Before the business meeting, and starting from the Claremont Conservation Field
Centre, a tour was made of the following points of interest to view the different
types of work being undertaken by the Authority in the upper reaches of the
R.D II P watersheds
Glen Major area - to inspect gravel pit rehabilitation works;
Goodwood Resource Management Tract;
Goodwood Pumping Station
Upon arrival at the Township Offices, the members enjoyed luncheon provided by the
municipality Mr R G Kester, Administrator/Treasurer, extended greetings on
behalf of the Township of Uxbridge

STAFF REPORTS
(a) Duffin Creek Flooding - 1981
Staff presented a verbal report and slides in connection with flood occurrences due
to ice jams on the Duffin Creek watershed Staff advised that further study of
these areas will be part of the implementation of the Flood Control Programme
( b) Municipal Planning for Storm Water Management
Staff presented a verbal report summarizing the response of municipalities in the
R D H P watersheds with respect to the Authority's proposals regarding Storm Water
Management
Where municipalities have new plans, or are preparing reviews of existing plans,
consideration has generally been given to storm water management. Authori ty staff
are working with municipalities in reviewing planning proposals and storm drainage
design

Road, Ajax, on Thursday, 19S1 10 01, commencing at 1000 hours

"INTRODUCTION TO THE ROUGE"
-Slide Presentation
Ms Gail Gray made a slide presentation on behalf of the "Save the Rouge Valley
system" The presentation outlined the characteristics of the Rouge River, and
identified many of its qualities and some of the concerns of the organization with
respect to the impact of development on the watershed
Ms Gray advised the meeting that a walk will be conducted by the group on Sl 10. 17
in the meander area north of the Metropolitan Zoo, and a "ride-a-thon" will be
sponsored on Sunday, Sl 10 25 to raise funds for the organization

GOODWOOD AREA
-Update
Mr Craig Mather, Head, Flood Control Section, Water Resource Division, outlined
the issues in connection with the proposed up-grading of the Goodwood flood control
measures

There are two options (1 ) construction of a channel; ( 2 ) enlarging and improving
the pumping system Based on the policies of the Watershed Plan, the Authority has
recommended to the Town of Whitchurch-Stouffville that pumping is the preferred
option
EROSION CONTROL AND BANK STABILIZATION
IN THE R D II P WATERSIIEDS
Mr Mather outlined the priorities for erosion control work on the R D H P
watersheds for 1982, and advised the Board of a revised fee schedule which places
the onus of contribution to the costs upon owners who benefit from the work
CONSERVATION AREA UPDATE
Mr Paul Flood, Administrator, Conservation Land Management Division, reviewed for
the Board the operations of the Conservation Land Management Division, particularly
as they affect the R D H P watersheds He noted that attendance at Conservation
Areas has increased by 5% over 1980 levels The Petticoat Creek Waterfront Area,
in particular, has experienced greatly increased attendance
The Claremont Conservation Area has been re-designated under the Watershed Plan as
a forest and wildlife area, but is still receiving considerable passive use
1981 is the last year of a three-year lease arrangement with the Town of Markham
for the Milne Conservation Area Negotiations for extension of this lease are in
process
Considerable progress has been made on the restoration of the mill located in the
Bruce's Mill Conservation Area
GUILD INN REPORT
Mr W A McLean, Deputy General Manager, outlined for the Board the status of
planning for the Guild Inn Waterfront Area This property has been transferred to
to The Municipality of Metropolitan Toronto for management under the Authority's
standard a3reement for the management of land within Metropolitan Toronto
1-.. task force has been established to make recommendations concerning the Master
Plan for the site Tne work of the task force is almost complete, and
recommendations will be made to the Metropolitan Parks, Recreation, and Property
Committee this fall These recommendations will include proposals for the
retention of the Guild Inn, enhancement of the property to retain the natural
character of the woodlots and shoreline, and for the development of a sculpture
park
