The Don Watershed Regeneration Council met on Thursday, February 20,1997, in the
Councillors Lounge, City of North York, 5100 Yonge Street, North York. In the absence of
the Chair and the Vice-Chair, Margaret Casey, Chair of the Community Outreach and
Education Committee called the meeting to order to hear the consultants presentations.

AND FURTHER THA T a staff Work and Resource Plan be provided at the next
Council meeting. "
RATIONALE
The Communication Tactics Work Plan attached, was provided by Barb McConnell of
McConnell Weaver. There are a number of events and projects that she was unable to
include due to lack of detail at this time. To ensure that the plan reflects all Don activities,
a communications work sheet has been developed that should be completed by Don Council
members and staff who require assistance in communications. This sheet is included in this
package. Staff of the Authority will update the Communications Tactics Plan and provide it
to Alyson Deans, Director of Corporate Services.

BACKGROUND
At Don Council Meeting #7/96, Res. #70/96 was adopted:
"'THA T the Repord Card Committee review comments and bring back suggestions to
the next Don Council Meeting on January 16, 1997.
AND FURTHER THA T the discussion of the media event wait until the next Don
Council meeting. III
On December 23, 1996, Deborah Martin-Downs, Mark Wilson and Adele Freeman discussed
the comments raised by the members of the Don Council regarding the launch
of the Report Card. It was agreed that subject to the endorsement of the Don Council that
the launch should take place at the Don Valley Brick Works site. Media and Guests would
be invited to visit the newly completed Pottery Road Weir Fish Passage Project and take
part in an electrofishing demonstration. Both these projects provide excellent examples of
regeneration opportunities.
DETAILS OF WORK TO BE DONE
A media kit, presentation, and event publicity are to be finalized.

BACKGROUND
Ms. Sheila Boudreau has been attending the Council and sub-committee meetings for over a
year.
For your information, the Borough of East York has advised us of a change to the alternate
member of the Don Watershed Regeneration Council. Councillor Michael Tziretas was
appointed as an alternate member to the Don Council by East York Resolution #3.21. The
same resolution appointed Mr. Bruce Barrett as a member to the Don Council representing
the East York Advisory Committee.
We have also been advised that Mr. Paul Albanese will now be the Alternate Member for
the City of Scarborough.
We wish to thank Mr. Peter Cookson formerly of the City of Scarborough and Councillor
Vasilopoulos of the Borough of East York for their interest and their continuing support of
the Don Watershed Regeneration Council.

Status report regarding the future of the Ministry of Natural Resources
Maple District office property

BACKGROUND
As part of the general downsizing being carried out by the provincial government, the
Ministry of Natural Resources Maple District Office complex on the east side of Dufferin
Street, north of Major Mackenzie Drive and south of Teston Road was scheduled for
closure.

At Don Council Meeting #6/96, Res.#66/96 was approved:
"THA T the Don Watershed Regeneration Council supports the formation of a task
force consisting of the City of Vaughan, The Metropolitan Toronto and Region
Conservation Authority, citizens and other concerned agencies, to develop a strategy
and plans to protect the significant lands at the Ministry of Natural Resources in
Maple. "
Subsequently, at the Water & Related Land Management Advisory Board Meeting No. 6/96
Resolution #D66/96 was approved:'
"THE BOARD RECOMMENDS TO THE AUTHORITY THA T Regional Councillor Michael
Di Biase, be appointed as the Authority's member to the Ministry of Natural
Resources Lands Task Force established by the City of Vaughan;
THA T Craig Mather, Chief Administrative Officer, The Metropolitan Toronto and
Region Conservation Authority be Mr. Di Biasi's alternate;
THA T the Authority receive and endorse the recommendations of Meeting # 1/96 of
the Ministry of Natural Resources Lands Task Force;
THA T the Chief Administrative Officer be directed to advise the Ontario Realty
Corporation of the Authority's support of the recommendation of the Ministry of
Natural Resources Lands Task Force which requests an extension of time to March
31, 1997 to determine which lands should be retained in public ownership as
important environmental and open space resources within the Don River watershed;
AND FURTHER THA T staff report to the Authority on any future plans related to the
disposition of the Maple Ministry of Natural Resources lands. IF
The City of Vaughan and the Region of York passed resolutions that established and
supported the work of the Ministry of Natural Resources Lands Task Force. The Task Force
held three meetings and was able, with the considerable assistance of the Councillors and
the staff of Vaughan, York and MTRCA to extend the review period with the Ontario Realty
Corporation; and complete an initial review of the potential of the site through the
consultants Hough Stansbury Woodland Dance and Gartner Lee entitled "Maple MNR
Station: A Vision For the Future". The Task Force then recommended to the agencies, in
part:
"That the MNR lands should be retained in public ownership for future greenspace,
public and quasi public uses, and natural resource protection purposes;
That the City of Vaughan and the Region of York request the MTRCA to adopt a
Project to acquire the property on a cost sharing basis between the municipalities
and other sources;

