Weir MINUTES The Minutes of Meeting #2/76 were presented. - Res. #1 Moved by: J.E. Langdon Seconded by: Dr. J.W. Scott . RESOLVED THAT: The Minutes of Meeting #2/76, as presented, be adopted as if read. CARRIED; STAPF PROGRESS REPORT The staff of the Historical Sites Division presented the Staff Progress Report. Mr. Cooper read copy of a letter received from nle Honourable Robert Welch, Minister of Culture and Recreation, outlining new policies with respect to financial grants for operation of museums and advising that the Black Creek Pioneer Village would be eligible for an additional annual grant in the amount of $60,000.00. Neil F-2 -2- RESOLVED THAT: ~1e Staff Progress Report be received and that the staff be complimented on the excellent work being carried out at Black Creek Pioneer Village. I CARRIED; RICHMOND HILL PRESBYTERIAN MANSE The staff presented a report having regard to the Richmond Hill. Presbyterian Manse and advised the Board that the Manse had been offered to Black Creek Pioneer Village by the Richmond Hill Presbyterian Church. Mrs. L. Hancey and Mr. F.R. Perkins, Members of the Authority from the Regional Municipality of York and residents of The Town of Richmond Hill, spoke in support of the recommendation to mov~ to and restore the Manse at Black Creek Pioneer Village. Res. #3 Moved by: A.H. Cowling Seconded by: J. Bradshaw RESOLVED THAT: The staff report on the Richmond Hill Presbyterian Manse be received; and THE BOARD RECOMMENDS THAT: The Authority accept the offer by the Richmond Hill Presbyterian Church of the Richmond Hill Presbyterian Manse and that it be moved to Black Creek Pioneer Village, subject to the availability of funds. CARRIED; BLACK CREEK PIONEER VILLAGE - AUXILIARY Pursuant to Res. #10/76 of the Board, the staff submitted a report with recommendations regarding the organization of the Black Creek Pioneer Village Auxiliary. Res. #4 Moved by: J. Bradshaw Seconded by: J.E. Langdon RESOLVED THAT: Every attempt be made to find a suitable volunteer to organize an Auxiliary for Black Creek Pioneer Village. CARRIED; The Board considered the establishment of some organization to provide further financial assistance for the Black Creek Pioneer Village. Res. #5 Moved by: J. Bradshaw Seconded by: H.C. Lawrie RESOLVED THAT: Mr. J.E. Langdon be appointed a Committee of one to investigate alternative methods of establishing a programme to provide further financial assistance for the Black Creek Pioneer Village. CARRIED; BLACK CREEK PIONEER VILLAGE RECOGNITION FOR DONORS The Report of the Task Force appointed to consider and make recommend- ations regarding policy for the recognition for donors at Black Creek Pioneer Village was presented. . -3- F-3 Res. ~6 Moved by: Dr. J.W. McGinnis RESOLVED THAT: The Report of the Task Force appointed to consider and make recommendations regarding policy for the recognition for donors at Black Creek Pioneer Village be received; and THE BOARD RECOMMENDS THAT: The Recommendations contained in the Report of the Task Force appointed by Res. #12/76 at Meeting #2/76 of the Historical Sites Advisory Board, held Friday, November 5, 1976 to consider and make recommendations regarding a suitable policy for the recognition for donors at Black Creek Pioneer Village and set forth herein, be adopted: 1] Plaques be presented to dOQors who make significant contributions to Black Creek Pioneer village, under the .following procedure: (a) Staff will present information to the Historical Sites Advisory Board regarding significant contributions; (b) The Board will make a final decision as to which donors will receive plaques; (c) These donors will be queried before purchasing plaques, since some may not desire them; (d) All plaques will be of a standard size, name the donor, and describe briefly the donation; 2] Two duplicate metallic plaques mounted on black plastic be made for each donation being recognized; the donor to be presented with one and informed the second would be retained by the Authority for display as a group in a prominent location in the new Visitors' Centre; 3] The kiosk near the Village parking lot be moved to a suitably elevated location in the vicinity of the triangle formed by the snack bar, gift shop and grain barn; 4] The policy of recognizing special significant donations by using a full panel in the kiosk be continued; 5] The policy of recognizing donors in 125,000 walkaround brochures each year be continued; the names to be printed in black face capitals; 6] Large corporate donors be encouraged to produce a brochure or booklet to be given to all visitors as they enter the Village; accuracy of historical detail to be checked by the Village staff; . 