PROGRESS REPORT KEATING CHANNEL
Mr. W A McLean, Deputy General Manager, reported on the status of the Keating
Channel Dredging Flood Control Project
.the Assessment is in progress;
.a meeting has been held bctween represcntatives of the Executive Committee
and the Minister of the Environment to discuss aspects of the Assessment of
concern to the Executive;
the Consultant has advised that the Assessment document will not be in the
Authority's possession until August 3l, 19B1;
The Minister of the Environment intends to appoint an Enquiry Officer to
make a recommendation to the Minister as to the flood threat which exists
in the vicinity of the Keating Channel

LAND ACQUISITION PROJECT 198~-1984
A staff communication was prescnled outlining a Land Acquisition Project for the
period 1982-l984, based on the recommendations of the Land Acquisition Programme
contained in the Watershed Plan, adopted by Ule Authority in December, 1980 The
project proposes an annual expcnctiture of 1 5 mill10n dollars in each of the three
years in the project for lands in the following categories
(a) hazard lands (flood plain and erosion hazard lancts - both waterfront and
river valley):
(b) conservation lands of a significant or sensitive natural character

the benefiting municipalities on the basis set forth in the Project:
(b) The Minister of Natural Resources be requested to approve the Project and a
grant of 55% of the cost thereof;
(c) The Ontario Municipal Board be requested to approve the Project pursuant to
Section 23 of The Conservation Authorities Act:
(d) When approved, the appropriate Authority officials be authorized to take
whatever action is required in connection therewith, including the execution
of any documents

A staff ~ommunication was presented outlining a Project for Erosion Control and
Slope Stabilization in Metropolitan Toronto for the period 1982-1984 The project
proposes to contjnue erosion control and slope stabilization work in accordance
with the Watershed Plan adopted by the Authority in December, 1980 The Project
will provide $400,000 in each of the three years in the Project to carry out the
work

The project proposes to continue erosion control and slope stabilization work in
accordance with the Watershed Plan adopted by the Authority in December, 1980 The
Project will provide $30,000 in each of the three years in the Project to carry
out the work

PRELIMINARY ENGINEERING STUDY
-Humber River at Bolton
A staff report was presented advising that the Flood Control Programme of the
Watershed Plan, adopted by the Authority in December, 1980, identified 31 Flood
Damage Centres These are defined as areas where there is a high risk of flooding
and a large amount of existing development The Village of Bolton on the Main
Humber River is ranked as Number 3 on the priority list of Damage Centres and, as a
result, has been one of the first to have been studied so that work may be carried
out as soon as possible when the Plan becomes effective in January, 1982
Mr. R. Bishop, of the consulting firm Marshall Macklin Monaghan Limited, indicated
on maps the work proposed in the Report "Preliminary Engineering Study, Flood
Protection - Village of Bolton", dated March, 1981

Report entitled "Preliminary Engineering Study, Floou Protection - Village of
Bolton", dated March, 1981, as prepared by Marshall Macklin Monaghan Limited, be

THE BOARD RECOMMENDS THAT the staff be directed to prepare a formal brief, out-
lining the construction details and cost breakdown for flood protection works,
based on providing the ultimate protection to the 500-year flood on a two-stage
basis, for the approval of the Authority, The Regional Municipality of Peel, and
the Province of Ontario

-Revised 1981 Major Remedial Work Sites and Current Priority
List for Erosion Control and Slope Stabilization in
Metropolitan Toronto
The staff presented a revised Current Priority List to the 1981 Work Programme and
Current Priority List for Erosion Control and Slope Stabilization in MetropOlitan
Toronto, which was presented to the Board at Meeting #2/80 Two major sites --

Nos 92-94 Celeste Drive and Nos 93-1l3 Weir Crescent, have been deleted from the
1981 Work Programme because an agreement could not be negotiated with the
benefiting owners based on the approved pre-requisite conditions under which the
Authority implements the Programme Inclusion in the 1981 Programme as technical
priorities Nos 5, 9 and 15 respectively, is recommended for three significant
erosion sites which came to the attention of the Authority towards the end of
1980 Rainbow Creek Parkway; Nos 55 and 73 Van Dusen Boulevard; and No 19
Fairglen Crescent and vicinity

