THE BOARD RECOMMENDS THAT: The following action be taken:
(a) THAT the Ontario Department of Highways be requested to include
construction of the Black Creek Channel in the Programme when
extending Highway No. 400 from Lawrence Avenue to just south
of Eglinton Avenue;
(b) THAT the Authority not initiate any further contracts for
channeli~ation on the Black Creek until such time as the
negotiations with senior levels of government have been
terminated;
( c) THAT any negotiations with the senior governments perta"ining
to The Plan For Flood Control & Water Conservation include
sufficient funds for the completion of the Black Creek
Programme;
(d) THAT any funds remaining in the present plan be utilized to
complete the acqisition of any privately owned lands necessary

DUNDAS STREET (HIGHWAY NO. 5) :
A communication was presented from The Township of Toronto having
regard to the suggested plans in connection with the proposed
channeli~ation of the Etobicoke Creek in the vicinity of Dundas
Street (Highway No. 5) and requesting that the Authority adopt
the proposal ~hereby the Etobicoke Creek is left in its present
location and channeli~ed.

MASSEY CREEK:
A communication from the Municipality of Metropolitan Toronto quoting
Clause No. 7 of Report No. 14 of the Works Committee and as adopted
by The Metropolitan Council on November 1st, 1966, and being a
"Request For Study By Metropolitan Toronto and Region Conservation
Authority of Remedial Work in the Massey Creek", was presented and
considered in detail.

RESOLVED THAT: The communication from the Municipality of Metro-
politan Toronto quoting Clause No. 7 of Report No. 14 of The Works
Committee and as adopted by the Metropolitan Council on November 1,

Region Conservation Authority of Remedial Work in the Massey Creek"
be received; and further in this connection,
THE BO\. RD RECOMMENDS THAT:
(a) THAT the Authority reconsider its decision of 1962 and assume
responsibility for the Massey Creek upstream to Eglinton Avenue;
(b) THAT the Staff be authorized to obtain a proposal for a
preliminary engineering study of remedial measures, required
on the Massey Creek from Pharmacy Avenue to Eglinton Avenue, from
the firm of R. V. Anderson Associates Limited;
( c ) THAT the Province of Ontario be requested to approve a grant
if 75% of the cost of said preliminary engineering study;
(d) THAT the Municipality of Metropolitan Toronto be declared the
benefitting Municipality;

RESOLVED THAT: Proposals for the acquisition of certain flood plain
land on the East Branch of the Humber River at Oak Ridges be received
and that the draft Scheme be appended as Schedule "C" of these

THE BOARD RECOMMENDS THAT: the following action be taken:
(a) THAT Scheme W.C.-50 -- "A Scheme for the Acquisition of
Flood Plain Land - East Branch of the Humber River - Oak
Ridges" be adopted, subject to the following conditions:
(i) THAT the offer of the Township of King to contribute
$5,000.00 to the cost of the Scheme, be accepted;
(ii) THAT all member municipalities be designated as
benefitting for the balance;
(iii ) THAT the Mlnister of the Department of Energy and
Resources Manage~nt be requested to approve of the
Scheme and a grant of 50% of the cost thereof;

be authorized to take whatever action is required in

FLOOD CONTROL MEASURES:
A communication was presented from the Village of Caledon East re-
questing that the Authority undertake" an engineering study of a
branch of the Humber River in the Village of Caledon East with a
view to controlling a flooding problem.

River in the Village of Caledon East from the firm of
James F. MacLaren Limited.
(b) THAT the Province of Ontario be requested for a grant of 75%
of the cost of the said preliminary engineering study;

January lst, 1967, be received; and further in this connection,
THE BOARD RECOMMENDS THAT: the following action be taken:
(a) THAT the additional levy being raised for the acquisition
of flood plain lands during the next five years be allocated
as follows:
$423,000.00 per year toward the acquisition of lands falling
within the Metropolitan Toronto Parks'
25-Year Programme;
$ 27,155.17 per year for the acquisition of flood plain and
valley lands lying outside Metropolitan
Toronto;
(b) THAT in considering the acquisition of valley lands outside
Metropolitan Toronto, the highest priority be given to the
lower reaches of the Etobicoke Creek valley and the lower
reaches of the Duffin Creek Valley;

