The Waterfront Advisory Board met at the Authority Office, 5 Shoreham

FORWARD NINE CITIZENS'
ASSOCIATION - DELEGATION
A delegation from ForWARD Nine Citizens' Association joined the
Meeting and elected as their representative Mr. R. Merrens who
presented a comprehensive brief, supported by a petition signed by
a considerable cross-section of citizens of Ward Nine with regard
to the Waterfront Plan for the Eastern Beaches.

Mr. McLean presented a brief Staff Progress Report on Waterfront
Projects to date.

RESOLVED THAT: The Report of the Task Force on the Chesterton Shores

structed until, and unless, actual park use demonstrates the
need;
(b) in detail design, the parking provided for the boat launching
area be shifted farther to the west;

League and Catamaran Clubs be designated well north of the
launching ramps;
( d) the as built configuration of the shoreline of the new land to
be constructed be flexible within the confines of coastal
engineering requirements as construction proceeds.

THE BOARD RECOMMENDS TEAT: The Master Plan for the Pickering/Ajax
Sector, Petticoat Creek Waterfront Area be adopted in principle and;
that the following action be taken:
(a) development of this waterfront area be given first priority in
the development of the eastern sector of the waterfront;
(b) the waterfront area be divided into three major use areas: a
high-intensity node occupying the level tableland at the main
park entrance including a reception centre/restaurant complex,
outdoor swimming facilities and horse stables; a passive low-
density trail system and nature study area occupying the
Petticoat Creek ravine; a reforestation and tent/trailer
camping area occupying the southwestern portion of the main
tableland area;
(c) the construction of the proposed facilities and landscaping be
undertaken in three main stages commencing in 1972;
(d) the Authority property on the west shore of Frenchman's Bay be
developed as a day-use and beach area; substantial buffer
planting to be undertaken in the early stages and a general
improving in the appearance of the Authority's property;
(e) in order to protect the neighborhood amenities of the West Bay
Shore area, access to the West Shore park be obtained only from
the Petcicoat Creek Waterfront Area;

connection with the Petticoat Creek/Frenchman's Bay lands and
the design of facilities;

MASTER PLAN - SANDY
BEACH WATERFRONT AREA

RESOLVED THAT: The Master Plan, Sandy Beach Waterfront Area be
deferred to the next meeting of the Board to allow time for
negotiations, now in progress between ontario Hydro and the Authority
for a management agreement between Ontario Hydro and the Authority
for inclusion of this property as a part of waterfront development, to
become finalized.

MASTER PLAN - DUFFIN'S CREEK
WATERFRONT AREA

THE BOARD RECOMMENDS THAT: The Master Plan for the Duffin's Creek
Waterfront Area be adopted and; that the following action be taken:
(a) this area be retained essentially in its natural state, in view
of its biological importance as a wildlife habitat and migratory
staging post;
(b) a Nature Interpretive Centre be developed in association with
trails and boardwalks in the marsh areas; (to be referred to the
Information and Education Advisory Board);
(c) a small winter sports area be developed on the steeper slopes
in the northwest of the waterfront area;
(d) picnic and informal recreation areas be confined to the table-
land areas on the east and west of the ravine;
(e) the beach area at Rotary Park be developed at an early date;
( f) additional tableland be acquired on the west side of the creek
both to permit additional planting as a buffer between the park
and the industrial area, and to permit better access, vehicular
circulation and parking distribution to serve the western picnic
area;
(g) a major screen and shelter planting programme be commenced at
an early date;
(h) should a Duffin's Creek location be decided upon for the Central
York/Pickering Sewage Treatment facility, great care be taken
in the precise location of the facility to ensure it will not
have a deleterious effect on the natural integrity of the
waterfront area;
(i) the Mast.er Plan be presented to the Township of Pickering for
approval.

CRESCENTWOOD ROAD BRIEF
- SCARBOROUGH SECTOR
A Staff communication was presented having regard to briefs in con-
nection with Crescentwood Road, Scarborough Sector of the Waterfront
Plan.

THE BOARD RECOMMENDS THA T: The shoreline between Warden Avenue and
Lakeside Avenue be designated as the top priority "design block" for
implementing erosion control works, Crescentwood Road area, Scarborough
Sector, since the severely eroding shoreline south of Crescentwood
Road is within a designated priority area and since it is located
at the west downdrift end of Scarborough, adjacent to the already
stabilized Toronto Hunt Club property; and further
THAT a Technical Shoreline Management Committee be established, whose
terms of reference shall be:
(a) to accurately determine the limits of the Crescentwood Design
Block;
(b) to determine the erosion control works necessary to stabilize
the bluff within the Design Block (in collaboration with the
necessary engineering expertise);
(c) to determine what lands should be deeded to the Authority to
effect these works (in collaboration with the Authority legal
advisors);
(d) to determine the optimum procedure for accomplishing the con-
struction of these erosion control works;
(e) to recommend any further research and study necessary in aiding
the control of bluff erosion.

NEW BUSINESS
The meeting was advised that the next two meetings of the Board are
scheduled for Thursday, March 16 and Thursday, May ll. It was
suggested that in order to cover all the items deferred from this
meeting, another meeting should be scheduled before May. It was
agreed that a further meeting be scheduled for Thursday, April 13.

