Thursday-Apri1-l-l965 #1/65 The Flood Control and Water Conservation Advisory Board met jointly with the Etobicoke-Mimico Advisory Board in the Board Room, Authority Office, #7 Highway, on Thursday, April 1, 1965, commencing at 2:00 p.m. FLOOD CONTROL A.B. Duncan RESOLVED THAT: The ~tinutes of Meeting #3/64, as presented, be adopted as if read. CARRIED UNANIMOUSLY; STAFF PROGRESS REPORT A detailed Staff Progress Report, to date, was presented and con- sidered in detail. Res. #2 Moved by: G. Ross Lord Seconded by: J.N. Duncan RESOLVED THAT: The Staff Progress Report, as presented, be received. CARRIED UNANIMOUSLY; ETOBICOKE CREEK WATERSHED REPORT The Report of the Etobicoke Creek Watershed was presented to the joint meeting by representatives of M.M. Dillon Limited. The Report was discussed in detail. Res. 113 Moved by: C.F. Kline Seconded by: W.C. Davidson THE BOARD RECOMMENDS THAT: The Preliminary Engineering Report, t1A Study of the Etobicoke Creek Watershedli, as prepared by M.M. Dillon Limited, be approved in principle; and further, that the following action be taken: C-2 -2- 1. Copies of this Report be forwarded to the Conservation Authorities Branch, Ontario Department of Energy & Resources Management, for approval; 2. Copies of this Report be made available to the Municipalities of Metropolitan Toronto, The Town of Brampton, Township of Etobicoke, Township of Toronto and Township of Chinguacousy, The Air Services Branch, Canada Department of Transport and The Ontario Water Re- sources Commission, for their consideration; 3. With regard to the specific recommendations contained in this Report, the following policy be adopted: (a) The Staff be instructed to strictly enforce any and all Authority Regulations relating to the dumping of fill and/or the erection of structures within the flood lines as shown on Plates 13 to 41 of this Report; (b) Application be made to The Province of Ontario for approval of the Snelgrove Dam and Reservoir in accord- ance with the Provincial policy for assistance with water supply reservoirs; ( c ) No further consideration be given at this time to the proposed Elmbank Dam and Reservoir; (d) The Metropolitan Toronto Planning Board, in co-operation with The Townships of Etobicoke, Toronto and other organizations concerned, be requested to study and make recommendations concerning the relative merits of Scheme 1 as compared to Scheme 2 for Channel Improvements in the Dundas Street-Somerville area, taking into account all the implications of potential development in that general area; (e) The smaller channel improvements works and bank stabilization projects be undertaken over an extended period of years under a continuing programme of Winter Works. Kline RESOLVED THAT: The Staff Progress Report, as presented, be received. CARRIED UNANIMOUSLY; ETOBICOKE CREEK - VICINITY OF DUNDAS STREET Res. 1/:7 Moved by: F.J. McKechnie Seconded by: V. Vignale RESOLVED THAT: The Township of Etobicoke and The Metropolitan Torontv Planning Board be urgently requested to provide the results Of their study of the alternate channelization proposals for the Etobicoke Creek in the vicinity of Dundas Street. CARRIED UNANIMOUSLY; TELEMETERING & SUPERVISORY CONTROL SYSTEM Res. #8 Moved by: C.F. Kline Seconded by: F.J. McKechnie C-4 -2- THE BOARD RECOMMENDS THAT: An item of $10,000.00 be included in the 1966 budget estimates of the Authority, for the extension of the flood warning system to be used specifically for engineering and technical studies in connection with the proposed Telemetering, Supervisory Control and Communications System. CARRIED UNANIMOUSLY; UNDERGROUND WATER SUPPLIES - STOUFFVILLE AREA A Staff communication was presented, quoting the Resolution of the Reforestation & Land Use Advisory Board, recommending that the Ontario Water Resources Commission be requested to undertake a study of underground water supplies in the vicinity of Stouffville. Vignale THE BOARD RECOMMENDS THAT: Res. #14/65 of the Reforestation and Land Use Advisory Board, which reads: "The Ontario Water Resources Commission be requested to undertake a study of underground water supply in the vicinity of Stouffville, in the headwaters of the Rouge and Duffin Creeks, with a view to con- servation of existing underground water supplies and mitigating present waste.1I be adopted. CARRIED UNANIMOUSLY; PROGRESS REPORT - PLAN FOR FLOOD CONTROL AND WATER CONSERVATION The Staff presented a Progress Report for Flood Control and Water Conservation. Res. #10 Moved by: W.J. Haggart Seconded by: Mrs. G. Klinck RESOLVED THAT: The Progress Report for Flood Control and Water Conservation be received. CARRIED UNANIMOUSLY; PROPOSED 1966 BUDG~ Proposals for the 1966 Budget for General Water Control Schemes were discussed in some detail. Res. #11 Moved by: V. Vignale Seconded by: C.W. Laycox THE BOARD RECOMMENDS THAT: The following items be included in the 1966 budget for General Water Control Schemes: Extension of Flood Warning System $ 10,000 Engineering Study 5,000 Streambank Erosion Control 5,000 Stouffville Water Conservation Reservoir 150,000 TOTAL i 1~0 000 CARRI D NKNIMOUSLY; REVISED COST ESTIMATES - FLOOD CONTROL PLAN A complete summary of revised cost estimates of the Flood Control Plan, as of December 31, 1964, was presented. McKechnie RESOLVED THAT: The revised cost estimates for the Flood Control Plan as of December 31, 1964, be received; and further, -3- C-5 THE BOARD RECOMMENDS THAT: The Staff be authorized and directed, at as early a date as possible, to provide up to date estimates as of December 31, 1965, and to include in the said estimates a breakdown of land and construction costs. CARRIED UNANIMOUSLY; PLAN FOR FLOOD CONTROL AND WATER CONSERVATION SCHEDULE OF DAMS - HUMBER WATERSHED The matter of the proposed scheduling of various dams on the Humber Watershed, as considered by this Advisory Board, the Humber Valley Advisory Board and the Executive Committee, and referred to this Board, was discussed at some length. Haggart THE BOARD RECOMMENDS THAT: The remaining dams planned for the Humber Watershed be constructed in the following order: 1) Bolton Dam & Reservoir 2) King Creek Dam & Reservoir 3) Ebenezer Dam & Reservoir 4) Boyd Dam & Reservoir 5) Nashville Dam & Reservoir CARRIED UNANIMOUSLY; ADJOURNMENT On Motion, the Meeting adjourned at 4:45 p.m. R.G.
