CARRIED; COMMUNICATION FROM THE BOROUGH OF NORTH YORK COUNCIL re Erosion - 12 Bruce Farm Drive German Mills Creek (Don) The staff presented a report regarding the staff investigation concerning erosion in the Don River Watershed on Bruce Farm Drive. Res. #3 Moved by: Wm. Baillie Seconded by: L. Martin RESOLVED THAT: The staff report regarding erosion on Bruce Farm Drive, German Mills Creek, Don River Watershed, as amended by referring to Numbers 8 - 12 Bruce Farm Drive, be received; and THE BOARD RECOMMENDS THAT: The Council of the Borough of North York be advised: (a) THAT The Metropolitan Toronto and Region Conservation Authority undertakes major remedial work for erosion control on a priority basis; (b) THAT the priorities are reviewed regularly and revised on an annual basis; (c) THAT this site was visited in November, 1977, to assess recent changes; (d) THAT the erosion problem at the rear of Numbers 8 - 12 Bruce Farm Drive has been given a ranking of technical priority #21 in the Authority's revised list of priorities for 1978; and further THAT the staff be directed to advise the Borough of North York of the probable timing of work based on this ranking. CARRIED; EROSION CONTROL - HIGHLAND CREEK Nos. 62 - 66 Creekwood Drive Vicinity Borough of Scarborough The staff presented a report concerning the investigation of erosion problems on Creekwood Drive, Borough of Scarborough. Baillie RESOLVED THAT: The staff report regarding the investigation of erosion problems on Creekwood Drive, Borough of Scarborough, be received; and THE BOARD RECOMMENDS THAT: The erosion control work behind Nos. 62, 64 and 66 Creekwood Drive, Borough of Scarborough, Highland Creek Watershed, be carried out under Project W.C.75 - Channel Improvements on the Highland Creek - at a cost estimated to be $14,700.00; and THAT the reinstitution of the existing check dam be not carried out until completion of the hydrologic model study; and further -3- C -3 THAT the staff be directed to advise the Borough of Scarborough Council and Mr. W. Burrell of the proposed timing of work on this site. CARRIED; REPORT RE 1977 WATERSHED ENVIRONMENTAL MONITORING PROGRAMME AND OUTLINE OF 1978 PROGRAMME The staff presented a report reviewing the Watershed Environmental Monitoring Programme for 1977 and outlining the programme for 1978. CARRIED; INTERIM PLAN - WATER & RELATED LAND MANAGEMENT The staff presented a report "Interim Plan - Water & Related Land Management ", summarizing existing policies and programmes of the Authority relating to water and land management, describing physical characteristics of the watersheds, existing land use, and demands on the watershed, and recommending management policies. Baillie RESOLVED THAT: The Interim Plan - Water & Related Land Management, The Metropolitan Toronto and Region Conservation Authority, January, 1978, be received; and THE BOARD RECOMMENDS THAT: The Interim Plan - Water & Related Land Management, The Metropolitan Toronto and Region Conservation Authority, January, 1978 be forwarded to The Province of Ontario and to the municipalities within the Authority's area of jurisdiction as supporting information for the Interim Water and Related Land Management Project, and for comment. NOT CARRIED; RESOLUTION #6 CARRIED; INTERIM WATER AND RELATED LAND MANAGEMENT PROJECT The staff presented S report - The Metropolitan Toronto and Region Conservation Authority Interim Water and Related Land Management Project, which provides for the consolidation of existing Authority Water and Related Ltd Management Projects and the addition of Erosion Control and-'Bank Stabilization Works for a three -year period, 1979 - 1981 inclusive. Tonks RESOLVED THAT: The Report - The Metropolitan Toronto and Region Conservation Authority Interim Water and Related Land Management Project, as amended, be received; and THE BOARD RECOMMENDS THAT: The Metropolitan Toronto and Region Conservation Authority Interim Water and Related Land Management Project for the period 1979 -1981 inclusive, dated March, 1978, as amended, for a total amount of $11,400,000.00, be adopted; and THAT the following action be taken in connection therewith: (a) The Regions of Peel, York and Durham, The Municipality of Metropolitan Toronto and the Townships of Adjala and Mono be designated as the benefiting municipalities on the basis set forth in the Project; (b) The Government of The Province of Ontario be requested to approve the Project and a grant of 55% of the cost thereof; (c) Where required, the Ontario Municipal Board be requested to approve the Project pursuant to Section 23 of The Conservat- ion Authorities Act; (d) When approved, the appropriate Authority officials be authorized to take whatever action is required in connection with the Project, including the execution of any necessary documents. Kline RESOLVED THAT: The Multi -Year Budget Forecast for 1980 -1983 be received; and THE BOARD RECOMMENDS THAT: The Multi -Year Budget Forecast for the period 1980 -1983 for the Flood Control Section, Water Resource Division, dated March 30, 1978, be approved in principle and included in the 1980 -1983 Multi -Year Forecast of the Authority. CARRIED; HYDROLOGIC MODELLING STUDY OF THE ETOBICOKE CREEK AND MIMICO CREEK The staff advised that the Hydrologic Modelling Study of the Etobicoke Creek and the Mimico Creek had just been received and the report was circulated for the information of the Board Members. CARRIED; Mr. Reburn outlined the continuing problem of erosion on his property at 91 Forest Grove Drive, Willowdale (Borough of North York). He advised that the situation had worsened since he last appeared before the Board in October of 1977. Mr. Reburn stated he had been advised by a real estate appraiser that the value of his property was affected by the erosion, and photographs were distributed to the members, showing the extent of erosion on his land. He further stated that he was of the opinion