(a) A memorial to the Late Mr. William C. Davidson, Q.C.
(b) Request a brewery to have a brew of ale suitable for the Half Way House.
(c) Promotion of Black Creek Pioneer Village through air lines.
(d) Development of a marketing plan for the village.
(e) Farmerks' Market in the parking lot.
(f) Promotion through the Bank of Nova Scotia for reduced family rate tickets.
(g) Sale of good quality Canadiana prints in the Gift Shop. CARRIED;
CANADA'S WONDERLAND
The staff submitted a report on "Canada's Wonderland" for the information of the
members of the Board.
Mr. Stephen Abrams, Promotion Manager, Family Leisure Centres of Canada Limited,
gave an illustrated report on "Canada's Wonderland". The following are some
facts and items of interest to the Conservation Authority:

. Canada's Wonderland is an entertainment park which will occupy 320 acres of land
bounded by Rutherford Road on the north, east of Highway #400, south of Major
Mackenzie Drive and west of Jane Street. Principal access for vehicular traffic
will be from Highway 400, with a special interchange and improvements at
Rutherford Road and Major Mackenzie Drive. Bus access will be from Jane street
and there will be an "overflow" entrance from Major Mackenzie Drive.
. There are five main theme areas in the park:
- International Street
~ Grand World Exposition 1890
- Happyland Hanna-Barbera
- Medieval Fair
- Frontier Canada (theme name not yet official
All rides, retail sales and food outlets wil1 relate to the particular theme of
the area in which they are 10cated.
. There will be 140 operating days a year, with a maximum daily capacity of
35,000 to 40,000 persons. Estimated annual attendance is 2,300,000.
. The core market area is a 50-mile radius of the park site and comprises a
population of 3,500,000-4,000,000.
. Proposed admission rates:
-Ticket Book ($11. 00-$13.00) will contain a number of free passes to rides, etc.

-Jumbo Deluxe ticket book - an unlimited 'passport' for one or two-day visits
(prices not yet determined).
-General admission fee $9.00-$10.00.
. There will be 2,500-3,000 part-time employees and 150-180 full-time staff.
Mr. Abrams advised that Canada's Wonderland is very interested in working with the
Authority on marketing and will be happy to assist in any way in arranging tours
of otber theme parks operated by the Taft Group to determine impact on adjacent
facili ties. Canada's Wonderland wishes to work with other attractions in the area,'
and Mr. Abrams suggested his park's visitation would probably extend to such
facilities as the Black Creek Pioneer village, Kortright Centre for Conservation
and the McMichael Gallery.
An invitation was extended to interested members to visit the offices at the
south-east corner of Jane Street and Highway #7 during regular business hours.

Village visitors' Centre.

WATERSHED PLAN
-Heritage Conservation Program
Mr. R.K. Cooper, Administrator, Historical Sites Division, made a slide
presentation and summarised the Heritage Conservation Program, one of the ten
components of the Watershed Plan.

to annually assess costs and the impact of new attractions
and set prices to maintain, as far as is practical, the

soliciting funds from estates, gifts, corporations and other donors.

Region Conservation Authority requested staff to prepare a report on "Canada's \'b1derland"
I!1'ld its ilnpact on the Authority projects; and that the report be cx:nsidered at the first
meeting in 1980 of the Historical Sites Advisory Board.
Several staff nanbers attended at the Canada's Worderland office at Jane Street and Higbo1ay
'7 on January 7, 1980, to view a presentation and discuss briefly any potential co-operative
approaches which might be undertaken.
Ql January 17, 1980, the Authority staff nembers who attended the January 7th meeting met
at the Authority office to discuss FOssible impacts and relationships to the projects of
the Authority, including campground facilities, co-operative marketing and public transit.

(1) 'lb:! Authority sl100ld pursue a detailed study of the need for a canping facility in the
vicinity of the Boyd O:>nservation Area which oould be considered to serve tcA.1rists
visiting Vaughan attractions in Kleinburg (McMichael, Kortright Centre for Conservation
and Canada's \'b1derland) .
Following the cx:rrpletion of the Watershed Plan, this natter will be dealt with.
(2) There are many areas in which it \<Duld appear the Authority can be involved with
Canada's Nonderland and others in joint marketing ventures, particularly as narketing
efforts would involve tourists to the area who might be attracted to Black Creek
Pioneer Village. Specific discussions are needed to determine what in fact can be done.
(3) General marketing \<Drk \<Duld include the Town of Vaughan and the ~"loodbridge, KleinOOrg
group of attractions.
(4) Public transit is not likely to playa large role in visitation to Authority attract-
lens for the next few years. Havever, Canada's t-kmderland is likely to spawn b..1s tours
fran hotels. o:>nsideraticn for \<Drking with tour carpmies for Kortright and Black
Creek Pioneer village has merit.
(5) Representatives of the Authority should visit other similar amusement attractions
operated by the Taft Group (Cincinnati, Kings LOminion) as early as possible after the
spring season opens to assess the ill'pact of these facilities on adjacent .attractions
and services.