THAT the recommendations contained in the Staff Report, as set
forth herein, be adopted:
(a) The Committee of Parks, Recreation and City Property of the
City of Toronto be requested to consider The Metropolitan
Toronto and Region Waterfront Plan, 1972-1976, on the basis
of the policy, general site proposals, financing and
implementation procedures as set out in the Plan, and that
the committee be advised that representatives of the
Authority would be pleased to meet with them to assist in
their consideration of the Plan;
'b) A copy of the report concerning the brief submitted by the
forWARD 9 Citizens' Association be forwarded to the committee;
( c) In accordance with policies established by the Authority in
connection with the Waterfront Plan, the committee be aovised
that:
"the Waterfront Advisory Board will cooperate with municipal-
ities when they call public meetings to inform those within
the area of their jurisdiction to be affected by the proposed
Waterfront Plan and that the municipalities be so advised";
and further in this connection
that it be suggested to the committee that a public meeting
be held at the Master Plan stage for each site;
(d) The committee be provided with a report on the public meetings
to assist in their consideration of the master site plan which
will be submitted for their consideration and approval.

MASTER PLAN - BLUFFERS PARK
SCARBOROUGH SECTOR
Mr. McLean presented the Master Plan for Bluffers Park in the
Scarborough Sector. A lengthy discussion took place with Mr.
J.R. Bousfield, Proctor, Redfern, Bousfield & Bacon, Consulting
Engineers, answering the many questions asked by members of the
Board.

RESOLVED THAT: That aspect of the Plan for Bluffers Park in the
Scarborough Sector having regard to access road and parking on
Seminary lands be deferred until approval of the Plan by the
Borough of Scarborough.

coastal engineering point of view; and
(b) The Master Plan be presented to the Borough of Scarborough for
approval.

CITIZENS' ASSOCIATION RE
PARKING LOT - EASTERN BEACHES
Mr. McLean read a communication from the ForWARD 9 Citizens'
Association having regard to a parking lot on the Eastern Beaches
of the Waterfront recently constructed between the lake and the
Boardwalk, containing a petition signed by a lengthy list of
supporters, which had been deferred from the previous meeting of
the Board.

RESOLVED THAT: The communication from the ForWARD 9 Citizens'
Association, containing a signed petition, which states:
"We, the undersigned, request that the temporary parking
lot recently constructed between the lake and the ~oard-
walk, at the western end of the Boardwalk, be removed
before this coming summer and that the beach then be
promptly restored to its original fine condition."

The Chairman advised that the material to be presented at the
meeting agreed upon for Thursday, April 13, may not be available
for that date and that the meeting may be postponed.

The matter of timing of Advisory Board meetings was discussed
briefly.

SCARBOROUGH SECTOR
WATERFRONT PLAN
Mr. McLean presented a petition signed by the residents of five
properties on Broadmead Avenue proposed for acquisition in connection
with Bluffers Park, Scarborough Sector, Waterfront Plan, who wished
to be excluded from the plan of acquisition, being #33 to #41
Broadmead Avenue, Borough of Scarborough. Following receipt of the
petition a Mrs. Petkovics, residing at #39 Broadmead Avenue, telephoned
Mr. McLean and stated that she wished to have her name deleted from
the said petition.

RESOLVED THAT: The matter of a petition signed by the residents of
five properties numbered from 33 to 41 Broadmead Avenue stating that
they wished to be excluded from the plan of acquisition in connection
with Bluffers Park, Scarborough Sector, Waterfront Plan, be referred
to the Task Force for further study; and

THAT Mr. McLean be directed to acknowledge the telephone call from
Mrs. Petkovics, located at 39 Broadmead Avenue, Borough of Scarborough,
requesting that her name be removed from the said petition, advising
~1at her request was acknowledged and that her name had been removed
from the petition, as requested.
CARRIED UNANIMOUSLY;
Mr. J.R. Williams addressed the meet~ng briefly and passed on his
observations with regard to the effect of the proposed sewage
treatment plant in Pickering on the various projects of the
Authority, as well as the proposed Second Toronto Airport and the
implications which it will present. The Chairman requested Dr. Lord
to summarize the entire matter for the information of the members
and advised that the subject would be considered by the Executive
Committee.

HUMBER BAY WA TERF RONT AREA
Master Plan-Etobicoke Sector
Report #3/72 of the Waterfront Task Force having regard to the
Master Plan - Humber Bay Waterfront Area - Etobicoke Sector, was
presented.

RESOLVED THAT: Report #3/72 of the Waterfront Task Force having
regard to the Master Plan - Humber Bay Waterfront Area - Etobicoke
Sector, be received and appended as Schedule "A" of these Minutes;
and further
THE BOARD RECOMMENDS THAT: The Master Plan for the Humber Bay
Waterfront Area, Etobicoke Sector be adopted, and in this connection
THAT the following action be taken:
i) In the detail design of the contouring of the new
land, great care be taken to provide a sui tabl e
environment for tree growth, and that the Metropolitan
Parks Department be consulted in this connection;
. . ) The need for bathing facilities in this area be

recognized, and that in extensions to the plan beyond
1976, bathing facilities be included;
iii) The need for small boat harbour facilities in the Humber
Bay/Mimico Creek vicinity be recognized and that con-
sideration be given to mooring and docking facilities in
this area;
iv) The shoreline configuration be subject to detailed design
from a coastal engineering point of view.

