THE BOARD RECOlf~ENDS THAT: Project W.C.63 - Extension - 'A Project
for the Further Extension of the Plan for Flood Control and Water
Conservation' be adopted and that the following action be taken:
(a) A Sub-Committee, composed of the Chairman of the Authority,
the Vice-Chairman of the Authority, the Chairman of the Flood
Control and Water Conservation Advisory Board and representat-
ive members of the particular municipality, present the Project
to all participating municipalities;
(b) All member municipalities be designated as benefiting on the
basis set forth in the Project and that, when approved by all
municipalities, the Project be submitted to the Ministry of
Natural Resources for approval and for grants on the basis as
set forth in the Project;
(c) The Project be submitted to the ontario Municipal Board for
its approval and necessary action;
( d) When the necessary approvals have been obtained, the appropriate
Authority officials be authorized to take whatever action is
required in connection with the Project, including the
execution of any necessary documents.

I N T ROD U C T ION
In June of 1961, the Allthority passed a resolution adopting,
as a Scheme of the Authority, a Plan for Flood Control and Water
Conservation which was, at that time, approved by the Governments
of Ontario and Canada. The project envisaged the construction of
a series of dams and reservoirs in the upstream areas of the main
drainage systems passing through the area under the Authority's
jurisdiction, combined with certain channel improvements and the
acquisition of flood-vulnerable lands in the main downstream valley
areas. The Plan, as approved in 1961, anticipated the completion
of the various works in the total system by 1971.
It was not possible, however, to complete the implementation
of all the proposals in the Plan, due in large measure to rising
costs, particularly of land and construction. Accordingly, in
.
1971, the Authority adopted Project W.C.-63 - "A Project for the
Extension of the Plan for Flood Control and Water Conservation".
This Project confirmed the pOlicies of the Authority with respect to
flood control measures, and confirmed the basic Projects to be
implemented in the total system. The Extension referred primarily
to an extension in terms of time and of additionC11 financing.
Project N.C..-G3 made provision for financing of \'lork for the
period 1971 to 1975 inclusive, and the accompanying table indicates
the progress to December, 31, 1973.
Nor,k has' proceeded under the Project to the e:ctent that the
G. Ross Lord Darn and Reservoir will be complete in 1974. Final
engineering has been completed for the Bolton Darn and Reservoir, a
request has been made to the Province of Ontario for approval to
proceed with tender call for the necessary road relocation work,
and budget provision has been made in 1974 to provide the Authority's
share of the cost of the Bolton project under the present Provincial
policy of the Authority raising 50% of the $30,000.00 of capital
cost and the Province contributing 100% of the remainder of the
Project cost. Final engineering is nearing completion on both the
Arthur Percy and Snelgrove Darns. Land acquisition has been
proceeding to the extent that all available funds under the Plan
will have either been spent or committed by the end of 1974.
In order to continue making progress with the Authority's
overall Plan for Flood Control and Water Conservation, new funding
will be necessary in 1975, and the proposals cOlltaincd in this
further extension to the Plan would provide for financing during
the period 1975 to 1979 inclusive.

I. DETAILS OF PROJECT
( a) Location and Description:
Works Currently Proposed -
During the period 1975 to 1979, it is proposed to proceed with
the construction of two further dams and reservoirs:
,Arthur Percy Dam and Reservoir
The proposed Arthur Percy Dam is to be constructed on the East
Branch of the Duffin Creek near the southerly limit of the Greenwood
Conservation Area. The dam is to ,be an earth-fill structure with a
low-level service spillway constructed in the earth embankment near
the Creek bed, and a high-level auxiliary spillway on the high ground
at the abutments. The dam will be 65 feet high. The resultant
reservoir will have a storage capacity of 5,500 acre feet, a maximum
reservoir area of 210 acres, and a permanent recreation pool of about
100 acres.
Construction of the ~rthur Percy Dam will afford a measure of
protection for the Village of Pickering and adjacent Pickering Town
lands by controlling the flood flm1s from the East nranch of the
Duffin Creek. The permanent lake will provide the basis for a
major recreational facility in the eastern portion of the region
under the jurisdiction of the Authority.
Snelgrove Dam and Reservoir .
The Snelgrove Dam and Reservoir is proposed for tne Etobicoke
Creek, some 4 miles north of Brampton on the east side of Highway
No. 10 near Snelgrove.
The potential storage capacity of 4,500 acre feet will provid8
some measure of downstream flood protection, will be of considerable
value in the augmentation of summer flowr and be availab12 for
limited recreational use. The dam will be 44 feet high and will be
a rolled earth structure with concrete spillway section for
regulation of reservoir level.
Land Acquisition
In vie\., of the fact that there ,.Jill not be any federal funding
involved in this extension, it is proposed that there not ~e a
differentiation of funds provided for land acquisition in the
previous reservoir and flood plain and conservation land categories.
, The intent i'lOUld be to give first, priority to completion of land
acquisition for Bolton, Snelgrove and Arthur P0rcy reservoirs.
. The second priority would be given to the acquisition of
flood plain and conservation lands in accordance with previous
policy.

