Martin RESOLVED THAT: Delegations representing various citizens' groups concerneq with the Rouge Valley system be heard. CARRIED; I-2 -2- DELEGATION "A" SAVE THE ROUGE VALLEY SYSTEM Mr. John B. Boyd thanked the Authority for the excellent work being undertaken and for new initiatives regarding planning and conservat- ion matters. He suggested that the Autl10rity shou~d have a stronger voice in all conservation matters. Mr. Boyd also suggested that care should be taken in the design and construction of the Rouge River bridge and the proposed fishing piers in the Lower Rouge to minimize environmental impact. He then outlined the study being undertaken of the Rouge River watershed by urban planning students from Ryerson Poly technical Institute under the direction of Professor Conrad. DELEGATION "B" BRIEF TO THE ROUGE HIGHLAND PETTICOAT AND DUFFIN ADVISORY BOARD by Mrs. Mariateresa Siraqusa Mrs. Siragusa presented a brief concerning development of proposals in the Lower Rouge to promote sport fiShing. DELEGATION "c" Mr. John Mackie Chairman, W.R.R.A. Mr. Mackie, Chairman of the West Rouge Ratepayers' Association, spoke on the matter and suggested that there should be no intrusions in the marshes in the Lower Rouge valley. - OPERATION DOORSTEP ANGLING Res. #3 Moved by: Mrs. S. Martin Seconded by: A. Robertson RESOLVED THAT: Reports from all delegations be received; and THE BOARD RECOMMENDS THAT: The proposed fishing piers in the Lower Rouge Valley be not proceeded with at this time, until a report on access to the area and the environmental impact of the fishing piers is undertaken; and further THAT copies of the said report be provided to all members of the Advisory Board and the concerned persons in attendance at this Meeting. CARRIED; MILNE CONSERVATION AREA LEASE OF LANDS FOR RECREATION . The staff presented a report regarding the leasing of additional lands at the Milne Conservation Area to The Town of Markham, for development for local parks and recreation purposes. Macpherson RESOLVED THAT: The staff report having regard to the leasing of landS at the Milne Conservation Area to The Town of Markham be received; and . -3- 1-3 THE BOARD RECOMMENDS THAT: The Town of Markham be advised that the Authority is prepared to consider leasing an additional area of land lying to the east of the Milne Dam and Reservoir, as outlined by the staff, to The Town of Markham, for development for local park and recreation purposes. CARRIED; OFFICIAL PLAN REVIEW The staff presented a copy of the recommendations of the Executive Committee respecting Official Plans and Official Plan Amendments which have been forwarded to all municipalities and affected Ministries of The Government of Ontario. CARRII~D; POLICY DEVELOPMENT HEADWATERS MANAGEMENT . - Proqress Report The staff presented a verbal report on the progress of the Headwaters Study and advised that Ecologistics Limited had been engaged to undertake the study of the Headwater Zone to provide a basis for the development of management policy. Lyons THE BOARD RECOMMENDS THAT: ~1e Conservation Areas Advisory Board be requested to investigate the provision of a cross-country ski programme, similar to that operated at the Albion Hills Conservation - Area, in the Claremont Conservation Area. CARRIED; MISS JEAN WANSBROUGH, Supervisor, Claremont Conservation Field Centre, outlined the OUtdoor Conservation Education Programme at the Claremont Conservation Field Centre for the in~ormation of the Board and guests present. ADJOURNMENT AND TOUR On Motion, the Meeting adjourned at 12:30 p.m., for lunch, followed by a conducted tour of the Claremont Conservation Area, in which a number of Members of the Board and guests participated. . Scott Seconded by: H.C. Lawrie RESOLVED THAT: The Meeting hear the delegation from the Save The Rouge Valley System. CARRIED; -2- I-6 Mrs. Craig presented a brief covering a variety of areas. The Save The Rouge Valley System is concerned with respect to the definition of "sensitive areas" to be incorporated in official plans. Mrs. Deans advised that there were a number of agencies in the process of trying to define sensitive areas but, as yet, an official decision suitable to all agencies had not been agreed to. Mrs. Craig advised that she felt The Borough of Scarborough was not sUbmitting official plan amendments to the Conservation Authority as requested by Resolution #32 adopted at Meeting #2/77 of the Executive Committee on Wednesday, February 23, 1977. Mrs. Deans advised that it was a prerogative of the individ~l munieipal- ity to forward official plans to the Authority for comment and the Authority was not in a position to monitor if all official plan amend- ments were being forwarded to the Authority for comment. She did advise, however, that we have a certain amount of success with certain municipalities' official plans in dealing with Res. #32. Mrs. Craig enquired about the status of the Flood Control Plan Review and was advised that this matter would be discussed under other business. She also requested how the Rouge Valley System could have input to the Master Plan for the Lower Rouge. Mr. Garrett advised that the staff was in the process of preparing a Master Plan for the Rouge River, based on the concept plan that had been approved by the Borough of Scarborough and the Master Plan, when approved by the Authority, would be submitted to the Borough of Scarborough for comment and that is the time for citizen participation into the plan. WATERFRONT PLAN - LOWER ROUGE The staff presented a Progress Report on the present status of the Lower Rouge and advised members of the Board that a Master Plan was in the process of being prepared, based on the concepts that hacS been adopted by the Authority, the Borough of Scarborough and Metropolitan Toronto. MILNE CONSERVATION AREA LEASE OF LANDS The staff advised that The Town of Markham had been advised that the