Staff Progress Report, January 1, 1980 - March 1, 1980
Historical Sites Advisory Board
(1) PROGRAM
.
(a) Registration and Artifacts
During January and February 1980, Black Creek has received two donat-
ions total1ing seven items. Included among these items are a linen
sheet brought from Scotland in 1837 and an 1863 wedding dress. Both
items were owned by an early Vaughan family. Work is progressing in
cataloguing a recent large acquisition of early furniture and house-
hold goods from the Niagara Peninsula. About 150 items have been
accessioned to date. Several pieces from this acquisition are being
restored by the Vil1age cabinet maker for use in the Sawyer's House
and Richmond Hill Manse.
(b) Publicity and Promotion
Artifacts from the Village collection were 10aned for a display on
Winter Sports at Harbourfront. Peel County Museum borrowed cast
iron toys for an exhibit on early transportation methods. Artifacts
have also been loaned to Lake St. George and the Kortright Centre for
Conservation for special displays.
Black Creek once again took part in the Spring Garden and Flower Show
sponsored by the Garden Club of Toronto at the C.N.E. Automotive Build-
ing. Costumed staff manned the booth, demonstrated broom making, sold
Village produce and promoted the Village to the thousands of visitors.
Several agencies have used the Village as a location for commercial
photography. "Canadian Living Magazine" shot some background pictures
to be used in an article on food preparation for Christmas 1980; Wabasso
prepared a training film on early textile production: C.T.V. filmed a
segment of "Live It Up": a Nestles' Quik commercial for television was
produced in Burwick House; and a documentary film of the life of
Cornelius Krieghoff was filmed throughout the Vil1age. "T.V. Guide"
and "Canadian Living Magazine" photographed 25 Canadian celebrities on the
Village sleigh. They will be running the picture next fall with an
article suggesting unique ideas for Christmas and holiday season outings.
Staff have been interviewed on Kitchener T.V. and on the John Bradshaw
show on C.F.R.B.
Village personnel have also presented lectures to the followfng groups:
Humber Val1ey United Church, St. Timothy's Anglican Church, Weston
Historical Society, Belmont House, and the Oakville Historical Society.
(c) Special Events
During the first two months of 1980 there have been 5 weddings and 2
services at the Fisherville Church, and 8 banquets and receptions were
held at Half Way House.
(d) Building Maintenance and Construction
The remodelling of the upper floor of the Administration and Workshop
building is continuing. The walls have been insulated and covered with
gyproc: shelving has been installed and the area has been painted. The
food storage room under Laskay Store has been completely rebuilt and
painted, and both this area and the candy storage cupboard had been metal
edged to discourage mice. The electrical hook-up for both portables has
been completed. The wiring and heating have been installed in the Cooper-
age and the Sawyer's House. An exhaust fan has been installed in the
furniture restoration workshop. All cleaning and maintenance work has
been completed in the Village buildings in preparation for the new season.
(e) Ground Maintenance and Development
The skating rink has been maintained throughout January and February and
available for use by groups by reservation and by the public on weekends.
The large hydraulic lift trailer has been repaired and repainted.

(f) Livestock
Twenty ewes have been bred and the Iambs are due towards the end of
March. Also one sow has been kept over the winter and has been bred
for the early spring. Both a cow and a mare have been bred.
(g) Staff
Several staff members have registered with the Ontario Museum Assoc-
iation for the certificate in Basic Museum Studies. Six members of
staff have participated in the seminar "The Organization and Manage-
ment of the Museum" which is one of the eight required seminars for
the Certificate program.
(2) FINANCIAL COMMENTS
(a) Operations and Maintenance
Due to the complete lack of snow through January and February 1980,
the attendance for winter activities at Black Creek is considerably
lower than usual. Attendance to the end of February is about 3200
and revenue is Sll,OOO. A new spring program, Maple Sugar Time,
Pre-Confederation Style, has been planned for March and April. It
is hoped that this new program will increase both public attendance
and school tour bookings.
(b) Historical Sites Development
Interior restoration of the Sawyer's Home is complete except for the
painting and decorating. The furnishings for the building have been
chosen and restoration work is nearing completion. Exterior land-
scaping will be started in the spring.
Restoration work on the Taylor Cooperage has been completed, and it
is now ready for furnishing.
The Richmond Hil1 Manse restoration will continue as funds become
available.

The Board reviewed the Current Budget in comparison with the Multi-Year Forecast
which had been projected for the period 1981-1984.

The Board reviewed the attendance statistics for the Black Creek Pioneer Village
for the period 1957-1979.
REVIEW BY CHAIRMAN OF RECOMMENDATIONS FROM
TilE HISTORICAL SITES ADVISORY BOARD
The Board reviewed the recommendations made by the Historical Sites Advisory Board
over the period 1974-1979. It was noted that the Board had an interest in
participating in the management decisions to be made with respect to the Guild Inn.

