Mayor McCallion for her kind, encouraging words, and agreed that conservation work is, indeed, long-term lie said the Authority appreciates the support of the Mayor and Council of the City of Mississauga PRFSENTATION TO C F Kf,INE Chairman Scott Macpherson introduced Mr Fred Kline, the immediate Past Chairman He advised that Mr Kline has been a member of the Authority, appointed by the City of Brampton, since 1961 In 1964, he was appointed Vice-Chairman of the Etohicoke-Mimico Advisory Board, and from 1965 through 1982, served as Chairman of the Board Mr Kline has been a memher of the Flood Control and Water Conservation Advisory Board from 1962 to the present He has also been a member of the Finance Sub-Committee Fred was Warden of the County of Peel in 1964 He has two sons and a rlau<]hter Mr F L Lunn, former Secretary-Treasurer of the Athority and a long-time friend of Mr Kline, addressed the meeting Mr Lunn said he had known Mr Kline since 1946 when he was ~l;:lIlilgcr of the flrampton Dairy lie recalled vividly the events of the flooding of the P.tobicoke Creek in Brampton in 1948 and the heroic efforts made by Fred KLin0 to p['otC'ct the machinery and facilities of the dairy, which was severely f 100der1 Mr Lunn stated that Mr Kline has always been a "doer" , a hard worker, community-minded, and a conservationist He congratulated him on his twenty-one yea rs of servicf> to the Authority L-2 -2- Mr Macpherson presented Mr Kline with a photograph of the Heart Lake Conservation Area In response, Mr Kline stated that he enjoys his work on the Authority and felt that, with the help of the members, he had made some contribution to the advancement of conservation in the Metropolitan Toronto region. He is particuarly concerned with respect to the protection of flood plain lands and the control of building in the flood plain, and feels that this should continue to have high priority in the Authority's resource management programmes. He feels very strongly ahout this issue as a result of his experience in the 1948 flood, and advised all the members that on the basis of his experience, another serious flood can happen at any time, and that nature put the flood plain there to accommodate these floods Mr Kline said he has appreciated his time on the Authority, hopes he has made a contribution, and looks forward to continuing to be a member of the Authority He thanked all of the members for the picture of the Heart Lake Conservation Area The Chairman thanked Councillor Cook for his assistance in arranging for the meeting of the Ftobicoke-Mimico Advisory Board FILM "A TO\-m AND ITS RIVER" The film was introduced by Councillor Dianne Sutter of the City of Brampton, who related her early experiences in mapping the flood plain of the Etobicoke Creek in Brampton in 1957 MINUTES Res #1 Moved by D.L. Gel1 THAT the Minutes of Meeting #1/80 be approved CARRIED; VALLFY PARK - MISSISSAUGA Councillor Cook made a presentation to the Committee regarding the proposal of the City of Mississauga for the establishment of a valley park north of the Queen Elizabeth Way The City has proposed acquisition of additional lands in this area, but negotiations have proved unsuccessful There was a lengthy discussion with respect to the desirability of completing a regional valley park system in the Etobicoke Creek valley Res 12 Moved by G B Sinclair Seconded by C.F Kline TIIF ROARD RFCOMMF.NDS THAT The Metropolitan Toronto and Region Conservation Authority, The Municipality of Metropolitan Toronto, the Borough of Etobicoke, the City of Mississauga, and the Regional Municipality of Peel give high priority to the acquisition of the Etobicoke Creek valley lands: THAT the proposed Valley Land Park Plan, prepared in 1975, be up-dated; AND FURTHER THAT a special meeting of the Etobicoke-Mimico Advisory Board be held to consiopr this problem CARRIED; FILl. Cook Seconded by G.B Sinclair THAT the staEf report on the administration of Ontario Regulation 170/80 on the Etobicoke Creek he received CARRIED; FlRAMPTON eSKER S'rUDY Mrs Sutter and the staff presented a verbal report on the Brampton Esker Study being pr0p.