That the acquisition of all or part of these lands be carried out by a negotiating team,
led by the MTRCA and supported by appropriate environmental studies including
liability;
That negotiations with ORC commence immediately upon receipt of approval of
these recommendations by the City of Vaughan and the Regional Municipality of
York;
That the purchase price be subject to the approval of the City of Vaughan, the
Regional Municipality of York;
That an implementation committee of local citizens, politicians, agency
representatives and others be struck to develop a long term strategy for the use of
these lands;
That the implementation committee consider the development of a broad range of
uses compatible with the purpose for the acquisition of the site and that provides
opportunities to work with private as well as public agencies;
That the ORC be requested to share in funding the development of a flow
management strategy to be carried out by the MTRCA in cooperation with other
appropriate parties, in order to identify and address the impacts of any
discontinuation of the pumping of groundwater at the site;
That all agencies recognize the importance of the East Don Corridor located south
and east of the MNR lands including the tableland linkages;
And Further That all agencies work together to acquire these lands over time,
primarily through the dedication, easements or arms length negotiation.
Attached to this report is a summary of the reports of study undertaken regarding this
property prepared by Region of York staff.
The MTRCA, the Region of York and the City of Vaughan are currently in negotiations with
the Ontario Realty Corporation over the acquisition of these lands. Please see Information
Item (a) on this agenda. Staff will continue providing information to the Don Council
members regarding this property.

The Authority has recently obtained its own Web site. When you explore this site you will
find Don Council information listed under the heading "What can I do" and under
"Environmental Hotlinks" you can link with Mark Wilson's Don River Regeneration site. We
will try and keep you updated with any further environmental sites as we receive them.

THA T companies within the Don Watershed be approached to assist in the cost of
publishing the "Get into the Don'".
RECOMMENDATION:
THA T the Richmond Hill Community Based Map be produced next followed by the
North York Map and subsequently by other maps in order to ensure that MTRCA
staff are able to provide the nscessary support;
THA T Funding partners be sought for the development and publication of these
maps;
AND FURTHER THA T the Conservation Foundation of Greater Toronto be requested
to provide reimbursement for the costs of the production of the community maps
from the donations they have received for this purpose.
COMMUNITY BASED PROJECTS COMMITTEE

THA T the Community Based Projects Committee assist in the finalization of Domtar
Site regeneration scheme through the coordinating of planting events as required to
support the project and through the facilitating of involvement from the local
community groups such as the Don Task Force and the Friends of the Don East York;
AND FURTHER THA T the Domtar Regeneration Project be forwarded to MTRCA's
Plan Review staff for comment and approval as required under the Authority's
regulations.
RECOMMENDATION
THA T Mark Scholl en of Todhunter Scholl en provide a full update on the status of the
Wilket CrBBk Regeneration Project to the Don Council.

THA T Paul Albanese and Russel White continua to provide updates to the
Community Based Projects CommittfHI on the progress of the Terraview Willowfield
project.
RECOMMENDATION
THA T a site walk be arranged in April 1997 with the Town of Markham staff and
local residents to look at existing site conditions and discuss the opportunities for
regeneration being conducted through the Community Based Project Committee's
first charette;
AND FURTHER THA T ~heila Boudreau and Yuk Woo Lee of the Community Based
Projects Committee assist in the development of a Charette on this site.
RECOMMENDATION
THA T Kevin Mercer and Deb Martin Downs continue to develop the ECO
PLA YGROUND and report at the next committfHI mfHIting.
RECOMMENDATION
THA T the Community Based Projects Committee continue to provide assistance to
the WIEP program and continue to support MTRCA's and the Conservation
Foundation's efforts to do the same.

The Don Watershed Regeneration Council met on Thursday, April 10, 1997, in the
Councillors Lounge, City of North York, 5100 Yonge Street, North York. In the absence
of the Chair and the Vice-Chair, Tija Luste, Chair of the Watershed Reporting and

BACKGROUND
The Don Watershed Regeneration Council members requested that a presentation be
prepared for the launch of the Report Card. Tija Luste, Mark Wilson and Adele Freeman
have prepared a short 10 slide presentation suitable for the release and other events. The
presentation in draft form will be presented to the Don Council at the meeting.
Press kits are being prepared for both projects. Final pre-layout copies of the Report Card
will be available at the meeting. Invitations have beenlare being sent to all those involved
in the development of "Turning the Corner" and the weir project. The agenda will include
a fish seining demonstration. There is an opportunity for a school class to be involved in
the day.
The release and opening will be followed by a tour of Chester Springs Marsh.

BACKGROUND
At Meeting #1/97, a report was provided regarding the findings of the Maple District MNR
lands. Staff of the Authority have been involved in negotiations with the Ontario Reality
Corporation, the Region of York, and the City of Vaughan. Mr. Denney, Director of the
Watershed Management Division will provide an update on the process at the Don Council
meeting.
Don Council members have also been advised that the Baker family had agreed to sell
their lands located at Highway 7 and Bathurst. This includes ESA #128 and surrounding
lands to Graywood Development Ltd.. The maple sugar bush is located in the Parkway

Belt West Plan which has been designated for acquisition by the Province. Staff of the
City of Vaughan, MTRCA, the Ministry of Municipal Affairs and Housing, and the Region
of York met to discuss the future plans for the site. Following that meeting the Province
has requested a further meeting to discuss the ESA. This meeting is scheduled for April
15,1997.

