BUDGET RESTRICTIONS
The staff presented a report outlining the 1981 Budget rastrictions occasioned by
reductions in the municipal levy for the Authority's operating budget. The report
pointed out that the reductions in the operation of the Black Creek Pioneer
Village will be required if the anticipated grant under the Ontario Museum Grant
Programme is not forthcoming

The Board reviewed a staff report outlining procedures Which were followed in
interviewing consultants to carry out a study in connection with the proposed Black
Creek Pioneer Village Visitors Centre Four consultants have been interviewed and
proposals received from three firms:

requested to develop publ~city messages which would emphasize the very favourable

ANNOUNCEMENTS
The Chairman advised the Board, with regret, that Mrs Christine McMeans has
resigned her appointment to the Historical Sites Advisory Board.
The General Manager read Mrs McMeans' letter, dated september 13, stating her
intention of completing her French degree at University. In apprising the Junior
League of her resignation, she advised them that continued contact between the two
agencies would be of benefit to both.

1 Introduction
'Ihe Black Creek Pioneer Village is a heritage conservation project of
'Ihe ~tropolitan Toronto and Region Conservation Authority originally established
by the Ht.urber Valley Conservation Authority as the Dalziel Pioneer Museun on con-
servation lands acquired by the Humber Valley Authority, the project has been
developed as a heritage conservation project within the Black Creek Conservation
Area. The Village has been established as a living portrayal of pre-Confederatioo
life in an Ontario cross-roads village.
'Ihe managerrent of selected heritage conservation resources has fonned a
part of the Conservation Authority programs for many years All of the conser-
vation reports prepared by the Province of Ontario for the watersheds under the
jurisdiction of the ~tro Region Authority included a section on history and
inventoried a number of historic sites in the region The reIX>rts traced the
history of settlerrent in the region, particularly as it has related to the use of
water and other resources in the region The historic perspective of the resource
nanagerrent is a key elerrent of the Black Creek Pioneer Village program.
At the present tirre the Village consists of rrore than thirty authentically
restored historical buildings representing a wide spectrum of pioneer life. The
annual visitation of 300,000 visitors, including 60,000 school children taking
part in an educational program offered at the Village, is drawn fran all parts of
cntario, neighbouring provinces and the United States, and the Black Creek Pioneer
Village continues to be one of the major tourist attractions in the Toronto region.
As such, its further developrent is consistent with Ontario Government policy to
foster the grCMth of tourism.
Since the acbption of the original master plan in 1964 the need for a
Visitors Centre at the Village has been recognized as an essential CXJIpOnent of
the Village The Authority's' Watershed Plan' adq:>ted in 1980 and approved by all
rrerrber municipalities, recognized the construction of a Visitors Centre at Black
Creek Pioneer Village as a major objective for the Heritage Conservation Program.
This project has been prepared to provide for the construction of the Visitors
Centre at a tirre wheI'\ it is urgently needed and in recognition of the 25th
anniversary of The M:!troIX>litan Toronto and Regioo COnservation Authority