RE: Review of Black Creek Flood Control Programme
With the completion of two major contracts on the Black Creek
coinciding with the end of the first five years of the Authority's
Plan for Flood Control and Water Conservation, it is considered
appropriate to have a complete review of the Flood Control Programme
for the Black Creek Watershed.
In 1954, the Municipality of Metropolitan Toronto engaged the firm
of H. G. Acres & Company Limited to undertake a complete study of flood
control measures for the Black Creek, a major tributary of the
Humber River rising in Vaughan Township just north of Highway #7 near
Jane Street. The stream follows a southerly course, nearly parallel-
ing Jane Street through the Township of Vaughan and the Boroughs of
North York and York. It has its confluence with the Humber River at
the Lambton Golf Club just west of Scarlett Road and south of Eden-
bridge Drive.
No action had been taken by Metro to implement the recommendations
of the Acres Report when the Metropolitan Toronto & Region Conservation
Authority was established in 1957. The Authority was requested and
subsequently agreed to assume responsibility for flood control on the
Black Creek.
In 1958-59, a concrete-lined flood channel was constructed from the
Humber River to Scarlett Road. At the same time, certain improvements
were carried out in the channel of the Humber River to improve the
confluence of the two watercourses. This work, carried out under
Scheme W.C.-6, was designed to provide a more adequate outlet for
the Black Creek.
In 1959-60, under Scheme W.C.-19, a rock fill retardation dam was
constructed just east of Jane Street, south of Sheppard Avenue. This
structure functions to retard the peak flows from the upstream section
of the drainage area until the flood flows have receded in the lower
section of the watercourse.
Also in 1960, Scheme W.C.-24 was carried out to provide a short
section of channel at Lawrence Avenue, and was timed to coincide
with improvements to Lawrence Avenue.
The total cost of these Schemes was $981,850.19, and was shared
equally between the Province of Ontario and the Authority. Metro-
politan Toronto, being benefitting municipality for flood control
work on the Black Creek, assumed the Authority's sha_re of the cost.
In 1961, agreements were executed between the Governments of Canada
and Ontario and the Authority for implementing the Authority's
Plan For Flood Control & Water Conservation. Included under the
agreements was provision for financing further work on the Black Creek
on the follOWing basis:

Between 1962 and 1966, f~ve further sections of concrete-lined
channel have been constructed as follows:
I. Scarlett Road to Rockcliffe Boulevard.
2. Rustic Road to Jane Street, north of Wilson Avenue.
3. Rockcliffe Boulevard to Alliance Avenue.
4. Queen's Drive to Jane Street and Rustic Road.
5. Alliance Avenue to Weston Road.

The total cost of these five sections was $3,920,000.00. As of
December 31, 1966, there was $eo,OOO. remaining for the Black Creek
Programme of the original $4,000,000. provided in the Flood Control
Plan. In January, 1967, the account was credited with an additional
$105,000. as a result of the sale of surplus lands. In addition,
our Property Division advises there is still one small parcel of land
to be placed on the market. From outstanding commitments related to
utilities' relocation, ~me small expenditures remain to be made.
It is assumed, therefore, that there is a balance available for
the Black Creek Programme of $200,000.
The accompanying plan indicates the status of channelization work
on the Black Creek as of the present date.
In reviewing that portion of the Black Creek remaining to be
channelized, it would appear that the section from Lawrence Avenue to
a point downstream of Eglinton can only be constructed when the new
Highway extension goes through, and, in fact, might properly be
considered a part of the highway construction cost. It would appear,
then, that two sections of channel remain to be constructed by the
Authority at the earliest possible time:
1). Oueen's Drive to Lawrence Avenue:
Our consultants advise that their estimate for this section
would be $620,000., and it would not be feasible to split this
s~ction hto more than one contract; also, it is doubtful if
this can be justified as a part of the Highway 400 extension.
2). Weston Road upstream towards Eglinton Avenue:
The precise upstream limit of this section would have to
await finalization of D.H.O. plans for the Highway 400 -
Eglinton Avenue Interchange; howeve r , in any event, the cost
of this section will in all probability be well in excess of
$200,000. This section also must be carried out as one
contract.