BACKGROUND
The Parks and Culture Department of Metropolitan Toronto recently provided the
Metropolitan Toronto and Region Conservation Authority (MTRCA) with a proposal to
construct elevated wetland sculptures within the Lower Don River Valley. The sculptures
are the conception of Noel Harding, an internationally acclaimed artist, who has works on
display in museums from Toronto to Tokyo.
The elevated wetlands utilize waste plastic as a soil substitute to purify water and sustain
vegetative growth. A solar pump will lift water from the Don River into the raised plastic
planters. The water will be filtered and returned to the Don. The wetlands will be
temporary.
The sculptures are designed to address two primary issues:
1. Inform the public of the usefulness, resourcefulness and aesthetic appeal of
recycled plastics.
2. Brings together the art and plastics world.
MTRCA staff have supported the project in principle, as it contributes to raising
awareness on the need for improved water quality in the Don River. Further it is a novel
approach to advancing the vision of "'Forty Steps to a New Don". The MTRCA requires
that the applicant go through the permit process since alteration to the Don River for
water inlet and discharge to the wetlands are needed. Additional information including
sediment controls during construction and site rehabilitation will be addressed through the
permit process.
A brief presentation on the project will be made at the Don Council meeting.

BACKGROUND
The Don Watershed Regeneration Council's Watershed Reporting and Monitoring
Committee began preparation of the Don Report Card in 1995. The purposes and
objectives of the Don Report Card, as defined by the Don Council at that time, were:
1. To celebrate progress and actions in regenerating the Don watershed.
2. To cause further action in regenerating the watershed.
3. To educate the watershed community and communities beyond about both the
health of the watershed and actions and activities taken by people in the
watershed.
Eight public workshops, one municipal staff workshop and one workshop with scientists
and experts were held in 1995 to select the most effective indicators for reflecting the
health of the Watershed. In 1996, the final 18 indicators were selected; baseline data
was accumulated; targets were set for each indicator for the years 2000, 2010 and 2030;
and, the Report Card text was drafted and formatted.
The Report Card received a successful launch at an event held at the Don Valley Brick
Works site on May 5, 1997.
DETAILS
MTurning the Corner," and all future Don Report Cards will provide the Don Council, the
MTRCA and all their partners with a framework for assessing progress towards reaching
the vision and objectives of MForty Steps to a New Don." The Report Card is necessary in
order to evalute progress towards the goals of the watershed strategy, assess the impacts
of efforts and facilitate the refocussing of efforts if necessary, and to celebrate
successes. Funding agencies are increasingly asking for this type of evaluation as a
justification for the provision of funds.
The Report Card is also a fundamental tool through which the MTRCA and the Don
Council can communicate the watershed story to the general public and promote
increased watershed stewardship from all sectors of society.
Staff are in the process of circulating copies of "Turning the Corner" to the Clerks, Parks,
Planning and Works Departments of the ten Don watershed municipalities.

BACKGROUND
The Authority at Meeting #2/97, April 4, 1997, approved, in principle, the indicators and
targets selected for reporting in the Don Watershed Report Card.
The Don Watershed Report Card UTurning the Corner" was released at a media event held

The objectives for the report card, as defined by the Don Council were to:

RATIONALE
While the launch event, the resulting media coverage, and all future presentations of the
report card and the data contained in it are valuable contributors towards achieving
objectives 1 and 3 above, a detailed work plan is required in order to successfully utilize
the report card for causing further action. It is of primary importance that the findings of
the report card and the targets proposed in it are employed as a framework for
coordinating future actions.
The actions of many agencies, public groups, businesses and individuals will be required in
order to reach the targets identified in MTurning the Corner". The actions required will

also take many different forms, from setting targets in some cases, to acquiring baseline
data, identifying locations for in-ground projects, performing studies and actually putting
projects in the ground. The purpose of this work plan is to assist all groups and provide a
very specific agenda for the work of the Don Council.
In order to assist in the formulation of a three year work plan, the Chair requested that
the attached work plan framework tables be drafted in order to facilitate a working
session at this meeting.

respect to off-track bicycle use in natural areas within the Metro region. The focus
of the work is on pragmatic solutions to the issue working within a partnership

BACKGROUND
The Metropolitan Toronto Region Conservation Authority submitted a proposal to the
Trillium Foundation for funding to support an outreach program to New Canadians. A
project summary attached summarizes the approach and goals of the program. At
present the Lower Don Task Force has agreed to assist in this work, having identified a
number of sites including Binscarth Ravine Swamp Restoration, Milkmen's Lane Swamp
Restoration, and Chester Springs Marsh projects. The Environmental Centre for New
Canadians will be involved in these Lower Don Projects. Sites have also been established
for the Humber River.
It is possible that additional sites may be considered within the two year period. Don
Council members are invited to identify possible sites and also groups to be contacted
that may be interested in being involved in this program.

