The Etobicoke-Mimico Advisory Board met at the Authority Office,
5 Shoreham Drive, Downsview, on Thursday, May 12 1977, commencing
at 2:00 p.m.

STORM WATER MANAGEMENT
The Chairman introduced Mr. Paul Theil, Consulting Engineer, who
has done a considerable amount of research and practical applicat-
ion work in the field of storm water management. Mr. The iI,
using slides and illustrations, presented a number of storm water
management concepts, which were of considerable interest to the
Board Members.
Mr. R.G. Henderson, Chairman of the Authority, thanked Mr. Theil
for his presentation.

THE BOARD RECOMMENDS THAT: The Authority sponsor a one-day Seminar
on Storm Water Management, in the Fall of 1977; and
THAT the staff be requested to prepare a proposal for the consider-
ation of the Executive Committee, including the suggestion that
the Seminar be held on Friday, October 14, 1977.

STAFF PROGRESS REPORT
The staff reported that the new mapping for the Etobicoke and Mimico
Creeks is in the final stages of preparation. The hydrologic models
being prepared for the Creeks by Jas. F. MacLaren have been
calibrated and tested and the work is almost to the point where
alternative flows can be analyzed.

OFFICIAL PLAN AMENDMENT PROCEDURES
The staff presented a report outlining procedures that have been
recommended to municipalities in dealing with official plan amend-
ments, zoning by-laws and land subdivision, which will assist the
Authority in making its comments at an early stage of consideration.

RESOLVED THAT: The staff report on procedures in connection with
official plan amendments, zoning by-laws and land subdivision be
received for information.
CARRIED;
FLOOD CONTROL PLAN REVIEW
The staff reviewed for the Board Members the steps being taken in
the review of the Authority's Plan for Flood Control and Water
Conservation, in addition to the work that has been done in
mapping and hydrologic modelling. Staff advised that Triton
Engineering had been engaged to-carry out an erosion control
priority study in the Region of Peel and that the Study would be
the basis for developing an erosion control project on the
Etobicoke and Mimico Creeks. The Flood Warning System has been
up-dated and procedures streamlined to ensure close coordination
with the Flood Assistance Programmes of the Authority's participat-
ing municipalities. A review of all existing policies is underway.

CNR OVERPASS - MIMICO CREEK
STEELES AVENUE
The Chairman enquired as to the Authority's input to the design of
the above noted project. Staff reported that staff meetings had
been held with The City of Brampton, Region of Peel, C.N.R. and

their Consultants and it had been decided that at such time as
the C.N.R. culvert is rebuilt, the culvert being constructed on
the overpass would be twinned. The channel is being improved to
increase the capacity of the existing culvert.

It was noted that October 14, 1977, is the 23rd anniversary of
Hurricane Hazel.
Mr. Scott was congratulated on his election as Chairman of the
Flood Control and Water Conservation Advisory Board.

The meeting was chaired jointly by Mr. Kline and Mr. Scott.

STAFF PROGRESS REPORT (FC&WC)
The staff submitted a Progress Report to the Flood Control and Water
Conservation Advisory Board, outlining work that had been completed
in 1977 under Maintenance of Water Control Structures, the Flood
Warning and Forecasting System, and Acquisition of Flood Plain and
Conservation Lands, the Hydrologic Model study, the mapping of
Flood Plain and Conservation Lands, the Erosion Inventory,
Environmental Monitoring Programme, the works that had been completed
under Project W.C.-60 (Erosion Control & Bank Stabilization in Metro-
pOlitan Toronto - 10 Year Programme & 5 Year Project), and the
present status of Project W.C.-75 (Channel Improvements on the
Highland Creek) .

The staff presented a Progress Report on works which had been
completed in the Etobicoke-Mimico Valleys, including the Erosion
Control Priority Study, the Hydrologic Model Study and the
erosion control works which had been completed in the Westleigh
Crescent area.
The Etobicoke-Mimico Advisory Board suggested that the next meeting
take the form of a field trip.
HYDROLOGIC MODEL STUDY,
ETOBICOKE-MIMICO CREEKS
Mr. Ron Wigle, of the firm James F. MacLaren Limited, Consulting
Engineers, presented a comprehensive report and slide presentation
on the Hydrologic Model Study on the Etobicoke and Mimico Creeks.
The members of both Boards asked a number of questions and there
was considerable discussion on the various aspects of the study.

FLOOD PLAIN CRITERIA &
MANAGEMENT EVALUATION STUDY,
DECEMBER, 1976
The Board was advised that the Hon. Frank Miller, Minister of Natural
Resources, on behalf of the Ontario Ministry of Natural Resources and
the Ontario Ministry of Housing, had forwarded a copy of the Flood
Plain Criteria and Management Evaluation Study, together with a
Discussion Paper on Flood Plain Management Alternatives in Ontario, to
all Authorities in the Province, and had requested that comments be
forwarded to the Policy Coordination Secretariat of the Ministry of
Natural Resources by December 15, 1977.

Advisory Board, to be presented at a Special Meeting of the Board, to
be held in time for the Authority to consider the report and
recommendations at the next regular meeting of the Authority,
scheduled for November 25, 1977.
