Starr RESOLVED THAT: The Minutes of Meeting #1/78 be adopted as presented. CARRIED 1 STAFF PROGRESS REPORT Mr. Farrell presented a progress report outlining the work currently underway in connection with the preparation of the Water and Related Land Management component of the Watershed Plan. This work includes topographic mapping, hydrologic modelling, the identification and assessment of Damage Centres, and the develop- ment of proposals for optimum solution of potential flood damage. This work is scheduled for completion prior to the end of 1979. Mr. Farrell reported on the works being carried out for erosion control and bank stabilization within the Etobicoke-Mimico watersheds. Res. #2 Moved by: Mrs. N. pownall Seconded by: R. starr RESOLVED THAT: The staff progress report be received. CARRIED, THE CONSERVATION AUTHORITIES ACT Res. #3 Moved by: D.G. Fleet Seconded by: G.B. Sinclair RESOLVED THAT: The staff be requested to prepare a report giving consideration to proposing amendments to The Conservation Authorities Act to enable conservation authorities the first right of refusal for purchase of any lands lying within the L-2 - 2 - regulatory floodplain. CARRIED 1 WEST HUMBER RIVER Res. #4 Moved by: G.B. Sinclair Seconded by: D.G. Fleet RESOLVED THAT: The Board request the Humber Valley Advisory Board to give consideration to coordinating the development of a trails system on the West Humber River, between the Main Humber and Highway 427, to link with the Humber Arboretum proposal. CARRIED 1 INTERIM PLAN: CONSERVATION AND RECREATION LAND MANAGEMENT A discussion of the proposals of the Interim Plan was held and questions answered. The Interim Plan: Conservation and Recreation Land Management has been considered by the Conservation Land Management Advisory Board and the Executive Committee and has been circulated to all municipalities and the Province of Ontario for comment. CARRIED 1 PROPERTY ACQUISITION: MIMICO CREEK Res. #6 Moved by: G.B. Sinclair Seconded by: D.G. Fleet RESOLVED THAT: The staff be requested to reopen negotiations for the acquisition of flood plain and conservation lands on that section of the Mimico Creek referred to as the Vasis property. CARRIED 1 NEW BUSINESS a) Storm Water Management The Board requested staff to prepare a report updating Authority actions as related to storm water management for presentation at the next meeting of the Etobicoke-Mimico Advisory Board. b) Berming of FlOOdplain - Etobicoke Creek Staff were requested to investigate and report to the Board concerning the effects of an existing berm on the floodplain of Etobicoke Creek upstream of Vodden Street in Brampton. NEXT MEETING OF THE BOARD The next meeting of the Etobicoke-Mimico Advisory Board will be held on Friday, September 21st, 1979 at the Authority office commencing at 2:00 p.m. ADJOURNMENT On Motion, the Meeting adjourned at 4:25 p.m. C.F. Starr INTRODUCTION OF NEW MEMBERS The Chairman introduced Rudy Skjarum, new member appOinted by The Regional Municipality of Peel from the City of Mississauga, and'Mrs. H. Dianne Sutter, new member appointed by Peel Region to represent the City of Brampton. MINUTES The Minutes of Meeting #1/79 were presented. Res. '7 Moved by: B. Sinclair Seconded by: Mrs. N. Pownall RESOLVED THAT: The Minutes of Meeting 41/79 be adopted as presented. CARRIED 1 STAFF PROGRESS REPORT The staff presented Progress Reports on Business Arising from the Minutes of Meeting #1/79 and on the Status of the Preparation of the Watershed Plan - particularly as it relates to the Etobicoke and Mimico Creek watersheds. Business Arising from the Minutes of Meeting #1/79 .West Humber River: The Board was advised that the Humber Valley Advisory Board has not yet given consideration to the co-ordinating of development of a trail system on the West Humber River between the Main Humber and Highway #427, to link with the Humber Arboretum proposa11 however, the Authority has held numerous discussions with The Municipality of Metropolitan Parks Department and the Borough of Etobicoke regarding the transfer of municipally-owned lands to the Authority in order that a three-party agreement can be negotiated for the develop- ment of recreation facilities on the West Branch of the Humber River. It was further advised that there are still private and flood plain and conservation lands to be acquired to be able to complete the link as suggested by the Board. . L-4 -2- .Vasis propertt: The Board was advised