BACKGROUND
Following the publication of "Turning the Corner - The Don Watershed Report Card",
members of the Council reviewed the targets and actions contained within the Report
Card at Meeting #3/97. A long list of actions were identified and members of the
Watershed Report Card and Monitoring Committee assisted by others from the Don
Council met to consider the proposed criteria for assessing the strategies suggested at
that time. Those criteria were reported at the August meeting of the Council. MTRCA
staff have reviewed the actions, the criteria, and has developed a draft work plan to
initiate the substantial work that will be required to address the targets set for the year

2000. In addition, a Committee Structure for the Don Watershed Regeneration Council
has been developed for discussion. It is recognized that some work can be carried on
directly by Council members and associates; that the MTRCA staff will continue to
facilitate and/or carry out specific tasks; and that additional services will be required from
time to time.
The proposed Work Plan has been designed to identify the strategic actions that are
necessary to address the targets, provide support for projects underway, develop an
enhanced monitoring system for the watershed and the development of future report
cards.
The proposed Committee Structure of three committees recognizes that there are three
key areas that flow from "'Forty Steps to a New Don'" and through UTurning the Corner".
They are Caring for Water, Caring for Nature and Caring for Community. The linkages
between these three themes are vital and will require staff and the full Don Council to be
attentive to both opportunities to link activities and ensure key elements are not
neglected. A number of issues will require the attention of the full Council and/or the
establishment of special ad hoc committees. Staff request your review of the Work Plan
and Committee Structure at the Don Council meeting and would appreciate additional
comments by September 30, 1997.

BACKGROUND
The Parkway Belt Master Plan, the corridor set aside by the Province of Ontario north of
Toronto which includes Highway 407 and a major electrical transmission route, included a
provision for the Province of Ontario to acquire the Baker Sugar Bush should the existing
use be endangered or should the owner request. The Baker Sugar Bush is a woodland
important for it's ecological function as recognized both by its designation by The
Metropolitan Toronto and Region Conservation Authority (MTRCA) as an Environmentally
Significant Area (ESA) and provincially as an Area of Natural and Scientific Interest
(ANSI). As one of the few remaining tableland woodlands within the Don, the site is
important in maintaining the ecological diversity of habitats within the Don Watershed.
In November of 1997, the future of this parcel of land was brought to the attention of the
Don Council. MTRCA staff had been advised that the owner had requested the Province
to clarify its position with respect to acquisition of the property. In early 1997, staff of
the MTRCA were advised that Greywood Developments had optioned the property. The
Don Council subsequently requested that representatives of Greywood Developments
meet with the Don Council. They declined that invitation. (letter in Don Agenda #3/97)
The MTRCA have now been advised that a request has been made to the Province of
Ontario by Sugarbush Developments Limited to delete a portion of the property from the
Parkway Belt to facilitate the development of adjacent lands. The affect of deleting a
portion of this property on the future decision of the Province regarding the ANSI and ESA
designated portions are unknown.

Advisory Board report for September 19, 1997 included in this agenda.

BACKGROUND
At a previous meeting, Mr. Ernie Baltz of the Todmorden Oxbow Restoration Project
advised of a proposed project. Paula Davies advised the members that due to lead levels
above federal and provincial habitat guidelines, the Great Lakes 2000 Cleanup Fund and
Action 21 would not be able to participate in funding this project. The MTRCA, with the
W. Garfield Weston Foundation, has agreed to undertake a Phase I Environmental Audit to
determine the potential sources of the lead.

(a) Interim Report of the Toronto Transition Team
Mr. Craig Mather spoke on the Authority's position regarding the above-noted
topic. Queries from the Don Council were put to Mr. Mather regarding the report.
A request was made to all Don Council members to write individual letters
regarding the Interim Report.
(b) Don Watershed Regeneration Council
On behalf of the Authority and staff, Mr. Craig Mather thanked the Don Watershed
Regeneration Council for all their hard work and dedication over the past three
years.
(c) Lower Don Habitat Projects.
Laura Stephenson gave a slide presentation.
In 1996, The Task Force requested the Authority complete a report of potential
sites of Small Scale Aquatic Habitat Enhancement Projects in the Lower Don.
Seventeen potential sites were reviewed. Of these, two sites - Helliwell's Hill
Wetland and Glen Edyth Hardwood Swamp are now nearing completion. Five
other sites were considered a high priority.
(d) Metro Toronto Remedial Action Plan Implementation
Riverdale Farm Ponds Naturalization Project
Tamara Chipperfield spoke on the above-noted project.
In July of 1996, the Authority was approached by the City of Toronto to provide
assistance in restoration of the Riverdale Farm Ponds, (Sanctuary Pond and the
Lower Pond). It was found that the ponds were inhabited by non-native species of

fish and turtles. The vegetation surrounding the ponds were found to
predominately exotic invasive species. Water quality and erosion problems were
also present. Plantings, an in-line storm sewer facility, redirection of present water
flow from the Farm, creation of wildlife habitat, and access to the pond will be a
part of the restoration project. Interpretative signage, viewing platforms and
public eduction regarding introducing non-native species into ecosystems will be
part of the public education program.
(e) Don Watershed Business Outreach
Westminster Creek and Watershed Stewardship
Andrew MacCammon informed the Council that an 8 page tabloid is being
produced
to be distributed to approximately 9000 industrial companies in the area. Members
were invited to comment on the draft tabloid.
(f) Pioneer Park
John Nemeth told the Don Council that the approval money was now in place and
that construction was scheduled for next summer. The concept for the park was
to be put on the next Don Council Agenda.
(g) Poster Map
Adele Freeman presented the draft Poster Map which illustrated information and
pictures on the reverse side. The work on the poster map was sill on-going.
(h) Stormwater Management Map
Adele Freeman introduced the Storm water Management map that represents
stormwater management in the Region of York. Staff will be continuing to work
on this map and bring it forward to the next Don Council meeting.

