Davidson RESOLVED THAT: The Minutes of Meeting ##=1/75 and the first meeting of 1976 held Thur.sday, June 24 which did not constitute a quorum, be adopted, as presented. CARRIED: STAFF PROGRESS REPORT The staff presented a Progress Report to date on the development of recreation facilities in the Conservation Areas. Res. ##=2 !rtoved by: Mrs. M.E. CARRIED: D-3 -2- 1977 PRELIMINARY BUDGET ESTIMATES The 1977 Preliminary Budget Estimates were presented and discussed. Res. ##:3, Moved by: Mrs. F. Gell Seconded by: Mrs. M.E. Britnell RESOLVED THAT: The 1977 Preliminary Budget Estimates be approved in principle; and further THE BOARD RECOMMENDS THAT: The 1977 Preliminary Budget Estimates, as appended as Schedule "A" of these Minutes, be included in the 1977 Preliminary Budget Estimates of the Authority. CARRIED; PROPERTY ACQUISITIONS A staff communication was presented having regard to the establishment of a policy for the use of monies received by the Authori ty for payments from property easements granted and payments from lands expropriated by a variety of public agencies, and quoting a number of reconunendations from Res. ##:l17/76 presented to the Authority at Meeting ##:4/76 held Friday, June ll, 1976 and deferred pending a staff report on further clarification of the use of these revenues. Britnell , RESOLVED '!HAT: The staff conununication having regard to Property Acquisitions be received; and THE BOARD RECOMMENDS THAT: The staff be authorized to investigate the acquisition of available lands as funds are received from the granting of easements and the expropriation C"f Authority owned lands. CARRIED; GLEN HAFFY CONSERVATION AREA BRUCE TRAIL ACCESS A staff conununication was presented advising that the Bruce Trail Planning Committee of the Niagara Escarpment Conunission has requested that the Authority give consideration to the hiking trail crossing some Authority owned lands, specifically the Glen Haffy Conservation Area, including the Dingle. Res. ##:5 Moved by: Mrs. F. Gell Seconded by: R.G. Henderson RESOLVED THAT: The staff communication having regard to the Bruce Trail crossing Authority owned lands in the Glen Haffy Conservation Area be received; and THE BOARD RECOMMENDS THAT: The staff be authorized to meet with representatives of the Bruce Trail Planning Conunittee' to develop a sui table location for the Bruce Hiking Trail through the Glen Haffy Conservation Area; and further THAT the staff be authorized to investigate a suitable site within the Glen Haffy Area for an overnight camping location. CARRIED; I -3- D-4 CLAIREVILLE CONSERVATION AREA DRIVING RANGE A staff conununication was presented advising that an application has been received by an individual interested in dev~loping a driving range in the Claireville Conservation Area, adjacent to the entrance to the Conservation Area, off ##:7 Highway, involving the use of approximately 12 acres of land east of that entrance location. Res. ##:6 Moved by: Mrs. M.E. Britnell Seconded by: Miss T. Davidson RESOLVED THAT: The staff conununication having regard to an applicat- ion by an individual for developing a driving range in the Claireville Conservation Area be received; and THE BOARD RECOMMENDS THAT: Mr. J.B. Lilge be advised that, although the Authority is interested in developing compatible recreation facilities in its Conservation Areas, it is not prepared to proceed with this specific.type of development at this time. . CARRIED; NASHVILLE RESERVOIR - ENDANGERED ANIMAL SANCTUARY A staff conununication was presented advising that Mr. Bill Valliere, representing the Endangered Animal San~tuary, has expressed an interest in renting vacant lands owned by the Authority for the development of a sanctuary to propagate and maintain dimiuishing animal resources and has identified as being a desirable parcel of land the former commercial recreation area within the Nashville reservoir. Res. ##:7 Moved by: Mrs. M.E. Britnell Seconded by: Miss T. Davidson RESOLVED THAT: The staff communication having regard to a request for use of Authority owned lands for the development of a sanctuary to propagate and maintain diminiShing animal resources in the Nashville reservoir area be received; and 1l'HE BOARD RECOMMENDS THAT: The use of Conservation Authority lands not be considered for the establishment of an endangered animal sanctuary. . CARRIED; MILNE AND BRUCE1S MILL AREAS ST. JOHNS AMBULANCE EQUESTRIAN ACCESS A staff communication was presented advising that the Richmond Hill contingent of the St. Johns Ambulance has requested permission for access to the Bruce1s Mill and Milne Conservation Areas for equestrian access for patrol on heavy use days, as an experimental situation to evaluate the possibility of this type of patrol in a number of major use Conservation Areas. Res. ##:8 Moved by: J.S. Scott Seconded by: R.G. Henderson RESOLVED 1HAT: The staff communication having regard to a request from the Richmond Hill contingent of the St. Johns Ambulance for permission for access to the Bruce1s Mill and Milne Conservation Areas for equestrian access be received; and D-5 -4- THE BOARD RECOMMENDS ~lAT: The Richmond Hill contingent of the St. Johns Ambulance be advised that safety requirements within Conservat- ion Areas would not benefit from equestrian patrol; and further THAT it is not desirable to have horseback traffic within tr.e major use Conservation Areas because of the conflict with other day use recreation activities. . CARRIED; INFLUENCE OF WEATHER ON PARK ATTENDANCE A staff report on the influence of weather on park attendance was presented for information of the Members. Res. ##=9 Moved by: Mrs. F. Gell Seconded by: Mrs. M.E. Britnell RESOLVED THAT: The staff report on influence of weather on Park attendance be received with appreciation and filed. Scott RESOLVED THAT: The staff investigate and report on the possibi'ity of providing an area which might be made available for trail riding for mini bikes. . Conservation Area Development Program: 00 0 n I ~ ~ ~ Purpose: To develop Authority owned conservation area lands in accordance with the approved five year development ~ H plan for conservation areas, 1974-1978. This plan recommends a comprehensive program of conservation - ~ management, including stream improvement, fish management, reforestation and provision of outdoor recreat- ion opportunities. ~ 1977 Objectives: - to continue the program of conservation management on Authority owned lands, including reforestation, shrub and wildlife planting, landscape tree planting and habitat improvement, - to carry out facility improvements throughout the conservation area system. These areas supply 1.2 million visitors annually with a variety of year round outdoor recreation opportunities. 1977 Objectives: Routine day-to-day conservation operations are provided for. These include such things as snowplough- ing, table maintenance, grass cutting and garbage pick-up. Revenue producing visitor services such as ski rental, boat rental and swimming facilities will continue to be maintained and operated. Funds are provided to adequately cover the costs of our vehicle and machinery operation and to allow for an increasing rise in damage, both deliberate and accidental to conservation area equipment and facilit- ies. provision is made for a number of non recurring items which are urgently needed, such as major road resurfacing at the Boyd, Bruce's Mill, Glen Haffy and Woodbridge Conservation Areas. An adequate swimming facility is provided for in the Claireville campgrouud. Funding: No Provincial grant is available for this program. Funds are derived from program revenues and the general levy on all municipalities. The municipal levy for 1977 reflects the agreement with the municipalities whereby the taxes paid on revenue producing properties by the Authority are returned to the Authority.
