The Don Valley Advisory Board met at the Authority Office, 5 Shoreham Drive,
Downsview on wednesday, March 26, 1980, commencing at 1:30 p.m.

MINUTES
The Minutes of Meeting 11/79 were presen~ed.

BUSINESS ARISING FROM THE MINUTES
Keating Channel
Mr. Garrett advised the Board that the proposed dredging of the Keating Channel is
delayed. The Ministry of the Environment has withdrawn its agreement to
financially support the project. He further advised that a meeting will be held
between the Ministry of the Environment and the Ministry of Natural Resources to
discuss alternatives. A delay in proceeding with the project for any extended
period of time will reduce the amount of work which can be done in 1980.
FLOODING OCCURRENCE - MARCH 21, 1980
The staff made a presentation on the flooding which occurred on March 21, 1980,
with particular reference to the Don River watershed. A film, showing the extent
of flooding on the Lower Don River was shown: also shown were slides of flooding
on the Lower Don and portions of the Humber River and Black Creek.
Staff advised that a Flood Alert had been issued to the media on March 20, advising
that there would be high water levels and dangerous river conditions. A Flood
Warning was also issued to the Metropolitan Toronto Police Department three hours
in advance of the flood occurrence, advising of expected flooding in the Lower Do~

River, at the Bayview.Avenue Extension and the railway. This was the first
occasion on which the staff was able to accurately give advance warning of impend-
ing flood conditions.
WATERSHED PLAN
Mr. Garrett outlined the component programs of the Watershed Plan, which has been
prepared to guide the resource management work of the Authority:
Lake Ontario Waterfront Development Program:
It was suggested by Dr. Tovell that the Authority work with Metropolitan Toronto
to incorporate displays or information kiosks at Waterfront sites to inform the
public of the geological history and current physical processes. Also, that flood
levels be identified at locations along the watercourses.
Heritage Conservation:

THE BOARD RECOMMENDS THAT: The Executive Committee request the Historical Sites
Advisory Board to consider alternatives to the proposed visitors' Centre which
would meet the immediate needs for visitors' services, incorporate energy
conservation measures, and be compatible with the style of structures in the
Village.

THE BOARD RECOMMENDS THAT: The Authority suggest to the Ontario Science Centre the
development of a display on river valleys which would take advantage of the
location of the Centre.

RESOLVED THAT: Mr. M.R. Garrett and staff present be thanked for their presentation
and discussion regarding the Plan; and
THE BOARD RECOMMENDS THAT: The Watershed Plan be received, endorsed, and recomme~
to the Authority for approval.
CARRIED;
Dr. Tovell suggested that part of the audio-visual presentation prepared to
publicize the Plan include pie diagrams illustrating the existing and potential
land use of Authority watersheds.
ADJOURNMENT
On Motion, the Meeting adjourned at 4:45 p.m., March 26.