BACKGROUND
On Wednesday, November 12, 1997, at about 7 p.m. McNally Construction Company
struck a 22" sewer main at Buchan Court in North York (location map attached). They
filled the hole with concrete causing the back up of the main and release of untreated
sanitary sewage into a small tributary of the East Don River at Sheppard and Leslie. Four
diesel pumps were installed to bypass the sewer. They will stay in place until the sewer is
repaired, possibly within 1-2 weeks.
The following actions were taken:
1. On Wednesday, November 12, 1997 at approximately 9:00 pm, McNally
Construction Company called the Ministry of the Environment Spills Action C~ntre
(SAC) to report the spill.
2. On Nov. 12, at approximately 11 :00 pm SAC staff arrived at the site to assess the
damage. At that time untreated sanitary sewage was flowing into a Don tributary
at the rate of 60 gallons/minute. They walked the stream and found water
cloudiness and debris but no dead fish; however, they had difficulties with the
inspection due to darkness. Water samples and photos were taken, water sampling
was to be repeated in the morning. It was noted that the creek is approximately 8
inches deep with a slow current therefore, adverse effects here are great. This is
much reduced once this discharges into the East Don. A visible mixing zone was
observed below the North York Hospital. North York Works Department set up
two 6 inch pumps to bypass the blockage. They were set up at 12:30 am when
the sewer flow subsided. At about 2:00 a.m., the sewage flow into the creek was
stopped.

3. SAC advised the Ministry of Health, the City of Toronto Health Department,
Metropolitan Toronto and Island Water Treatment Plants, North York Health
Department, Metro Region Conservation and Ministry of Natural Resources about
the spill. Staff of the Metropolitan Toronto Water Treatment Plant took extra
samples for bacterial analysis. The Island Water Treatment Plant was not
processing at that time
4. At 1 :55 a.m., on November 13, SAC advised the Toronto Transit Commission
(TIC) as the responsible party of their duties. They were advised to monitor the
situation 24 hours a day and call SAC if the flow to the stream started again. The
sewage spilled into the stream a few more times due to hose and pump failures.
SAC advised the Health Unit to cordon off the spill area because of a nearby
bicycle path.
5. There are currently four pumps in place to bypass the sewer main until it is
repaired. The MOE SAC has no estimates on the amount of sewage spilled. The
TIC is currently working on a report about the incident.

BACKGROUND
In 1992 the draft Don Watershed Fish Community and Habitat Management Plan was
initiated by the Don Watershed Task Force and was developed concurrently with "Forty
Steps To A New Don". The August 1997 draft of the Don Watershed Fish Community
and Habitat Management Plan was approved by the Authority at Meeting #7/97 with the
following resolution:

implement the plan, subject to available funding;
AND FURTHER THA T staff be directed to report in the future on any aspects of
implementation of the plan which would require amendments to Authority policies
and practices. ..
Implementation of some of the recommendations in the Don Watershed Fish Community
and Habitat Management Plan (FCHMP) were initiated while the Plan was still in
preparation. For example, the mitigation of the Pottery Road Weir to allow fish passage
was initiated in 1995 and the construction took place in the winter of 1997. The project
will be monitored in the spring to determine the success of the project in providing fish
passage and continuing to restrict lamprey migration.
A second project that was undertaken in 1 997 involved the stocking of approximately
10,000 rainbow trout into two tributaries of the Upper East Don subwatershed. This
project was first discussed by the Don Council at Meeting #5/97 and by way of letter
from Tracy Smith (included in agenda package). The rainbow trout fry were obtained
through the Ministry of Natural Resources from a Community Fisheries Involvement
Project hatchery in the Rouge River Watershed. The two tributaries selected for the
stocking receive drainage from primarily rural land uses and receive a large amount of
ground water from the Oak Ridges Moraine. The stocking took place in the area bounded
by Bathurst Street to the east, Hwy #7 to the south, Dufferin Street to the west and
Major Mackenzie Drive to the north. The purpose of the stocking was to determine if
water quality and temperature were presently sufficient for the survival of young trout.
Electro shocking in October indicated that the fry survived in good numbers although none
were found in the vicinity of Major Mackenzie Drive.. It is likely that the water
temperatures in this area were too high due to the impact of a large online pond
immediately upstream. Sampling is planned again for the spring to determine if the trout
are able to survive the winter.
In the spring of 1998 or 1999 staff would like to transfer adult rainbow trout to the same
reaches that supported the fry to determine if they can spawn successfully. Knowledge
of what can survive under present conditions will provide us with a better idea of the
present condition of the watershed and thus help to identify what might be achieved
through regeneration. Staff will work closely with the MNR and interest groups to
undertake this project.
A second weir mitigation project is being planned for implementation in late 1997 or early
1998. The Lower East Don Subwatershed is being targeted in order to provide migratory
salmonids access to spawning grounds upstream. The project is conceptual at this stage
while the land owners with significant barriers are approached to gain their cooperation.

