D-l MINUTES Conservation Areas Advisory Board Thursday-May-27-1965 711/65 The Conservation Areas Advisory Board met at the Authority Offices, #7 Highway, on Thursday, May 27, 1965, at 9:30 a.m. Prio~r to the formal meeting, a visit of inspection was made to various Conser- vation Areas and Projects. Gardner THE BOARD RECOMMENDS THAT: A trial sailing programme be conducted in the Heart Lake Conservation Area in 1965 at the close of the swimming season, and that only boats of the sailing dinghy type be permitted, and that a launching fee of $2.00 per day per boat be charged, in addition to the regular 50~ parking fee. CARRIED UNANIMOUSLY; PROPOSED CROSS-COUNTRY SKI TRAILS Toronto Alpine Club A communication from the Toronto Section of the Alpine Club was presenaed, requesting that consideration be given to the establishment of clearing cross-country ski trails in various conservation areas. Lister RESOLVED THAT: The principle of establishing cross-country skiing trails in conservation areas be approved and that the Staff be directed to prepare plans for such trails, where practical, in co- operation with the Toronto Section of the Alpine Club. CARRIED UNANIMOUSLY; SCHEME C.A.~~Extension #4 - Glen Major Area A Staff cOi:'::mui::.icaticn was presented, advising that certain lands in Part of Lots j_ a:d 2, Con. VII, Township of Uxbridge, adjacent to the Gle:1 MJ.jcr Ccnservation Area, were presently on the market and -3- D-5 recommending that the Scheme be adopted to permit the acquisition as an extension to the Glen Major Area. Dalglish THE BOARD RECOMMENDS THAT: Scheme C.A.45, A Scheme for the Extension of the Glen Major Conservation Area, be adopted; and further in this connection, the following action be taken: (a) all member municipalities be designated as benefitting; (b) the Minister of Energy & Resources Management be re- quested to approve this Scheme and a grant of 50% of the cost thereof; ( c ) when approved, the appropriate Authority officials be authorized to take whatever action is required in con- nection with the Scheme, including the execution of any necessary documents. CARRIED UNANIMOUSLY; SCHEME C.A.46, Extension #5 - Glen Haffy Area A Staff communication was presented, advising that a portion of the East Half of Lot 35, Con. III, Township of Albion, is presently on the market and suggesting that it be acquired as an extension to the Glen Haffy Conservation Area. Res. #13 Moved by: W. Dennison Seconded by: C.R. CARRIED UNANIMOUSLY; BLACK CREEK CONSERVATION AREA Landscaping Plan The Staff presented a landscaping and fencing plan, prepared by the firm of Gordon S. Dalglish RESOLVED THAT: The landscape plan for the Black Creek Conservation Area be referred back to the Staff for further consultation with the firm of Gordon S. Adamson & Associates, in connection with the re- commendations concerning fencing the northern portion of the Area. CARRIED UNANIMOUSLY; COLD CREEK CONSERVATION AREA Proposed Operations A comprehensive Staff report regarding the present operation and use of the Cold Creek Conservation Area and including suggestions for its future use, was presented and discussed in considerable detail. Dalglish D-6 -4- THE BOARD RECONIDlliNDS THAT: In the operation of the Cold Creek Con- servation Area for 1966, the following action be taken: ( a) the Authority establish a Cold Creek Conservation Club; and that further in this connection, the following action be taken: ( i ) the ~taff be directed to prepare a report on the ways and means of establishing the Club and membership; (ii) the Staff be directed to draw up a schedule of fees for the facilities of the Cold Creek Con- servation Area; (b) the policy of protecting the Cold Creek Bog as a wilder- ness area be continued; (c) the terms of reference for the Superintendent, Cold Creek Conservation Area, be amended to include respons- ibility for organizing and promoting sportsmen's events, liaison with sportsmen's groups to encourage their full participation in the use of the Area, and that a person fully qualified to carry out these duties be engaged as superintendent; (d) facilities to encourage the use by family groups of the Cold Creek Conservation Area be