7] The present policy of not recognizing' donors within the restored area of the living Village be adhered to. CARRIED; RECOGNITION OF MR. WERDEN LEAVENS A staff communication was presented advising that the Achievement Recognition Committee had requested the Historical Sites Advisory Board to consider a suitable recognition of Mr. Werden Leavens, former Member of the Authority and Editor of the pioneer Press. Res. #7 Moved by: A.H. Cowling Seconded by: H.C. Lawrie RESOLVED THAT: The staff communication having regard to recognition of Mr. Werden Leavens be received; and F-4 -4- ~IE BOARD RECOMMENDS THAT: 'A suitable tree to honour Mr. Werden Leavens be planted at the front of the Black Creek Printing Office at the Black Creek Pioneer Village, at the conclusion of the spring 1978 meeting of the Historical Sites Advisory Board; and THAT Mrs. Leavens, her family and former members of the Printing Sub-Committee be invited to attend. CARRIED; LETTER FROM MR. A.B.R. LAWRENCE CHAIRMAN , ONTARIO HERITAGE FOUNDATION Members of the Board considered a letter from Mr. A.B.R. Lawrence, Chairman of the Ontario Heritage Foundation, having regard to new initiatives being taken by the ontario Government to provide for the conservation of the Province's heritage resources. Res. #8 Moved by: R.A. P. Moran Seconded by: Mrs. E. Neil RESOLVED THAT: The letter from Mr. A.B.R. Lawrence, dated January 24, 1977, together with the appended information, be recei ved; and further THAT the staff be requested to assist the Historical Planning and Research Branch of the Ministry of Culture and Recreation to evaluate the types of heritage resources which are on lands owned by The Metropolitan Toronto and Region Conservation Authority. CARRIED; PRELIMINARY BUDGET ESTIMATES - 1978 The 1978 Preliminary Development Budget Estimates were presented. Res. #9 Moved by: J. Bradshaw Seconded by: Dr. J.W. Scott RESOLVED THAT: The 1978 Preliminary Development Budget Estimates be approved in principle; and further THE BOARD RECOMMENDS THAT: The 1978 Preliminary Development Budget Estimates, as appended as Schedule "A" of these Minutes, be included in the 1978 Preliminary Budget Estimates of the Authority. CARRIED; , BLACK CREEK PIONEER VILLAGE VISITORS' CENTRE The staff submitted a progress report on discussions held with Raymond Moriyama, Architects and Planners, regarding preliminary plans for the Black Creek Pioneer Village Visitors' Centre. The Board suggested that consideration be given to separating the work shop and storage area in Phase II of the proposal, and that the staff and the Architect consider additional requirements for the proper storage of historic artifacts. It was also suggested that some consideration might be given to alternative forms of heating and that the staff should investigate the availability of grants for alternative methods of heating as a demonstration project. CARRIED; -5- F-5 NEW BUSINESS PARSONS INDIAN VILLAGE SITE Mr. Langdon advised Members of the Board that he would be interested in exploring the availability of funds for an archaeological investigation of the Parsons Indian Village Site. Res. #tll Moved by: A.H. Cowling Seconded by: Dr. J.W. Scott RESOLVED THAT: Mr. Langdon be appointed a Committee of one to investigate alternative methods of financing an archaeological investigation of the Parsons Indian Village Site. CARRIED; THE CHAIRMl\N ADVISED THE BOARD THAT Dr. J.W~ Scott had been elected President of the Toronto Historical Board and Members of the Historical Sites Advisory Board extended their congratulations to Dr. Scott. MR. BRADSHAW ADVISED THE BOARD of the Rogationtide Service scheduled for Sunday, June 5, 1977 and further advised that one of the Trustees of Sturbridge Village would be attending, taking part in the ceremony, and was interested in establishing a con- tinuing relationship between Sturbridge Village and Black Creek Pioneer Village. DR. RUSSELL ADVISED THE BOARD that the Rushlight Club would be meeting in Metropolitan Toronto in 1978 and that the Club will be touring the Black Creek Pioneer Village. MR. LANGDON ADVISED THE BOARD that