Reid RESOLVED THAT: The Minutes of Meeting #3/70, as presented, be adopted as if read. CARRIED UNANIMOUSLY; REPORT #1/71 - CONSERVATION EDUCATION ADVISORY COMMITTEE Report #1/71 of the Conservation Education Advisory Committee was considered, item by item, in detail. Mr, T.E. Barber presented the plans for the conversion of the Four Winds Guest Home to a residential Conservation Field Centre. Mr. K.G. Higgs presented the plans and model of The Centre For Environmental Studies. Res. #2 Moved by: Seconded by: Dr. W.M. Tovell E.H. Card G -2 -2- RESOLVED THAT: Report #1/71 of the Conservation Education Advisory Committee be received and appended as Schedule "A" of these Minutes; and THE BOARD RECOMMENDS THAT: The recommendations contained in Report #1/71 of the Conservation Education Advisory Committee, as set forth herein, be adopted: (a) The plans for the conversion of the Four Winds Guest Home to a residential Conservation Field Centre be approved and, in view of the recognized need to provide more residential Conservation Field Centres in the Metropolitan Toronto area, the Staff investigate means by which the Authority can obtain capital and operating costs for the Centre; (b) The plans and model of the Environmental Studies Centre be approved, as there is a recognized need to provide such facilities in the Metropolitan Toronto area; (c) The Staff request his Environment ", by the Department School' Boards. that the four week summer course, "Man and be recognized by the University for a credit, of Education for a certificate and by the APPRECIATION RE FUNDS - CENTRE FOR ENVIRONMENTAL STUDIES Res. #3 CARRIED UNANIMOUSLY; Moved by: Dr. W.M. Passmore RESOLVED THAT: The appreciation of the Authority be expressed to The Metropolitan Toronto and Region Conservation Foundation for providing funds for the preliminary plans and model for the Centre for Environmental Studies; and further THAT the Secretary- Treasurer be directed to convey this appreciation to the Chairman of the Foundation. CARRIED UNANIMOUSLY; CONSERVATION EDUCATION ALBION HILLS FARM A Staff communication was presented having regard to an experimental farm visit programme for school classes at the Albion Hills Farm. Res. #7 Moved by: C.R. Purcell Seconded by: J.D. Coats RESOLVED THAT: The Staff communication regarding Conservation Education at Albion Hills Farm be received; and THE BOARD RECOMMENDS THAT: An experimental farm visit programme for school classes be offered at the Albion Hills Farm at $1.25 per student for one half day; and further THAT the Staff be directed to assess the programme and report back to the Information and Education Advisory Board prior to the end of 1971. Townsend CARRIED; COLD CREEK CONSERVATION FIELD CENTRE - GROUP CAMPING PROGRAMME A Staff communication was presented advising that through the Foundation, all necessary tents, sleeping bags, heaters, etc., have been obtained, without cost, from Woods, Bag & Canvas Company Limited which will permit "overnight" and second day study courses at the Cold Creek Conservation Field Centre, with no extra Authority staff being required. Res. #8 Moved by: Mrs. G. deGuerre Seconded by: Mrs. M.A. Reid RESOLVED THAT: The Staff communication having regard to overnight group camping at the Cold Creek Conservation Field Centre be received; and further THE BOARD RECOMMENDS THAT: The Staff be authorized and directed to offer to school classes and other groups attending the Cold Creek Conservation Field Centre an optional overnight and second day in the Conservation Area at a cost of $2.50 per person and that the groups be provided with food if required, at an additional fee; and THAT the Staff be directed to report back to the Information and Education Advisory Board regarding the Cold Creek Conservation Field Centre camping programme prior to the end of 1971. CARRIED UNANIMOUSLY; 1972 PRELIMINARY BUDGET ESTIMATES The 1972 Preliminary Budget Estimates were presented and discussed in some detail. Res. #9 Moved by: R.G. Henderson Seconded by: C. Townsend RESOLVED THAT: The 1972 Preliminary Budget Estimates, as presented, be received; and further -3- G -6 THE BOARD RECOMMENDS THAT: The Preliminary Budget Estimates for 1972, as appended as Schedule "A" of these Minutes, be included in the Budget Estimates of the Authority for 1972. CARRIED UNANIMOUSLY; GREENBACKER SYMBOL - USE OF Res. #152 of the Executive Committee - Use of Greenbacker Symbol - referred to the Board, was considered and discussed in considerable detail. Res. #10 Moved by: C.R. Purcell Seconded by: Mrs. G. deGuerre THE BOARD RECOMMENDS THAT: The use of the Greenbacker Symbol by The Metropolitan Toronto and Region Conservation Foundation in fund - raising activities be endorsed; and further THAT the said Symbol be used by the Authority on literature where fund - raising is involved. CARRIED UNANIMOUSLY; NAME - "CENTRE FOR ENVIRONMENTAL STUDIES" The matter of the name for the Centre for Environmental Studies was discussed at some length. Res. #11 Moved by: R.G. Henderson Seconded by: C. Townsend THE BOARD RECOMMENDS THAT: The Centre for Environmental Studies in future be called: "THE ENVIRONMENTAL STUDIES CENTRE ". CARRIED UNANIMOUSLY; PROPOSAL FOR CORPORATE IDENTIFICATION Mr. R. Gerrard of the firm Stewart and Morrison Limited addressed the Board regarding the possibility of a programme of corporate identification for the Authority. Res. #12 Moved by: J.D. Coats Seconded by: Mrs. J.D. Reid THE BOARD RECOMMENDS THAT: The firm of Stewart and Morrison Limited be invited to present, without obligation, a design proposal for corporate identification of the Authority, which could include a symbol, signage, etc., for consideration at the next meeting of this Board. CARRIED UNANIMOUSLY; CONSERVATION WEEK - 1971 A communication from Mr. N.D. Patrick, Director, Conservation Authorities Branch, was