R.D.H.P. Advisory Board Wednesday-April-14-1965 /11/65
The R.D.H.P. Advisory Board met in the Board Room, 17 Mill Street,
on Wednesday, April 14, 1965, commencing at 2:00 p.m.

MINUTES
The Minutes of Meeting #2/64 were presented.

RESOLVED THAT: The Minutes of Meeting #2/64, be adopted as if read.

DUFFIN'S CREEK - PICKERING

WHEREAS there has been a build-up of silt in the middle of Duffin's
Creek in Pickering Village; and
WHEREAS this extends for a distance of about 600 feet, with a general
width of about 40 feet; and
WHEREAS if this is permitted to continue, the build-up will restrict
the flow of the stream and reduce the capacity of the stream;
therefore
THE BOARD RECOMMENDS THAT: The bed of Duffin's Creek in the Village
of Pickering be cleared out to permit a free flow of water.

PLAN FOR FLOOD CONTROL & WATER CONSERVATION

WHEREAS it has become evident the 13 dams and reservoirs and other
works proposed in the Plan for Flood Control & Water Conservation
cannot be completed within the limits of the $38,000,000. provided

in the Plan; therefore
THE BOARD RECOlVlMENDS THAT: A report be prepared of estimates of the
works which can be completed within the limits of the original
financing authorized and that the report set out the suggested
priority of the said works.

THE BOARD RECOMMENDS THAT: A report be prepared of additional
proposed Flood Control Works not included in the Flood Control Plan.

PROJECT P.11 - ROUGE RIVER FLOOD PLAIN LANDS

THE BOARD RECOMMENDS THAT: If funds can be channeled toward the
acquisition of occupied lands in the Lower Rouge Valley during 1965,
that the same be given priority.

LEGISLATION RE FOREST LANDS

THE BOARD RECOMMENDS THAT: The Authority again review the existing
Provincial and Federal legislation concerning:
(a) taxation on lands used solely for growing of forests;
(b) income tax requirements on bona fide farmers who sell
timber from woodlots; and further,
THAT action be taken to have any necessary changes made in pertinent
legislation that would encourage the use of lands for forestry
purposes.

ROUGE RIVER DAMS - CONTROL

THE BOARD RECOMMENDS THAT: The Staff be directed to make a study of
the Rouge River, with a view to possibly co-ordinating the operation
of both privately owned and Authority owned dams on the stream.
CARRIED UNANIMOUSLY;
Mr. Harper asked whether it was proposed to preserve the mill house
in the Bruce's Mill Area. He was advised by the Staff that this was
the intention of the Authority.

Following the adoption of the Minutes, a round table discussion was
held on various programmes and projects of the Authority, with all
members taking part. As a result of the deliberations, the following
recommendations and resolutions were proposed:

THE BOARD RECO~~illNDS THAT: Resolution #15/65 of the Reforestation
and Land Use Advisory Board be implemented:
11The Ontario Department of Lands and Forests be requested
to study suitable creeks in the Authority region and take
such steps as may be necessary to maintain, improve and
provide public fishing, as well as water conservation and,
in this connection, that the headwaters of the Rouge and
Duffin Creeks be given priority, due to j.mpending residential
