The R.D.H.P. Advisory Board met at the Authority Office, 5 Shoreham Drive,
Downsview, on Thursday, March 20, 1980, commencing at 1:30 p.m.

CARRIED,
WATERSHED PLAN
The staff outlined the components of the Watershed Plan which has been prepared
to guide the resource management work of the Authority. In reviewing the Plan,
the new initiatives and changes in direction which the Plan recommends were
highlighted. It was noted that the Flood control Program identifies 38 flood
damage centres in the watersheds of the Authority, three of them being on the
Rouge River, one being on the Petticoat Creek and three being on the Duffin's
Creek. The Plan proposes remedial measures and policies to guide the
administration of Ontario Regulations in these damage centres. The Plan also
provides for the introduction of a Storm Water Management Program which is
intended to be a cooperative venture between the Authority and its member
municipalities. Other programs included in the Plan provide criteria for land
acquisition, place increased emphasis on conservation land management and set out
new directions for the Watershed Recreation Program.
The Board, in reviewing the Watershed Plan, made a number of comments and took
the following action:

THE BOARD RECOMMENDS THAT: The Plan be amended to include a statement to the

effect that the Authority's identification of areas which are expected to be
developed for urban uses does not constitute an endorsement of that land use by
the Authority.

statement regarding the Authority's policies with respect to the areas not
identified for urban development.

THE BOARD RECOMMENDS THAT: The references in the Heritage Conservation Program to
the Visitors Centre should be reworded to not limit the design to that proposed by
Raymond Moriyama, and to enable the consideration of a design more in keeping
with the historical nature of the Village.

MINUTES
The Minutes of Meeting fl/80 were presented. As these dealt with the Watershed Plan
and a number of resolutions from the Board for changes prior to circulation, staff
reported on the amendments made and on the subsequent response of municipalities
within the Rouge-Duffin-Highland-Petticoat area.

PROGRESS REPORTS
(a) Water Resource
Mr. Garrett reported on progress in the Rouge-Duffin-Highland-Petticoat watersheds
with respect to the Authority's Erosion Control Programme, the finalization of the
Stouffville Channel, and developments along the Lake Ontario Waterfront.
Information was provided to the Board regarding the matter of water quality on the
Duffin Creek. In this connection, staff were requested to forward to all Board
members copies of the report being prepared by the Ministry of the Environment.
Mrs. Deans outlined the current work being carried out to identify candidate sites
for designation as environmentally sensitive and/or significant areas.

(b) Conservation Land Management
Mr. Agnew reported on the work implemented during 1980 by the Conservation Land
Management Division, with particular reference to Conservation services, the
finalization of the Conservation Area Visitor Survey, and the management agreement
for the Stouffville Reservoir.
Information was also provided with respect to the proposed 1980 operation of the
Conservation Areas and Forest and wildlife Areas in the R.D.H.P. watersheds.

LOWER ROUGE STUDY
Mrs. Deans reported that the Authority is working with Metropolitan Toronto on a
study of the Lower Rouge. To date, this has involved the gathering of information
regarding Authority proposals, including an analysis of the Watershed Plan
programmes as they may affect the Rouge.
