CARRIED UNANIMOUSLY; STAFF PROGRESS REPORT AND REVIEW OF 1967 DEVELOPMENT PROGRAMME Mr. Cooper presented a verbal report of Staff Progress for the first two months of the year an.d detailed the 1967 Development Programme. Van Nostrand RESOLVED THAT: The verbal report of Staff Progress for the first two months of the year, together with the review of the 1967 Development Programme be received. CARRIED UNANIMOUSLY; OPERATIONS AND MAINTENANCE COSTS BLACK CREEK PIONEER VILLAGE A Staff communication, ..whi~h~1wasi~considered at. the Annual Meeting of the Authority and referred to the Board, having regard to the cost of operation, and recommending that the Board study in detail the operations, maintenance and future development of the Black Creek Pioneer Village and make recommendations regarding a proposed amendment to the Regulations of the Authority in respect to entrance fees, was considered. Van Nostrand THE BOARD RECOMMEND~ THAT: No chan~e$ ,he made, during 1967, to Section 19.(2) of The Regulations Made Under The Conservation Authorities Act Applicable To'Lands Owned by The Metropolitan Toronto and Region Conservation Authority, which reads: tI The fee for entrance to the Black Creek Conservation Area from the 15th "day of May to the 31st day of October in each yea.r is, (a) for each person over fifteen years of age, who is not a student, $1.00 a day; (b) for each student or each person under fifteen years of age, 25 cents a day; or (c) a maximum of $2.50 per family a day. n CARRIED UNANIMOUSLY; Res. #4 Moved by: A.R. Harper RESOLVED THAT: The Staff be directed to prepare a detailed report on the Operations and Maintenance of the Black Creek Pioneer Village and the proposed Future Development and Extension of the said Village, for the consideration of the Technical Advisory Sub-Committee and the Board, at a Special Meeting to be convened at the call of the Chairman of the Board, at the Black Creek Pioneer Village. CARRIED UNANIMOUSLY; ROBLIN'S MILL - BLACK CREEK PIONEER VILLAGE SETTING AND FACING MILL STONES A Staff communication, referred by the Executive Committee to the Board, regarding the setting and facing of the mill stones for the Roblin's Mill, was considered in detail. Res. #5 Moved by: A.R. Sumner Seconded by: Dr. F.H. Van Nostrand RESOLVED THAT: The cqmmunication, referred by the Executive, Committee, having regard to the facing and setting of the mill stones, and the training of an Authority Staff member, be received; and further in this connection, THE BOARD RECOMMENDS THAT: The following action be taken with. regard to facing and setting of the mill stones and training of an Authority Staff member: ( a) The flour mill stones to be used in Roblin's Mill be sent to the Philadelphia area for restoration and dreSSingj at the approximate transportation cost of $525.00 (return; and (b) Mr. Burton Dunn be authorized to go with the stones to Philadelphia and learn the millwright and milling operations necessary for bringing Roblin's Mill into production and that the Authority pay his out of pocket expenses. CARRIED UNANIMOUSLY; PROPOSED VISITORS' CENTRE - DESIGN BLACK CREEK PIONEER VILLAGE A Staff communication, referred by,the Executive Committee for con- sideration and recommendation of the Board, having regard to the preliminary design of the proposed Visitors' Centre at the Black Creek Pioneer Village, and recommending an inspection trip to the Washington area, was conside~ed. -3- F-3 Res. #6 Moved by: J.E. Withrow THE BOARD RECOMMENDS THAT: The Director of Operations, Administrator of Historic Sites Division and the Architect, be authorized and directed to arrange an inspection trip, early in April, to consult with the National Parks Service on the design and operation of the Visitors' Centres in the Washington area; and further in this con- nection, THAT their expenses be paid. CARRIED UNANIMOUSLY; DICKSON'S HILL SCHOOL - USE BY NORTH YORK SCHOOLS The Board was advised that requests have been received from five North York schools, who wish to make use of the Dickson's Hill School, Black Creek Pioneer Village, in connection