I STATUTORY REFERENCES:
The Conservation Authorit ies Act, 1960, c.62, as amended but
more specifically the following sections:

II DETAILS OF SCHEME:
(a) Location and Description
The property with which this Scheme is concerned consists
of approximately ten acres, being Part of Registered Plan
202 and Part of Lot 65, Concession I, Township of King,
County of York.
The entire property is owned by Mr. C. A. Meadows.
The East Branch of the Humber River, which rises in the
Lake Wilcox area immediately east of Yonge Street, traverses
the entire property.
The land is low and poorly drained and is subject to annual
flooding. Evidence of the swampy nature of the property
is indicated by a number of areas that have been excavated
for peat and which have subsequently filled with water,
thus creating a number of ponds on the property.
The area is entirely unsuitable for residential deve:op-
ment.
(b) . Purpose of Scheme
The purpose of the Scheme is to permit the Metropolitar-
Toronto and Region Conservation Authority to acquire
approximately ten acres of flood plain land near the head-
waters of the East Branch of the Humber River in the
Township of King.
The area of land is entirely unsuitable for residential
development and the purpose of the acquisition is to
prevent their development for residential purposes in
order that it may be maintained for conservation purposes.
The lands will be developed and maintained as public
open space.
(c) Costs
The cost of the acquisition of the Meadows property has
been estimated on the following basis:

REPORT ON REFUSE DISPOSAL FOR THE
MUNICIPALITY OF METROPOLITAN TORONTO
The Report on Refuse Disposal for The Municipality of Metropolitan
Toronto, prepared by James F. MacLaren Limited, Consult ing
Engineers, was presented and considered in detail, with various
individuals speaking to the Report. A Staff Report and Recommend-
ations on the matter was presented.

RESOLVED THAT: The Report on Refuse Disposal for The Municipality
of Metropolitan Toronto, together with the Staff Report and Recom-
mendations, be received and submitted to the Executive Committee;
and further,
THE BOARD RECOMMENDS THAT: In the consideration of any request
for approval of a sanitary landfill site in the region under the
jurisdiction of the Authority, the following criteria be used in
formulating a decision:
(a) Flood Control
The Authority be assured that any sanitary landfill sites be
designed, developed and operated so as to ensure adequate
capacity for the design flood flows as determined by the
Authorlty. If special flood control measures are required,
these shall be undertaken at no cost to the Authority and in
accordance with design criteria established by the Authority;
(b) ~ollution Control
The Authority be assured that any sanitary landfill establish-
ed in the area under the jurisdiction of the Authority be
designed, developed and operated in such a way as to ensure
that there be control of pollution of both ground and surface
wat er. Any facilities required to ensure proper pollution
control be established at no cost to and to the satisfaction
of the Authority;
(c) Land Use
The ;~uthority be assured that the establishment of a sanitary
landfill on Authority owned lands or on areas adjacent to
la4ds presently owned or proposed for acquisition will in no
w~y be detrimental to the future use and development of these
lands for Authority purposes;
l d) General
The Authority require general assurances regarding the proper
deve10pment and operation of waste disposal in the area under
the jurisdiction of the Authority, in order to prevent refuse
fro~ becoming an environmental pollution hazard.

RESOLVED THAT: The Staff Report on the Proposed Thackeray Land-
fill Site, together with supporting documents, be received and
be forwarded to the Executive Committee; and further,
THE BOARD RECOMMENDS THAT:
(a) The Metropolitan Toronto and Region Conservation Authority
agree to the use of the proposed South Thackeray Landfill
Site under a suitable agreement, as proposed by The Municipal-
ity of Metropolitan Toronto, and that the operation be carried
out in accordance with the plans and sections as prepared by
James F. MacLaren Limited under date of August 25, 1966, or
subsequent plans as prepared for the Corporation of Metro-
politan Toronto and approved by the Authority;
(b) The Authority approve the use of lands owned by the Authority
lying north of the C.N.R. By-Pass Line for the removal of
cover material, subject to the submission of final plans for
the areas whence the cover will be removed, the grades,
slopes, etc. , and restoration of the borrow area;
(c) The Authority approve, in principle, of the use of Authority
owned lands for the proposed North Thackeray Landfill Site,
subject to a suitable agreement and submission to the
Authority for approval of detailed engineering plans for the
development and operation of the said Site;
(d) The Corporation of Metropolitan Toronto be requested to deed
to The Metropolitan Toronto and Region Conservation Authority,
after the completion of the Thackeray Landfill Site, any

Subsequent to the receipt of this letter, a memorandum
was circulated to Conservation Authorities wh~ch more precisely
defined the limitations of the new assistance programme:
" Operation and maintenance of water control structures
Water control structures are defined as follows:-
(1) Dam structures including stilling basins and
earthworks
(2 ) Channel improvements
(3) Weirs am groins
(4) Gabion walls and riprapping on banks of rivers
and reservoirs
(5) Stream gauges and telemarks

completed water control projects of the Authority have now

costs.

