Disposal of vehicles will be sold at a car and truck auction centre in Brampton. Disposal of equipment will be sold at a farm and industrial equipment auction centre in Brampton and by advertisement. CARRIED to "\ I~~ - May 8, 1998 EXECUTIVE COMMITTEE MEETING #3/98 B187 BACKGROUND The Authority's Policy and Procedures for the Purchase of Goods and Services and Disposal of Equipment requires the Executive Committee approval for selection of successful tenders for acquisitions between $ 25,000 and $ 100,000 and the disposal of vehicles and equipment having an aggregate value in excess of $ 10,000. The acquisition of replacement and disposal of vehicles and equipment is included in the 1998 budget which was adopted at Authority Meeting # 3/98. ANAL YSIS In accordance with the Authority's policy, staff (Vehicle and Equipment Committee) has examined the need for replacement of Authority owned vehicles. Vehicles and equipment no longer required in one location are made available to other locations prior to being considered for disposal. Staff has examined the optimal manner for disposal of vehicles and equipment in compliance with the Policies and Procedures for Disposal. Acquisition of Replacement Vehicles The replacement of vehicles is determined by the condition of the vehicle including the mechanical fitness (costlbenefit of repairs), use of the vehicle, age and mileage or hours of use. The vehicles which are being replaced have high mileage and wear. The members of the Tender Opening Sub-Committee at their meeting opened tenders for the vehicles on April 24, 1998. The tenders received were referred to staff for review and report to the Executive Committee Meeting # 3/98 on May 8, 1998. However, staff have reviewed the trade-in method of disposal and have determined that based on various factors we recommend that our vehicles be disposed through an auction. Staff are under the opinion that we will receive higher prices for our used vehicles and improve the interest in our new vehicle tenders. Surplus vehicles to the Authority's needs are as a result of consolidation of activities and short term rental of vehicles. Because these vehicles will not be replaced it is recommended that they be sold at an car and truck auction centre. This will reduce the vehicle fleet from 52 to 47.