A Task Force communication was presented having regard to the
communication received from the Pickering Township Planning Director
regarding the continuation of the open space designation in connection
with the preparation of a revised plan of the Chesterton Shores area.

RESOL VED THAT: The communication from the Waterfrcrt Task Force
re Chesterton Shores be rece1ved; and further
THAT the Pickering Township Planning Director be advised:
i) THAT The Metropolitan Toronto and Region Conservation
Authority recognizes a potential in the Chesterton Shores
area as open space in connection with waterfront development;

Toronto and Region Waterfront Plan, 1972-1976, for
acquisition in the Chesterton Shores area;
iii) THAT no consideration is to be given to the acquisition
of the Chesterton Shores area at this time.

Sector - Petition
A communication from the Task Force was presented having regard
to a petition from the owners of property on Broadmead Avenue
in the Bluffers Park area requesting that their properties be
removed from the Waterfront Plan.

RESOLVED THAT: The communication from the Task Force regarding a
petition from the owners of property on Broadmead Avenue be received;
and further
THE BOARD RECOMMENDS THAT: The Metropolitan Toronto and Region
Waterfront Plan, 1972-1976, as it pertains to land acquisition in
the Bluffers Park area, not be amended to exclude the five properties
fronting on Broadmead Avenue but that the properties should be
acquired, if possible, by negotiations, as they come on the market.

In October of 1969, the Metro~olitan Toronto Planning Board
commiAAioned a design ~tudy for the 3umber Bay ~~terfront area to
establish and co~t development which could be completed in a
five-year period. The consultants presented their report in
October of 1970, which outlined t~~ a1tern~tives for development.
Scheme A included park land, commercial and residential develop-
ment in an area compri~ing approximately 125 acres of land and
waterways.
Scheme B proposed a development which was primarily park land,
with related commercial development on about 85 acres ~f land and
\'I8terways .
Both schemes were desiqned to be served by the same road system
which would connect the extenr-ion of park La\'1n ~oad in a 1001)
through landfill to a new access ramp to and from points east on
the Queen ~lizabeth Highway. The Metropolitan ~oronto Planning
Board fo~~rded these 9roposalp to the Borough of 3tobicoke, who
a fter study, recomnended that 'lcheme B be ad~ted with the
deletion of a motel and convention centre which was ?r~osed on
the landfill area.
In 1971, the ~uthority adopted ~tage ~ of ~cheme B as ~roject
l'7 F-l, a project for the acquiAition and deve1Q9ment of the Mtmico
Creek ~aterfront ~ea. ~liR ~roject includec the creation of 14
acres of ne\./ land, e]::tending south from Lake Sh:>re Blvd. on the
"rest side of the Mimico Creek. Thi~ ~roject i~ nO\~ in 9rogress,
and the fill portion of the operation is e:~ected to be complete
by June 1972. The completion of the 9roject will include land-
scaping, the 9rovi~ion of road access, 9arkin9, boat launching
ramps, 9icnic areas, foot 9a thA, \'la shroom~, and a lookout point.
In preparing the Metropolitan Toronto and ~e9ion ~aterfront ~lan,
1972-1976, the ~uthority included C;tage II of l3cheme B as amended
by the Borough of ~tobicoke, as the Humber Bay .'Yaterfront 1\rea.
This Master plan deals with l3taqe II of ~cheme B, and is based on
the proposal~ set out in the Master Plan, Metropolitan Toronto
t'laterfront, Phase I, ~tobicoke ~ector, 9reparec by the fi~,
Johnson Surtroruc ~Tein~tein + Associates Ltc., and as amended by
the Borough of 3tobicoke.
~:ISTING CONDITIONS
This site, lying south of the Lake ~hore Blvd. in the Borough of
'3tobicoke, bet,'reen the t-~imico Creek and the ~!umber ~iver, ir-
proposed for ceve10?ment following c~letion of landfill operations
at the Mimico ~reek. The ~resent site i~ characterized by highway
commercial URes fronting on Lake C;~ore B1vc., including two gas
stations, 17 motels, and a dozen sinq1e-fami1y dwellings. Private
and public ~mer~ in thi~ area have engaged in ~hore1ine filling
in an unco-ordinateo fashion. The resultant shoreline has a
serrated np?earance, ir unr:table, and further modifications should
be subject to regulation under an \uthority shoreline management