2. Details of the Project
(a) Purpose
'!he purp:>se of this project is to permit '!he M:!t:rop:>litan Toronto and Regioo
O:nservation Authority to exercise the poNers afforded by the Conservation Authorities
J\ct, R.S O. 1970, O1apter 78, as arrended, in the furtherance of its objects to
establish and construct a Visitors Centre for the Black Creek Pioneer Village located
in the Black Creek Cooservation Area.
'!he purpose of the Visitors Centre is to provide for the accx:mnodatioo of
visitors to the Black Creek Pioneer Village and the Black Creek eonservatioo Area,
arrl to assist in the visitors' appreciation and 1IDderstandin9 of the heritage
resource which the Village represents
(b) IDeation and Description
The Black Creek Pioneer Village is situated in the 47 hectare Black Creek.
Q:nservation Area which stretches along the valley of the Black Creek fran oorth of
, Steeles Avenue in the 'l'a.vn of Vaughan, southerly to Finch Avenue in the City of
North York. The Village occupies 31 hectares within the Black Creek conservatioo
Area The Village is well located with respect to arterial roads and regional high-
way routes, as well as being served by a regular Toronto Transportation ccmnission
bus route
In determining the need for and establishing the characteristics of a
Visitors Centre, the Authority has undertaken nurrerous and extensive planning studies
The master plan prepared for the Black Creek Piooeer Village in 1964 identified the
need for a Visitors Centre at the entrance to the village to provide service
facilities for visitors (ticket taking, student asserrbly, washroans, food service,
gift shop, exhibit space, orientation facilities, visual aids and administrative and
~rkshop facilities) Subsequent updates of the master plan have continued to
identify the need for this facility
In order to give precise definiti~ to the need for and characteristics of
a Visitors Centre, the Authority engaged the services of architects who have
prepared concept plans and CCJlI1lissioned a feasibility study by the finn of Deloitte,
Haskins, Sells and Associates, a firm of managerrent consultants The managerrent
consultant report confirrred the need for a Visitors Centre and indicated that it
~uld h'IVe a positive effect on the visitors' enjoyrrent and appreciation of the
Village and ....ould be a factor in sustaining and increasing visitation The report
also inc~cated that the gift shop and food facilities to be included ....ould be an
i.mp:>rtant factor in prcx1ucing operating revenue for the Village In its eoonanic
analysis of the project, looking at J:oth the cost of construction arrl operating
rosts, the report concluded that a first phase of the project having an area of
approximately 16,000 sq ft ....ould be feasible
Based on the planning studies carried out by the Authority, the architectural
roncepts which have been reviewed and the managerrent consultant's report, the Black
Creek. Pioneer Village Visitors Centre is proposed as a facility to be located at
the entrance to the Village in its first phase cx:JTprising 16,000 sq. ft. and contain-
ing the folJo.ling facilities

2 (c) Costs
The expenditures required to undertake the first phase construction of the
Black Creek Pioneer Village Visitors Gentre are estimated to be $1,800,000 The
oosts shall be understood to inclu:l.e design and architectural fees, oonstruction of
the building, furnishings and exterior landscaping, and shall include any legal,
surveying, site supervision, denolition and prcperty clean-up oosts.
(d) Financing
The Black Creek Pioneer Village is a unique facility which serves the entire
M:!t:.rqJolitan region and indeed attracts a large porticn of its visitors from all
parts of Chtario and neighbouring Provinces and States It is an iIrportant asset

1982 OBJECTIVES To continue the effective operation of this heritage conservation project
To accommodate approximately 300,000 visitors
To maintain the Village's heritage structures
FUNDING More than two-thirds of the funding comes from admission receipts, sales outlets and other
Village operations Approximately one-fifth comes from municipal levy Under Other Funding,
the following amounts are derived
- $144,000 is anticipated from a Ministry of Culture and Recreation Museum Grant;
- 18,000 is anticipated from the Black Creek Pioneer Village Growth Endowment Fund interest;
- 10,000 is anticipated from private donation
FINANCIAL COMMENTS It is expected that the new, vigorous marketing program will result in a 10% increase in
admission and sales revenue, amounting to additional revenue of $57,500 The approved increase
in student rates effective January and September 1982 will add revenue of $15,000 The
Dominion Carriage Works, Taylor Cooperage, Sawyers Home and the Richmond Hill Manse will not be
opened due to lack of funding

Ontario Regulation 97/80, made under the Conservation Authorities Act,
states in part as follows
3. (1) For entrance to the Black Creek Pioneer Village from
the day the buildings open in March to the day the
buildings close in January, per day,
(a) for each person over fifteen years of age who is
not a student . . . . . . . . . . . . . . . . . $4.00
(b) for each person fifteen years of age or under or
each student with a student card . . . . . . . . . . . $1.00
(c) for a family, consisting of one or two adults and
their children who are fifteen years of age or
under or who are students with a student card,
maximum . . . . . . . . . . . . . . . . ...... . . . . $8.00
(d) for each person who is sixty-five years of age or
over . . . . . . . . . . . . . . . . . . . . . $2.00
(e) for each person over fifteen years of age who is

In order to generate additional revenue for 1982 it is recommended that
the above section be amended
RECOMMENDATION
IT IS RECOMMENDED THAT the Authority request Ontario Regulation 97/80 be
amended as follows
