Advisory Board met at the Authority Office, 5 Shoreham Drive, Downsview, on Thursday, May 24, 1979, commencing at 10:00 a.m. PRESENT WERE Chairman Mrs. S. Martin Members G. Fisher R. Johnson D. Macpherson RESOLVED THAT: The Minutes of Meeting #2/78 be adopted as presented. CARRIED' MINISTRY OF NATURAL RESOURCES -Bait FiShing Report Mr. Jack Lawrence, Fish Management Officer, Lake Simcoe Fish Assessment Unit, outlined the Bait Fishing Management Programme of the Ministry and the basis on which bait fishing licences are issued. Mr. Lawrence indicated that there are approximately 6 bait fishing licences in effect in the region under the juris- diction of the Authority and that the issuing of a licence does not include permission to enter on private or public lands. Such permission must be obtained from owners. The issuing of a bait fishing licence is determined on the basis of the capacity of a stream to withstand the activity. Res. '2 Moved by: Mrs. J. Advisory Board express its thanks to Mr. Jack Lawrence of the Ministry of Natural Resources for his informative report, and THAT the Ministry of Natural Resources be requested to provide a copy of the Biologists' Report on Bait Fishing which is being prepared by the Ministry. CARRIED, I-2 -2- STAFF PROGRESS REPORTS (a) Wate~ & Related Land Management Mr. Farrell outlined the work that has been completed in connection with the preparation of a Water and Related Land Management Project, including topographic mapping, hydrologic modelling, flood plain mapping and Damage Centre assessment. Mr. Farrell also reported on the erosion control projects which are currently being undertaken in the R.D.H.P. watersheds. Mr. Dewell reported on the progress which has been made on Project W.C.-75 - A Project for the Restoration of Flood and Erosion Control Works in the Highland Creek. He indicated that the work will be complete this year. (b) Milne Conservation Area Mr. Flood, Administrator of the Conservation Land Management Division, reported that the restoration work being carried out by the Ministry of the Environment in the Milne Conservation Area will be complete by early summer, and that the Town of Markham has communicated to the Authority a proposal for the ~anagement of the Area by the Town. (c) Winter Ski Programme Mr. Flood reported on the Winter Ski Programme conducted this year at the Bruce's Mill and Claremont Conservation Areas, and advised that the Conservation Land Management Advisory Board proposes to continue the programme in 1980. Fisher RESOLVED THAT: The Staff Progress Reports (a) Water & Related Land Management, (b) Milne Conservation Area, and (c) winter Ski Programme, be received. CARRlED1 INTERIM PLAN: CONSERVATION & RECREATION LAND MANAGEMENT The staff presented a summary of the Conservation and Recreation Land Management Plan, which has been considered by the Conservation Land Management Advisory Board and the Executive Committee, and has been forwarded to all municipalities for comment. The Plan outlines the categories of conservation land and the proposed methods of management for each category. Res. t4 Moved by: Mrs. V. Marshall Seconded by: J.S. Westney Seconded by: J.S. Scott RESOLVED THAT: The Minutes of Meeting #1/79 be adopted as presented. CARRIED 1 STAFF PROGRESS REPORT The staff reported on the progress of projects being undertaken in the R.D.H.P. watersheds, including the Stouffville Channel, which is on schedule and will be finished by the end of 1979; Conservation Area operations, including the cross- country ski programmes at Bruces Mill and Claremont, and the Strategic Plan for Ontario Fisheries programme, under which six sections of stream in the R.D.H.P. watersheds have been improved. DELEGATION - TORONTO FIELD NATURALISTS -and- "SAVE THE ROUGE VALLEY SYSTEM" The Chairman advised that the above delegation wished to make a presentation to the Board. Res. #7 Moved by: Mrs. J. Trimmer Seconded by: S.A. Macpherson RESOLVED THAT: The delegation representing the Toronto Field Naturalists and the "Save the Rouge Valley System" Association be heard. CARRIED 1 I-4 -2- Mr. W. Hancock, representing the Toronto Field Naturalists, gave a slide presentation on the Association's publication "TORONTO 'I'HE GREEN". Mr. Hancock expressed his Association's interest in public education to gain support for the preservation of the green space in the Toronto area. Mrs. L. James of the "Save the-Rouge Valley System" Association, advised the Board that proposals in connection with the Finch Avenue Extension would be con- sidered by the Ontario Municipal Board commencing January 14, 19BO, and that a valley slope on Boyd Wood Lane had been cleared of trees. WATERSHED PLAN PREPARATION The staff reported to the Board on the status of the Watershed Plan, and indicated that all programmes were nearing completion and would be considered by the Authority as a Watershed Plan early in 1980. Mr. Garrett outlined in some detail the land acquisition, flood control and storm water management programmes. Mr. Farrell outlined the erosion and sedimentation programmes. NORTH PICKERING CO~lliUNITY -Update Mrs. Deans reported on the status of the development proposed in the North Pickering Community and indicated that, as of April 1, 1979, the North Pickering Development had been placed under the jurisdiction of the Ontario Land Corporatio~ Application has been made for an Official Plan Amendment in The Regional Municipality of Durham for the first phase of the development of what is now known as the Seaton Community. ADJOURNMENT On Motion, the Meeting adjourned at 12:30 p.m. Following lunch, some members of the Board toured the Bluffer's Park Waterfront Area. Mrs. S. Martin W.A.