there would be 400 members-of the Herb Society of America meeting in Metropolitan Toronto in 1978 and that they also would be visiting Black Creek Pioneer Village. MR. COOPER OUTLINED the work that had been done respecting a proposed educational tour of historical restorations in north- eastern United States. A letter outlining some preliminary details had been forwarded to a number of interested persons and, to date, the response has been disappointing. The Board recommended that Mr. Cooper continue to investigate altern- ative methods of organizing a tour of historical restorations in the north-eastern United States, in the Fall of 1977. Moran RESOLVED THAT: The staff communication having regard to Citizenship and Fees - Black Creek Pioneer Village be received; and THE BOARD RECOMMENDS THAT: The following fee structure for Black Creek Pioneer Village for the year 1978 be approved: Adults $ 3.00 . Family Rate 6.00 Group Rate (25 or more adults) 2.50 Church for weddings 125.00 Citizenship: Family 25.00 Individual 15.00; and further THAT Regulations made under Section 28 of The Conservation Authorities Act Applicable to Lands Owned by 1he Metropolitan Toronto and Region Conservation Authority be amended accordingly. CARRIED; PARSON'S VILLAGE FINANCING Mr. Langdon presented a Progress Report and possible sources of funding - for the archaeological investigation of the Parson's Indian Village site. CARRIED; RAISING OF FUNDS FOR THE RESTORATION PROGRAMME AT BLACK CREEK PIONEER VILLAGE A discussion took place with respect to the raising of funds for the restoration programme at Black Creek Pioneer Village Res. #19 Moved by: R.A.P. Moran Seconded by: Dr. J.W. Scott RESOLVED THAT: The Chairman of the Advisory Board be requested to meet with the Chairman of The Metropolitan Toronto and Region Conservation Foundation to discuss the raising of funds for the restoration programme at Black Creek Pioneer Village. CARRIED; MR. MORAN requested advice and information on the relationship between the Black Creek Pioneer Village and other historic restorations being undert~(en within the area under the jurisdiction of The Metropolitan Toronto and Region Conservation Authority. MR. MORAN WAS ADVISED that there was a close working relationship between the staff of Black Creek Pioneer Village and other historic restorations within the Metropolitan Toronto area. The staff of the Authority provides technical advice and information to other historic restorations on a continuing basis. FOOD SERVICES AGREEMENT A discussion took place with respect to the food services at Black Creek Pioneer Village. Members of the Board were advised that the existing food services contract with Canteen of Canada expires at the end of 1977 and that the Authority would be tendering food services for a five-year period, commencing in 1978. Langdon THE BOARD RECOMMENDS THAT: The Authority's food services agreement include provision for improved quality of food and service at Black Creek Pioneer Village and for the serving of food more appropriate for the period represented by Black Creek Pioneer Village. CARRIED; ONTARIO HERITAGE FOUNDATION PLAQUE Res. #21 Moved by: A.H. Cowling Seconded by: H.C. Lawrie RESOLVED THAT: Messrs. Langdon and Cooper be appointed a Committee to investigate the erection of an Ontario Heritage Foundation plaque at Black Creek Pioneer Village. 1977 PIONEER FESTIVAL At the request of the Board, Mr. Cooper outlined the schedule of events for the Black Creek Pioneer Village Festival to be held September'17, 1977. PURPOSE: To provide a living portrayal of a crossroads village in Pre-confederation Ontario. t::.:I f\.) g t'" t::.:I 1978 OBJECTIVES: - to continue the effective operation of this heritage conservation project within financial constraints ):I - to accommodate 300,000 visitors in 1978 - to maintain the Village's heritage structures within financial constraints FUNDING: Program revenues, Provincial museum grant - $72,000, The Metropolitan Toronto and Region Conservation Foundation Endo\~ent Fund - $6,000, and the general levy on all participating municipalities - $72,000. FINANCIAL COMMENTS: It is anticipated that admission receipts will be increased as the result of increasing adult fees from $2.50 to $3.00, family rate from $5.00 to $6.00 and group rates from $2.00 to $2.50. It is anticipated that the Doctor's Home may be open for visitors in June of 1978.