that the work carried out upstream by the Authority had had an adverse effect on his property. Baillie RESOLVED THAT: The staff be requested to prepare a detailed report on Technical Priority #6 in The Regional Municipality of York, 8240 Pine Valley Drive, Humber River Watershed, Town of Vaughan; and THAT the staff be requested to review the policy of the Authority regarding the Erosion Control and Bank Stabilization Programme and to submit a report and recommendations for the consideration of the Board. CARRIED; INTERIM WATER & RELATED LAND MANAGEMENT PROJECT 1979 -1981 A discussion took place regarding the status of the Interim Water and Related Land Management Project 1979 -1981. C -13 -4- The Board was advised that the Project has been approved by The Municipality of Metropolitan Toronto, The Regional Municipalities of Peel and York, and that The Regional Municipality of Durham is appeal- ing the levy for the Project. The Project has been submitted to the Ministry of Natural Resources, it is hoped that Ministerial approval will be received prior to the end of September, 1978, and that a meeting of the Ontario Municipal Board will be scheduled following approval by the Minister. COMMUNICATION FROM MARY SMITH The Board reviewed a communication from Mary Smith regarding suggestions for the work being undertaken by the Authority under Project W.C. -75 (Highland Creek). Res. #27 Moved by: Wm. G. Barber Seconded by: Wm. Baillie RESOLVED THAT: The communication from Mary Smith be received; and THAT Mrs. Smith be thanked for her interest and constructive comments. CARRIED; SCARBOROUGH DRAINAGE POLICY The staff presented a copy of the Borough of Scarborough Drainage Policy and a copy of the Authority's staff comments on the policy. Res. #28 Moved by: Wm. R. Kline RESOLVED THAT: The Report on the Borough of Scarborough Drainage Policy be received; and THAT the Council and the Commissioner of Works of The Corporation of the Borough of Scarborough be commended for the development of the Scarborough Drainage Policy. CARRIED; NEW BUSINESS A discussion took place regarding the Water and Related Land Management Plan. The staff indicated that a detailed report of the criteria for the Plan should be available for discussion at the first meeting of the Flood Control and Water Conservation Advisory Board in 1979. A discussion took place regarding Notices of Hearings and Applications under Ontario Regulation 735/73 - Regulation made under The Conservation Authorities Act - Fill, Construction and Alteration to Waterways. Mr. Maletich outlined the procedure whereby municipalities receive Notices of Hearings and copies of Applications for Permit under the Regulation. They reflect the breakdown approved as part of the Interim Water and Related Land Management Project 1979 - 1981. Each of the budgets has been broken down into "All Municipalities Benefiting" and "One Municipality Benefiting ". The attached sheets explain the expenditures proposed. The Budget reflects 1978 salary levels and will require adjustment at a later date. C -23 EROSION CONTROL AND BANK STABILIZATION IN METROPOLITAN TORONTO 1979 PROGRAMME INTRODUCTION: The purpose of this report is to outline the progress of Project W.C. -60, which is designed to carry out the following: (a) Major erosion control and bank stabilization remedial works on a priority basis for the primary watercourses; (b) Initiate a preventative programme in the form of minor remedial works and re- vegetation of embankments. Since site conditions change continually, the priorities have to be re- viewed on a regular basis. The current top priorities are reflected in the work programme for 1979 and the "Pool of Erosion Priority Sites" for 1980, which are found in the respective sections of this report. It should be noted that the present 5 -year project terminates at the end of this year (1978). Commencing 1979, the erosion control and bank stabilization programme for Metropolitan Toronto will be expanded in keeping with the proposed increase in the annual budget for this programme. The budget allocation for this programme, which is a component within the Authority's "Interim Water and Related Land Management Project ", has $800,000. for each of the years 1979 and 1980, and $850,000. for 1981. The expanded programme for 1979 has enabled an increase in the minor remedial work component, thereby providing for a strong preventative programme. The original priority ratings listed in the James F. MacLaren report of March, 1970, are used as a starting point in assessing the rate of progress and deterioration during the nine years that have elapsed. Based on year -round monitoring, the severity of tb: problem in its present state and a fair idea of its relative potential to deteriorate, the staff has determined a pool of sites bearing high priority ratings. Because erosion is a dynamic problem, the priorities within this pool change continually as we strive to ameliorate the list with the steady influx of technical data on site conditions. Therefore, the following list of "current priorities" will be reviewed regularly during 1979 in order to accommodate any significant changes and the possible inclusion of new sites. It should be noted that for the Regions of York and Durham, the technical priorities identified in the appropriate column of the attached charts follow directly from the priorities identified in the respective reports. In Peel, however, this was not totally possible because of the requirement for "equalized assessment" based on cash flow from the constituent municipalities within the Region. In the latter case, it was therefore necessary to establish priorities within each municipality and then schedule the sites in descending order. Consequently, it was not possible to adhere to relative priorities established on a regional basis. The table below shows the budget allocation by Region for the years 1979 -1981, inclusive.