Authority is willing to lease additional lands at the Milne Conservat- ion Area for development by The Town of Markham for local park purposes. A formal request to lease lands has not been received from The Town 0 f Markham. A discussion took place with respect to the present status of the sewer construction through the Milne Conservation Area and its effect on the operation of the Milne Conservation Area - 1977. CARRIED; EXPERIENCE '77 WA TERSHED STUDIES The staff presented a progress report on the Valleyland Study being undertaken jointly by the Authority and The Municipality of Metro- politan Toronto. Maps showing sane of the study areas were shown. Members of the Board were advised that the Ministry of the Environ- ment had undertaken a number of Valley1and Studies also and these were coordinated with the work of the Authority. The Valleyland Study is basically completed, except for the completion of the mapping. Res. ##=17 Moved by: J.G.C. Weir Seconded by: S.A. CARRIED: ANNUAL MEETING SAVE THE ROUGE Members of the Board were advised that the Annual Meeting of the Save The Rouge Valley will be held in the Metro Zoo Board Room at 8:00 p.m., Tuesday, October 25, 1977. Hiaas Chairman Secretary-Treasurer SCHEDULE nA" I-9 RE: Highland Creek Flooding - July 15, 1977 On Friday, July 15, another severe thunderstorm swept across Metro Toronto in a southeasterly direction dropping up to 2.5" of rain in approximately two hours. The heaviest rain- fall reported was 2.5" at the Metro-Toronto Zoo on the Rouge River with 1.5" to 2.0" of rain reported in the Highland Creek area. This storm was almost exactly the same as the storms which occurred last August on the Highland Creek where similar amounts of rain were recorded. The path and intensities of the storms were also very simil~r. The storm passed through very quickly and the heavy rainfall that resulted fell in a very short time which overtaxed the storm sewer systems and, due to the heavy urbanization in the Scarborough area, high runoff rates were experienced. This resulted in many flooded streets, underpasses and basements. The very efficient drainage system in the Borough of Scarborough as pointed out in the Kilborn report on the storms last August also resulted in more severe damage on the lower Highland Creek. The Authority received a heavy thunderstorm warning late Friday afternoon and very shortly thereafter the storm occurred and flooding was reported almost immediately. The Water Resource staff manned the flood warning centre and began receiving rain- fall reports and flooding reports. Three mobiles were sent out to .the Highland Creek to report on the situation and by the time they had arrived the peak had passed and the water levels were on their way down. This gives an indication of the very intense nature of the storm and the speed with which the runoff occurred. High flows also occurred on the East Don much as in the storms last August and a peak flow of 1200 cfs was estimated at the stream gauge at Don Mills Road and York Mills Road. Although these flows were high, very little damage resulted on the East Don. Some minor flooding and damage was reported, however, on the wilket Creek in Edwards Gardens and the WilJ:.et Creek Park. The Highland Creek area, however, again received extensive damage and on a brief tour of the area on Friday and again the next week revealed that water levels experienced this year were similar to those last year and in many instances the high water marks this year equalled the marks recorded after the floods last August. The damages in some areas were not as severe as last year such as the Scarborough parks where the bridges had been raised after being washed out last year. The Scarborough Golf Club did not appear to suffer the same amount of damage even though the water levels were approximately the same as last year. This substantiates the theory that most of the damage last August was done during the second storm on Saturday. The flow volumes produced by this year's storm may have been less as well on the west branch as the storm was centered more to the east. The peak flow, however, seems to have been the same. . . . 2 I-lO - 2 - The major areas damaged again were in the Morningside Park and the Colonel Danforth Park. The Metropolitan Toronto Parks Department works yard at Morningside Avenue was surrounded with water and a portion of the entrance road was washed away again. Also, the bridge 'approaches on the entrance road into Colonel Danforth Park were washed out as in the storms last August. As far as the Authority's gabion work is concerned, most of the channelization that survived the storms last year were damaged and the already damaged works were virtually destroyed. It would appear now that almost a complete reconstruction program is required from Colonel Danforth Park to Morningside Park. Other damages that have been reported to us which are not related to Authority or Metro Parks works were damages to the Scarborough College pedestrian bridge and severe silting of the tennis courts. Also, Scarborough works had to replace about 50' of sanit~ry sewer that was torn up in the Crooked J Creek area. The damage to the high level bridge on Kingston Road appeared to be limited to some erosion around the footings but the bridge will remain closed until it has been studied. Two concrete trucks were also lost in this area as the contractor was caught by the very quick rise in water level. In conclusion, it appears that the storm on July 15, 1977 was very similar to the storms on August 27 and 28, 1976 and pro- duced peak flows and damages very close to those produced by the ear,lier storms. It was felt that since the storms were very similar, another detailed report was not required other than revising the damage estimates and reviewing the priority areas where work is to be carried out under WC-75 once approval is obtained.