Related Land Management Project 1979-l981 - Revised 1981 Major Remedial Work Sites
and Current Priority List for Erosion Control and Slope Stabilization in
Metropolitan, be received; and
THE BOARD RECOMMENDS THAT the Revised 1981 'Major Work Sites' and 'Pool of Erosion
Priority Sites' for Erosion Control and Slope Stabilization in Metropolitan
Toronto, as amended, be approved; and
THAT the sites known as Rainbow Creek Parkway, Nos 55 and 73 Van Dusen Boulevard,
and No 19 Fairglen Crescent vicinity, be included in the Revised 'Current Pool of
Priorities' list;
AND FURTHER THAT the two sites known as Nos 92-94 Celeste Drive and Nos 93-113
Weir Crescent be included in the 1981 Work Programme and continue to be considered
as priority sites in the light of possible re-negotiation or change of ownership
CARRIED;
CLASS ENVIRONMENTAL ASSESSMENT
EROSION AND SEDIMENT CONTROL
A staff communication was presented advising that, in accordance with Ontario
Regulation 636/77, conservation authorities in the Province are subject to The
Environmental Assessment Act To facilitate a reasonable phase-in process, the
Regulation allows for various undertakings to be exempt from the provisions of the
Act for a defined period of time As exemption dates expire, an undertaking is
required to be addressed as an individual environmental assessment or as part of a
class environmental assessment
The exemption date for "channelization, stabilization or diversion of watercourses"
expires on December 31, 1981 To meet the requirements of The Environmental
Assessment Act, the staff report entitled "Class Environmental Assessment - Erosion
and Sediment Control", now before the Board, has been prepared The document is
designed to include erosion and sediment control works provided for in the Erosion
and Sediment Control Programme, and sediment control stabilization works provided
for in the Conservation Land Management Programme of the Watershed Plan
The staff was commended on the excellent quality of the report

EROSION CONTROL ON THE EAST BRANCH OF THE HIGHLAND CREEK
-Borough of Scarborough Council Resolution
A st~ff communication was presented, together with a letter dated January 14, 1981,
received from Mr. J J Poots, Clerk of the Borough of Scarborough Mr Poots
enclosed a copy of Clause ll, Report No 2 of the Works and Transportation
Committee, as adopted by Council on January 12, 1981, wherein Council requested
that a high priority be given to undertaking a remedial project on the East Branch
of the Highland Creek in the valley south of Ellesmere Road

WorKs and Transportation Committee of the Borough of Scarborough, as adopted by the
Council of the Borough of Scarborough on January 12, 1981, be received; and
THE BOARD RECOMMENDS THAT the staff be authorized to carry out a study of the
erosion problems on the East Branch of the Highland Creek for use in preparation of
a project requesting additional funding to that provided in the present Authority
Capital Works Programmes; and
THAT the study area be expanded beyond that recommended by the Borough of
Scarborough to include the entire East Branch of the Highland Creek south of
Highway 11401 to the confluence with the West Branch:
AND FURTHER THAT in accordance with the request of the Technical Advisory Committee
on Parks and Conservation of The Municipality of Metropolitan Toronto, the study
area be further expanded to include the West Branch of the Highland Creek south
from Lawrence Avenue to the easterly limits of the Scarborough Golf Club;
AND FURTHER THAT the Borough of Scarborough be so advised

EROSION CONTROL ON THE MIMICO CREEK
-Borough of Etobicoke Council Resolution
A staff communication was presented, together with a letter dated January 13, 1981,
received from Mr R F Cloutier, Borough Clerk, Borough of Etobicoke Mr
Cloutier advised that Council for the Borough adopted the following resolution at
its meeting on January 12, 1981
"WHEREAS a hydrologic study at the Toronto Inte~national Airport prepared
by Transport Canada to review the changes in stormwater runoff from the
Airport since 1953 shows a 65% increase in stormwater was experienced in
the Etobicoke Creek, and
WHEREAS the same report shows a 469% increase in stormwater runoff has
occurred in the Mimico Creek,
THEREFORE BE IT RESOLVED THAT the Metropolitan Toronto Region Conservation
Authority allocate more funds for erosion control work on Etobicoke streams
especially the Mimico Creek "

ENVIRONMENTALLY SENSITIVE &/OR SIGNIFICANT AREAS STUDY
-Progress Report
A staff communication was presented, together with a summary of the above-noted
Study which outlined its purpose and objectives, progress and time frame, ESA
criteria and interpretation, glossary of terms, and major references

To date, 61 areas have been identified and nominated for ESA designation: 20 areas
were identified in 1979; 41 areas were identified in 1980, of which 14 occurred in
the Oak Ridges Moraine and 27 abut or lie within the primary valleys
The summer of 1981 will be the final field season for the preliminary inventory of
candidate ESA's In the fall of 1981, all nominated ESA's will be considered as a
whole and re-assessed in a M T R C A regional perspective A final report
identifying the ESA's will be prepared and submitted for Authority approval in
1982
All ESA's presented in the final report satisfy at least one of the seven ESA
criteria, based on literature (or published information) , field inspection, and a
M.T.R C A regional assessment, which is based on the expertise of several
reputable authorities

PROGRESS REPORT
Flood Control
.Oak Ridges channelization has commenced;
.preliminary Engineering Study of Damage Centre, Duffin Creek at Pickering
commenced - will be complete by end of 1981;
Study on the operation of Claireville and G. Ross Lord Dams in progress -
completion anticipated by end of 1981. This is expected to improve dam
operation and downstream control;
.Improvements made to the Flood Warning and Forecasting System - new
teJemetering gauges acquired, and small forecasting model being developed
to improve the advance warning system.

