The Humber Valley Advisory Board met in the Board Room, Authority Office,
5 Shoreham Drive, Downsview, on 'Iuesday, October 19, 1976, commencing
at 2:00 p.m.

INTERNATIONAL JOINT COM}1ISSION
LAND BASE REFERENCE S~JDY
The Chairman introduced Dr. Richard Thomas of the Canada Centre for
Inland Waters, who is working with the International Joint Commission
Land Base Reference Study in connection with their boundary water
quality studies. Dr. Thomas addressed the meeting and advised the
Board that his group is:
(a) Assessing the current state of the art with respect to the impact
of land uses on boundary water quality and reviewing legislative
structures to determine what legislation is available to enforce

(b) Compiling for <111 watersheds an inventory of land use and
materials usage (fertilizers);
(c) Carrying out ~ detailed examination of watersheds in relation to
the impact of land uses on rivers and consequently the boundary
wa ters;
(d) Cooperating with the Ontario Ministry of the Environment in the
synthesis' of \Vater quality monitoring data which the Ministry
has collected.
The Chairman thanked Dr. Thomas for his presentatiori; and
TIiE BOARD AGREED THAT copies of the reports referred to should be
obtained for the Authority Library.

HUMBER RIVER 401 TO STEELES AVENUE
The staff presented a summar)' of the work that had been done during
the summer of 1976 in connection with the inventory of physical
conditions in connection with the Metropolitan Toronto Valleyland
Study - Humber River 401 to Steeles Avenue.

REPORT ON HEADWATERS
MANAGEMENT SEMINAR
The staff presented a verbal report outlining the progress th2.t had
been made in connection with the development of policy for the manage-
'ment of the Authority's headwater area.

WHEREAS the Humber Valley Advisory Board initiated the holding of a
Headwaters Management Seminar to develop interest in the conservation
management of the Headwater Zone; al)d
WHEREAS work was carried out during the summer of 1976 by Experience '76
'students to develop criteria for developing environmentally sensitive
areas; and
WHEREAS there has been a lot of 'vork done by other agencies in collect-
ing data on the Oak Ridges Moraine and the Headwater Zone; and
t~illREAS the Authority is currently undertaking a complete review of its
flood control and water conservation policies;
THEREFORE THE BOARD RECOMMENDS TR~T: The staff be directed to prepare
an Interim Policy Paper on the. Conservation Management of the Headwater
Zone that would:
(a) Define the range of management problems that exist on the Headwater
Zone;

(c) Review existing management policies and legislation dealing with
the Headwater Zone to deter.mine its adequacy;
(d) Identify through a coarse screening of existing data those areas
which would have first priority for protection; and
(e) Recommend interim policy recommendations for the conservation
management of the Headwater Zone which could be developed at a
later date in a fuller statement of policy.
CARRIED;
GENERAL DISCUSSION
The Chairman invited Members of the Board to make comments and suggest-
ions for action concerning conservation programmes in the Humber
watershed.

THE BOARD RECOV~ENDS THAT: The Information and Education Advisory
Board be requested to consider:
(a) Including an exhibit of soil profiles in The Kortright Centre
for Conservation;
(b) The development of Seminars at The Kortright Centre for Conservat-
ion for public awareness of Resource Management problems like
the effect of building development in the rural Headwaters Zone;
and
(c) The development of information brochures that would be of assist-
ance to property owners in the conservation management cf their
property.