MOUNTAIN BIKING FORUM
- Meeting dated September 30, 1997.
A short presentation by Roslyn Moore was given. Metro Parks and Culture and the
Don Council held a forum on Mountain Biking within the GT A. The forum was
well-attended. A willingness for problem solving, communication between biking
enthusiasts and environmentalists and a consensus to develop strategic sites for
mountain biking in non-sensitive areas pointed out the need to continue to be
proactive to bring this forward to the new Don Council.

Culture Department and the Metro Region Conservation to establish an organized

BACKGROUND
The Canadian Heritage Rivers System (CHRS) is a federal-provincial-territorial program aimed at
recognizing Canada's important rivers to ensure their future management such that:
. the natural and human heritage which they represent are conserved and interpreted, and;
. the opportunities they possess for recreation and heritage appreciation are realized by residents
of and visitors to Canada.
The Authority has completed its preliminary research and analysis. Background documents have been
prepared. A nomination document has been submitted to the Canadian Heritage Rivers Board providing
strong evidence that the Humber River has outstanding Canadian value.
The 100-kilometre long corridors of the Main and Lower Humber River and its tributary, the East
Humber River, has been nominated based on the outstanding natural heritage, human heritage and
recreational value to the resident population of 500,000 and to the three million inhabitants of the
Metropolitan Toronto Area.
Some of the values of the Humber River are described below:
. The Humber River has outstanding examples of natural features such as the Niagara
Escarpment, the Oak Ridges Moraine, provincially significant Areas of Natural and Scientific
Interest, wetlands, birds, mammals and herptiles and endangered species of birds;
. The Humber River corridor was the home of aboriginal peoples as early as 1 2 millennia ago and
their legacy of transportation networks is still enjoyed today;
. The Humber River contains over 1,000 outstanding examples of aboriginal and historic
archaeological sites, 19th and 20th century dwellings, public structures, cemeteries, and other
testaments to human activity and adaptability to the environment;
. The Humber River corridor is home to a number of cultural groups, both those who settled the
area in the late 18th century and later immigrants who have all contributed to the Canadian
cultural mosaic;
. The Humber River is strongly associated with the careers and works of famous persons such as
Etienne Brule; Louis Joliet; Rene Robert de La Salle; Fathers Jean de Brebeuf, Joseph
Chaumonot and Lous Hennepin; Jean-Baptiste Rousseau; Elizabeth Arden and Janet and Pierre
Berton among many;

. The Humber River corridor has outstanding recreation, education and tourism opportunities,
including natural and human heritage appreciation that are best afforded by walking, bicycling,
camping, canoeing, touring and taking part in special programs that are offered by communities
and organizations along the river;
. The Humber River corridor is protected by an array of provincial, regional and local laws,
regulations, policies and guidelines, coordinated throughout the river and across thirteen
municipalities;
. The Humber River corridor and its regulatory and planning response mechanisms such as those
of the MTRCA are outstanding examples of human adaption to periodic flooding; and
. The Humber River is an outstanding example of the symbiotic ecosystem links between these
natural heritage, human heritage and recreational values.
If the nomination is accepted, designation as a Canadian Heritage River is possible; meaning that the
river has achieved formal recognition of its importance to the history and development of Canada. To
attain designation, a management plan must be submitted and accepted by the Canadian Heritage
Rivers Board. The management plan must indicate how the outstanding heritage and recreational
resources for which the river has been designated will be managed. Legacy: A Strategy for a Healthy
Humber is the management plan in this case.

The Fisheries Management Plan was initiated during the development of Legacy: A Strategy for a
Healthy Humber. The purpose of the Fisheries Management Plan is to (a) compare the present and
historic biological and physical data and (b) to set management direction to protect and enhance the
health of the aquatic ecosystem.

Partners in the development of the Fisheries Management Plan include the Ontario Ministry of Natural
Resources, the Metropolitan Toronto and Region Conservation Authority, Action to Restore a Clean
Humber and EnvirolVnent Canada through the Great Lakes 2000 Clean-up Fund. As well, input from
numerous groups including the Headwaters Ryfishing Club, the Humber River Angling Association, the
Islington Sportsman's Club, the Ontario Baitfish Association, the Ontario Federation of Anglers and
Hunters, Ontario Streams, Trout Unlimited, the Humber Heritage Committee and members of the public
has been extremely important in the development of the Plan.
The initial stage involved the compilation and analysis of historical fish collection data which spans
more than 50 years; the assessment of the physical"habitat such as soils, stream order, stream slope,
groundwater and baseflow, instream barriers, riparian vegetation and wetlands and an evaluation of
water quality which was all used to determine the general characteristics of the watercourses and
waterbodies in the watershed.
All of the above information was used to classify each watercourse and waterbody into one of seven
habitat categories; small riverine cold and warm water, intermediate riverine cold and warmwater, large
riverine, estuarine (coastal wetland) and lacustrine (waterbodies). Categorizing the watershed into
aquatic habitat categories helps to set an expectation for the type of fish community that should be
present. as well as allows the identification of factors currently limiting a stream or river from
supporting that community.
In June. public meetings in Swansea, Bolton and King City were held to gain input from stakeholders.
interest groups and the public. Those in attendance were asked their opinions on how the watershed
has changed, what they felt were important issues. the future of the fishery and how the public can
- help with the development of the FMP.
The information obtained from the meetings was summarized for the next round of public meetings in
October. At these meetings. potential options for allowing increased access for fish species to the
watershed and the implications of those options were discussed. With the completion of the second
round of public meetings, a preferred choice for allowing increased access for fish species to the
watershed will be identified and a Draft Rsheries Management Plan will be completed by December.
RATIONALE
The Fisheries Management Plan will be an important tool in future watershed management in areas
such as:
. priority setting for rehabilitation projects
. report carding
. benchmark comparisons to monitor rehabilitation success
. land use planning
It will also complement the documents prepared by the Humber Watershed Task Force.
DETAILS OF WORK TO BE DONE
With the completion of the second round of public meetings, the final stage of the Fisheries
Management Plan can begin. This involves completing the section of the document entitled
"Framework for Future Rsheries Management." It is here that rehabilitation strategies at a
subwatershed and habitat category level will be discussed as well as sections on public lands, rare,
threatened, and endangered species, consumptive uses (baitfish, stocking regulations), non-
consumptive uses (viewing and education), plan input and review and monitoring. A Draft Final
document will be ready for municipal, agency and public review in December.