that the staff has reviewed the acquisition 0 the Vasis property flood plain and conservation lands located on ~ Mimico Creek, and that the Authority is unable to negotiate the acquisition of the property at a purchase price that the staff could recommend. Expropriation of the said property is not recommended. of Flood Plain - Etobicoke Creek: The Board was advised that the effects berIlU.ng 0 the f ood pla~n of the Etobicoke Creek upstream of Vodden is being calculated as part of the Flood Damage Centre Study in this area Etobicoke Creek. Watershed Plan - Status of Preparation The staff submitted a detailed report on the status of the Watershed Plan. The hydrologic modelling and flood line mapping for the Etobicoke and Mimico Creeks are complete, and the 5, 10, 25, 50, 100-year and Regional Storm flows have been calculated. The Damage Centre Study is almost complete, and the report and recommendations will be submitted to a meeting of the Flood Control and Water Conservation Advisory Board scheduled to be held Friday, November 30, 1979. Progress has also been made on the report on Erosion and Sedimentation Control, and a draft Land Acquisition Report is complete. . The staff is preparing a report on Conservation Land Management for the Valley Systems. Work is commencing on a Community Relations Report which will ultimately form a component of the Watershed Plan. Work is being carried out on stream assessment in connection with the Strategic Plan for Ontario Fisheries programme; however, this will not have a major impact on the Etobicoke and Mimico Creeks, as the two significant streams for this programme have been identified as the upper reaches of the Humber River and the Duffin Creek. Work has commenced on the study and definition of Environmentally Sensitive Areas in the Headwaters' Areas and the Development Zone. The staff anticipates that the first draft of the Watershed Plan will be available for review by the Authority in the spring of 1980. THE CONSERVATION AUTHORITIES ACT -Amendments to At Meeting #l/79, the following resolution was adopted: "Res. 13 Moved by: D.G. Fleet Seconded by: G.B. Sinclair RESOLVED THAT: The staff be requested to prepare a report giving consideration to proposing amendments to The Conservation Authorities Act to enable conservation authorities the first right of refusal for purchase of any lands lying within the regulatory flood plain. CARRIED1- The staff advised that this matter has been investigated with the Authority's solicitor, who set forth a number of reasons why the Authority should not seek the amendment as recommended by the Board. Res. 18 Moved by: F. J. McKechnie Seconded by: R. Skjarum RESOLVED THAT: The report regarding proposed amendments to The Conservation Authorities Act be received and that no further action be taken. CARRIED, STORM WATER MANAGEMENT The staff submitted a report on the status of Storm Water Management in the area under the juriSdiction of the Authority. The Board was advised that the Authority is having considerable success in having municipalities adopt programmes and policies in their Official Plans, and that they are also actively considering Storm Water Management as part of subdivision plans. The Authority is being requested to review municipal recommendations on -3- L-S alternatives for storm water management, and to assist in the development of terms of reference for Storm Water Management Plans. The staff submitted a report on this matter to the Executive Committee and recommended that a consultant be engaged to assist the staff in developing terms of reference and alternatives for storm water management. The Executive Committee has approved the undertaking of the study, and it is anticipated that storm water management and guidelines for storm water management will form a part of the Watershed Plan. It is expected that the consultant's report will be available some time in January, 1980. NEW BUSINESS The staff advised that at the next meeting of the Board, all of the flood line maps and Regulation lines will be available for review by the Board. It is also expected that the Flood Damage Centre Report and recommendations for remedial measures will be available for review at that time. MR. McKECHNIE drew to the attention of the Board the continued filling on the West Branch of the Etobicoke Creek south of Derry Road, within the bounds of the Toronto International Airport, and requested the staff to review this matter.
