DETAILS OF WORK TO BE DONE
Staff to make the appropriate arrangements to purchase and dispose of vehicles and
equipment in the most optimal manner. Disposal of vehicles will be sold at a car and truck
auction centre in Brampton. Disposal of equipment will be sold at a farm and industrial
equipment auction centre in Brampton and by advertisement.
FINANCIAL DETAILS
Funds are available for the purchase of vehicles and equipment from the Vehicle and
Equipment Budget (701-11-404 and 701-11-405). Funds received from the disposal of
vehicles and equipment will be deposited into accounts 701-11-093 and 701-11-094.

Marvin Starr Pontiac Buick Cadillac GMC Inc. in the total sum of $ 57,219.40, it being the
lowest tender received and meeting the specifications;
THA T tender ES-98-20 for one 12 Passenger Van be awarded to Northtown Ford Sales in
the total sum of $ 30,307.90, it being the lowest tender received and meeting the
specifications;
THAT tender ES-98-21 for one Compact Pick-Up with Extended Cab be awarded to
Northtown Ford Sales in the total sum of $ 22,777.70, it being the lowest tender received
and meeting the specifications;

BACKGROUND
The Authority's Policy and Procedures for the Purchase of Goods and Services and Disposal
of Equipment requires the Executive Committee approval for selection of successful tenders
for acquisitions between $ 25,000 and $ 100,000 and the disposal of vehicles and
equipment having an aggregate value in excess of $ 10,000. The acquisition of replacement
and disposal of vehicles and equipment is included in the 1998 budget which was adopted
at Authority Meeting # 3/98.
ANAL YSIS
In accordance with the Authority's policy, staff (Vehicle and Equipment Committee) has
examined the need for replacement of Authority owned vehicles. Vehicles and equipment
no longer required in one location are made available to other locations prior to being
considered for disposal. Staff has examined the optimal manner for disposal of vehicles and
equipment in compliance with the Policies and Procedures for Disposal.
Acquisition of Replacement Vehicles
The replacement of vehicles is determined by the condition of the vehicle including the
mechanical fitness (costlbenefit of repairs), use of the vehicle, age and mileage or hours of
use. The vehicles which are being replaced have high mileage and wear.
The members of the Tender Opening Sub-Committee at their meeting opened tenders for the
vehicles on April 24, 1998. The tenders received were referred to staff for review and
report to the Executive Committee Meeting # 3/98 on May 8, 1998.

Disposal of Vehicles
In the past, replacement vehicle tenders included trade-in which was the most efficient and
cost effective method of disposing of the older vehicles. However, staff have reviewed the
trade-in method of disposal and have determined that based on various factors we
recommend that our vehicles be disposed through an auction. Staff are under the opinion
that we will receive higher prices for our used vehicles and improve the interest in our new
vehicle tenders.
Surplus vehicles to the Authority's needs are as a result of consolidation of activities and
short term rental of vehicles. Because these vehicles will not be replaced it is recommended
that they be sold at an car and truck auction centre. This will reduce the vehicle fleet from
52 to 47.

Disposal of Equipment
In the past, replacement and surplus equipment was sold at an auction which was the most
efficient and cost effective method of disposing of all equipment. However, staff have
reviewed the auction method of disposal and have determined that certain equipment would
obtain bring higher disposal returns if advertised.
-- - Table 2 identifies the replacement and disposal of surplus equipment. Surplus equipment
will not be replaced as a result of consolidation of activities at our work locations,
downsizing and change of operation procedures.

sewer located south of Rutherford Road, west of Clarence Street, City
of Vaughan, Regional Municipality of York.

THE EXECUTIVE COMMITTEE RECOMMENDS THAT WHEREAS The Toronto and Region
Conservation Authority is in receipt of a request from The Corporation of the City of
Vaughan to provide a permanent easement for a storm sewer outfall and sanitary sewer
located south of Rutherford Rood, west of Clarence Street, City of Vaughan, Regional
Municipality of York:
AND WHEREAS it is in the opinion of the Authority that it is in the best interests of the
Authority in furthering its objectives, as set out in Section 20 of the Conservation
Authorities Act, to cooperate with The Corporation of the City of Vaughan in this instance;
THAT a permanent easement containing 0.080 hectares, more or less, (0.198 acres) be
granted to The Corporation of the City of Vaughan for a storm sewer outfall and sanitary
sewer, said land being Part of Block 81, Plan 65M-2808, City of Vaughan, Regional
Municipality of York, designated as Part 2, on a Plan of Survey prepared by A. Skranda
Surveying Ltd. under their Project 5493-1;

CA 98-02. Bulk Maple Syrup
KEY ISSUE
The Tender Opening Sub-Committee opened tenders for the purchase of bulk maple syrup on
May 29, 1998. The tenders received were referred to staff for review and report to the Executive
Committee.
RECOMMENDATION
THAT tender #CA98-02 for sixty (60) drums of Canada #1 medium grade maple syrup be
awarded to Robinson Maple Products, In the total sum of $67,650 based on a price of
$2.75 per pound, it being the lowest and only quotation received and meeting
specifications.
BACKGROUND
The following five (5) companies were requested to bid on the supply of bulk maple syrup for
our 1999 program at Bruces Mill and the Kortright Centre for Conservation:

General Description
FOR REPLACEMENT OF CEDAR SHINGLE ROOF, 2,700 sa. FEET, AT BLACK
CREEK PIONEER VILLAGE. NORTH YORK. MUNICIPALITY OF NORTH YORK, as
described below and on enclosed plans and specifications.
Contract consists of the supply of all required labour. material and equipment
required for the constru~tion and/or installation of New Western Red Cedar Shingle
Roof and Underlay.
Lump sum price quoted shall include the furnishing of all supervision, labour,
materials, construction tools and equipment necessary to construct/complete the
project as specified and as shown on the enclosed plan.
GENERAL SPECIFICATIONS
Permits - all required permits, approvals and inspections (including Health
and Safety Branch Approval) are the responsibility of the
Contractor.
Site - Existing Cedar Roof material and underlay to be removed off site
by Contrator.
Roof - shall be installed and constructed in accordance with CSA
0118.1-1988: Western Red Cedar Shingles No.1 grade and
Ontario Building Code.

- No substitutions for specifications will be permitted.

TERMS AND CONDITIONS
The Contractor shall be responsible for examination of the site to be fully informed
of all existing conditions.
Access to work site to be arranged in advance with T.R.C.A. staff.
The contractor must comply with all safety standards established by law and with
safety standards established by Industry Associ-ations where applicable. Breach of
this condition will be a fundamental breach of contract.
Contractor to specify a'pplicable safety standards:
The Contractor, for purposes of the Ontario Occupational Health and Safety Act,
shall be designated as the Constructor for this project and shall assume all of the
responsibilities of the Constructor as set out in that Act and its regulations. The
foregoing shall apply notwithstanding that the awarded Bidder has been referred to
as the "Bidder" in this and any other related document.
It is the responsibility of the Contractor to work in a safe orderly manner so not to
constitute any safety hazards. Contractor must control traffic as deemed
necessary.
The following policies shall be complied with by the Contractor when working on
the job site:
i) safety boots steel toe and sole (green patch) shall be worn at all times;
ii) hard hats CSA Class B and safety vests shall be work at all times when not
in a vehicle or building;
iii) At the close of each working day, the site and all equipment and materials
shall be left in a neat and orderly manner as not to constitute hazard to the
safety of pedestrian or vehicular traffic.
Contractor shall take out and keep in force until the date of acceptance of the
entire work by the Authority, a comprehensive policy of public liability and property
damage in respect of anyone accident, to the limit of at least $1,000,000.00
exclusive of interest and cost, against loss or damage to property; and such policy
shall name the Toronto and Region Conservation Authority as an additional insured
thereunder, and shall protect the Authority against all claims for all damage to any
property of the Authority, of any other public or private property, resulting from or
arising out of any act or omission on the part of the Contractor or Sub-contractor,
or any of his servants or agents, during the execution of the contract and the
contractor shall provide a certified copy of the policy or certificate thereof to the
Authority on rewarding the contract.

Contractor to supply building permit, Regional Health Permit, and be responsible for
all other permits and/or inspection fees required.
The contractor to supply W.C.B.Certificate of Clearance covering all his own
employees on the job site before payment will be made.
The Contractor understands that the Authority will not provide any coverage under
the Workers' Compensation Act. The Contractor shall furnish a certificate of
coverage under the Workers' Compensation Act. Said certificate to be dated not
earlier than two weeks prior to the date of this tender. In the event the work is not
completed within the 37 days covered by the initial certificate, additional
certificates of coverage will be furnished by the contractor to cover the entire
period the work is in progress.
All construction to conform to the building code, Ontario Regulation 41 3/90 ALL
local, municipal, regional health, electrical, plumbing and fire code regulations and
the Ontario Highway Bridge Design Code 3rd Edition.
Information collected in this document is collected under Authority of the
Conservation Authorities Act. The information collected will be used to evaluate
the Quotation submitted by the bidder. All information submitted will be made
available to the public.
Work site must be cleaned and free of debris at the end of the job.
All workmanship shall be of good quality. All substandard work will be rejected.
Contractor shall report any discrepancies to the development supervisor
(M.T.R.C.A.).
The Contractor shall co-ordinate supply of materials to the site in order to assure
uninterrupted work. Materials delivered on the site by the contractor shall be his
responsibility. Any damage to stored materials by the contractor's neglect shall be
replaced by the Contractor at his own cost.
Any work for which heat is required for the proper work execution will be carried
out in heated enclosure or by any acceptable method agreed upon by the
development supervisor.
Contractor to be held responsible for the protection from damage of all existing
buried services, including hydro, water, sewers and telephone. Any services
damaged shall be repaired by the Contractor at his own cost.
T.R.C.A. to stake out and set elevations at site as required.
All tenders will specify where, or if, subcontractors will be used. The Contractor
will assume all costs or liability associated with any subcontractors that they may
employ. The Contractor will indemnify the T.R.C.A against any actions arising as a
result of any subcontracting arrangement. If subcontractors are used they must
conform to the same contract requirements as the Contractor.

Every effort must be made to protect visitors and staff in the area from debris,
equipment, or any other hazard related to the completion of the contract. This may
include marking or blocking off areas around the site where there is a danger of
falling.
:
All work to be guaranteed free from defects on materials and labour for a period of
two (2) years. Any repairs caused from the Contractor's poor workmanship or
negligence to be at the Contractor's own expense.
Mention herein, or indication on the drawings of articles, materials, operations or
methods, require that the Contractor provide each item mentioned or indicated,
perform each operation ~nd provide all labour, equipment and service to complete
this work.