Until recently, the area lying south :)f Lake ~hore ~oad continued
to be e~:tended by filling. ~rom the road~my to the water's e~ge,
the land varies in depth from 450 feet to 850 ~eet, and the t;)rivate
o~merships from 250 feet to 1000 feet, including ?rivate waterlots.
The land bet,.reen the Lake ~hore noad and the lake i~ included in
current proposals of the niF'trict 7 ~lan for t~e Borough of
~tobicoke. These proposal~ recommend re-development of the motel
strip, making 9rovi~ion for public park lands, multiple residential
development, a school site, a commercial site, and a major hotel.
~1hile the area to be re-devel0ged iF: not included in the '\uthority' 8
Master ~lan, and it will be carried ~ut under the direction of the
Borough of Etobicolte, it has con~iderable importance to the
.'\uthority development proposals. Of ~articular interest, i" the
necessity for re-sha9ing the exi~ting shoreline to conform more
closely to mature beach criteria.
The study area i~ served by three major east-west roads: the
Queens~~y and L~~o ~hore ~oad are urban arterials, and the '"}ueen
mlizabeth .~ay is the major e':press\tray connection to do,mtO\o.'n
Toronto. The Queen "!:lizabetl1 'Yay is ?ro'9osed to be re-ali9f1ed
to the north by the Department of Tran~~ortation and communications

The Humber Bay 'Taterfront \reC06 as ""et out in this plan includes
the land and development it is anticipated can t~(e place in the
five-year period of the Metropolitan Toronto and ~egion ~7aterfront
Plan. The land area to be createc will be in the form of a
curving ~pit e~ttending southward and east\"ard from the east side
~f the Mimico Creek, comprir-ing 51 acres of ne\! land and six
acres of enclosec lakes. In 9reparing thi~ ~lan, the consultant
considered th::l.t the 9roposed parlt land should be designed to
include facil~ties of unique character 3nd of regional interest.
~or this reason, the park area has been designed as a water park,
accommodating a great variety of recreational facilities, both
active and vi~u3l, \',hich mal~e uCl!e of . "3ter. This development
will include a series of enclo~ed interconnecting lakes and ?onds
and the o9portunity to create ,"!aterfalls, canal~, and other forms
of vmter di~play. ~urroundina the enclopen bodies of w~ter,
extennive areas are provicec for ?icnic areas, foot paths, lookout
points, ::1 restaurant, and washroom facilities.
The plan :las been ~.evi"ed so that: limited boating facilitieq
connecting with Lake ontari~ could be nrovidea, if found de~irable.

EAST SIDE OF FRENCHMAN'S BAY
PICKERING/AJAX SECTOR W/F PLAN
A Staff communication was presented advising that the Authority,
together with the Township of Pickering, engaged the firm of

project Planning Associates Limited to carry out a study of land
use and traffic between Frenchman's Bay and the Duffin's Creek for
the purposes of determining a suitable land use policy for lands
adjoining the east shore of Frenchman's Bay, and the need for a
road parallel to the east shore of Frenchman's Bay, and if such a
road were required, to establish its function and alignment. The
consultants were also required to study and recommend a suitable
land use policy for that area of Squires Beach not included in the
Authority's acquisition plans.

Land Use and Traffic Study, East Side of Frenchman's Bay, Pickering/
Ajax Sector, Waterfront Plan 1972-76, be received; and
THE BOARD RECOMMENDS THAT: The findings of the Land Use and Traffic
Report, Frenchman's Bay, be endorsed and recommended to the Council
of the Township of Pickering, as follows:
(a) The East Bayshore of Frenchman's Bay, with the exception of
the eastern sand spit be developed for marinas and boat-
oriented uses;
(b) The East Bayshore road giving direct access to all marina and
water-oriented fac~lities be constructed as a part of a con-
tinuous scenic link throughout this sector of the waterfront;
(c) The area of Squires Beach not required for park purposes be
designated a holding zone pending a decision of the location
of the Central York/Pickering Sewage Treatment Plant. If the
area is not affected by this proposal, it should be re-zoned
to R2 and development allowed to resume;
(d) East/west link between Sandy Beach Road and the Church Street
extension referred to on page six of the report as being
required to give relief to the proposed Bayshore road be
considered an important element of the Plan.

PRELIMINARY INVENTORY REPORT ON
ENVIRONMENTAL MONITORING - W/F PLAN
A Staff communication was presented advising that James F. MacLaren
Limited had been engaged to carry out a study to evaluate the state
of knowledge of the physical, hydrologic, chemical, bacteriological
and biological characteristics of the Lake Ontario waterfront area
under the jurisdiction of the Authority and to establish environmental
monitoring requirements related to proposed development.

nection with the Preliminary Inventory Report on Environmental
Monitoring for the Waterfront Plan, 1972-76, as prepared by James
F. MacLaren Limited, Consulting Engineers:

(a) The Staff be directed to investigate the alternatives in the
design of immediate monitoring requirements for existing
Authority projects and those soon to be undertaken and that
budget provision for such monitoring be made in the budget
of the Authority;
(b) The Ministry of the Environment be requested to convene a
meeting, to include representatives of agencies involved in
monitoring on the waterfront, to discuss the co-ordination
of data collection.

1973 PRELIMINARY BUDGET ESTIMATES
Mr. McLean presented the Preliminary Budget Estimates for 1973 and
pointed out that the Authority is required to provide the Province
of Ontario with budget estimates by July preceding the budget year;
and since the work programme for 1972 has not yet started and the
date of starting is dependant on approvals not yet received,
predicting expenditures for 1973 could not be detailed at this time.

