A SOCIAL CONTRACT
LOCAL PLAN (the Plan)
Between:
The Metropolitan Toronto and Region Conservation Authority (the Authority)
and
All Employees of The Metropolitan Toronto and Region Conservation Authority (the Employees)
LOCAL PLAN
PURPOSE
This is a Local Plan pursuant to Bill 48 (the Social Contract Act, 1993), and in keeping with the
spirit and intent of the Municipal Sectoral Agreement of July 19, 1993, to which the Authority and
its employees are a party. This Plan sets forth the specific provisions by which the Authority and
its employees will achieve the annual target savings of $77,600 ($97,090 Tess 20%) and other
matters as required by the Act.
TERM
The Plan and its provisions will remain in effect for three full years commencing April 1, 1993, and
expiring March 31, 1996. Provisions of the Plan may be amended by the Authority at any time
during the term of the Plan.
POSTING
The Plan or any amended Plan will be posted in all Authority work locations. Part VI of the Social
Contract Act, 1993, will be posted with the Plan.
OBJECTIONS
An employee (or employees) who objects to specific target achieving provisions of the Plan may,
within ten days of the posting date, request in writing of the Chief Administrative Officer that the
Plan be amended stating the specific objections. The Chief Administrative Officer must respond to
the objections within ten days of receipt with either a notice of confirmation of the Plan or an
amended Plan. An employee (or employees) has ten days from the date of confirmation or
amendment as rioted above to request that an outside adjudicator be called upon to review the
employee's written objection. The adjudicator shall make only one decision irrespective of the
number of objections received. The decision of the adjudicator will be final.
INCOME CUT -OFF
The earnings of an employee whose annual salary (excluding overtime) is $30,000. or Tess will not
be affected by any compensation measures provided for by this Plan.
Employees whose salary is in excess of $30,000. will not have their salary reduced below $30,000
as a result of this Plan.
PUBLIC SECTOR JOB SECURITY FUND
The Authority and its employees, having posted this Plan on July 31, 1993, will have access to the
Public Sector job Security Fund as described in Part III of the Act. The purpose of the fund is to
provide: '
a) payments to employees who may be released from their employment for any reason other
than just cause; and

b) payments to employers for the purpose of extending the employment of employees who
may be released from their employment for any reason other than just cause.
The Authority will make every effort to minimize job loss. Other means, such as transfers, job -
sharing, restructuring, part -time employment, retraining, or voluntary early retirements will be
thoroughly explored.
PROVISIONS TO ACHIEVE TARGET
1993
Effective August 8th, 1993, all employees of the Authority whose annual salary (excluding
overtime) is in excess of $30,000 will have their salaries reduced by 1.9 %. In exchange for the
salary reduction each employee will have access to 2 days leave, to be taken at a mutually
convenient time during 1993. Leave days cannot be carried forward to the next calendar year.
1994 and 1995
Effective January 1st, 1994 and January 1st, 1995, all employees of the Authority whose annual
salary (excluding overtime) is in excess of $30,000 will have their salaries reduced by 1.0 %. In
exchange for the salary reduction each employee will have access to 2.5 days leave, to be taken at
a mutually convenient time during 1994 and during 1995. Leave days cannot be carried forward to
the next calendar year.
1996
Effective January 1st, 1996, all employees of the Authority whose annual salary (excluding
overtime) is in excess of $30,000 will have their salaries reduced by 1 .06 %. In exchange for the
salary reduction each employee will have access to 1 day leave, to be taken at a mutually
convenient time. Leave days cannot be carried beyond March 31, 1996.
Those employees who have taken voluntary unpaid leave prior to the posting date of the Plan may
apply the voluntary day or days to the fulfilment of their obligation under this provision.
EQUAL TREATMENT
All employees in all employment classes will receive fair and equitable treatment in the
implementation of the Plan.

Employees may have access to relevant information and budgetary documentation that pertains
directly to this Plan subject to the Freedom of Information and Protection of Privacy Act. Such
requests and /or other questions should be directed to Kaye MacDonald.
This Plan is written to meet both the spirit and the intent of the Social Contract Act, 1993, while
at the same time minimizing disruption and hardship to our employees and our clients.

"32. Meetings of the Authority:
"(b) shall be held at such date, time and place, within a participating municipality, as the Executive
Committee shall recommend and the Authority shall adopt by resolution each year.

3. THAT Option D of the Discussion Paper (AM.58), which states:
"This option would have all reports and recommendations of all three Advisory Boards going directly to the
Authority. Composition and structure would otherwise not change.
The Finance and Administration Advisory Board would have its responsibilities narrowed to financial issues
such as budgets, accounting policies, financial statements, progress reports, etc. The Executive Committee
would continue to deal with regulations, purchasing, personnel matters, legal services and property. The
Finance Advisory Board would report directly to the Authority.
The Advisory Boards would meet as they do now. Only the Executive Committee would have delegated
decision- making responsibilities. Advisory Board reports would not have to go through Executive Committee
to get to the Authority."