'l'he acquisition of flood pla.in and conservation lands has
been proceeding in accordt:ll1ce xvi th a Haster Plan adopted by the
Authori~y in 196? and approved in principle by the Province of
Ontario. In view of the pressures for urbanizing in the fringe
areas surrounding Metropolitan Toronto, the Authority is currently
reviewing thG r.1aster Plan anc. will be adopting an amended form
which will be submitted to the Province for approval in prin~iple.
It is proposed that acquisition of flood plain and conservation
lands will proceed according to the amended Master Pla~ on a basis
similar to the practices under the original Flood Control Plan.
The third priority will be given to the acquisition of other
lands involved in the remaining reservoirs, e.g., Wi11owdale,
Ebenezer., Nashville, King Creek, shoul0. it appear that sufficient
funding can be made available.

Immediately follmving the signing of agreements [or the
carrying out of ele Plan for Flood Control and Water Conservation, a
set of procedures was adopted by the Authority and subsequently
accepted by the Province of Ontario. These Procedures, which are
sumn1arizcd below, have formed tho basis for the implementation of
works completed to date under the Plan:
Land Acquisition
For approval in principle, the Authority will prepare a topo-
grap~ic plan of appropriate scale; on which are indicated the areas
required for the project. The area boundaries should be approxireate
and should clearly indicate the relationship of the properties
involved to the limits of the project, the river, its valley and
flood plain.
For reservoirs, the plan will indicate the approximate limits
of the lands to be flooded under maximum probable flood conditions.
For other works; such as construction areas and access areas,
the li~i~s of the land required for,these purposes must be clearly
indicated and covered by explanatory notes on the plan.
The Authority will submit three copies of this plan to the
Conservation Authorities Dranch for a.pproval, together with a
request for the approval of a lump sum for land acquisition. It is
the responsibility of the Authority to ensure that this sum is not
exceeded without prior approval being obtained.
Final approval for the purchase of each property must be
obtained from the Director of the Conservation Authorities !1ranch
when the purcbase price has been agreed to and the Authority is
ready to close the transaction.
This form: certified by the Director of the Conservation
Authorities Branch, will be produced when the Authority's claims for
grant are audited.

I. DETAILS OF PROJECT
(b) Purpose of Project~
The purpose of this Project is to enable The !-letropolitan
Toronto and Region Conservation Authority to continue the
implementation of the Plan for Flood Control ano Water Conservation
for the region. Specifically, this Project will permit the under-
takinC] in the period 1975 - 1979 of the fo110\ving \vor]~s:
- completion of the Final Design and construction of the
Snelgrove Dam and Reservoir,
- completion of the Final Design and construction of the
Arthur Percy Dam anci. Reservoir;
- completion of land acquisition for the Bolton Reservoir;
- completion of land acquisition for the Snelgrove Reservoir;
- completion of land acquisition for the Arthur Percy
Reservoir;
- continuation of the programme of flood plain and
conservation land acquisition along the main valley systems
in the region under the jurisdiction of the Authority;
- continuation of land acquisition for the remaining reservoirs
contained within the original Plan.

The total cost of this Project for the years 1975 - 1970 is
estimated to be $14,270,000. Cost sharing is proposed on the
following basis:
Province of Ontario - 50% or $7,135,000.

