Norry RESOLVED THAT: The Stream Bank Erosion Report, 1963~1964, be received; and further, THAT the Staff be instructed to study the cost of carrying out the recommendations above the Claireville Reservoir; and to investigate and report on the possibilities of establishing a Stream Bank Erosion Control Assistance Programme above reservoirs, in co. operation with land owners. The policy of the Private Tree Planting Assistance Programme be amended to rsad es follows, effective 1966: (a) The Autlwrity 1':-ill provide the necessary men and equipment to plant trees: either by machine or by hand (including pick-up charges), on private lands, at a cost to the land- owner of: Minimunl of 2,000 to 6,000 trees = $10.00 per M Additional from 6,001 to 30,000 trees = 5.00 per M (b) If the lando~mer has the trees planted himself on his own land, he may apply to the Authority for a subsidy of $10.00 per thousand trees. This subsidy may be paid following inspection and approval of the planting by the Authority staff; , ( c ) Assistance will be provided for a minimum planting of 2,000 trees and a maximum of 30,000 trees in anyone year by any one land owner; (d) The assistance will be made available for the planting of all sp€~ies except Scotch Pine for Christmas trees, for which the servige will be limited to the planting of only one Scotch Pine out of te~ of all other Epecies; ( e) Trees may be purchased from the Department of Lands and Forests and should be ordered during the summer preceding planting. Some species can also be purchased from private nurseries. THE AU?HOR!TY DOES NOT SUPPLY TREES. Advice on wcodlot management and selection of species for re- forestaticn ca~ be obtained from the Zone Forester, , Departmp.n~ of 1a~ds and Forests, Maple, Ontario; i - E-4 -2- (f) The Landowner, in accepting this assistance, agrees to permit the Authority to determine the time and method of planting, to adequately protect trees from livestock, and to refrain from cutting for a period of 15 years, any trees except Scotch Pine and necessary removal of dead or diseased trees and thinning; 2. CARRIED UNANIMOUSLY; USE OF RESERVOIR LANDS A round table discussion took place regarding the use that may be made of lands between the high and low water mark of various proposed reservoirs and, in particular, the Bolton Reservoir. Waddell THE BOARD RECOMMENDS THAT: The Staff investigate and report on the use that may be made of lands which will be temporarily flooded between the high and low water mark of various proposed reservoirs and, in particular, the Bolton Reservoir. CARRIED UNANIMOUSLY; CONTROL OF UNDERGROUND WATER SUPPLIES - STOUFFVILLE AREA Res. #14 Moved by: G. Gardhouse Seconded by: E. Lemon THE BOARD RECOMMENDS THAT: The Ontario Water Resources Commission be requested to undertake a study of underground water supply in the vicinity of Stouffville, in the headwaters of the Rouge and Duffin Creeks, with a view to conservation of existing underground water supplies and mitigating present waste. Lemon Seconded by: W .D. vJaddell THE BOARD RECOMMENDS THAT: The Ontario Department of Lands and Forests be requested to study suitable creeks in the Authority region and take such steps as may be necessary to maintain, improve and provide public fishing, as well as water conservation and, in this connection, that the headwaters of the Rouge and Duffin Creek be given priority, due to impending residential developments. CARRIED UNANIMOUSLY; USE OF RESERVOIR LANDS The Staff presented a report, as requested by the last Meeting of the Board, regarding the use that may be made of lands between the high and low water mark of various proposed reservoirs. Johnson RESOLVED THAT: The Staff Report regarding lands temporarily flooded in reservoirs be received; and further, THE BOARD RECOMMENDS THAT: The Staff be directed to continue its investigation of the uses which can be made of temporarily ,flooded land~;~nd flood areas and, in particular, the problem of establish- ing vegetative cover be studied; and further, THAT special consideration be given to those areas where temporarily flooded lands will be continuously exposed to public view. CARRIED UNANIMOUSLY; PROPOSED STREAM IMPROVEMENTS - Lands & Forests Officials of the Department of Lands & Forests presented a verbal E-8 -2- .,- report on the acq~i?ition or leasing of suitable creeks, to provide access for public flshing and\stream~improvement. The Board was advised that at the present time the Department of Lands & Forests does not have a policy for projects of this nature but that the consideratio~ of a policy was presently under study by the Fish & Wildlife Branch. ~ detailed summary was also provided of programmes of this type in the north-eastern United States. Johnson THE BOARD RECOMMENDS THAT: The quarterly publication of the Conser- vation Newsletter be continued and that it be printed by a commercial printer; and that the editorial policy be as follows: (a) emphasis be placed on Extension Programmes of the Authority that are related to rural landowners; (b) that the publication contain from time to time articles from other government departments which are of interest to landowners; and that it also contain articles on special projects and programmes of the Authority; and further, E-10 -4- (1) the purpose of the publication be to interest landowners in the development of modern techniques in conservation management of their land and to also inform them of programmes and services provided by the Authority; (ii) the Newsletter be directed to rural landowners; (iii) provision be made in the budget of the Information and Education Division.