Mr. McLean showed a proposed information sheet on the work of the
Board, which would be made available on request to the public.
IT WAS AGREED that the proposed information sheet should be proceeded
with and used for general distribution.

regard to sport fishing on the Metro Waterfront be received; and
THE BOARD RECOMMENDS THAT: The recommendations contained in the
report of the Waterfront Task Force having regard to sport fishing
on the Metro Waterfront, as set forth herein, be adopted:
(a) The Authority recognize the importance of improving the non-
commercial fishery along the Metro Toronto waterfront in its
waterfront development proposals through the inclusion of
facilities to increase the accessibility of the lake to
fishermen;
(b) The Sport Fisheries Branch, Ministry of Natural Resources, be
the agency responsible for stocking and managing the non-
commercial fishery, including safety patrols;
(c) All agencies recognize the importance of the present basically
"coarse" fishery along the waterfront as a leisure activity
enjoyed by many people, especially children, and well suited
to the present low water quality close to the shore;
(d) The Authority give serious consideration to the Sport
Fisheries Branch's suggestions on improving access to the
present "coarse" fishery in its proposals for waterfront
development through the provision of fishing piers, more
public access to warm water outfalls from generating
stations, sheltered coves and lagoons and steep landfill

slopes in certain locations, especially in light of the
fact that the present low water quality right along the
shoreline cannot be guaranteed to improve to that needed
for more sporting fish such as salmon and trout for a
considerable time;
(e) Extra boat ramps, space for charter boat operations,
beyond those facilities already proposed in The Metro-
politan Toronto and Region Waterfront Plan, 1972-l976, be
considered, inasmuch as a sport fishery may develop along
the Metro Toronto waterfront following the stocking
proposed by the Sport Fisheries Branch, as information is
received from the Branch in terms of where and in what
quantities these fish will be available for fishing.

RE: AJAX WATERFRONT SCENIC ACCESS ROUTE
INTRODucrrION
In 1968, the Metropolitan Toronto Waterf:r'ont Plan (as adopted by the
Municipality of Metropolitan Toronto, the Township of piCkering, the
village of Pickering, and the Town of Ajax) included a proposal for
the establishment of a scenic access route from Frenchman's Bay along
the waterfront to Carruthers Creek. The road was envisioned as giving
continuous access (i. e. providing a waterfront road link) between various
foreseen water-based recreational facilities. Specifically, the more
easterly half between Duffins Creek and Carruthers Creek was planned
to link facilities at:
(a) the mouth of Duffins Creek;
(b) the foot 0 f Harwood Avenue in Ajax;
.
(c) the mouth of Carruthers Creek at pickering Beach;
whereas the westerly half was planned to link facilities at:
(a) Frenchman's Bay;
(b) the Nuclear Generating Station at pickering;
( c) the west side of Duffins Creek.
In both halves, the road was also planned to provide a pleasant scenic
trip by car along that section of the waterfront for the many people
who enjoy driving for pleasure, as well as to permit some enjoyment of
the view during otherwise poor weather conditions, such as rain, cold,
etc.
Since 1968, the proposal has been re-iterated in the proposed Official
Plan for Ajax as part of the town's road system. One section of road
intended to be part of the scenic access route has actually been built
as part of a subdivision development, and another subdivision including
a road for the same purposes has been proposed. Also, the proposed
building of the scenic access route through the strip of waterfront
parkland reserve between PiCKering Beach Road and the easterly termina-
tion of the present section of road intended as part of it, has been
opposed by certain residents of Ajax who feel such a scenic route is
not suitable in that particular area.
PURPOSE OF THIS REPORT
The Waterfront Advisory Board directed the Task Force to consider the
Ajax Ratepayers' Association's brief and make recommendations. In so
doing, it is appropriate to consider the entire scenic access route
concept and its place in Authority long-t.:rm waterfront plans.
This report includes a summary of the existing situation, scenic access
route requirements, and recommendations including a conceptual plan
for such a route in the Ajax area.