presented, advising that Conservation Week 1971 will be September 20 -26 and requesting that this and all other Authorities participate in special activities during that week. Coats G -7 -4- THE BOARD RECOMMENDS THAT: The Authority participate in observing Conservation Week 1971, September 20 -26; and THAT the Staff be directed to co- operate in promoting functions wherever possible to observe that week. Card Seconded by: Mrs, J.D. Reid RESOLVED THAT: The Minutes of Meeting #2/71, as presented, be adopted as if read. CARRIED UNANIMOUSLY; FOUNDATION PROJECTS At the invitation of the Chair, Mr. E.H. Card, speaking as Chairman of The Metropolitan Toronto and Region Conservation Foundation, addressed the Meeting and requested direction for priority projects for the coming year in which the Foundation could be involved in raising funds. After considerable discussion and a number of suggestions, the following Resolution was adopted: Res. #15 Moved by: Mrs, M.A. Reid Seconded by: Mrs, G. deGuerre THE BOARD RECOMMENDS THAT: The Metropolitan Toronto and Region Conservation Foundation give top priority to raising funds for the reconstruction and development of the former Four Winds Nursing Home as a Conservation Field Centre. CARRIED UNANIMOUSLY; G -10 -2- It was suggested by some members of the Board that consideration be given by the Foundation to raising funds to assist in the operational costs of the various educational programmes of the Authority, which might permit certain students' groups to be subsidized. STAFF PROGRESS REPORT A Staff Progress Report covering the year 1971 was presented by the Staff. Res. #16 Moved by: Seconded by: J.D. Coats J. CARRIED UNANIMOUSLY; REPORT #2/71 - CONSERVATION EDUCATION ADVISORY COMMITTEE Report #2/71 of the Conservation Education Advisory Committee was presented. Res. #18 Moved by: Dr. W.M. Coats RESOLVED THAT: Report #2/71 of the Conservation Education Advisory Committee be received; and THE BOARD RECOMMENDS THAT: The recommendations contained in Report #2/71 of the Conservation Education Advisory Committee, as set forth herein, be adopted: (a) The report "Preliminary Proposal for Multi -Media Aids to Conservation Education ", dated July 16, 1971 and the subsequent letter dated October 1, 1971, be received; and that the proposal be considered in conjunction with the development of the programme at the proposed Environmental Studies Centre, Boyd Conservation Area; (b) The Plan of Development for the Environmental Studies Centre, Boyd Conservation Area, dated October 4, 1971, be adopted and proceeded with as soon as funds can be made available and that the development precede the construction of the Environmental Studies Centre building. CARRIED UNANIMOUSLY; REPORT #2/71 - CONSERVATION FARM SUB - COMMITTEE Report #2/71 of the Conservation Farm Sub - Committee, which has been approved by the Executive Committee, was presented. Coats RESOLVED THAT: Report #2/71 of the Conservation Farm Sub- Committee be received as information and the recommendations adopted by the Executive Committee be concurred in. CARRIED UNANIMOUSLY; GROUP CAMPING PROGRAMME COLD CREEK CONSERVATION FIELD CENTRE A Staff Report was presented outlining the action taken in the experimental programme - Group Camping, carried out during the past season at the Cold Creek Conservation Field Centre. Res. #20 Moved by: Prof. J.H. Passmore Seconded by: J. Dunlop RESOLVED THAT: The Staff Report having regard to the experimental Group Camping programme at the Cold Creek Conservation Field Centre during the past season be received; and THE BOARD RECOMMENDS THAT: A group camping programme be established in conjunction with the programme at the Cold Creek Conservation Field Centre and made available first to those classes scheduled to use the Field Centre and later to other classes and groups; and further, that charges be made sufficient to maintain the programme on a self - sustaining basis. CARRIED UNANIMOUSLY; CORPORATE IDENTIFICATION PROPOSAL An invited proposal from Stewart & Morrison Limited having regard to the development of a corporate mark and signage policy and programme for the Authority was presented and considered in some detail. Res. #21 Moved by: Mrs. G. deGuerre Seconded by: T. Patrick Henry THE BOARD RECOMMENDS THAT: The proposal for corporate identification, as submitted by Stewart and Morrison Limited, be received and approved in principle; and further in this connection, the following action be taken: (a) THAT additional funds be provided in the 1972 Information and Education budget estimates for corporate identification, to permit a contract being let for the development of a symbol and signage; and (b) THAT the contract for the development of a symbol and signage suitable for envelope, letterhead and business card be awarded, in the year 1972, to Stewart and Morrison Limited, at an estimated cost of $1,700.00; providing allowance is made in the budget. CARRIED UNANIMOUSLY; PIONEER LIFE PROGRAMME - EXTENSION A Staff communication was presented having regard to an extension to the Pioneer Life Programme. Res. #22 Moved by: Mrs. J.D. Reid Seconded by: Dr. W.M, Tovell G -12 -4- RESOLVED THAT: The Pioneer Life Programme be extended to permit the accommodation of up to four classes per day and that a villager's stable or small barn and a small log cabin with a large fireplace be added, at such time as suitable buildings become available and funds can be provided. (9) Seek the co- operation of, and work closely with, Ontario Department of Tourism & Information, the Convention & Tourist Bureau, Canadian Travel Bureau and companies, to be included in their literature and provide Authority literature for their distribution. (10) Preparation of feature articles for magazines and newspapers. (11) Invite students from universities, colleges and schools for photography and painting.