C. PRESENT PROGRAMME OF OPERATION AND MAINTENANCE:
Owing to a lack of grants for maintenance purposes, a
generalised statement of the present maintenance programme
would be that only the most urgent of work is being under-
taken. This is, perhaps, B.n over-simplification in view
of the fact that some work is being taken care of under
special arrangements:
(i) In 1964, the attached agreement was executed
between the Authority and Tm.Municipality of
Metropolitan Toronto for the Maintenance of
Water Control Structures located inside The
Municipality of Metropolitan Toronto.
In effect, The Municipality of Metropolitan
Toronto assumed 100% of the cost of carry~ng
out any maintenance work. The reEp onsibility
for determining the necessary work rested with
the Authority. The practice followed has been that
annual inspections of the various works have been
carried out jointly by representatives of the
Metropolitan Toronto Works Department and the Author-
ity staff, a remedial programme mapped out) the
necessary works budgeted for by the Metropolitan
Toronto Works Department, and the work !except
for the most urgent of emergency repairs) carried
out in the following year.
For the works located inside Metropo11tan Toronto,
this procedure might be described as having been
reasonably successful; however, it has had certain
disadvantages:
(a) changes in personnel, both at Metro Works
and Authority staff levels, for a variety
of reasons.
(b) some of the works are located ~n areas under
the jurisdiction of the Metropolitan Toronto
Parks Department, which functions in relation
to the Authority under an entirely separate
agreement, which agreement specifically
includes watercourses and Authority water
control works.
In summary, it is fair to say that the Authority,
lacking Provincial grants and, therefore, the
financial ability to carry out an adequate main-
tenance programme, has achieved a considerably
higher degree of maintenance through the arrange-
ment with the Metropolitan Toronto Works Department
than would otherwise have been possible.
(ii) Bramoton Diversion Channel.
This structure, completed prior to the. establish-
ment of The Metropolit an Toronto and Region Conserv-
ation Authority and assumed at the time of its
format~on, was built by the Etoblcoke-Mimico Cons-'
ervation Authority with the Town of Brampton as
benef1ting mun1cipality. It is purported and

believed to have been the intent. that when completed,
the maintenance of chis channel would be the
responsibilicy of the ~own of Branpton; however,
a diligent search of records both at ~he A~tho~ity
office and the office of the Town of Brampton has
failed to reveal any formal agreement, ietter or
memorandum to this effect.
Other than a routine cleaning of the summer flow
section of the channel and grass cutting, virtually
no maintenance work has been carried out since its
complet~on in 1952.
,iii.i The first Water Control Scheme undertaken by The
Metropolitan Toronto and Region Conservation Authority
was the establishment of the Good~~od Pump~ng
Station. Implicit in the carry~ng out of this
scheme was the responsibility of the TownShip of
Uxbridge for the operation and maincenance of
this pumping station. This responsibility the
Township has assumed without question over the
ensuing years. Recent ~nspection5 by Authority
personnel and staff of the Conservat~on Authorities
Branch have indicated that general maintenance is
being carefully and regularly carried out; however,
where the mechanical equipment is involved, some
improvement is necessary to ensure proper function-
ing of this project.
(iv: All other projects completed by the Authority have
remained the responsibility of the Authority for
operation and maintenance purposes. The introduction
in 1965 of grants for flood control dams has~enabled
us from the beginning to maintain :i high standard
at the Claireville Dam and Reservoir,inciuding the
necessary operational staff.
Other works have suffered fram Lack of necessary
maintenance, which has either been ~gnored or
deferred due to budgetary restrictions. Pa.rt~cularly
noteworthy in this category is thet.Woddbr~dge
Flood Control Channel which was completed ~n 1963
and is in serious need of some major maintenance
work. An attempt was made to budget for this work
in 1967; however, pressures of other high pr10rity
requirements necessitated its de:et~on inlthe
f'inal draft of' the 1.967 Budget.
D. WATER CONTROL STRUCTURES BUILT BY 01HER AGENCIES:
From time to t~e, other agencies w~thin the area. under
the jurisdiction of the Authority have constructed water
control works, primarily flood channels in conJunction ~th
public work projects such as sewers, expressways, bridges,
etc. These ha.ve been constructed ~th the approvaL of and
to the design criteria supplied by the A~t.ho~i~y and, in many
instances, have in fact relieved the Authority of the
responsibility of carrying out remedial workR.
Although a complete inventory of ~he~e is not Bvaiiable
at the present bme, the following i~ ~ parti~l l.is'C wRich
includes most of' the major works of this nature;
Mimico Creek:
-Series of areas undertaken by Borough of Etobicoke.