BACKGROUND
The concept of Community Action Sites was used in Legacy: A Strategy for a Healthy Humber ~o
illustrate how the recommended actions could be implemented. Seventeen sites were originally
identified and are briefly described in the document. Three of these sites including the Caledon East
Wetland (Town of Caledon), Sun Row Park (City of Etobicoke) and Lake Wilcox (Richmond Hill) were
chosen to be profiled in the strategy. These three sites best demonstrated how the environmental,
social and economic needs and opportunities could be managed to achieve a healthy Humber River
watershed. Two additional sites have since been adopted including Bolton Village and Palgrave Mill
Pond.
A community-based planning process was used to define the specific management actions for each
site. This involved public consultation to obtain input and agreement from residents and groups who
expressed an interest in the future of the Community Action Site.
Protecting, restoring and celebrating Community Action Sites will set an example of what can be
accomplished by partnerships where public and private sector interests are united in a common vision.
A brief status report on several action sit.es is provided below:
Caledon East Wetland
The Caledon East Wetland Steering Committee is well underway in planning restoration works for this
site. A grading plan for the wetland construction and a planting plan for the site have been developed.
These were presented to the Town of Caledon's Council on July 7 and were received with continued
support. Construction of the wetland is scheduled to begin this fall; plantings will continue into next
spring. Monitoring of the site has also begun. Members of the local community and schools are taking
the lead in this endeavour. They have been examining fish, bird and amphibian populations and
monitoring water quality. Community awareness is also a goal of the Steering Committee. To date.
two signs featuring the Opportunities Map have been placed at the site and the project was also
featured at the Caledon Trailway Day on October 11. An additional tree planting event is planned for
October 25, 1997.

Sun Row Park
Implementation of the Sun Row Park Community Action Site was formally launched at a "Kick Off"
event on May 8 as part of "Celebrate Your Watershed/' Week. Over 150 students from Valleyfield
Public School planted trees, shrubs and wildflowers. Students also took part in stream monitoring
demonstrations, nature walks and park clean ups. Displays on site provided residents with opportunities
to leam about backyard renaturalization, habitat creation and culture and heritage. To top off the
event, a 'ground breaking' ceremony was held, at which time Canada Trust Friends of the Environment,
presented a $9,900 cheque to the Humber Creek Restoration Group. The funds will be put towards
restoration projects in the park. Currently, the Sun Row Park Steering Committee is drafting a terms of
reference for a watercourse rehabilitation study scheduled for this fall. The study will identify
rehabilitation options within both Sun Row Park and the Humber Creek subwatershed as a whole.
Emphasis will be on using natural methods for streambank design and improving water quality through
the use of stormwater management practices. A second community event was hosted by the partners
on October 18.
Lake Wilcox
The "lake lung" has been installed in Lake Wilcox by the Town of Richmond Hill. The lung is designed
to maintain a healthy balance of oxygen in the water throughout the year to reduce algae growth,
improve water quality and enhance fish populations.
Palcrave Mill Pond
The residents of Palgrave in the Town of Caledon are anxious to begin work enhancing the area of the
Palgrave Mill Pond. :4fter several very successful public meetings on this diverse community action
site, a steering committee has been established and members are excited about setting out a work
plan. The works being considered include plantings, trail construction, dam mitigation measures and
interpretive signage.

Caledon residents and members of Council have expressed an interest in adopting the area of the
Humber River in the vicinity of the historic Bolton Dam in downtown Bolton as a Community Action
Site. Substantial public interest in this site is anticipated. Opportunities to protect, restore, educate or
celebrate the area's values will be explored.

