CARRIED UNANIMOUSLY; PROGRESS REPORT ( a) Waterfront Development (b) Environmental Monitoring (c) Aquatic Park Planninq Study A Progress Report was presented and Mr. Garrett screened a number of slides on Waterfront Development. CARRIED UNANIMOUSLY; H-2 -2- WATERFRONT PLAN 1972-1976 SCARBOROUGH SECTOR BLUFFER'S PARK AREA Artificiul Swimminq Facility The Staff presented a recommendation of the Borough of Scarborough having regard to bathing facilitie~ at Bluffer's Park. Ashe RESOLVED THAT: The Staff communication, together with recommendation embodied in Report No. 3 of the Recreation & Parks Committee adopted by Council, Borough of Scarborough at its meeting held on February 3, 1975, regarding bathing facilities at Bluffer's Park, Scarborough Sector, Waterfront Plan 1972-1976, be received; and THE BOARD RECOMMENDS THAT: The Staff investigate the feasibility of providing an artificial swimming facility within the Bluffer's Park Area, Scarborough Sector, Waterfront Plan 1972-l976; and further THAT this report not be presented to the Board until the Staff can adequately comment on the operational characterisctics of such a facility, based on its experience with a similar facility recently constructed at the Petticoat Creek Conservation Area. CARRIED UNANIMOUSLY; WATERFRONT PLAN 1972-1976 MODELLING OF SHORELINE PROCESSES A Staff communication, together with letter from the Deputy Minister of the Environment advising that the Ministry will work with the Authority on shoreline processes, but the Authority will be required to undertake extensive monitoring. CARRIED UNANIMOUSLY; WATERFRONT PLAN 1972-l976 SCARBOROUGH SECTOR BLUFFER'S PARK AREA 1975 Fill Proqramme The Staff presented a communication reviewing the Bluffer's Park landfill programme and making certain recommendations for the remainder of 1975. CARRIED UNANIMOUSLY; WATERFRONT PLAN 1972-1976 WESTERN BEACHES SECTOR Revised Master Plan A Staff communication dated June 16, 1975, together with amended Master Plan for the Western Beaches Sector, Waterfront Plan 1972-1976 was presented and discussed in detail. Gardner RESOLVED THAT: The revised Master Plan for the Western Beaches Sector, Waterfront Plan 1972-1976, dated June-1975, be received for information; and THAT meetings be arranged with representatives of The City of Toronto, The Municipality of Metropolitan Toronto, Canadian National Exhibition, Western Beaches Task Force and the Authority to discuss the revised Master Plan prior to consideration of the final draft by the Waterfront Advisory Board. Sinclair RESOLVED THAT: The staff communication having regard to the revised Master Plan for the Western Beaches, Waterfront Plan 1972-1976, be received; and THE BOARD RECOMMENDS THAT: The Revised Master Plan for the Western Beaches (1975) of The City of Toronto, be adopted, wi th the following conditions: (a) Temporary parking be permitted at the easterly end of the Western Beaches sector during the period of the Canadian National Exhibition on those lands not required for the development of park faci li ties; (b) The Authority is prepared to consult with the Working Group for the Western Beaches as set up by The City of Toronto when requested; and further THAT the Revised Master Plan for the Western Beaches be forwarded to The Municipality of Metropolitan Toronto and to The Province of Ontario, for their approval. CARRIED UNANIMOUSLY; THE METROPOLITAN TORONTO AND REGION WATERFRONT PROJECT 1977-l981 - A Project for the Acquisition and Development of Waterfront Lands The Chairman introduced The Metropolitan Toronto and Region Waterfront Project, 1977-l98l with remarks reviewing the work of the Authority on the waterfront and indicating the proposed Project as a major step in continuing the waterfront work. Gardner RESOLVED THAT: The Metropolitan Toronto and Region Waterfront Project, 1977-l98l, dated January-1976, prepared by the Waterfront Task Force and submitted this day to the Waterfront Advisory Board, be received; and BE IT FURTHER RSSOLVED THAT the Waterfront Advisory Board recommends the Project to the Executive Committee for its consideration and recommendation to the Authority for adoption; and THAT the following action be taken in connection therewith: ( a) All member municipalities be designated as benefiting on the basis set forth in the Project; (b) The Government of Ontario be requester! t.o approve the Project and a grant of 50% of the cost thereof; (c) The Ontarjo Municipal Board be reque cd to approve the Project pursuant ~o Section 23 of The Conserv~tion Authorities Act; -3- H-ll (d) When approved, the appropriate Authority officials be authorized to take whatever action is required in connection with the Project, including the execution of any necessary documents; and further THAT prior to submission to the Authority, the Project ~e submitted to the appropriate officials of The Government of Ontario and member ~nunicipali ties, for technical review. Morton RESOLVED THAT: The staff communication having regard to the Conceptual Plan for the Ajax Waterfront, Pickering/Ajax Sector, be received; and THE BOARD RECOMMENDS THAT: The Conceptual Plan for the Ajax Waterfront, dated January-l976, be adopted and forwarded to the Town of Ajax for their information. THE METROPOLITAN TORONTO AND REGION WATERFRONT PLAN 1972- 1976 - HUMBER BAY WATERFRONT AREA - ETOBICOKE MOTEL STRIP The Executive Committee, at meeting ~20/75 held December 3, 1975, referred a Brief from the 'Committee to Save Etobicoke's Lake front , to the Waterfront Advisory Board. The Board considered a staff report concerning this Brief. Res. #23 Moved by: G.B. Sinclair Seconded by: G. Ashe RESOLVED THAT: The staff report having regard to the Brief from the 'Committee to Save Etobicoke's Lake front , be received as information; and further THE BOARD RECOMMENDS THAT: The Authority policy with respect to the Humber Bay waterfront area, as set out in the Waterfront Plan 1972- 1976 and the Master Plan for Humber Bay waterfront area, be confirmed and the Authority continue to pursue the acquisition of the shoreline strip.