-West Don at .Sheppard Avenue - Borough of North York.
-East Don - York Mills and Don Mills Road - Metro Roads.
-Forks of the Don - Don Valley Parkway - Metro Roads..
His:hland Creek:
-Lawrence Avenue - Metro Roads.
-Ellesmere - Borough of Scarborough.
Over the last year or so, discussions have taken place
at tbnTechnical Advisory Committee on Parks and Conservation
regarding the possibility of these water control structures
being conveyed to the Authority and placed under the Mainten-
ance Agreement with the Metropolitan Works Department for
maintenance purposes. This would have the distinct advanta.ge
of reducing the number of agencies involved in the operation
and maintenance of water control structures in our region.
In view of the new policy of the Govemment of Ontario, it
is the opinion of the Staff that there is justification for
including such works under tremaintenance programme and
that it would be adviseable to pursue this matter with the
appropriate officials of the Conservation Authorities Branch.
E. RECOMMENDED FUTURE PROGRAMME:
(i) Genera 1
It is the opinion of the Staff that the Authority
should assume or reassume the responsibility for
the operation and maintenance of water control
structures in the area under its jurisdiction, and
the necessary staff be provided for this work.
(ii) Works Located Inside Metropolitan Toronto
It is recommended that the present agreement with
The Municipality of Metropolitan Toronto for the
operation and maintenance of water control structures
be terminated, and instead, that the Authority
assume responsibility for this work. Such a new
arrangement would not preclude the possib~lity
of Metro actually carrying out the work on a
purchase order basis. In fact, the Staff envisages
that a.ny maintenance work might be carried out
in one of three'ways:
a) . By our own staff;
b) . By contractor;
c). By purchase order to the appropriate municipality;
(ii~) Works located outside Metropolitan Toronto
For works located outside The Mun1cipal~ty of
Metropolitan Toronto, it is recommended that the
Authority undertake the necessary responsibility
for operation and maintenance for all water control
structures.
It is envisaged that the work might still be carried
out in anyone of the three ways indicated in
section E (ii) .

(iv' Works constructed by other Agencies
Where water control structures have been built
by other public agencies with the approval of
the Authority and to the design cr~teria set
by the Authority, it is recommended that the
Conservation Authorities Branch, Department
of Energy & Resources Management be requested
to approve maintenance grants for such works,
provided that the title to same is transferred
to the/Authority.

THE METROPOLITAN TORONTO and REGION
CONSERVATION AUTHORITY,
hereinafter called "The Authority",
OF THE FIRST PART,
-and-
THE MUNICIPALITY OF METROPOLITAN TOFONTO,
hereinafter called "Metro",
OF THE SECOND PART.
WHEREAS the Authority is constructing and will construct in
the future flood control structures, including flood control
channels, channel improvements, weirs, and the Black Creek
Dam in Metro Toronto.
AND WHEREAS it is necessary to provide for the maintenance
of the structures.
NOW THEREFORE THIS AGREEMENT WITNESSETH that in cons~deration
of the recitals herein and the carrying out of the various
obligations contained in this agreement the parties hereto
agree as follows:
1. The Authority shall forward a copy of contract plans
and specifications for review, comment and approval of the
Commissioner of Works before tenders are called for con-
struction.
2. The Authority will not accept or make ftnal payment
for any work to be maintained by Metro on completion of its
construction until receiving a letter of acceptance from
the Metro Commissioner of Works.
). The Authority shall require that the work be guaranteed,
both as to material and workmanship by the contractor for
a period of one (I) year after completion.
4. The Authority shall maintain a regular inspection of the
structures and shall prepare reports on the condition of
the structures, together with an outline of required mainten-
ance.

