RESOLVED THAT: The Staff Report on Policy and Long Range Planning be

THE BOARD RECOMMENDS THAT: The recommendation contained in the Staff
Report on, Policy and Long Range Planning, as set forth herein, be
adopted:
The Staff be directed to review the policy of the Authority to provide
programmes and facilities for outdoor conservation education for the
public, educational and other groups, and to develop a long term plan
and a five year project to carry out the proposed policy and report
back to this Board prior to the end of 1974.

OFFICIAL OPENING
The Staff presented a communication having regard to the Official
Opening of the Boyd Conservation Field Centre.

THAT The Honourable T. Wells, Minister of Education and The Honourable

The proposed charges for 1975 Conservation Education Programmes and
the proposed charge for the Boyd Conservation Field Centre for 1974,
as contained in the Staff Report, be adopted.

CONSERVATION WEEK - 1974
A communication from the Minister of Natural Resources was presented
advising that Conservation Week 1974 would be celebrated June 2 to June
8 and that a public announcement and press release would be forthcoming.
Mr. Wade suggested that consideration might be given to commencing
Conservation Week each year with Arbor Day.

RESOLVED THAT: The communication from the Minister of Natural Resources
having regard to Conservation Week 1974 be received; and

Chairmen's Committee of The Ontario Conservation Authorities be
requested to consider celebrating Conservation Week in future years
commencing on Arbor Day, which is the last Friday in April.

SCHEDULE "A"
TO: The Chairman and Members of the Information and Education
Advisory Board
RE: Policy and Long Range Planning
At Meeting #~4/69 of the Executive Committee held on Wednesday, August
6th, 1969, report #2/69of a joint meeting of the Conservation Areas
Advisory Board and the Information and Education Advisory Board was
adopted.
This report set forth the amended policy of the Authority with respect
to the development of Conservation Education programs and also
"THAT the Authority consider designating an area for outdoor and
conservation education and further in this connection that the Staff
be directed to prepare a preliminary plan of development for the
nforthern portion of Boyd Conservation Area, McMichael Conservation
Area and Glassco Park, or some other suitable area, as a centre for
outdoor and conservation education, for use by educational groups and
the public, and to meet with officials of the Metropolitan School Board,
Metropolitan Separate School Board, Ontario, Peel and York County
School Boards, College of Educatlon of the University of Toronto, the
McMichael Advisory Committee and others to discuss mutual interests in
outdoor and conservation education development and the possible extension
of the same."
At Meeting #3 of the full Authority held on Friday, May 1st, 1970 a
report of a joint meeting of the Conservation Areas Advisory Board and
the Information and Education Advisory Board regarding the Resource
Interpretive Complex, Boyd Conservation Area was adopted as follows:
The Brief, entitled - "A Resource Interpretive Complex - Boyd
Conserv~tion Area", dated January 23, 1970, be received and
that the authors be congratulated on their diligence and
vision; furthermore
The general concept of a Centre for Environmental Studies be
approved and that the matter be given continuing study; and
further
Implementation of the various proposals be carried out on a
priority basis as our position permits and, as recommended
by the Executive Committee and approved by the Authority.
Funds were obtained and architects engaged to provide the Authority
preliminary cost estimates for the proposed Boyd Conservation Field Centre
and the Kortright Centre for Conservation.
The Authority presented a proposal to establish the Boyd Conservation
Field Centre in partnership with the area Boards of Education on the
basis that the 'Authority would finance the Centre by means of a 50%
grant from the Ministry of ~atural Resources provided the Boards would
finarice the remaining 50~ of the capital cost estimated at $330,000.
In 1973 the Metropolitan Toronto School Board, Metropolitan Separate
School Board and the York County Board of Education approved the project
and signed an agreement with the Authority for the establishment of
the Boyd Conservation Field Centre. This Centre is scheduled to open
on September 9th, 1974.
It was decided to finance the Kortright Centre for Conservation on the
basis that the Province provide 50%' grant with the Authority's share
requested from the Metropolitan Toronto and Region Conservation Foundatiol
Early in 1973 the Foundation accepted the Kortright Centre for Conservati[
as one of it's projects and launched a campaign to raise $525,000 as a
portion of the capital costs. In the Multi-Year Forecast it is proposed
that the construction of the Centre would start in 1975 with the building
being completed in 1976 with the furnishings and exhibits installed in
early 1977, thus permitting the Kortright Centre to officially open in
mid 1977.
Contained within the Agreement to construct the Boyd Conservation Field
Centre was the agreement to establish a Program Advisory Committee and
a Joint Planning Committee. These Committees were established in the
early fall of 1973 and have met monthly since that time. The Program

Advisory Committee has been of great assistance to the Supervisor of the
Boyd Conservation Field Centre in developing the program to meet the
objectives of both the Authority and the participating School Boards.
The Joint Planning Committee has been of tremendous assistance to the
Authority in its liason' with the participating Boards not only in
connection with the Boyd Conservation Field Centre but an effective
liason with all the Authority's Conservation Education programs. It
is interesting to note that the Province of Ontario is giving strong
encouragement to the partnership that has been developing between the
Authority and the School Boards and in fact not only providing 50% of
the costs through the Ministry of Natural Resources but are providing
a substantial portion of the participating School Boards share by a
grant through the Ministry of Education.
With this encouragement the Joint Planning Committee feel that it is
desirable to develop a long range plan for the Region and at Meeting
#4/74 held on May 10th, 1974 agreed as follows:
The Metropolitan Toronto and Region Conservation Authority
be requested to develop a working paper and a draft plan with
both long term objectives and short term uses of Authority
lands for outdoor conservation education purposes to be
presented to the 'Metropolitan Toronto Region school boards in
the fall of 1974 and further that a conference be called to
consider this draft plan, and that the Research people from
the participating school boards be involved.
The staff believe that it is now necessary to review and update the
existing programs with respect to the use of Authority lands for
Outdoor and Conservation Education purposes and to develop a long term
plan and a 5 yr. project in this connection.
RECOMMENDATION:
It is recommended that the staff be directed to review the policy of
the Authority to provide programs and facilities for outdoor conservation
education for the public, educational and other groups, and to develop
a long term plan and a five year project to carry out the proposed
policy and report back to the Information and Education Advisory Board
prior to the end of 1974!

