CARRIED; WATERSHED PLAN - Storm Water Management Program The staff presented a draft of the Storm Water Management Program, which forms a part of the Watershed Plan, and reflects staff suggestions regarding program direction. FURTHER THAT a copy of the Program be provided to the Credit Valley Conservation Authori ty. CARRIED; WATERSHED PLAN -Flood Control Program The staff presented a draft of the Flood Control Program, which forms a part of the Watershed Plan, and reflects staff suggestions regarding guiding principles for protection of existing damage centres, the Flood Warning System, and direction for control of new development to prevent flood-vulnerability. CARRIED; PROGRESS REPORT A slide tape presentation on the Flood Damage Reduction Programme, administered by the Inland Waters Directorate of Environment Canada, was shown. Copies of a brochure describing the programme were distributed to Members for their information. The staff presented the Progress Report: Watershed Plan Presentation of the Watershed Plan has been made to Councils of the municipalities in the area under the jurisdiction of the Authority; meetings have been held between Authority staff and staff of a number of municipalities to discuss the various programmes in the Plan. C-4 -2- ~eating Channel The Board was advised that all funding approvals have been received. The necessary approvals have not, however, been received under The Environmental Assessment Act and The Environmental Protection Act to permit the Authority to proceed with the Keating Channel Improvements. Milne Dam Control Building The reconstruction of the Control Building will be re-tendered. Oak Ridges Channel, Town of Richmond Hill Delayed due to inability to negotiate acquisition of one property. Studies Completed .Storm Water Management Study .Flood Damage Centre Study .Environmentally Sensitive Areas Study - Second Year Erosion Control Works Slides were shown of the erosion control works completed in 1980 and representative sites of areas to be undertaken in 1981. CARRIED: INTERIM WATER & RELATED LAND MANAGEMENT PROJECT 1979-198l -Erosion Control & Slope Stabilization in Metropolitan Toronto: 1981 Programme Delegation: Messrs. T. Burke and J. Andreana The delegation made a submission to the Board regarding a serious problem on the Etobicoke Creek at Delroy Drive, and distributed pictures of the site. They requested that the Board give consideration to changing the priorities for completion of erosion control works at this site. The staff submitted a report outlining accomplishments to date, current priorities, and the 1981 work programme. Res. #7 Moved by: Mrs. H.D. Sutter Seconded by: A. CARRIED: BRAMPTON DIVERSION CHANNEL -Fencing The staff presented a resolution received from the Council of The Corporation of the City of Brampton regarding fence replacement along the Brampton Diversion Channel. Sutter RESOLVED THAT: The staff communication, together with the resolution, dated February 12, 1980, of the Council of The Corporation of the City of Brampton, be received: and THE BOARD RECOMMENDS THAT The Authority advise the City of Brampton that it will carry out replacement of the boundary fence along the Brampton Diversion Channel, subject to funding being available in 1981 and to the approval of the Ministry of Natural Resources. CARRIED: NEW BUSINESS The staff advised the Board that it is planned to hold an Official Opening of the Stouffville Channel Improvements on Friday, October 17, 1980, at approximately 1:30 p.m., following lunch. It was requested that all members of the Board attend the Opening, if possible. The Board was advised that an Authority Tour is scheduled for Friday, September 19, 1980. One of the stops is to review the Storm Water Management System which has been implemented as part of the development of Canada's Wonderland. Mrs. Stoner requested that the Board investigate the landfill operations and the sludge disposal area on the Brougham and Spring Creeks, tributaries of the Duffin Creek. C-6 SCHEDULE "A" EROSION CONTROL AND BANK STABILIZATION IN METROPOLITAN TORONTO 1981 PROGRAMME AS PROPOSED IN THE INTERIM WATER AND RELATED LAND MANAGEMENT PROJECT 1979-1981 THE METROPOLITAN TORONTO AND REGION CONSERVATION AUTHORITY AUGUST, 1980 C-7 2 EROSION CONTROL AND SLOPE STABILIZATION IN METROPOLITAN TORONTO 1981 PROGRAMME INTRODUCTION The purpose of this report is to outline the progress of the Erosion Control and Slope Stabilization Project for Metropolitan Toronto which is designed to carry out the fol10wing: (a) Major erosion control and slope stabilization remedial works carried out on a priority basis on the primary watercourses; (b) Initiate a preventative programme in the form of minor remedial works and re-vegetation of embankments. Since site conditions change continually, the priorities have to be reviewed on a regular basis. The current top priorities are reflected in the work programme for 1981 and the "Pool of Priority Sites", which are found in the respective sections of this report. The original priority ratings listed in the James F. MacLaren report of March 1970, are used as a starting point in assessing the rate of progress and deterioration during the ten years that have elapsed. Based on year-round monitoring, the severity of the problem in its present state and a fair idea of its relative potential to deteriorate, the staff has determined a pool of sites bearing high priority ratings. Because erosion is a dynamic problem, the priorities within this pool change continually as we strive to ameliorate the list with the steady influx of technical data on site conditions. Therefore, the following list of "current priorities" will be reviewed regularly during 1981 in order to accommodate any significant changes and the possible inclusion of new sites. C-14 SCHEDULE "B" EROSION CONTROL AND SLOPE STABILIZATION IN THE REGIONS OF PEEL, YORK AND DURHAM 1981 PROGRAMME AS PROPOSED IN THE INTERIM WATER AND RELATED LAND MANAGEMENT PROJECT 1979-1981 THE METROPOLITAN TORONTO AND REGION CONSERVATION AUTHORITY SEPTEMBER, 1980 C-15 2 EROSION CONTROL IN THE REGIONS OF PEEL, YORK AND DURHAM - 1981 PROGRAMME Fol10wing the erosion inventory and priority studies that were carried out for the Regions of Peel, York and Durham, a list of proposed remedial work sites were prepared for each region. Since site conditions change continually, the priorities have to be reviewed on a regular basis. The current top priorities are reflected in the work programme for 1981 and the "Pool of Erosion Priority Sites" which are found in the respective sections of this report. It should be noted that for the Regions of York and Durham, the technical priorities identified in the appropriate column of the attached charts follow from the annual erosion priority review. In Peel however, this was not totally possible because of the requirement for "equalized assessment" based on cash flow from the constituent municipalities within the Region. In the lattercase, it was therefore necessary to establish priorities within each municipality and then schedule the sites in descending order. Consequently, it was not possible to adhere to relative priorities established on a regional basis. The table below shows the budget allocation by Regions for the years 1979-1981, inclusive. This is the third year of the Interim Water and Related Land Management Project. This increase is proposed due to there being a greater number of sites requiring remedial work than originally contemplated. This increase will be subject to recovering the Region of York's approval. The increase will not affect the total levy proposed on the Region of York in the Interim Project due to decreases in costs in the other York benefiting projects.' The original priority ratings listed in the three separate Erosion Inventory and Priorities Studies of 1977, are used as a starting point in assessing the rate of progress and deterioration of erosion sites during the years that have elapsed. Based on year-round monitoring, the severity of the problem in its present state and a fair idea of its relative potential to deteriorate, the staff has determined a pool of sites bearing high priority ratings. Because erosion is a dynamic problem~ the priorities within this pool change continually as we strive to ameliorate the list with the steady influx of technical data on site conditions. Therefore, the following list of "current priorities" will be reviewed regularly during 1980 in order to accommodate any significant changes and the possible inclusion of new sites. 1981 WORK PROGRAMME The following table shows the proposed work programme for 1981 and the accompanying budget analysis for each of the Regions of Peel, York and Durham.
