Advisory Board met at the Scarborough Civic Centre l50 Borough Drive, Scarborough (reserved committee room) on Friday May 9, 1975, commencing at 10:30 a.m. PRESENT WERE Chairman J.S. Harrison Seconded by: Mrs. S. Martin RESOLVED THAT: The Minutes of Meeting ~2/74, as presented, be adopted. CARRIED UNANIMOUSLY; STAFF PROGRESS REPORT The Director of Operations presented a comprehensive verbal report of present and proposed projects in the R.D.H.P. area. DELEGATION A delegation of 'Save The Rouge Valley System', led by Mrs. Lois James, attended the meeting. Their spokesman, a Mr. Boyd, made a presentation, requesting the Board to make a number of recommendations. At the request of the Chairman, Mr. Higgs outlined the policy and programmes of the Authority in the Rouge area. R.D.H.P. REPORT Res. #2 Moved by: Mrs. S'. Martin Seconded by: G. Ashe THE BOARD RECOMMENDS TIIAT: Consideration be given to undertake a complete updating of the R.D.H.P. Report. CARRIED UNANIMOUSLY; I-2 -2- PUBLIC TRANSPORTATION PETTICOAT CREEK AREA Res. #3 Moved by: B.G. Harrison Seconded by: Wm. G. Ballinger THE BOARD RECOMMENDS THAT: The Toronto Area Transit Operating Authority be requested to establish a "GO" transit stop to serve the Petticoat Creek Conservation Area; and ,THAT a Committee be named to present such a request to the said Authority. CARRIED UNANIMOUSLY; ENVIRONMENTAL IMPACT STUDY NORTH PICKERING AND AIRPORT AREAS Res. ~4 Moved by: Mrs. J. Trimmer Seconded by: Mrs. s. Martin THE BOARD RECOMMENDS THAT: The senior levels of Government be requested to undertake an Environmental Impact Study on the North Pickering and Airport areas. CARRIED UNANIMOUSLY; ADJOURNMENT On Motion, the Meeting adjourned at 12:15 p.m., May 9, for lunch and a tour of various projects in the Rouge Valley. J.S. Scott F.L. Anderson RESOLVED THAT: The Minutes of Meeting #l/75, as presented, be adopted. ,CARRIED UNANIMOUSLY; STAFF PROGRESS REPORT A Staff Progress Report of presented and proposed projects in the R.D.H.P. area was presented and considered in detail. (a) Go Transit Stop - Petticoat Creek Res. #6 Moved by: Mrs. M.A. Reid Seconded by: B.G. Harrison THE BOARD RECOMMENDS THAT: The Sub-Committee of the Authority that presented the Authority's proposal for a Go Transit Stop at the Petticoat Creek Conservation Area be directed to seek a further meeting with the Toronto Area Transit Operating Authority in an endeavour to expedite the establishment of such a stop; and THAT the Chairman of the Authority be requested to follow up this request. CARRIED UNANIMOUSLY; (b) Direction to Staff Res. #7 Moved by: Mrs. J. Trimmer Seconded by: B.G. Harrison I-4 -2- THE BOARD RECOMMENDS THAT: The staff be directed to carry out the direction of every resolution of the Authority and, where action is required, the staff be directed to report that action at the following meeting; and THAT they also be directed to submit a written report of that action to the Chairman < of ,the appropriate Committee, wi th a copy to the original mover of the motion. CARRIED UNANIMOUSLY; Res. . #8 Moved by: B.G. Harrison Seconded by: R.W. White RESOLVED THAT: The Staff Progress Report, as presented, be received wi th thanks. CARRIED UNANIMOUSLY; NORTH PICKERING PROJECT . 'SUMMARY OF RECOMMENDED PLAN' The North Pickering Project - 'Summary of Recommended Plan' has been received by the Authority for review and comment to the Minister of Housing. The Staff Committ~e on Planning and Policy has review~d the Summary and has prepared comments and recommendations. Res. #:9 Moved by: WIn. G. Ballinger Seconded by: J.E. Anderson RESOLVED THAT: The comments and recommendations on the North Pickering Project - 'Summary of Recommended Plan', dated August-1975, prepared by the staff, be received; and THE BOARD RECOMMENDS Ta~T: Staff Recommendation (d) on the "~orth . Pickering Project - 'Summary of Recommended Plan', which reads:- Any crossing of the Duffin Creek meet Authority flood control criteria and be subject to an environmental review; be amended to read:- Any crossing of the Rouge and Duffin Creeks meet Authority flood control criteria and be subject to an environmental review; and Recommendation (i), which reads:- The Authority support the concept of a major regional park and that the planning, development and' management of this park facility should be conducted in conjunction with the Authority, Metropolitan Toronto and The Regional Municipalities of Durham and York; be amended to read:- The Authority support the concept of a provincial regional park, and that the planning of this park facility be conducted in consultation with the Authority; and further THAT t~e staff Summary of Recommendations, as amended above, be approved.
