The Reforestation, and Land Use Advisory Board met at the Boyd Conservat-
ion Field Centre on Friday, April 30, 1976, commencing at 2:00 p.m.

CHAIRMAN'S REMARKS
Mr. Lowe welcomed the Members to this, the first meeting of 1976 and
introduced Mr. A.T. Carr, Supervisor, Boyd Conservation Field Centre.
Mr. Carr in turn welcomed the Members of the Board to the Field
Centre and ou~lined the programme being carried out at the Centre.

WOODLOT MANAGEMEN~ PROGRAMME

A's~aff communication was presented'r~viewing the Woodlot Management
Programme previously carried 'out ,on 'Authority-'owned lari.<fl.s, and
recommending that a n~w programme be initiated, designed to improve
existing woodlots and treed areas.

RESOLVED THAT: The communication having regard to Woodlot Management
Prdgrammxng be received; and
THE BOARD RECOMMENDS TEAT: A Woodlot Programme be prepared in the
coming summer for implementation during the winter of 1976-77, designed
to achieve the following objectives:
(a) 'Thinning and improving cuttings in existing woodlots;
(b) Selective pruning and thinning of re.forestation areas managed by
the Authority;
(c) Improving the maintenance of landscape trees in Conservation
Areas td produce the growth rate and sound healthy trees.

REPORT RE MAPLE DIEBACK
As requested at a previous meeting, members of the staff have invest-
igated the problem of maple dieback, particularly in roadside areas
and have received advice'on the problem from The Royal Botanical
Gardens, who advise that litt'le, i f anythi ng , can be done to prevent
the occurrence.

REFORESTATION PROGRAMME
A staff communication was presented, reviewing the reforestation
programme of the Authority and advising that there.has been some
falling off in the request~'from pr~vate landowners.

RESOLVED THAT: The staff r&port on the reforestation programme be
received; and
THE BOARD RECOMMENDS THAT: The promotion programme be accelerated
.to encourage participation by private landowners in the reforestation
assistance programme offered by the Authority.

CONSERVATION PLANNING, PROGRAMME

offered to private landowners by the Authority and recommending that
add~tional promotion of this p~ogramme be undertaken.

RESOLVED THAT: The staff report on Conservation Planning Assistance
Programme be received; and
THE BOARD RECOMMENDS THAT: An accelerated promotional programme be
undertaken among private landowners to encourage participation in
the Conservation Planning Assistance Programme offered by the
Authority.

FARM TREE REPLACEMENT PROGRAMME

A staff communication was presented reviewing the status of the Farm
Tree Replacement Programme and recommending certain changes in the
present policy.

RESOLVED THAT: The staff report on the Farm Tree Replacement
Programme be received; and
THE BOARD RECOMMENDS THAT: The present policy of the Farm Tree Replace-
ment Programme planting schedules be revised to permit plantings which
will allow a 20' spacing on the perimeter of properties of five acres
or more; and
THAT the present rules and regulations be amended accordingly.

PRELIMINARY BUDGET ESTIMATES 1977
The Preliminary Budget Estimates proposed for 1977 were presented and
discussed in some detail.

RESOLVED 'IHAT: The Preliminary Budget Estimates proposed for 1977 be
received and appended as Schedule "A" of these Minutes; and
THE BOARD RECOMMENDS THAT: The ,Preliminary Budget Estimates proposed
for 1977 be approved and included in the Preliminary 1977 Budget
Estimates of the Authority.

OAK RIDGES MORAINE SURVEY
The staff advised tbat an overall study is being undertaken of the
Oak Ridges Moraine area during 1976.

RESOLVED THAT: The staff prepare a report as soon as possible on the
Oak Ridges Moraine Survey being undertaken by the Authority, for con-
sideration by the Board - noting its impact on the Authority's
,programme in general and the Conservation Land Use Programme in
particular.

1977 'Objectives
- The continUance of the Conservation Land-Management program, anticipating an increased expenditure on the tree planting pro-
gram? of reforestat~on, wildlife phrubs and farm trees, and the implementation of the recommendations of habitat improvement
for the development of a sports fisheries progran\ in the Toronto area.
~ Funding
i' _ ~his is a shared program, receiving a 50% grant on the net expenditures from the Province of Ontario; the balance being funded

. frqm the General Levy on all participating municipalities and revenues from some of the assistance programs.

THE TREES ACT
The staff presented a report on ~he Trees Act and an outline of some
of the pOlicies of municipalities in the area under the jurisdiction
of the Authority regarding the planti~g,.and preservation of trees.

The staff presented a report on the shortage of nursery stock avail-
able from the Ministry of Natu~al Resources. The 'shortage is
primarily due to poor germination and ,increased quality control.

Following luncheon, several members of the Board toured conservation
projects on the Rouge hiver at Unionville, the Duffin Creek in the
North Pickering Community, the Glen Major Forest & Wildlife
Conservation Area and the Bruce's Mill Conservation Area.