with a special enrichment history course. Res. #7 Moved by: N.A. Boylen Seconded by: Dr. J.W. Scott THE BOARD RECOMMENDS THAT: The requests from North York schools for use of the Dickson's Hill School, Black Creek Pioneer Village, as a special project, be granted on a trial basis during the months of May and June, subject to a suitable agreement with the schools being executed, providing for the maintenance of the building and relieving the Authority of any liability in connection with the use thereof. CARRIED UNANIMOUSLY; OFFICIAL OPENING - BLACK CREEK PIONEER VILLAGE Some discussion took place regarding the part the Board might play in the official opening of Black Creek Pioneer Village. Res. #8 Moved by: N.A. Boylen Seconded by: J.E. Harper RESOLVED THAT: Mrs. D. Hague and Dr. J.W. Scott be appointed by this Board to represent the Board on any committee established concerning arrangements for the official opening of the Black Creek Pioneer Village. Harper RESOLVED THAT: Report #1/67 qf the Tec~nical Advisory Sub-Committee be received and append'ed as Schedule hAlt of these Minutes; and further, THE BOARD RECOMMENDS THAT: The recommendations contained therein, as amended and set forth herein, be adopted: (l) THAT consistent with the policy of portraying the Black Creek Pioneer Village as a 'living village', guided school tours be not made available during the off-season periods of operation when attendants are not available at the Black Creek Pioneer Village; (2 ) THAT provided satisfactory arrangements can be made, provision be made during 1967 to serve light lunches and afternoon tea to the general public in the basement of the Half Way House; and further in this connection, THAT the Dining Room be made available at other times for groups by reservation; and further in this connection, THAT no banqu,et permits be permitted at the present time; (3 ) THAT the Staff, in consultation with the Consulting Architect, be requested to investigate the cost of acquiring, restoring, equipping, operating and maintaining a Town Hall. CARRIED UNANIMOUSLY; C.W. JEFFERY'S CHAPTER. lODE - RE LUNCHEON A communication, referred to the Board by the Executive Committee, having regard to a proposed luncheon of the C.W. Jeffery's Chapter, of the I.a.D.E., was presented and considered in detail. Res. #13 Moved by: J. Booth Seconded by: Dr. J.W. Scott THE BOARD RECOMMENDS THAT: The C.W. Jeffery's Chapter of the I.O.D.E., be authorized to hold a luncheon and supper at the Black Creek Pioneer Village in October, 1967, provided that the profits of the said luncheon and supper be donated to the further develop- ment of the Black Creek Pioneer Village. CARRIED UNANIMOUSLY; KING CITY STATION BUILDING A communication was presented from the Canadian National Railways, offering to donate the King City Station building to the Authority. Res. #14 Moved by: F.A. Wade Seconded by: Dr. A.H. Richardson -3- F-6 THE BOARD RECOMMENDS THAT: The offer of the Canadian National Railways to donate the King City Railway Station to the Authority be accepted; and further, THAT the Staff be authorized, if and when funds are available, to move and store the said building at the Boyd Conservation Area, or other suitable location, for use in the future historic sites programme of the Authority. I CARRIED UNANIMOUSLY; PROPOSED EXHIBIT - CANADIAN NATIONAL EXHIBITION A communication was presented, advising that the Canadian National Exhibition,in connection with its Centennial celebration, is planning a re-enactment of S~coe's arrival at Toronto and requesting the co- operation of the Authority, as follows: (a) Construction of a rail fence; (b) Settler's log cabin; (c) Operation of the exhibit; All costs of the said exhibit to be borne by the Canadian National Exhibition, with the exception of the services of two female attend- ants from the Black Creek Pioneer Village. Scott THE BOARD RECOMMENDS THAT: The Staff be authorized to co-operate with the Canadian National Exhibition in connection with an exhibitre- enacting S~coe's arrival at Toronto, providing the Canadian National Exhibition is