-lrel'l by the City of Brampton The City has undertaken the study to complete a Seconrlary Plan oE the area as part of the Official Plan of the City of Mississauga -)- L-3 Mrs Sutter and the staff described various features of the Brampton Esker from south of Highway #7 to the northern limits of the Heart Lake Conservation Area, including a description of those lands presently in public ownership Res 114 Moved by W.J Kelly Seconded by D.L. Kli ne THE BOARD RECOMMENDS THAT in the proposed up-date of the Watershed Plan, the Authority include the Drampton Esker as a significant resource area in the Etobicoke Creek Watershed STORM DRAINAGE - MIMICO CREfK CARRIED; The staff presented a verbal report on the upper reaches of the Mimico Creek, wh ich are included in Official Plan Amendment No 6 of the City of Brampton The staff advised the Board of concerns with respect to the definition of the Regional flood Res 116 Moved by W.J. Kelly Seconded by C F Kline THAT the staff progress report on the storm drainage of the upper reaches of the Mimico Cree~ included in Official Plan Amendment No 6 of the City of Brampton be received for information; AND TilE BOARD RECOMf-1ENDS TIIAT the Flood Control and Water Conservation Advisory Board and the Executive Committee be requested to approve proceeding with the pro- posed study to confirm the design criteria for this section of the Mimico Creek CARRIED; BUS TOUR - ETOBICOKE-MIMICO CREEK WATERSHEDS Res 17 Moved by Mrs H. Cook TIIAT the tour of the Etobicoke-Mimico watersheds be scheduled for Friday, June 4, 1982, and that the staff outline a tentative schedule for the tour, as follows meet at Brampton City Centre 9 00 a m. view erosion control and flood control works - City of Brampton; proposed new development on small watercourse; tour of the Brampton Esker the tour will conclude with a picnic lunch at the lIeart Lake Conservation Area, and return to Brampton City Centre not later than 2 00 P m CARRIED Res 118 Moved by Mrs. H D Sutter Seconded by Mrs. F Gell TIIAT all members of the Authority be invited to attend the tour of the Etobicoke- Mimico watersheds scheduled for June 4, 1982 CARRIED; NEW BUSINESS Mr Fleet advised the Board of his concern with respect to the status of water quality in the Mimico Creek lie wished to know more about the quali ty of the water, the source and causes of pollution, the results of water testing on the Mimico Creek, and a record of violations of water quality regulations The staff advised that principle responsibility for water quality lies with the Ministry of the Environment, and further advised that this Ministry, in co-operation with the Authority, was undertaking a study of water quality in the Toronto Area Watershed Management Strategy Study. Sinclair Mr Macpherson thanked members for coming to this special meeting of the Etobicoke-Mimico Advisory Board, and stated that the sole purpose of this meeting was to discuss, as a Board, the Report of the Committee to Study the Reorganization of the Authority Committee System prior to the presentation of this report to a Special Authority Meeting on December 15, 1982, and no other business would come before this meeting. Mr. Macpherson then called on Mrs o Sutter to give a brief summary of the Report Mrs Sutter stated that the first and foremost purpose of the Committee to Study the Reorganization of the Authority Committee System was to find a way to provide more involvement for members of the Authority who were not on the Executive Committee. This had been done by strengthening the Watershed Advisory Boards, providing more community involvement, thereby creating a support and talent pool, and generating more positive political advocacy Few structural changes had been made, with the exception of rearrangement of areas for the Watershed Boards and creation of one more Functional Advisory Board, viz Administration and Finance Mr. Cook suggested the consideration of affiliating community groups with the Authority, as is done by councils, thereby keeping them informed of the work of the Authority and providing them with an opportunity to send a representative to meetings covering matters of interest or concern Res '9 Moved by: David Lacey Seconded by: D.L. Kelly THE BOARD RECOMMENDS THAT the recommendation of the Committee for the establishment of an Administration and Finance Committee, be approved; AND FURTHER THAT the TermS of Reference as set out in the Report be adopted CARRIED; RECOMMENDATION NO. 8 Res. US Moved by: Mrs H 0 Sutter Seconded by W J Kelly THE BOARD RECOMMENDS THAT the recommendation regarding the reporting relation- ships of the Waterfront Advisory Boards to the Functional Boards, to the Executive Committee and to the Authority, as recommended by the Committee, be approved CARRIED; L-6 Mr. Fleet put forward a suggested amendment to Regulations, Section 3 Res. U6 Moved by David Lacey Seconded by: Mrs H 0 Sutter THE BOARD RECOMMENDS THAT a further review of the Regulations, with regard to incorporating a review by the Authority of Executive Committee decisions (with the exception of items 5 (i) and (k)), be undertaken ,. U7 Moved by o G Fleet Seconded by Mrs. H.D Sutter THE BOARD RECOMMENDS THAT the Regulations recommended by the Committee be amended as follows: the word "ADOPT" in items 5 (f) and (h) in the revised Regulations be amended to read "CONSIDER AND RECOMMEND TO THE AUTHORITY": the last words in items 45 (1 ) and 45 (3) be changed from "by the Executive Committee" to "AS APPROVED BY THE AUTHORITY".