REPORT ON ACTIVITIES OF THE MINISTRY OF
CORRECTIONAL SERVICES' VOLUNTEERS
Mr. Elliott reported on the use of Ministry of Correctional Services' volunteers
at the Black Creek pioneer Village, and commented on the valuable services which
are rendered in this program.

NEW BUSINESS
(a) THE JUNIOR LEAGUE OF TORONTO
Mrs. McMeans reported that the contract between the Authority and The Junior
League of Toronto terminated on December 31, 1979, and that, under this contract,
the Junior League had contributed $5,276.39 to the Black Creek Pioneer Village to
assist in the restoration of the Sawyer's House.
Mrs. McHeans further advised that the Junior League is prepared to consider the
provision of funds for projects at the Village upon submission of requests from
the Authority.
(b) BLACK CREEK PIONEER VILLAGE
-Physical Plan

DEVELOPMENT PLANS FOR AREA NORTH-WEST OF
JANE STREET AND STEELES AVENUE

Dr. Scott presenteo a verbal report of the sub-committee appointed to rev iew
develupmcnt plans for the above-noted area.
Dr. Scott ac'lvised that the land to the north of Steeles Avenue and west of Jane
Street is OMled by the Authority, as outlined on the diagram before the Board. At
present, the area up to the railway is in private ownership. If a pre-Confederation
farm is to be developed, it is desirable that this piece of land be acquired. The
Sawyer's HOllse is in posi.tion, and there is evidence of the mill race. The site
would be vieweo during the~afternoon tour, and Dr. Scott requested members' comments
or suggestions during the tour or later by telephone.

and Region Conservation Foundation to raise funds for the removal of the Nesbitt
Saw Mill from its prcsent locati.on and re-location on the site of the original saw
mill on the Dalziel property.

statement.

PURPOSE: To provide a living portrayal of a crossroads village in pre-confederaion Ontario.
1981 OBJECTIVES: _ to continue the effective operation of this heritage conservation project within financial constraints
- to accommodate in excess of 300,000 visitors
- to maintain the Village's heritage structures within financial constraints
FtrnDING: Major funding comes from gate receipts and sales outlets. Additional funds are expected each year from
the Foundation as the Black Creek Growth Endowment Fund continues to expand.
FINANCIAL COMME~~S: Additional revenue results from new marketing initiatives, increase in admission fees and the optimizing
of revenue from all Village trades and gift shop. Due ~o budget constraints, it will not be possible to
open the Dominion Carriage Works, Taylor Cooperage and Sawyer's House and the Richmond Hill Manse.

l. Statement of Purpose

2. Scope and Extent of Col1ections
The Collection is the heart of Black Creek Pioneer Village. It is primarily
through the medium of the Collection that the visitor can appreciate the
life style of the early settlers to south-central Ontario.
FOllowing the guidelines specified in the Statement of Purpose, the Collect-
ion, in general, at Black Creek will limit itself to those articles which
have been made, sold or imported into south-central Ontario between the
years 1793-1867.
Artifacts collected must be of present and/or future use and must be typical
of those used in rural Ontario communities. The collection shall be
supported by an ongoing research programme.
3. Acquisition Policy
Articles for the Collection are acquired either by donation or by purchase
from funds al10cated for this purpose in the annual budget.
(a) Donations:
Gifts made to the Collection can be accepted or rejected by the Admin-
istrator of the Historical Sites Division or his designate. Donors
will be required to sign a Gift Form stipulating that the object is an
outright gift without ties, to be displayed, loaned or disposed of at
the discretion of the museum.
(b) Purchases:
All items purchased for the Collection should be made in the name of
Black Creek Pioneer Village, The Metropolitan Toronto and Region Con-
servation Authority, and must be authorized by the Administrator or
his designate.
4. Loans \I
(a) Loans to Black Creek Pioneer Village:
All lo~ns must be properly documented with sfgned legal 10an forms
stipulating the time span of the loan, a description of the object(s),
an evaluation from the owner and pertinent information about the owner.

Loans of artifacts to Black Creek Pioneer Village for special temporary
exhibits will be accepted at the discretion of the Administrator or
his designate. All other temporary loans will be discouraged and only
accepted at the discretion of the Administrator or his designate.
Permanent loans will be accepted and treated the same as donations.
The only difference will be that permanent loans must be returned to
the rightful owner if the artifacts are no longer required by Black
Creek Pioneer Vil1age.
(b) Loans from Black Creek Pioneer village:
Loans of ~rtifacts from Black Creek Pioneer Village can be made to
other museums or responsible institutions or organizations, provided
that they guarantee a specified standard of security and proper care.
Outgoing loans must be authorized by the Administrator or his
designate, and properly documented with signed legal loan forms. All
incoming and outgoing loans must be appropriately insured.
5. Documentation
AIl artifacts in the Collection of Black Creek Pioneer Village will be
registered and catalogued by the approved museum method as soon as poss-
ible upon receipt by the museum.
6. Disposal of Artifacts
Artifacts may be disposed of by Black Creek Pioneer Village only at the
discretion of the Administrator or his designate, and in accordance with
ethical museum practice.