BACKGROUND
The Multi-Cultural Stewardship Project of the Trillium Foundation seeks to provide hands-on training to
emerging cultural groups within local communities on methods for implementing Community Action
Sites within the Don and Humber River watersheds.
Essentially, there are two parts to this project; the first is to integrate emerging cultural groups into
environmental stewardship and ecosystem regeneration projects. The second part is project
implementation, to be undertaken by the emerging cultural groups with technical direction provided by
the MTRCA or other partners.
A Steering Committee will be formed consisting of MTRCA staff, agency staff and representatives from
ethnic groups. Steering committee members, in conjunction with the MTRCA, will be responsible for
contacting cultural groups and publicizing the availability of positions for leadership training. The
project will train members of visible minority groups living around the approved sites to work as
community leaders to engage individuals in ecological restoration.
Once training for Community Action Site leaders has taken place, the MTRCA will provide employment
for individuals to engage emerging cultural communities living around seleoted sites in various
environmental restoration projects. Trained Community Action Site leaders will be responsible for
conducting outreach activities to draw people to an "issues identification workshop" which they will
conduct. The workshop will help the Community Action Site leaders identify issues, barriers, partners'
needs and opportunities for improving the health of selected locations within the Humber and Don
watersheds.
The Community Action Site leaders will be responsible for facilitating workshops where members of
local cultural communities participate in a program to plan the ecological restoration of the sites
through the development of opportunity maps. Maps will be refined by MTRCA technical staff, and
then sent back to the Community Action Site leaders to return to workshop participants for verification.
After the maps have been confirmed, Community Action Site leaders will work in conjunction with
MTRCA in developing implementation activities for the site. Leaders will be responsible for animating
the community around these program activities, and then engaging in an evaluation of the success of
the project.
The Community Action Sites that are proposed for implementation in this project will be strategically
located throughout both the Don and Humber watersheds. They have been selected because they are
examples where environmental, cultural, heritage and economic health can be protected, restored and
celebrated. They are accessible local sites that can demonstrate how Legacy: A Strategy for a Healthy
Humber can be implemented.
The Community Action Sites that will be implemented in the Humber watershed include Sun Row Park,
Summerlea Park, Humber-Mede Pond and Claireville Conservation Area in the Humber watershed. In
the Don watershed, the Community Action Sites include Milkman's Lane Swamp and Binscarth
Swamp. For each of these sites, the environmental integrity has been evaluated and it has been
determined that each is degraded. Common to each site is the lack of stormwater management, and
thus uncontrolled and polluted runoff is entering the respective river systems. Another common factor
to each site is the lack of riparian, instream, or forest cover. As such, site rehabilitation will include
constructing wetlands, augmenting aquatic habitats, establishing riparian areas, and linking forested
areas or establishing forest buffers.

FINANCIAL DETAILS
To date, $150,000 to integrate emerging cultural communities into environmental stewardship and
ecosystem regeneration projects has been committed by the Trillium Foundation.
An additional $100,000 in funding is required for project implementation. To this end, a funding
proposal has recently been submitted by the Conservation Foundation of Greater Toronto to
Environment Canada's Action 21 program.
The MTRCA has committed an additional $10,000 and $40,000 for in-kind services towards the
Community Development for Multi-Cultural Stewardship Project. Services will include overall project
management/direction, technical expertise and financial services.
DETAILS OF WORK TO BE DONE
Staff will hire the Project Coordinator and Community Action Site Leaders. The positions were
advertised, and over 100 applications in total were received.
Staff, in conjunction with the Project Coordinator, will establish the Steering Committee.
The Project Coordinator will initiate the project through training and contracting Community Action Site
Leaders for each site. and through initiating the community-based project design and implementation
phases.

Richard Whitehead offered to host the July 21, 1998 Humber Alliance Meeting in Palgrave. Further
details will be provided closer to the date.
RATIONALE
A schedule of meetings is proposed to assist the Alliance. A random sample of municipalities were
contacted to avoid choosing meeting dates that may conflict with municipal council meetings within
the Humber River Watershed. Tuesday evenings are proposed. Meetings will be held quarterly. No
meeting has been scheduled in December, 1997 to avoid conflicts with the holiday season.

MTRCA can provide meeting space to the Alliance on a regular basis at the Black Creek Pioneer Village
Visitors Centre. This location is central to the watershed and easily accessible. However, the Alliance
is encouraged to have meetings at various locations throughout the watershed.

groups were asked to congregate to select a suitable day, time and place for the subcommittee to
meet.

(j) Humber Advocate:
Beth Williston advised that the deadline for articles to be included in the December issue of our
newsletter, The Humber Advocate, is November 15. 1997. Members are encouraged to submit articles

Iii) Metro Works Public Forum:
Sonya Meek advised that Metro Works is hosting a public workshop on Saturday, October 25th from 9
a.m. to 2 p.m. at Metro Hall. The purpose of this forum is to develop a storm water management plan
for all of Metro Toronto. The plan will be developed over two years and will focus on such things as
remediating overflow and developing a finance strategy for funding this plan. The Steering Committee
that Metro established for this project has representation from all municipalities, MTRCA and other
agencies and residents from Metro. Brian Denney and Sonya Meek are the Authority representatives. It
is intended that the Humber Watershed Alliance will be used as a mechanism to disseminate
information to the study and as a forum to provide input to the Committee through the Authority
representatives.
Jiiil MTRCA Lotterv Calendars:
Gary Wilkins introduced the recently released 1998 Lottery Calendars which the Authority is selling as
a fundraising initiative. The cost of the calendars is $15 each and wooden holders are available at an
additional cost of $35. The complete set (calendar and holder) costs $40. The value of the prizes
offered is approximately $11,000. Members are encouraged to purchase a calendar and may call Gary