28th, 1973, Res. #494 containing Report #3 of the Finance Sun-Committee

1) The Staff Committee consider the implications of
the policy alternatives in financing the operations
of the Conservation Field Centres and be directed
to make recommendations in this regard to the
Finance Sub-Committee prior to June 20, 1974.
2) The Staff Committee be directed to prepdre a revised
fee schedule prior to the end of June, 1974, for all
Conservation Education programs with a view to off-
setting increasing costs in such programs.
3) The Authority make further requests to the Province
of Ontario regarding assistance in financing the

It is anticipated that the proposed charges for 1975 will meet the
budget objectives as set forth in the Multi-Year Forecast for 1975.
.It should be emphasized that the Educational Program at Black Creek
pioneer Village is the most difficult to finance. While revenues
should be increased in view of steadily rising costs, it is obvious
that fees cannot be increas~d at this time as they are higher than
for any other "competing" facility in the Metropolitan Toronto region.

It is imperative that if the quality of this program is to be
maintained that funds in addition to fees be obtained.
RECOMMENDATION:
It is recommended that the proposed charges for 1975 Conservation
Education Programmes and the proposed charge for the Boyd Conservation
Field Centre for 1974, as contained herein, be adopted.

servation Education Project 1976 - 1980 dated December 11, 1974, be
received; and
THE BOARD RECOMMENDS THAT: The Metropolitan Toronto and Region Outdoor
and Conservation Education Project 1976 - 1980 dated December 11, 1974,
be approved in principle; and
THAT the following action be taken:
1. The Staff be directed to submit the project for the con-
sideration and concurrence of the Joint Planning Committee
established under the Boyd Conservation Field Centre agreement
and the participating school Boards and Boards of Education
concerned;
2. When concurrence has been received and reported to the
Executive Committee of the Authority, the following further
action be recommended:
a) That all member municipalities be designated benefiting;

b} That the Minister of Natural Resources be requested
to approve the Project and a grant of 50% of the
cost thereof;
c} That the School Boards and Boards of Education within
the area under the jurisdiction of the Authority, be
requested to approve their participation and to provide
a grant of 50% of the cost;
d} The Metropolitan Toronto and Region Conservation
Foundation be requested to assist the Project;
e} When approved, the appropriate Authority officials be
authorized to take whatever action is required in
connection with the Project, including the execution
of any necessary documents.

Preliminary Budget Estimates of the Authroity.

RE: 1975 Information & Education Program
It is proposed that the 1975 Information & Education Program be a
continuation of the very successful 1974 program. The public will
be exposed to the full impact of the new Authority corporate mark
that will appear on all vehicles, uniforms, signs and literature in
1975. It is not proposed in this communication to repeat the details
of the programs carried out in 1974 but to summarize some of the
highlights for 1975 and to emphasize new programs.
1) Printed and Audio-Visual Materials:
Support Conservation Enjoy Recreation
Black Creek Pioneer Village (promotion and map brochures)
Campground brochures (2 )
Posters and Handbills (Pioneer Festival, Sportsfair, and
Water Hazard Brochure Summer Courses)
Calendar of Events
Conservation Education Program
Maple Syrup Making
Pioneer Life
Waterfront Project
Information Folders
Authority Directory
News letters (three issues minimum)
Biennial Report 1973/74
In addition project brochures will be printed as required.
Total estimated brochures to be printed and distributed in
1975 500,000.
2) Audio-Visual:
- two new TV public service announcements to make a total
of fourteen.
- preparation of a set of new public service radio announcements.
- completion of the 27 minute Waterfront Film.
3) Media Releases:
- the distribution of approximately 150 news releases, 50
photo releases and 24 special radio public service announcements.
4) Exhibits:
- Foundation exhibit at the Canadian National Sportsmen's Show.
- Abstracta type exhibits in the libraries, municipal buildings
and information kiosks implemented through project S.W.E.E.P.
5) Public Relations:
- arrange a "thank you" dinner for the media at the Boyd
Conservation Field Centre
- arrange official openings of Petticoat Creek Conservation
Area, Bluffer's Park, Boyd Conservation Field Centre and
Black Creek Carriage Works.
- Arbour Day program, maple syrup day, tours for Authority
members, Municipal, Provincial and Federal representatives.
6) Conservation Education:
- the continuing development of the existing Conservation
Education programs.
- the development of special events in many of the Conservation
Areas, similar to 1974.

- the first public visitation to the Kortright Centre for
Conservation
- the development of plans and facility for the Lower
Duffin Creek Interpretive Centre
- the development of plans for and Interpretive Educational
Centre at Black Creek
- the preparation of the Master Site Plan for the Boyd Campus
and a preliminary design for the buildings.
RECOMMENDATION:
IT IS RECOMMENDED THAT the 1975 Information & Education Program
be approved.