provided; these facilities to include adequate shade trees in the picnic area adjacent to the pond, playground facilities con- structed of natural materials, and a wading pond; (e) the existing sportsmen's facilities be improved by the provision of a skeet and trap range, a meeting room and snack bar in the workshop building, a camping area and an adequate pond. Van Tichelen CARRIED; Voting lIyeall (10) ALBION HILLS CONSERVATION AREA Proposed Ski Facilities A Staff communication was presented, advising that studies have been carried out in connection with the possible establishment of suitable skiing facilities for the Albion Hills Conservation Area. Breen THE BOARD RECOMMENDS THAT: The Staff be directed to design a suitable rope tow for the ski area at the Albion Hills Conservation Area; and further in this connection, the following action be taken: (a) if possible, budget adjustments be made to permit the purchase of the necessary equipment in 1965 or, in the alternative, budget provision be made in the 1966 Albion Hills development budget; and (b) a schedule of rates for the use of the tow be prepared by the Staff. CARRIED UNANIMOUSLY; ROADSIDE DEVELOPMENT - AUTHORITY REGION A discussion took place, having regard to varic~s proposals for the improvement of suitable roadside areas for the wildlife and wildwood management. CONSERVATION AREAS & CONSERVATION SERVICES DIVISIONS - INTEGRATION For the information of the Board, Mr. McLean presented a comprehens- ive report on the action taken by the Executive Committee in the integration of the Conservation Areas and Conservation Services Divisions. Lunn Chairman Secretary-Treasurer SCHEDULE "Au To: Conservation Areas Advisory Board D-10 Re: Staff Progress Report - October-December-1965 Conservation Areas Division The past year saw the official opening of a conservation area - the first since Cold Creek, in 1961. The Bruce's Mill Conservation Area was officially opened on the afternoon of July 15, 1965, by The Honourable J.R. Simonette The second major occurrence during the year was the construction of the Albion Hills Beach Centre. This building, sitting on the south- west shore of the Albion Lake, provides change rooms, running water washrooms and a large and efficient refreshment booth operated by the Canadian National Institute for the Blind. An intensive User Survey was taken during the summer months at Albion Hills, Boyd, Bruce's Mill, Glen Haffy, Greenwood and Heart Lake, and some of the results are as follows: The average number of people per car has increased from 4.3 in the 1959 survey, to 4.6. This will make a substantial increase on the overall attendance figures. Of all the people attending these six areas on the days the survey was taken, 23.4% were residents of Toronto, 17.0% from North York, 8.2% from Etobicoke, 8.9% from Scarborough, 2.8% from York Township, 1.9% from East York and 3.1% from Weston. Those attending the Areas reported that they became interested in the Area from the following sources: 2.8% from radio, 2% from T.V., 13% from newspaper, 14.3% from road signs, 11.2% from Authority publications, 53.6% from friends and 4.0% from other sources. The activities enjoyed in the Areas on percentage of attendance were: 72.7% picnicking, 66.5% swimming, 21.0% on nature hikes, 11.8% fishing, 2.9% boating, 0.4% business and 35.4% relaxing. One half of all the people attending the Areas purchased food from the C.N.I.B. Of the permits issued, 600 were for reserved picnics (approximately 95,000 people), 225 overnight camps (approximately 10,000 people) 20 for day camps (approximately 5,000 peo)le) and 475 for conducted nature hikes (approximately 10,000 people. Major reports produced this year include the Sanitary Land Fill Operation with the Township of Albion, The Metropolitan Transport- ation Study and the Reorganization of the Conservation Areas Division Staff. Major buildings constructed by Authority Staff include the Beach Centre Complex and the Area Workshop at Bruce's Mill Conservation Area. Planning in progress now is concentrated on Pickering Flood Plain Lands, Black Cr~ek Valley and surrounding area, Milne Conservation Area and Brampton Flood Plain Lands.
