CHAIRMAN
Mrs. Gardner welcomed the members and reiterated the major purpose
of this meeting was to provide members with an opportunity to make
suggestions respecting the flood control programme within the
Humber River watershed for inclusion in the overall Flood Control
Plan Review.

POLICY DEVELOPMENT - HEADWATERS MANAGf~ENT
- Proqress Report
The staff presented a verbal report on the progress of the Headwaters
Study and advised that Eco1ogistics Limited had been engaged to
undertake the study of l:!l€! Headwater Zone to provide a basis for the
development of management policy. It is an'ticipated the study will
be complete in approximately one month.

RESOLVED THAT: The Chairman be requested to arrange a meeting of the
Board to review the Report on Policy Development - Headwaters
Management.

OFFICIAL PLAN REVIEW
The staff presented a copy of the recommendations of the Executive
Committee respecting Official Plans and Official Plan Amendments
which have been forwarded to all municipalities and affected
Ministries of The Government of ontario.

RESOLVED THAT: The staff report on Official Plans and Official Plan
Amendments be received.

FLOOD CONTROL PLAN REVIEW
The staff presented a progress report on the Flood Control Plan
Review, including mapping, hydrologic modelling, policy review and
erosion inventory.

RESOLVED THAT: The staff report on the Flood Control Plan Review be
received; and
THE BOARD RECOlo1MENDS THAT: Where flood control works have been
undertaken by the Authority which require further works to make
them operate effectively, consideration in the Flood Control Plan
Review be given to allocating high priority to the additional
works.

The Humber valley Advisory Board met in the Board Room, Authority
Office, 5 Shoreham Drive, Downsview, on Tuesday, October 11, 1977,
commencing with a tour at 1:00 p.m.

The members present did not constitute a quorum and, in accordance
with Regulation ~19, the Secretary called the roll one-half hour
after the time appointed for the meeting and recorded the names of
the members present.
The members present agreed to proceed with the tour that had been
scheduled and held a short discussion following the tour.
The tour visited sites on the west branch of the Humber River in
The City of Brampton where alterations to small streams were causing
problems on neighboring properties. The tour also visited The
Kortright Centre for Conservation.
Those present heard a review of the Oak Ridges Moraine Study follow-
ing the tour and were advised that the work yet to be done included
the mapping of policy areas which would identify a hierarchy of
management ranging from complete protection of environmentally
sensitive areas to suitable management practices.
The Chairman advised that the meeting would be re-scheduled to a
later date.