SUMMARY OF PRESENT SI'I'UATION
The scenic access route from Harwood Avenue to pickering Beach Road
is favoured by the Metropolitan Toronto Waterfront Plan and the draft
Official plan of the Town of Ajax as part of a system of such roads
stretching from Frenchman's Bay to Carruthers Creek. The scenic route
is intended to permit continuous access to points of interest along
the waterfront, as well as providing car-borne recreationists with
attractive views of the waterfront in all seasons. In the section in
question, the primary purpose of the road, from the Authority's point
of view, would be to connect the planned large regional recreation
developments at Frenchman's Bay, the foot of Harwood Avenue, and
Pickering Beach/Carruthers Creek, as well as providing attractive
views of the waterfront to motorists. Indeed, it is one of the few
areas where there is an opportunity to put such a route very cl~se to
the lakeshore. It has not been intended that cars will be encouraged
to stop along it between the three nodes of recreational development,
since no parking space would be provided, except right at each node
where ample parking would be available for the recreational activities
there.
One section of road intended as part of the scenic route has been
built. It was built as part of a subdivision development and has
residential lots fronting on it on the north side. It is linked to
the Ajax street system. Another section is intended, again with
frontage, as part of an application for another subdivision in the
area (see Figure I).
The proposed re-design of Highway 401 with elimination of the present
interchange at Harwood Avenue, and the building of new interchanges
at pickering Beach Road and Valley Road, will place greater importance
on the availability of east-west connecting road links throughout the
Town of Ajax. The scenic access route is dealt with in the draft Ajax
Official plan as such a link and has, consequently, been designated
as a "collector" road (i.e. a road which would be primarily intended
to distribute traffic from arterial roads into residential streets,
having an 86-foot right of way and an ultimate pavement width of 48
feet with two traffic lanes plus space for parking) . However, it has
been specifically limited between McLarnan Road and Pickering Beach
Road to no more than two traffic lanes by later additions to the
Official Plan. I~ would still have an 86-foot right of way to permit
landscaping, etc. to make it more compatible with adjoining residential
neighbourhoods.
The Ajax Ratepayers' Association has objected to the proposed building
of the scenic access route from the present eastern termination of
the small section of road intended to be part of it (i.e. the corner
of Lake Driveway and McLarnan Road) to Pickering Beach Road. The
Association feels that with the present attractiveness of the open
space now, there would be very much lost by the building of such a
road and the resultant car traffic. In their letters and brief to the
Waterfront Advisory Board, they have cited problems of pollution,
accident danger, loss of very attractive and useful open space and
lack of need for such a route. A petition signed by 878 residents of
the Town of Ajax has asked the Ajax Town Council to ensure that the
area is kept as "pleasant passive open space, free from all roads".
There are presently some 20 houses backing on to the urea the scoo:mic
route is proposed to cross.

SCENIC ACCESS ROUTE GENERAL POL_Cf RECOMMENDATIONS
The Metropolitan Toronto and Region Wa'cerfront Plan of December 1967
called for the building of scenic access routes to waterfront areas
wherever possible along the Metropolitan Toronto waterfront, both to
provide continuous access along the waterfront to envisioned water-
based recreational activities, and to give the many people who enjoy
driving along looking at attractive landscapes more opportunities to
do so in all seasons. Unfortunately, physical limitations, such as
the existence of ravines and well-established neighbourhoods close
to the water prevented the planning of extensive scenic routes in all
but a few areas along the waterfront, because of:
( a) the expense of building through, or over, such ravines and
other topographic limitations;
(b) the Plan's stated objective of disturbir.g existing
residential areas as little as possible, primarily by
avoiding residential streets as access routes only.
It is the belief of The Metropolitan Toronto and Region Conservation
Authority that such requirements and restrictions must be considered
as policy, since the whole basis of the Authority's development of
the Metropolitan Toronto waterfront lies in the acceptance of the
Waterfront Plan by all the various municipalities involved. These
general policies, however, should be elaborated in terms of acceptable
devices which can be used to achieve the objective of the policy. A
member of the Task Force staff was sent to ottawa to examine the
system of scenic access routes developed by the National Capital
Commission, in order that we could profit by their experience.
This investigation was of considerable help in developing the
following policy recommendations.
1. Scenic access routes should be established to gain access to
waterfront areas and should have .the following characteristics:
( a) Link directly with arteri.al or collector roads and avoid
residential streets being a part of the access system;
(b) Be located and designed so as to take advantage of views and
provide for all-season enjoyment of the waterfront area;
(c) Be located and designed to have minimal adverse effect on
communities which are adjacent to, or overlook, the access
route;
( d) Only the convenient minimum of access points be provided to
such routes for all usersJ pede str ians, bicyclists, and
motorists.
2. Scenic access route right of ways should be sufficient to permit:
(a) adequate buffer landscaping for adjacent park and residential
use s;
(b) centre boulevards to strengthen the scenic characteristics
of the access route where greater than "convenient minimum
of access" exists.

GENERAL POLICY RECOMMENDATIONS
3. Scenic routes, whether a part of the park or the street system,
should make provision for safe pedestrian and bicycle crossing
of the route, including cross-walks, grade separations, and
protective fencing.
AJAX SCENIC ACCESS ROUTE
With scenic access route general policy recommendations in mind, the
proposals for such a route through the Ajax Sector of the waterfront
were examined.
Respecting Comments from the Ajax Ratepayers' Association Regarding
the Building of a Scenic Access Route Between McLarnan Road and
Pickering Beach Road
The Ajax Ratepayers' Association has stated in various letters and a
brief to the Waterfront Advisory Board, that they are opposed to the
building of any road through the above-mentioned section and have a
petition with some 878 signatures of Ajax residents supporting this
view. It is their belief that a scenic access route in this location
would severely restrict the use of what is presently a pleasant open
space for strollers, dog walkers, children's play, tobogganning, and
similar activities, by splitting the area up into two halves, using
up a sizable portion of the area for road surface, introducing some
danger to children in the form of the car and encouraging users of
such a road to use land that is reserved in the draft Ajax Official
Plan for neighbourhood and community park use. They also state that
they believe an Ajax waterfront scenic access route east of Harwood
Avenue is unnecessary in that "vertical access" could be provided
from existing major streets in Ajax to the planned recreational
facilities at the foot of Harwood Avenue and at pickering Beach/
Carruthers Creek, so that people would travel along major non-
residential streets only to get from one area to the other without
going through residential areas.
Should the proposed road be designed and constructed without giving
adequate attention to these concerns, it would become the hazard
suggested by the ratepayers. On the other hand, the hazards that
improper design and construction would create cannot be construed as
reasons obviating the necessity of the road. Nor can necessity be
given as a reason for poor design.
The fact that a scenic access route was proposed in this area before
development took place cannot be given as proof of necessity, nor can
the fact that a part of the area has developed prior to the actual
road design be used as assurance that the road will be incompatible
and unnecessary.
What is required is an assessment of the proposed road in terms of
function and design in the light of existing and anticipated conditions.