5. rhe Authority shall forward copies of the reports to
Metro and shall notify Metro of the necessary maintenance
required to keep the flood control structures in a safe
and efficient operating condition.
6. Metro agrees that it will maintain the said flood
control structures in an efficient operating condition and
will do all things recommended by the Authority in a safe
and efficient manner and will pay all coats and charges
incidental to or necessary for such operation.
7. If, in the opinion of the Authority, the said Metro
is not maintaining the said structures in a safe and
efficient manner, then the Authority may enter upon the
premises and do all necessary work to put the structures
back into a safe and efficient operating condition and any
expenses incurred by The Authority in doing such work shall
be chargeable to Metro and paid by it to the Authority
forthwith upon demand.
8. Metro snaIl not alter the structures in any way without
first obtaining the consent and approval, in writing, of
The Authority.
9. Metro covenants and agrees to indemnify and save har.m-
less the Authority of and from any and all manner of claims,
damages, loss, costs or charges whatsoever occasioned to
or suffered by or imposed upon the Authority or its property,
either directly or indirectly, in respect of any matter or
thing in consequence of or in connection w1th or arising out
of the maintainl,ng of the flood control structures, or out
of any operation connected therewith or in respect of any
accident, damage or injury to any person, animal or thing,
by, from, or on account of the same.
IO. This agreement shall remain in full. force and effect
until superseded by an agreement mutually acceptable to the
parties hereto.
11. This agreement shall apply to the existing works listed
herein which are hereby accepted and in addition works
constructed in the future when accepted by the Commissioner
of Works, as noted in Item 2.

Black Creek Channel from Rockcliffe Bouievard to
the Humber River.
Black Creek Dam, north of Troutbrooke Drive, east
of Jane Street.
Humber River Dams and Gabions from Dundas Street

PRELIMINARY EROSION INVENTORY REPORT
The Administrator of Flood Control & Water Conservation Division
outlined the background regarding the Preliminary Erosion Inventory
Report which was presented in detail by Mr. H.F. Fennerty, represent-
ing James F. MacLaren Limited, Consulting Engineers.
Mr. O'Donohue moved a motion, which was not seconded, that the Report
be received and that the Authority Staff discuss the Report with
representatives of the affected municipalities to determine present
programmes in these municipalit~es and their thoughts with respect to
responsibility for erosion control. A lengthy discussion followed.

RESOLVED THAT: The Report, "Preliminary Erosion Inventory", as

January-1968, be received; and further,
THE BOARD RECOMMENDS THAT: In connection with the Report, "Preliminary
Erosion Inventory", as prepared by James F. MacLaren Limited, Consult-
ing Engineers, and dated January-1968, the following action be taken:
(a) Copies of the Report be submitted to appropriate officials of
the Department of Energy and Resources Management for considerat-
ion;
(b) The Report be submitted to the Technical Advisory Committee on
Parks and Conservation for review and recommendations;
(c) Provision be made in the 1968 and 1969 Budgets of the Authority
for the carrying out of Stage 2, as recommended in the Report, at
a cost not to exceed $175,000.00;
(d) Should the Authority decide to proceed with Stage 2 as recommended
in the Report, the Province of Ontario be requested to make a grant
of 75% of the cost of this preliminary engineering work.

PRELIMINARY ENGINEERING STUDY - HIGHLAND CREEK
The Administrator of Flood Control & Water Conservation Division
presented a communication from The Municipality of Metropolitan
Toronto, requesting the Authority to carry out a Preliminary Engineering
Study for Erosion Control on the Highland Creek in the Scarborough Golf
Club; the municipal share of the cost of the survey to be raised by The
Municipality of Metropolitan Toronto under agreement with the
Scarborough Golf & Country Club Limited. The matter was discussed at
length.

RESOLVED THAT: The communication from The Municipality of Metropolitan
Toronto requesting the Authority to carry out a Preliminary Engineering

THE BOARD RECOMMENDS THAT: The Staff be authorized to obtain a
proposal for a preliminary engineering study with respect to erosion
control in the Highland Creek Valley on the Scarborough Golf & Country
Club property, as requested by The Municipality of Metropolitan Toronto.