Erosion Control
.All works in the Peel/York/Durham erosion programme will be completed this
year, and all money expended;
.Some delay has been experienced with the major sites in the Metropolitan
Toronto programme, mainly due to owner-contribution difficulties, but work
has commenced at Denison Road on the Main Humber River.
KEATING CHANNEL PROGRESS REPORT
Mr W A McLean informed the Board that Mr. Ivan Lorant has been appointed by the
Province as Enquiry Officer to provide information concerning proposed interim
dredging of the Keating Channel Mr Lorant has completed his report, which
confirms the existence of the flood hazard indicated by the Authority, but differs
in the rate of frequency The Enquiry Officer also examined alternatives for
resolving the flood threat
The Premier has advised the City of Toronto that the Province is prepared to allow
interim dredging of the channel to proceed, with the agreement of the City. The
Neighbourhoods Committee of the City of Toronto has recommended to Council that
dredging not proceed and that the problem be dealt with by emergency measures.
Council has referred the matter hack to the Neighbourhoods Committee.
The complete Environmental Assessment which the Authority has been required to
undertake is far advanced, and staff will make recommendations on the results of
the assessment approximately mid-to-end of October.

Minutes, be included in the 1982 Preliminary Budget Estimates of the Authority;
AND FURTHER THAT the Province of Ontario be encouraged to increase the level of
funding to meet the objectives of the Watershed Plan

THAT the staff report having regard to contributions by private property owners
towards work carried out under the erosion control programme, be rece i ved ;
AND THE BOARD RECOMMENDS THAT the following operational criteria for determining
the benefiting owner(s) contribution under the Erosion and Sediment Control
Programme be approved;
(a) The Authority will require a minimum of a permanent easement over the private
property for the work area and access routes where it has been determined that
title to the property is not required. A cash contribution in accordance with
the approved scale will also be required;

(b) Where the property involved would meet other Authority objectives, title to
the lands must be transferred to the Authority as the owner contribution in
lieu of a cash contribution;
(c) Where agreement to policy (b) cannot be achieved, the benefiting owner(s)
will be assessed 45% of the cost of the works, being th~ municipal share;
(d) Where works are carried out on Authority-owned land for the protection of
private property, the cash contribution will be waived;
(e) In all cases, the Authority will require some form of binding indemnification
agreement signed by the benefiting owner(s), which may be registered on title,
(f) The benefiting owner(s) may make representation to the Authority, Executive
Committee, or any Advisory Board with regard to any aspect of the erosion
control programme in accordance with procedures adopted by Authority
Resolution #18/80;
(g) Where required, the cash contribution from the benefiting owner(s) will be
based on the following scales

THE WATER RESOURCE DIVISION
This Division is responsible for the carrying out of the approved water management policies and programs
of the Authority, as they apply to the river systems, and the Lake Ontario Waterfront, including
- administration of the Flood Control Program;
- administration of the Waterfront Development and Shoreline Management Program;
- administration of the Storm Water Management Program;
- the development and operation of the Flood Warning System;
- technical advice and direction concerning the enforcement of the Authority's fill regulations and
development control;
- environmental monitoring and review of flood control and waterfront projects;
- the administration of the Authority's Erosion and Sediment Control Program;
- the coordination of site plans and development with municipalities and Province of Ontario.

PURPOSE
To undertake a comprehensive program of flood control designed to preven t, eliminate or reduce the risk of
hazard to life and property, while cognizant of the natural attributes of the valley system.
1982 OBJECTIVES
_ To continue to carry out preliminary engineering designs on the Authority's damage centres.
_ To commence flood control remedial works on the Humber River at Bolton
- To continue to implement flood control remedial measures in the Keating Channel
- To continue to update the Authority' mapping
- To assist municipalities in the preparation of Master Drainage Plans for storm water managment.
_ To commence erosion control measures on the Highland Creek under the supplementary funding program.

To operate, maintain and improve the Authority's ability to pro~!de the earliest possible warning of a flood

work throughout Metropolitan Toronto, major remedial work is being urrlertaken on a
priori ty basis '!he original priority ratings listed in the Jarres F Maclaren
report of March, 1970, are used as a starting point in assessing the rate of progress
and deterioration during the eleven years that have elapsed Based on year-muM
m:mitoring, the severity of the problem in its present state and a fair idea of its
relative potential to deteriorate, the staff has detennined a pool of sites bearing
high priority ratings Since erosion is a dynamic problem, the priorities within
this pool change continually as we strive to arreliorate the list with the steady
influx of technical data on site conditions 'Iherefore, the following list of
"current priorities" will be reviewe:1 regularly during 1982 in order to accamodate
any significant changes and the possible inclusion of new sites

Given the nurrber of sites requiring erosion control and slope stabilization v.ork
throughout the Region of York, major reredial v.ork is being urrlertaken on a priority
basis 'l11e original priority ratings listed in the Erosion Inventory and Priorities
StOOy of 1977 is used as a starting point in assessing the rate of progress and
deterioration of erosion sites during the years that have elapsed.
Based on year-round monitoring, the severity of the problem in its present state and
a fair idea of its relative potential to deteriorate, the staff has detennined a
pool of sites bearing high priority ratings Because erosion is a dynamic problem,
the priorities within this pool change continually as we strive to aneliorate the
list with the steady influx of technical data on site conditions Therefore, the
following list of "current priorities" will be review:rl regularly during 1981 in
order to acccmrodate any significant changes and the possible inclusion of new sites.