AJAX SCENIC ACCESS ROUTE
1. As has been pointed out earlier, the function of the proposed
road from the Authority's point of view as the waterfront develop-
ment agency, is to provide an attractive access route to the
activity nodes in the eastern portion of pickering/Ajax Sector,
avoiding conflict of park traffic with the local street system.
Reviewing this intended function in the light of conditions as
they exist today, it should be noted that:
(a) The Metropolitan Toronto Planning Board, in commenting on
the plan of subdivision to the north in 1967, approved the
application seeing the proposed development as "preserving
a 400-foot depth open space along the lake edge, permitting
future construction of a lakeside drive which conforms to
the basic principles of lakefront development in the area".
(b) The proposal that it is possible to have "vertical access"
which will keep people using the scenic access route out of
the adjacent residential areas, as well as "continuous access"
along a waterfront scenic driveway is not realistic in this
case. If there were only vertical access, a motorist would
be very tempted to drive into the adjacent residential areas
to try and find his way from one recreational area to another,
since it is a considerable distance north to the first east-
west collector street--Dreyer Drive. Inconvenience to both
motorists and residents would result. It is, therefore, the
belief of the Authority that a continuous waterfront scenic
access route is much more likely to keep non-residential
traffic out of the adjoining residential area than would
"vertical access".
(c) There are existing and proposed suitable collector routes to
provide access to the scenic route (Valley Road, Harwood
Avenue, and Pickering Beach Road), and under new proposals
for the area, Valley Road and pickering Beach Road will have
interchanges \"i th Highway 40l. It has been speculated that
these connections will greatly increase the use of the lake-
front portion of the system. It is quite reasonable to
expect, however, that most non-recreation traffic with Ajax
destinations will find it more convenient to use routes
other than the scenic access route.
( d) A section of road proposed to be a part of the scenic access
route has already been constructed (Lake Driveway between
Cowling Crescent and McLarnan Road) . A further extension of
the road is proposed in a currp~t application for subdivision
T-21841. The road is being constructed as a part of the sub-
division development. In order to make this feasible, one
side (north) of the road is a part of the residential area,
while the south side adjoins land intended to form a part of
the waterfront park.
Because of this, the road will serve as access to the
properties fronting on it, and as the scenic access route.

2. Design and Construction Considerations
Recognizing the intended function of the scenic access route
along the Ajax waterfront, its design characteristics will be
important in ensuring that it can perform as expected, and avoid
the problems which are foreseen by the area residents.
The road through Ajax can be discussed in three distinct sections:
(a) Area between McLarnan Road and Pickering Beach Road, where
existing residences back on to land intended for public
ownership approximately 400 feet from shoreline;
(b) Existing and proposed section of "Lake Driveway", lots
fronting on north side;
( c) Portion of scenic access route west of proposed subdivision
to Duffins Creek area. No current development proposals.
( a) McLarnan Road to pickering Beach Road
In this area, the residential lots back on to a 400-foot
strip of open space which extends to the lake, and which is
intended for public acquisition. The scenic access route
proposed for this area can meet all of the criteria recom-
mended under the general policy, but special attention will
have to be given in design with respect to ( 1) (c) , minimal
adverse effect on adjacent community.
The residents' concern here is that the proposed road will
cut through a useful piece of open space and create a hazard.
The design of the road here, therefore, should:
( i) Locate the road as close to the water's edge as
possible, so that it does not cut through the open
space. This section of shore is a bluff approximately
30 feet high and is eroding. A quantity of broken
sewer pipe has been dumped to retard erosion with
little noticeable affect. Shoreline management
measures will be required here, and the road could
be constructed in conjunction with these.
( ii) The road edge should be bermed and landscaped to
enable the continuing local use of the open space
without danger. This will be particularly important
for winter sledding. Proper landscape treatment will
soften the effect of the road on the adjacent open
space. ExisU.r:g topography will obscure the road
from most of the existing residences.
Special attention should also be given to recommendation ( 3) ,
provision for safe pedestrian crossing of the route. The most
attractive portion of the shoreline in this area is at the
pickering Beach end. Safe crossing of the route spould be
designed to encourage the use of this part of the shoreline.
Where it is felt there is a haz2rd involving crossing the road in
this area, fencing incorporated in the landscape and berming
programme may be desirable.