prepared to pay all costs with the exception of the services of two female attendants from the Black Creek Pioneer Village. CARRIED UNANIMOUSLY; RESTAURANT FACILITIES - HALF WAY HOUSE A communication was presented, advising that proposals have now been received from the Canadian National Institute for the Blind regarding the provision of restaurant facilities in the basement of the Half Way House. Harper THE BOARD RECOMMENDS THAT: The staff be authorized and directed to carry out the necessary works, as outlined in letter of May 16, 1967 from the Canadian National Institute for the Blind, and acquire such equipment as may be necessary to provide restaurant facilities in the basement of the Half Way House at the Black Creek Pioneer Village, within the l~it of funds available; and further, THAT the completed restaurant service be provided on a trial basis, as follows: (a) Group catering, s~ilar to that presently provided; (b) Restaurant service Tuesday to Friday - l2:00 noon to 5:00 p.m., with a s~ple menu consisting of tea, coffee, cold sandwiches, etc. (c) Restaurant service Saturday and Sunday - ll:30 a.m., to 7:00 p.m., with a l~ited menu. CARRIED UNANIMOUSLY; PROPOSED PRINT ,SHOP AND WEAVERS' SHED A communication was presented, advising that the build:in g locat ed at Kettleby, proposed to be used at the Black Creek Pioneer Village as a print shop and weavers' shed, must be removed from the property by July 31, 1967 . F-7 -4- THE BOARD RECOMMENDS THAT: Providing funds can be made available within the limit of the 1967 Development Budget of the Black Creek Pioneer Village, the following action be taken in connection with the building presently located at Kettleby and proposed to be used as a print shop and weavers' shed in the Black Creek Pioneer Village: (a) The Staff be authorized to move the building to the Black Creek Pioneer Village; (b) The Technical Advisory Sub-Committee be requested to approve the site for the building within the 'Village'; (c) A foundation be constructed on the site approved by the Technical Advisory Sub-Committee. CARRIED UNANIMOUSLY; FISHERVILLE CHURCH - 1967 PROGRAMME Mr. Cooper advised that a student minister had been taken on staff and it was proposed to make Fisherville Church available to local church groups for church services on Sunday evenings during the season. BLACK CREEK PIONEER VILLAGE Garden Club of Toronto At the request of the Chairman, Mrs. Gardner reviewed, for the information of the Board, the planning presently being carried on in connection with the proposed plantings and landscaping at the Black Creek Pioneer Village, and further advised that when plans were completed they would be presented for the consideration and approval of the Board. J F9 - 2 - (7 ) LONG RANGE PLANS: A Report was submitted by Mro Higgs regarding long range plans for the Black Creek Pioneer Village; ($) OFFICIAL OPENING -- BLACK CREEK PIONEER VILLAGE: Mro Higgs advised that the Official Opening of the Black Creek Pioneer Village would be held on Friday, May 26th, 1967, at 3:30 porno, and that the Members of the Sub~Cornmittee would be duly advised; (9) METROPOLITAN TORONTO &. REGION CONSERVATION FOUNDATION: Mro Wade requested the Sub-Committee to give consideration to the proposed methods of evaluations of donations of gifts-in- kind to the Metropolitan Toronto &. Region Conservation Founda- tion; IT WAS AGREED THAT: (1) The Report on Revenue &. Maintenance Co~ts &. Gift Shop - 24,0000 (Stock) Gift Shop - 5,0000 (Operations) I I SCHEDULE 'Bv F12 TO: The Technical Advisory Sub Committee of the Historic Sites Advisory Board RE: Review of 1967 Maintenance Budget DATE: April 13, 1967 1966 1967 (1 ) ROAD MAINTENANCE: snow removal, sand- 1,200 1,200 ing, patching, dust prohibiting, grad- ingo There was a credit balance of $202 in 1966 and this amount was the same for 1967 to allow for the increase in labour cost (2) GRASS CUTTING: including repairs on 1,700 2,000 mowing equipment 0 This figure was increased by $300 in 1967 taking into consideration the added cost because of the extra area around the mill and the fact that grass