Authority - 50!3 or $7,135,000.
The Authority proposes to raise its share of the cost of this
Project during the years 1975 to 1979 inclusive, with all member
municipalities being designated as benefiting. The Authority's
share of the cost will, therefore, be apportioned to the
municipalities in the proportion of the equalized assessment of the
said municipality, as based on the l~nicipal Directory as provided
to the Authority by the Ministry ~f Natural Resources. The
apportionment of benefit is in~luded in the attached table.

A
MASTER PLAN
FOR
FLOOD PLAIN AND CONSERVATION LAND ACQUISITION
REVIEW AND EXTENSION
AUGUST 6, 1974
As a step toward the implementation of the Authority's
Plan for Flood Control and Water Conservation, the Authority
adopted a Master Plan for Flood Plain and Conservation Lands
on February 9, 1962. This Haster Plan was subsequently
approved by the Province of Ontario and has formed the frame-
work for the land acquisition aspect of the Authority's flood
control work.
In accordance with the stated policy of the Authority,
Flood Plain and Conservation Lands were considered to include
all those lands lying between the crest of the slope on one
side of a river valley to the crest of the slope on the other
side.
The basic source of information was careful field study
of each of the valleys under consideration. This was supple-
mented by reference to existing Authority Scheme Maps,
Municipal Zoning and Assessment Maps and aerial photographs.
Further assistance was gained from a series of consultations
with municipal planning officials.
Mapping was carried out on specially prepared Flood Line
Maps at a scale of 1000' to I". This scale was chosen
because it was considered large enough to provide sufficient
accuracy of detail, but small enough to present the material
on a minimum number of sheets of useful, manageable size.
All land falling within the definition of Flood Plain
and Conservation Lands was mapped and classified in one of the
following classifications, based on the ownership:
(a) Authority-owned Lands:
Lands already acquired by the Authority in
connection with the Water Control Schemes.
(b) Public Lands:
All publicly-owned lands other than those
already acquired by the Authority. This
includes lands owned by Municipalities and
Departments or agencies of the Province of
Ontario and the Government of Canada.
(c) Semi-private Lands:
All lands held by private corporation such
as hospitals and golf courses, which are
available for open space type of use by
some segment of the general public. Under
their present use, these lands are not
proposed for acquisition.

In the ensuing 12 years, considerable progress has been made
toward meeting the objectives for acquisition; however, there have
been many changes within the original study area in that time and
Phase 1 of this study consisted of a careful review of the original
designations in the light of changed land use patterns, changes in
ownership and refinements of the precise limits of interest on the
part of the Authority as a result of more detailed surveys and
studies of specific areas. In this review, the same four
classifications of ownership have been retained. Table II
presents a comprehensive picture of the status of the Master Plan
to the present time:

A careful scrutiny of Table II will indicate some
variations in acreages from the original table. This reflects
the effect of various changes over the intervening period, and
while there have been some deletions of land contained within
the original Master Plan, some new areas have been added ln
order to bring the Plan into conformity with the more recently
adopted Policy Statement concerning Erosion Control and Bank
Stabilization in Metropolitan Toronto.
In the original Master Plan, the emphasis was on the major
valley systems of the region, and more specifically, the down-
stream sections of the Etobicoke and Mimico Creeks, the Humber,
Don and Rouge Rivers, and the Highland and Duffin's Creeks.
Essentially, the upstream limit of concern was approximately
Steeles Avenue, a reflection of the intensity of pressures for
development within the overall area at that time. The develop-
ment patterns have changed, however, and within the immediate
Metropolitan area, much of the subdivision and development
planning activity has passed its peak and the Authority is
more and more faced with pressures for encroachment on the
valleys in the middle and upper reaches of the rivers and their
tributaries. The second phase of the study, therefore,
consisted of a detailed review of the area outside Metropolitan
Toronto, moving into the mid and upper watershed areas in order
to recommend a substantial extension to the original Master
Plan.
Beyond the original watercourses studies, consideration
has also been given to the Centennial Creek, Petticoat Creek
and the Carruthers Creek. The procedures followed were
essentially the same as those of the original Plan in terms of
researching outside sources of information, such as Zoning and
Assessment maps and aerial photography, and the recommended
extensions have been mapped at the same scale and according to
the same classific~tions.
Table III outlines by classification and by drainage area
the acreages proposed for inclusion under the Extension to the
Mast..er Plan.