Use of the open space in this area by others than pedestrians
should not be encouraged, theyefore, parking on the scenic
route should not be provided.
(b) Lots Fronting on .Lake DriveWaY" section

The driveways giving access co individual lots on the north
side exceed the convenient millimum of access points thouqht
desirable fOT a scenic road. For this reason, recommendation
( 2) (bl, centre boulevards, al'.~uld be incorporated in the
design of this section. The centre boulevards will reduce
pedestrian-motorist conflicts, and provide opportunities for
attractive landscape treatment. A suggested treatment for
this section is indicated in Figure II.

(c) Between Proposed subdivision T-2l84l and Duffins Creek
Inasmuch as there is no existing development and no current
proposals in this section, all of the policy recommendations
can be met. proposals which may be put forward for this
section should be designed with the .convenient min~ of
access. criteria in mind. Clusters of housinq as opposed to
all frontages having access to the driveway may be appropriate.
3. Land Acquisition PolicY
The Metropolitan Toronto and Region Waterfront plan, 1972-1976
states the Authority's Land Acquisition Policy in the pickerinq/
Ajax Sector,
-Land acqui~ition in the pickering/Ajax sector in connection
with the Waterfront Plan was set out in Project W F-3A, A
PrQject f~r the Acquisition and Development of Waterfront
Lands in the Pickering/Ajax sector, adopted by the Authority
in 1971, and approved by the Province under MA 274/71, dated
July 21, 1971. It will be the intention of the Authority to
continue the acquisitions proposed in Project W F-3A under
this project."
Attached are Maps #17 and 18 from the project which indicate in detail
the lands which the Authority intends to acquire under the Waterfront
Plan.

RECOMMENDA TIONS
The Task Force agreed and recommends to the Waterfront Advisory
Board that the Ajax Waterfront Scenic Access Route report be received,
and that the recommendations of the report, as follows, be adopted:
1. Low speed, non-commercial scenic routes should be established to
gain access to waterfront areas and should have the following
characteristics:
(a) Link directly with arterial or collector roads and avoid
residential streets being a part of the access system;
(b) Be located and designed so as to take advantage of views
and provide for all-season enjoyment of the waterfront area;
( c) Be located and designed to have minimal adverse effect on
communities which are adjacent to, or overlook, the access
route;
(d) Only the convenient minimum of access points be provided to
such routes for all users, pedestrians, bicylists, and
motorists.
2. Scenic route rights of way should be sufficient to permit:
(a) Adequate buffer landscaping for adjacent park and residential
uses, and bicycle and pedestrian paths;
(b) Centre boulevards to strengthen the scenic characteristics
of the route where greater than "convenient minimum of
access" exists.
3. Scenic routes, whether a part of the park or the street system,
should make provision for safe pedestrian and bicycle crossing
of the route, including cross-walks, grade separations, and
protective fencing.
4. Specific Design and Construction Recommendations
(a) McLarnan Road to Pickering Beach Road
In this area, the residential lots back on to a 400-foot
strip of open space which extends to the lake, and which
is intended for public acquisition. The scenic route
proposed for this area can meet all of the criteria recom-
mended under the general pOlicy, but special attention will
have to be given in design with respect to (1) (c) , minimal
adverse effect on adjacent community.
The residents' concern here is that the proposed roadway
will cut through a useful piece of open space and create a
hazard. The design of the roadway here, therefore, should:
(i) Locate the road as close to tl1e water' s edge as
possible, so that it does not cut through the open
space. This section of shore is a bluff approximately
30 feet high and is eroding. A quantity of broken
sewer pipe has been dumped to retard erosion with
little noticeable affect. Shoreline management
measures will be required here, and the roadway could
be constructed in conjunction with theseo

(ii) The road edge should be bermed and landscaped to
enable the continuing local use of the open space
without danger. This will be particularly important
for winter sledding. Proper landscape treatment will
soften the effect of the roadway on the adjacent open
space. Existing topography will obscure the roadway
from most of the existing residences.
Special attention should also be given to recommendation (3),
provision for safe pedestrian crossing of the route.
The most attractive portion of the shoreline in this area
is at the Pickering Beach end. Safe crossing of the route
should be designed to encourage the use of this part of the
shoreline. Where it is felt there is a hazard in other
areas, fencing incorpororated in the landscape and berming
programme may be desirable.
Use of the open space in this area by others than pedestrians
should not be encouraged, therefore, parking on the scenic
route should not be provided.
(b) Lots Fronting on Lake Driveway section
This section can comply with all of the policy recommenda-
tions, except (1) (d) , convenient minimum of access points.
The driveways giving access to individual lots on the north
side exceed the convenient minimum of access points thought
desirable for a scenic roadwayo For this reason, recommen-
dation ( 2) (b) , centre boulevards, should be incorporated
in the design of this sec.tion.
(c) Between Proposed Subdivision T-2184l and Duffins Creek
Inasmuch as there is no existing development and no current
proposals in this section, all of the policy recommendations
can be met. Proposals which may be put forward for this
section should be designed with the "convenient minimum of
access" criteria in mind. Clusters of housing as opposed
to all frontages having access to the driveway may be
appropriate.
S. That the Land Acquisition Policy established in the Metropolitan
Toronto and Region Waterfront Plan, 1972-1976 be proceeded with.