was only cut for part of last year at the Dalziel Museum (3) PICNIC PREPARATION: Positioning 200 250 tables, signs, refuse containers etco This figure was raised by $50 to allow for increased wages and also taking into consideration that our picnic traffic has gradually increased over the past two years (4a) SKATING RINK: Ice clearing, snow re- 900 900 moval, flooding and scraping of skating area and repairs to snow blowero This amount was left the same as last year and with the increased winter activity from 7,122 to l7,958 in 1967 there will probably be a small deficit before the end of the year, particu- larly if we have a rink before the end of 1967. (4b) WATER SERVICE: 200 800 This figure was raised from $200 in 1966 to $800 in 1967 to allow for the use of North York water through the new water lineso This service was in use for only part of 1966 0 We also used the North York water for our rink and will be using it for topping the mill pond (5 ) WASHROOMS : Cleaning and maintenance 1,400 and staffing the women's washroom area for weekendse This is a new item in t he budget since the washrooms were not in use in 19660 This figure is estimated on the experience of w~shroom facil- ities in other Conservation areaso (6) OUTHOUSES: l, 300 700 This figure was $1300 in 1966 and ) F13 has been cut down to $7000 Alth ough 1966 1967 the washrooms will be used in the Village, there are still other out- houses in the valley and over at the Dalziel Museum (7 ) GARBAGE COLLECTION: 2,200 2,000 This figure remains the same in 1967 and takes into consideration that there was a credit in this account at the end of 1966, which would equal the increase in wages in 1967 (8) AREA PATROL: 1,800 1,500 This is an account which covers the Superintendent or Assistant Superintendent patrolling the Con- servation Area and Village, par- ticularly during busy weekendso This amount has been reduced from $1800 to $1500 because of a sur- plus in this account in 1966 (lOa) GATE ATTENDANTS: 3,550 4,000 This figure has been increased by $450 to allow for wage increments (lOb) BUILDING ATTENDANTS: 27,125 46,900 This will be handled under Item 5 on the Agenda (lOc) SECURITY: 1,200 5fOOO This figure has been increased from $1200 to $5000, taking into consid- eration that last year there was a deficit of $1532039 and this figure was initially set at $6300 for 1967 allowing for two men rather than just covering the one night shifto , When the bUd~et had to be reduced by $10,000, 1,300 was taken out of hereo I would anticipate that we will hire a man for the second night shif t part -way through the ye ar in the hope that we will have round- the-clock security by 19680 (ll) PARKING ATTENDANTS: 900 1,000 This figure has been increased by $100 to allow for increased wagese This figure will be eliminated once the new road and parking lot are established and the Village is completely fencedo (l2) SIGNS: 500 500 This figure is the same as for 1966 (13 ) PICNIC TABLES: 650 550 This figure has been reduced by $100 since there was a surplus in this account of $317085 in 1966 (14a) SUPERINTENDENT'S RESIDENCE: 200 400 This figure was increased by $200 F14 1966 !2.Q2 to allow for painting and decorat- ing which is required on this house (14b) WORKSHOP : 1,900 1,500 This figure was reduced by $400 and includes maintenance and general repairs on this building . (14f) C.N.IoBo BOOTH: 500 700 This figure was increased by $200 to allow for painting the inter- ior and exterior of this building (14h) GATE HOUSE: 200 100 This figure was reduced by $100 as an allowance for maintenance and painting of this little build- ing (14i) ARTIFACT RESTORATION: 7,300 2,500 There has been considerable con- fusion among the staff regarding some of the categories such as restoration, household operation, artifact display, maintenance which were used in the 1966 bud- geto We have changed the titles of these categories and the am- ounts in 1966 bear little relation to the 1967 budget figureso 1914i" in 1966 was restoration and this has now been changed to artifact restoration and the amount reduced to $2500.
